Filanc Construction Engineering and Management (SDSU CEM) Program's 2105 fundraising GALA will take place at the Conrad Prebys Aztec Student Union on Saturday, April 11 th , 2015. The SDSU CEM GALA is the San Diego Construction industry's annual opportunity to provide the CEM Program with the extra funding for students and faculty that will be used to continue the CEM Program's climb to one of the elite construction engineering programs in the United States. The CEM's financing, just like all other programs at SDSU, has been hurt by continuing state budget cuts. The funds raised during the GALA's live and silent auction help make up for the financial "hole" created by the budget cuts. The California State University System first approved accepting students into the SDSU CEM program in 2007. Since that time, the Program's students have excelled. In both 2013 and 2014, students teams representing the Program placed in the top three teams in various competition categories in the prestigious Associated Schools of Construction "Reno" Competition. This competition includes construction engineering schools from throughout the United States. For SDSU students to have placed in three categories representing such a new program is remarkable. A student team also placed 2nd nationally in the Green Energy Challenge sponsored by the National Electrical Contractors Association (NECA). But perhaps the most notable achievement of the CEM Program is the performance on the job of the 130 graduates of the CEM Program. Most of these graduates are working for firms in the Southern California market, and are recognized by the industry as among the best young graduates available. They have obviously received an excellent education that positions them to be productive from their first day on the job. Now those are great "words," but the proof of the construction industry's enthusiasm for the graduates of the SDSU CEM Program is seen in the following list of firms that are part of the SDSU CEM Program GALA Steering

Mayor Faulconer Emphasizes Street Repair as CityInfrastructure Report LoomsBy Brad Barnum, Vice President Government Relations Last Wednesday evening, San Diego Mayor Kevin Faulconer held his firstState of the City Address, and as expected, infrastructure was a major theme."Street repair", he stated, will be "the City's highest infrastructure priority."Two other high profile infrastructure projects also were addressed, a newstadium for the Chargers, and the expansion of the Convention Center. The timing of Mayor Faulconer's comments couldn't have been better. The nextday the Office of the Independent Budget Analyst (IBA) released a report onthe Revenue Options to Address Critical Infrastructure and HousingNeeds, and this week, the City will release a comprehensive five-yearinfrastructure investment plan. Both reports will be discussed at the CityCouncil's Infrastructure Committee at 2:00 PM on Wednesday at City Hall (202C Street).

What is still to come, however, may be the most important report...a detailedcondition assessments of the City's infrastructure. What was once anestimated $898 million in deferred capital backlog of existing facilities isexpected to be $2+ billion, and "for the most part does not reflect the costs

expected to be $2+ billion, and "for the most part does not reflect the costsfor new City structures such as fire stations, lifeguard stations, branch libraries,swimming pool, parks, recreation centers, and police facilities. It also does notreflect the $2.7 billion in funding for stormwater regulatory requirements overthe next 17 years. Of course, funding for these infrastructure needs will be needed. The Mayorhas dedicated at least half of new revenue growth to infrastructure andneighborhood repair efforts through Fiscal Year 2020 ($22 million in 2015), butthat is a drop in the bucket. The IBA's Report provides a good summary of thepotential magnitude of the needs, along with a list of new funding options(besides the current issuance of lease revenue bonds, which can reduce theflexibility of the General Fund to address other critical needs). A quick look at the funding options reveals an interesting trend...six ofthe eight options are taxes/fees/bonds that require a 2/3 vote of SanDiego City residents! One option would require a majority of the vote, but itwould basically eliminate the free trash pick-up that many residents enjoy dueto the 1919 "People's Ordinance." By the looks of it, Mayor Faulconer and the City Council have their hands full.Fixing the City's infrastructure is a high priority, but at what cost are voterswilling to go. A look at the condition assessments, and the final revenue-generating proposal may determine how far that will be. Oh, and how can we forget about the Stadium, and Convention Center?! 2016should be a busy year at the ballot box for the City of San Diego, one way oranother!

AGC National Safety Awards (NASA) Program This is a Consecutive THREE year Member Safety Awards Program The Associated General Contractors of America has announced the start of theAnnual National AGC Safety Awards (NASA) program. Since 1991, AGCNational has offered AGC members an opportunity to evaluate their OSHAform 300A "Summary of Work-Related Injuries and Illnesses". AGC National utilizes an outside audit agency to calculate and compare anAGC member's annual safety record with other AGC members according to themember size and construction type (Building, Highway, Federal & Heavy,Municipal/Utilities and Associate/Specialty, please enter one of thesecategories in the CONSTRUCTION TYPE). Additionally the NASA program provides a great opportunity for contractormembers who have excellent safety records to compete for other nationallyrecognized awards. Please find detailed participation requirements in the attached NASAapplication.
