The installation of Council’s multi-purpose baler and sort line is almost completed thanks to members of the team from Waste Initiatives who are currently on-island, supported by a number of local tradesmen and Council staff. This is an exciting time for Norfolk Island as it will mean the diversion of general household waste, with the exception of organic waste, away from the Headstone Disposal Facility.

The multi-purpose baler will be capable of compressing and baling our aluminum, steel cans, plastics, and residual waste streams for export to recycling plants, or for disposal.

The glass crusher surge hopper will also be retrofitted to the existing crusher and allow an automated and regulated feed of glass into the system. The crushed glass will be available as an aggregate alternative for use in driveways and paths, and as bedding for water tanks and laying piping.

The Argonaut Natural Science Exhibition” displays 20 spectacular natural science exhibits beautifully arranged including seashells and sea urchins from Norfolk Island, freaky deep sea spider crabs, 1.5-15 million year old fossils, deep sea shells, colourful land snails, argonauts, chambered nautilus shells, heart urchins and sand dollars.

Our local seashells are also on display. Each exhibit has been photographed and explained in an easy-to-read format tour booklet which is available at the entrance to the exhibition.

Planning Act changes to support Norfolk Island’s growth and

sustainabilityThe Department of Infrastructure, Regional

Development and Cities and the Council have been working together for some time to address barriers to the construction of important public infrastructure on Norfolk Island.

In response to a request from the Council, changes have been made to the Planning Act 2002 (NI) to support Norfolk Island’s growth and sustainability.

The main change is a new approval process for significant developments such as recreation centres, waste management facilities and roads.

Under the new process, projects will need to demonstrate that they will benefit the Norfolk Island community. They must also fit in with other plans for Norfolk Island including the Community Strategic Plan and Council’s Operational Plan.

Feedback during community consultation about the changes indicated you wanted more say in local planning decisions.

The community will be able to make submissions on any significant development proposal. Councillors will also have an active role and help decide which projects go through the new process.

During the approval process, the Commonwealth Minister responsible for Norfolk Island or their delegate will consider these submissions and can set conditions on the development to address any concerns.

To make sure the new process is working, and it meets Norfolk Island’s needs, it will be reviewed after two years.

Open letter to Andrew Barr, Chief Minister of the A.C.T. Legislative Assembly

The People of Norfolk Island have recently been made aware of the Commonwealth’s request to the A.C.T. to replace NS.W. as the provider of state-type functions to Norfolk Island.

The NSW Government has been responsible for the provision of Health and Education services on Norfolk Island since the removal of self-government in 2016. There is no doubt that the NSW Government was not given detailed analysis or modelling to enable practical and cost-effective delivery of services on Norfolk Island. The result of DIRD directing service delivery and expenditure of public monies has been demonstrably negative for the Norfolk Island residents and the public purse. We ask that you take the time to visit Norfolk Island to evidence the changes imposed to date and assess the taxation, land rates and service provisions for equity to the people of Norfolk Island and evaluate whether there has been responsible expenditure for the Australian taxpayer.

The ANAL has recently commenced an audit of the DIRD methodology and expenditure of money with regard to Norfolk Island. Quite simply the expenditure has been very high, yet the resultant available services, particularly accessible and cost-effective health services, has been greatly diminished. Although taxes and land rates have risen excessively, without modelling or assessment of equity (capacity to pay), there has been no comparable increase in services, in fact most rateable land on the island is not serviced by government utilities at all. The lack

of dedicated investment in the tourism promotion - the main industry for the island has meant a reduction in air services and the overall economy has suffered, entering a phase that the Australian Government’s own economic consultant warned would be a destructive “negative feedback loop”. (Acil Tasman Economic Impact Report NI - Dr James Fogarty). We highlight this situation to better inform you of the situation on the island as a result of the Norfolk Island Legislation Amendment Act 2015 (Cth) and the Norfolk Island Administration Act 2016 (NSW).

Although the Australian Government has put great efforts into propaganda extolling their successes since removing the island’s democratically elected government, the truth speaks for itself. Regardless of the attempts by the Australian Government to ignore the greater than two thirds official referendum majority opposing the takeover, or the greater than 70% of electoral role members who petitioned the senate and house of representatives, the reality is that the people of Norfolk Island have been negatively impacted and the continuing imposition of untested socio-economic and service delivery changes will further reduce the island to an unrecoverable welfare state, rather than the productive community the island residents would prefer. These are significant considerations that you as ACT Chief Minister should be aware of, and we welcome you to the island to make your own assessment.

In closing we would like to advise that the Norfolk Island petition and initiatives through the United Nations to commence self-determination continue to progress very well. We would welcome you considering the more productive outcome for Australia and Norfolk Island if we all work toward that internationally recognised and supported outcome.

Norfolk Island National ParkWhale bird Season Declaration

In consultation with the Director of National Parks, the Administrator, Eric Hutchinson has declared the Whale bird Egg collection season open from 15 October 2018 until 25 November 2018. During this time the community can collect Whale bird eggs from the designated egg collection zone on Phillip Island.

Collection of eggs outside of the declared open season and at locations within the Norfolk Island National Park, other than the designated zone on Phillip Island, is not permitted, and is a breach of the NI Birds Protection Act, and the Environmental Protection & Biodiversity Conservation Act.

Access to “The Cord” within the Norfolk Island National Park will be closed during this time and we respectfully ask the community to steer clear of this and other areas of ‘No Take Zones’ where Whale birds may be nesting, so as not to disrupt their nesting behaviours.

Parks Australia understands the long held cultural tradition and practise for Norfolk Islanders in the harvesting and consumption of the Whale bird eggs. We appreciate the work the community does to self-regulate the take of eggs so that they are for personal and human consumption only, and that the volumes taken do not lead to excessive wastage and spoiling - and to ensure that the practice is sustainable both ecologically and culturally

P&O Cruises’ Pacific Explorervisiting Sunday

P&O Cruises’ Pacific Explorer, is due to arrive at Norfolk Island this Sunday with an estimated arrival of 6.45am. Some 1900 passengers are expected to disembark from 7:00am onwards and be back on board by 5:00pm.

Norfolk Island Tourism is again looking for volunteers to be dispersed around town who would be willing to answer questions from cruisers and assist with directions. Volunteers will be provided with ‘ASK A LOCAL’ badges and must be available throughout the cruise day. This project has been used in other cruise destinations and is very successful in helping cruisers feel welcome.

We encourage cafés and shops to be open during the morning through until early afternoon. To help create a ‘carnival’ feel in Burnt Pine, we encourage community groups to hold fundraising stalls, entertainers to busk, and a good variety of market stall holders to set up their stalls (bookings essential)!

Eric Hutchinson’s new role on Norfolk Island

Eric Hutchinson has a strong physical presence and a direct conversational style that would have served him well this past year.

The former Liberal Lyons MP has been living and working as Australian administrator on Norfolk Island.

The last administrator Gary Hargreaves reportedly had his car egged and his wife was spat upon. It is a tough gig.

Norfolk Island is an external territory of Australia, sitting 1900 kilometres from Canberra in the South Pacific Ocean, with a colourful history dating to 1788.

Those who call the island home have had a few challenging years. The murder of 29-year-old Janelle Patton in 2002 created a sense of unease and raised questions about the criminal justice system.

The global financial crisis in 2007 had a detrimental impact on the primary industry of tourism, causing their economy to reach crisis point.

Its population has been dropping steadily. Then the island lost its political independence.

In 2015 Australia stepped in and abolished the Norfolk Island self-government, a move the federal government saw as necessary reform.

The nine-member Norfolk Island Legislative Assembly and its body of local, state and federal law, which had existed since 1979, was replaced by NSW laws, and a local government has been introduced.

The NSW laws operate as de-facto state laws, Norfolk Islanders vote with Australian Capital Territory during political elections, and in addition to usual local government duties the new council will manage the island’s airport, telecommunications network and electricity generation.

Strong opposition has come from the island’s longest inhabitants.

The Council of Elders, descendants of the seven mutineers who stole away with William Bligh’s ship Bounty to live on Pitcairn Island, who then later moved to Norfolk Island, have taken their complaint to the United Nations’ Human Rights Council.

They argue that Australia has breached international laws relating to the civil and political rights of Norfolk Islanders, and that the changes will have a detrimental impact on their culture, identity and legal standing.

Mr Hutchison said he has had “frank” discussions with some members of the community about the changes.

He said ultimately his focus was to oversee the governance reform.

“Norfolk Island is an integral part of Australia … Its history and connection to what has become the Commonwealth of Australia is indisputable,” he said.

“Any suggestion that anybody within the Australian government is trying to extinguish this quite distinct culture that exists on the island is misleading… the uniqueness [of Norfolk Island] can be the real pillar that underpins growth in its economy.”

It is this political and social landscape into which Mr Hutchinson had landed.

It is not all aqua-marine water views and wines on the deck for the former federal politician, who is living in the island’s 1829 colonial Government House during his two-year term while his wife and two sons, one who is still at school, remain living in Tasmania.

As administrator Mr Hutchinson was delegated responsibility from the Federal Minister of Territories to continue to dismantle the Legislative Assembly and

to a developed pricing methodology based on Council’s aim of having business units financially sustainable in the next two (2) years.

The Chamber requests the following details -- Where has Council publicly identified and

adopted the 2 year aim of financial sustainability;- What are the Allocated Overheads of $578,000

for and reasons why this amount cannot be reduced to offset the reported business unit deficit of $407,200;

- What assessment has been undertaken on the impact to business and households of Council implementing these increases in addition to multiple other business and household charges;

- What efficiencies have been achieved to improve the service model and justify a higher tariff;

- Why has the increase over 2 years been costed for 75% recovery in the 1st year and 25% in the 2nd instead of 2 even increases;

- What is the fall back position in the event that people reduce their energy use to avoid the increase in their quarterly bill – will that scenario result in a proposed unit price of over $0.70 this time next year; as is Council’s suggestion in Options (refer: Option 3).

The Chamber questions whether the increases can be justified on the figures provided.

It is noted that Council’s recommendation includes a public exhibition period of 28 days and in the event the increases are supported the Chamber requests earliest responses to all questions raised in this letter to inform our members.

Keeping The Norfolk Island Community Updated

Dear residentsAs part of my regular update, I am pleased to

announce that passenger airline services will be expanded to provide year-round, twice-weekly return flights between Brisbane and Norfolk Island.

This means from mid-2019, instead of flights reducing to once a week, there will be two return flights through the winter period.

I want to thank the Mayor and Norfolk Island Regional Council for their advocacy for this change, which will offer more flight choices for residents, boost tourism and provide even greater economic opportunities for the Island.

Guided by advice from your Council, the Australian Government will continue to explore options to provide additional air services.

You may also be aware of changes recently made to Norfolk Island laws covering apprehended violence to protect a broader range of people than previously.

The old law only covered people who were in domestic relationships, with changes now allowing an individual who has ‘reasonable grounds’ to fear personal violence from another person to apply for a protection order.

The application process has also been simplified, so it is possible for both people fearing violence and the Norfolk Island Police Force to apply for protection orders. The new law also means domestic violence orders registered or granted in the rest of Australia will automatically be recognised on Norfolk Island.

We are also continuing to work on a Vocational Educational Training strategy for the Island, with the intention of having financial support available for eligible students from 01 January 2019. I hope to have more information about this package in coming weeks.

May I finish with a reminder that since the opening of NI-Connect in July 2018, a number of free child and family wellbeing activities and services are being delivered at this new community facility. I encourage you to check out the resources and activities if you haven’t already done so.

I am close to finalising dates for my first trip to Norfolk Island. As Assistant Minister, I look forward to meeting as many members of the community as possible.

Thirty-three members and friends spent a relaxing afternoon on Saturday 13 October viewing of some of the Royal A&H Show prize winning gardens.

This was a chance to see a variety of well presented gardens including newly established gardens less than 2 years old, senior citizens flower and vege gardens, mixed orchard, use of native plants and commercial vege gardens as well as the garden of Ria Howell which this year had won the outstanding garden overall.

During the afternoon everyone was also happy to partake of the delicious Devonshire tea provided to us by Ange Judd at the beautiful Pinetree Tours venue Orn da Cliff.

InformedUndersea Cable Connectivity To Norfolk

Island‘Readers will recall that at our June meeting I was

asked to write to Minister McVeigh requesting the Australian government consider the feasibility of Norfolk Island being connected to the undersea cables currently under discussion with the Pacific Island nations. This request was made on the understanding that securing cable connectivity for Norfolk Telecom and integration with the Australian Mobile and Fixed-Line network would satisfy all resident, government, and business needs and the expectations of the 30,000+ tourists that will visit Norfolk Island each year.

‘My letter to Minister McVeigh dated 6 August 2018 and his response dated 24 August 2018 were brought to Council at our meeting this week for noting by Councillors. The letters are publicly available on Council’s website at http://www.norfolkisland.gov.nf/2018-10-ordinary-meeting-council-17-october-2018,’ Mayor Adams said.

‘I read the following extract from the Minister’s letter at the meeting:

Generally, undersea cables are a commercial decision for the private sector and given the small size of the Norfolk Island demand, an undersea cable is unlikely to be seen as commercially viable by private sector businesses.

In your letter, you mentioned the recent announcement of Australian Government support for undersea cables connecting Sydney, Port Moresby and Honiara. The Australian Government will provide the majority of the funding for this project, with the Papua New Guinea and Solomon Islands governments jointly contributing up to one third of project costs. The bulk of the Australian Government funding for this project will be from the Official Development Assistance program, which covers aid flows to the Pacific Island nations.

‘Readers will have possibly seen the recent announcement from Assistant Minister Sussan Ley that applications for Round 3 of the Building Better Regions Fund (BBRF) are now being accepted; and that $45 million has been earmarked for tourism-related ventures, helping drive economic development, create jobs and grow stronger partnerships across communities. As mentioned at the Council meeting, I saw synergies between the BBRF and the undersea cable connectivity to Norfolk Island for possible consideration by the business community. Mayor’s Update - conitnued Toki Waka Hourua in helping to reignite value in

youth and community, in their Polynesian heritage and ancestry. The Heritage and Culture Advisory Committee hopes more Norfolk Island youth will be encouraged to participate in future voyages.‘On behalf of Council and the Norfolk Island

community, we wish all who sail on the Te Toki Waka Hourua safe travels on the next leg of their journey. It is understood that the outward crew includes three local “sailors” keen to “reignite their Polynesian heritage and ancestry”.

‘We look forward to the stars guiding the Te Toki Waka Hourua back to our shores one day soon,’ the Mayor said.

Heiva Te Tupuna Vahine Bounty‘On behalf of the Norfolk Island Regional Council,

I sincerely thank Jacqui Teio Chapman and Sonya Shone for their generous donation to both Council and to the Norfolk Island Community Library of a copy of their First Edition (June 2018) of Heiva Te Tupuna Vahine Bounty – Songbook and Heiva Programme together with a special Tahitian Musical Tribute CD,’ Mayor Adams said.

‘I quote from the opening paragraph in the book:This Songbook and the associated 16 track CD of

the same name enables musicians to pay a special tribute to the Tupuna Vahine of the Bounty in both English and Tahitian; the mother tongue of the Tupuna. The Songbook and CD together with a comprehensive historical study Auwas Polynesia (Our Polynesia) form a long overdue trilogy to restore the voices of the Tahitian women of the Bounty and to honour their lives. The authors are humbled by the tremendous responsibility of presenting these works.

‘This generous donation can now be accessed at our community library,’ the Mayor said.

What Does A Sorting Line Mean For Waste Management?

A sorting line means that a significant portion of the island’s waste will be diverted from ocean outfall. The current waste management practices have long been a concern for many Norfolk Island residents and this is an important step towards Norfolk Island becoming the ‘best small island in the world’. Residents can help by assisting with manually sorting waste when delivering it to the Waste Management Centre.

This article details how best to deliver various waste streams to the Waste Management Centre.

Food WasteThere are bins available in the drive-through for

food scraps and other organic material. We ask that all food scraps are removed from general waste. This is because our permit for exporting residual waste requires Council to remove all organic waste before it is baled and exported.

Aside from this waste stream being particularly unpleasant to deal with, it will be very difficult to remove loose food scraps once it is co-mingled with the general waste. Please remove organic waste from bags or containers before placing in the food waste bins.

Nappies and Sanitary ItemsThese items can still be placed in the general waste

chute, but please consider our staff when you deliver this waste. Nappies and other sanitary items should be placed in a separate, sealed plastic bag. This way they can pass straight through the sorting line and be baled without needing to be manually handled.

PlasticsOnce the baler is commissioned, plastic waste will

become a recyclable item. However, plastics will still be placed in the general waste chute and will be manually removed in the sorting process.

It is important to remember that plastic can only be recycled if it is reasonably clean. Contaminated plastic will have to be baled and sent to landfill. For example, soft drink bottles that still have liquid left in them.

The easiest way to manage this is to give plastic items a quick rinse before you put them in the bin. The other positive is that your bin won’t smell so bad.

Aluminum and Steel CansAluminum and steel cans have been crushed,

manually stacked onto pallets, and exported to New Zealand for recycling for a while now. The new baler will significantly streamline this process.

The aluminum and steel-can chutes will stay the same. We’d like to remind the community that no other waste streams be placed into these chutes.

GlassGlass bottles and jars can be recycled at the

Waste Management Centre, with the process being streamlined by the addition of the new surge hopper. This will retrofit over the current machine. The glass chute remains unchanged, but please remove glass items from plastic bags before placing in the chute.

Cardboard and PaperThe paper and cardboard will be processed through

the in-vessel aerated composting system due to be installed later in the year. In the meantime, until this facility is commissioned, cardboard waste is considered ‘non-recyclable’.

An additional chute for paper and cardboard will be included in the drive-through as these items are often bulky and problematic on the sort line.

Household BatteriesHousehold batteries must not be included with

your general ‘non-recyclable’ waste. There are two dedicated bins at the Waste Management Centre for batteries. Batteries contain different types of heavy metals and toxic elements depending on the type, including carbon-zinc, manganese dioxide, lithium, silver-zinc, nickel-cadmium, nickel metal hydride, mercury and lead, all of which can impact human health.

E-waste, Whitegoods, Tyres, Car Batteries, Gas Cylinders, Printer Cartridges and Waste Oils

These items are packaged and sent to New Zealand or mainland Australia for reprocessing or recycling.

There are a number of astrological approaches. ‘Evolutionary’ astrology includes past life language. However, it’s important to accept that we have Free Will and can choose to recognise our repeated patterns of negative behaviour / responses so that we can evolve and grow beyond those patterns; or we can choose to remain trapped in the never-ending cycle of repeated experience. Ground hog day holds no lustre for those who wish to become more compassionate and evolved beings. Life is about moving forward; change, and growth.

Astrology, throughout thousands of years of existence, has developed a variety of approaches. In mediaeval times it was more deterministic and the planets would be described as benefic or malefic; that is to say, either ‘good’ or ‘bad’. Over time, astrology grew and developed a blended approach, using science and nature to help guide us through the maelstrom of life’s challenges. Astrology’s purpose is to help us understand our path, and offer guidance towards living a more fulfilling life.

What I find interesting is that there are people of science and / or religion who have discovered and utilised astrology during their lives, despite their firm views against the subject matter based on their understanding or belief system. Edgar Cayce – 1877-1945, known as The Sleeping Prophet, was one such individual and researching his life fascinated me. He was an American devout Christian from Kentucky. Limited in education, he read the bible from cover-to-cover once every year. Cayce (pronounced ‘Caycee’) had a calling to help others and planned to become a missionary.

He was clairvoyant, but struggled with such a notion as it was seen as the devil’s work, and this did not sit comfortably with his Christian faith. However, his ability to fall asleep then, in an unconscious state, diagnose and prescribe medical matters for specific patients was something he found very difficult to align with his innate, religious beliefs. The patient did not need to be in the room, only a letter was sent to explain the need for help from a debilitating illness. He could never turn down a person or, particularly, a child in need and continued his practice with the help of his wife to write down all that was said during the channelling.

By the time Cayce died, he had given 14,000 documented readings for people. 2,500 of those readings were in relation to past lives and he explained, in his trance state, about astrological charts of the individuals concerned and guidance towards evolving in this life. After he awoke and heard the content of his reading based around astrology, Cayce was disturbed. Astrology was something his church would not condone and he was concerned about the authenticity of his diagnosis (via channelling in his sleeping state)

and what had been prescribed. But it was receiving letters of gratitude from patients after they had followed the unusual prescription that reassured him of the necessity to keep going with the work.

Cayce refused to charge for his readings. Cheques would be returned in the mail and he would refuse cash as he now knew this was God’s work, and he could not justify taking money from anyone who was suffering with ill health. Ultimately, The Cayce Hospital was built with help from a benefactor to help those in need. The Great Depression led to financial difficulties, but The Association for Research and Enlightenment (A.R.E.) purchased the hospital that was designed to provide holistic healing. It is still in existence today and holds the records of all the readings given by Edgar Cayce.

Reading Cayce’s biography, ‘There is a River’ by Thomas Sugrue, is enlightening in itself and it provides a deeper look at the man who wished to become a traditional missionary, but became a modern-day seer.

Island (WAGNI) are working together to launch a Walking Group. The Heart Foundation Walking Program has been “running” for over 21 years, with over 80,000 people involved. Research has shown that people who participate in the program have improvements in their blood pressure, resting heart rate, cholesterol levels, body fat and mood. The program will be launched at the Walk Around Norfolk Relay presentation event on Sunday 4 November, with lots of great giveaways for those who register for the group. The first walk is scheduled for Sunday 18 November but you can register and walk separately to the group if you prefer. Healthy Cooking and Get Started Exercise Program

Some Norfolk Island businesses have received notification from APRA AMCOS (the Australasian Performing Right Association and the Australasian Mechanical Copyright Owners Society) informing them – if copyright music is used then businesses may need permission (a licence) to play that music on premises.

‘USE’ means anything being played on radio, TV, copying, piping and streaming music through iPad or phone, background music, organising concert and more.

How did Norfolk Island come to the attention of APRA AMCOS - did someone inform them - Chamber is uncertain but yet again it is another change in the island’s way of life since 1 July 2016.

For Chamber members, the Committee is looking into this matter.

APRA AMCOS is a rights management organisation which licenses performing, communication and reproduction rights in music on behalf of 95,000 members and 145,000 licensees with 170 affiliated organisations worldwide.

Overview Of Council Meeting17 OCTOBER 2018

An Ordinary Council Meeting was held on 17 October 2018. Some of the matters discussed are detailed below.

Status Reports were provided on a wide range of topics, including:• a response to three questions made at the September

2018 meeting, which included the progress of transferring outstanding roads and reserves to Council; when Council can expect a draft Ports Management Plan; and whether a survey of all roads is needed before title of roads is transferred

• the rock removal and the rehabilitation of Portion 44a Cascade Road to athletic oval standard

• a Quarterly Update on the activities of the Fire Service

• an update on Energy Solution Hydro Tasmania• Future Proofing Telecommunications on Norfolk

Island• the Norfolk Island International Airport Maintenance

and Rehabilitation Project• Waste Management Centre Projects, including the

multipurpose baler, the aerated composting system and the car/metal baler unit

• and the Norfolk Island Continued Laws Amendment Ordinance 2018.These status reports reflect a great deal of hard work

At the September Meeting, Council asked the General Manager to organise on-island training for Councillors on a variety of governance topics. This training is now resolved to take place in December.

An Investment Report was submitted to Council. As at 30 September 2018, the total investment portfolio was $17,350,252. The interest accrued on investments for the month of September was $34,927, and during the year to date, this was $94,253.

Mayor Robin Adams placed a Notice of Motion regarding the feasibility of undersea cable connectivity to Norfolk Island. You can read more details on this in the Mayor’s Update in this week’s paper. The response from Dr John McVeigh was noted at the meeting.

The result of the General Manager’s Performance review was discussed in closed Council with the resolution in open Council stating as follows:

Council’s Performance Review Committee comprising of Mayor Cr Robin Adams and the full Council conducted the annual review of the General Manager’s performance on Thursday 20 September 2018 at the Council Chambers. The review was facilitated by Mark Anderson, Manager - Management Solutions from the Local Government Association in NSW.

The Performance Review Committee assessed the General Manager’s 2017-18 Annual Review as ‘More than satisfactory’ (3.66). The scores out of a total of 28 Key Performance Objectives were as follows: ‘Outstanding’ 3, ‘Exceeds Expectations’ 11, ‘Meets Expectations’ 14. There were no Key Performance Objectives that were scored ‘Improvements Required’ or ‘Unsatisfactory’.

Donald Simpson Members invade Norfolk Island

We are a group of 28 under the loving care of our tour leader Val Henrey.

We are all from the Donald Simpson Centre which is situated in Cleveland, just south of Brisbane. It’s a busy little club with a huge number of activities. Our group is made up of artists, craft folk, get fit people etc. This is why some see the picture and some get stitched up while the rest throw their arms in the air!!!! Jokes aside, it’s a happy group out to have fun and enjoy their stay on beautiful Norfolk.

Many of the group have been to Norfolk Island before, on have even lived on Norfolk for many yard and still keeps coming back. Norfolk is a unique place and the charm of the Island keeps pulling one back.

Those visiting for the first time have learned of a history, culture and language of a very special Island and with the beautiful scenery and friendliness of the local people take home some wonderful memories of

Anna Bartlett.The spectacular beauty of

the island has been captured by a group of “en plein air” painters, led by well-known artist Ann Bartlett.

Anna is a contemporary painter who lives in a very long house on top of foggy Mt Kynoch in Toowoomba.

Happy colours are her thing and the finishing coat of shiny, gloss varnish is her favourite part of the art process. Inspired by Matisse and Ken Done, her paintings are colourful and illustrative, often featuring children, flowers and birds.

Anna of “Shinny Happy Art” runs classes in drawing and painting, both on-line and from her studio, using many mediums.

The program also includes visits to Hilli Goat Farm and Cyclorama, as well as dinning at The Garden, Dino’s and Castaway Restaurants. Free time was spent shopping, relaxing and exploring the island.

24 December 1940-23 August 2018Peter John Connolly was the son of Maurice and

Elinor Connolly, brother to Glen Connolly and Jillian Connolly. He was born in Grey Mouth New, Zealand on the 24 December 1940.

He was raised in NZ where he became a dairy farmer, During this time he was infected with Brucellosis and was forced to give up dairy farming. This forced a change of life style. Peter moved to Norfolk in August 1967 with his wife Anne and children Gillian and Michael.

Once on Island he started work with Jim Paton driving trucks and doing any other work that needed to be done. Peter started work at the Bond where he found the perfect job. He started at the bottom and worked his way to the top. He was instrumental in the movement of the Bond from ‘down town’ to The Village. After a period of time the Bond moved again to its current location.

Peter did a lot of different jobs as most islanders do these days. This included but was not limited to the following:

Wharf Security, and he was on to it when someone was not doing the right thing. Airport Security, again nothing got past him.

He drove the ‘Poo Truck’ for Goofy. His son Michael had the pleasure of doing it a couple times, it’s a crappy job but someone had to do it. But that was Peter, he did whatever he could to put food on the plate.

Peter owned and ran the Aquarium - he loved fish and anything to do with the ocean. Unfortunately he had some bad luck with the glass tanks cracking.

He also loved his sport and outdoor activities.His biggest joy was scuba diving the waters around

Norfolk, he was even happier when his wife Aunty Putty who he married in 1978 joined him on his dives.

Peter John Connolly - continuedHe knew his marine life very well and if you had

a conversation with him about the ocean and its creatures, it would be a long one.

He loved his rugby league and union. He played league for the Greens. He was a tragic Dragons supporter and the All Blacks, any New Zealand sports team when they played against Australia.

Peter played bowls for around 30 years this included the role of Club President.

Peter leaves behind Patricia Connolly, his wife of 40 years and four children Gillian, Michael, Lisa and Sashie. His kids went to town and produced eight grandchildren: Kane, James, Jessica, Gilbert, Ellie, Samuel, Nathaniel and Erin.

He also had three great grandchildren, Kyle, Domonic and Elodie.

Only 2 weeks to go to the start of the annual Around the Island Relay and Athletics Norfolk Island is calling for final entries to be submitted for this great event.

The Relay will start at 5.00 am for the walkers and 6.15am for the runners with a staggered start based on the age and sex factor applied to each individual competitor or team.

Remember, entry is free for all participants with lots of great prizes. The event is followed by a sausage sizzle and refreshments in the Kingston compound prior to the prize giving, so come and join us for a fun morning’s activity on Sunday 4th November.

8th July 1948 - 22md September 2018Jacqui was born in Leeds, England on 8th July 1948

to Ronald and Agnes Alexander.Jacqueline Alexander lived her informative years in

Leeds and at the age of thirteen, the Alexander family packed their bags, bound for the land of the long white cloud, for a new chapter in life. Jacqui finished her schooling in New Zealand and commenced her adult life as a Bookkeeper/Typist.

In her early twenties and after a brief visit to Norfolk Island Jacqui moved there where she met and married Noel Joseph May on 12th September 1974. After many attempts they started their family with their first born daughter Kelly in 1981 and in 1984 a son Kiel was welcomed into the family.

Jacqui and Noel loved life on Norfolk Island and met many friends, raised their family and life was good. Jacqui worked as a quarantine officer and often terrorised visiting tourists at the Norfolk Airport. Jacqui paid no favours even for family members.

After the passing of her husband, Noel, Jacqui moved to Brisbane to be closer to her children and growing list of grandkids. Jacqui yearned to go back to Norfolk, but her health started to decline and after a short time she moved into the John Wesley Gardens where she was well looked after.

Jacqui departed this life on 22nd September 2018, Three Score Years and Ten and her memory will live on through Kelly and her five grandchildren, Zenon - Ryan - Mischa - Georgie - Benji.

Drink drivers summonsedTwo people are being summonsed to the Norfolk

Island Court of Petty Sessions for drink driving over the last two weekends. This brings us to a disappointing 25 people being charged for drink driving this year, an average of one every two weeks this year so far.

Drivers are reminded that we are always actively targeting drink driving and will be increasing our presence on the roads over the coming summer months. If you’re having a few drinks, whether planned or unplanned, please do the right thing by your community and seek another way home. An impaired driver on the road is a risk to every other road user, as well as to yourself and your passengers.

DronesWe’ve had an increasing number of complaints

recently in regards to drones being flown over people’s properties and around town, particularly at night. We recognise that drones can be a lot of fun and are used by plenty of people here on Norfolk to snap some awesome photos that showcase our beautiful island.

The Civil Aviation Safety Authority (CASA) states that ‘a person must not operate an unmanned aircraft in a way that creates a hazard to another aircraft, another person, or property’. Please fly your drone responsibly and respectfully – failure to operate your drone or RPA within CASA approved guidelines may result in your drone getting seized and a penalty issued.RPAs may only be operated: • In line of sight of the operator (pilot) in daylight; • In visual meteorological conditions, not in thick

smoke, cloud or fog; • Below 400ft (121m) above ground level. RPAs must not be operated: • Within 30m of vehicles, boats, buildings or people

not associated with the RPA’s operation;

• In a prohibited or restricted area, for example: controlled airspace, flight paths, or the Airport precinct;

• Over a populous area (such as beaches, backyards, parks or ovals);

• In the area of a public safety operation without the approval of a person in charge, including a car crash, police operations, a fire and associated firefighting efforts and search and rescue.

The Norfolk Island Airport Staff maintains a Register that is used to monitor drone operations on Norfolk Island. If you have not registered your RPA or drone, you are asked to contact the Airport Manager and register your drone or RPA.

Dogs at the beachMembers of the community are reminded that dogs

are prohibited from the foreshores at Emily Bay and Slaughter Bay. Dogs found within these prescribed areas may be seized and impounded, and the owner or responsible person prosecuted and fined up to $200. Complaints of dogs on the beaches can be made either to us or Council.

Dogs are allowed on nearby Cemetery Beach, at Anson Bay and Bumboras.

World Mental Health Month – Focus on Raising Resilient

ChildrenOctober is World Mental Health Month, and this

year’s theme focuses on building mental resilience in young people. Half of all mental illnesses begin before the age of 14 years. Sadly, though, the warning signs often go undetected.

In the most serious of cases, unrecognised mental health warning signs result in suicide which remains the second most common cause of death among 15-29-year-olds. “Cries for help” such as high risk-taking behaviours (e.g. use of drugs, unprotected sex, sleep and eating disorders) are also often overlooked. It’s too easy to shrug these off as kids just being kids.

More research is revealing that risks for mental illness can be found much earlier in life. Being exposed in infancy and early childhood - within the first 5 years - to trauma disrupts the development of normally functioning neural pathways within the cortico-limbic system which plays a key role in the processing of emotions. This results in the brain not processing information from the outside world in the right way, so the person is in a heightened state of alarm that doesn’t settle back to normal.

All brain systems are particularly vulnerable during the first five years of life, when critical areas such as the amygdala and hippocampus are beginning to mature. During these early years, neural pathways between this deep part of the emotional regulation brain and other parts of the brain involved in thinking and planning are being formed.

If these critical neural pathways aren’t well-formed, other brain processes including electro-chemical balance responsible for sleep, appetite, and body processes like insulin regulation, can all be disorganised. Unless these disordered brain processes are repaired, the person can face a lifetime of complex health problems that go beyond just mental health.

What can we do, individually and as a community, to promote mental health in our young people?

Mental health begins with better understanding. By knowing the early warning signs and symptoms of mental illness just as well as we know the warning signs for physical illnesses, parents and teachers can act quickly when something doesn’t seem right.

Mental health grows when we all have the right tools. Young people depend on us to help them build life skills to cope with their world. Bullying is the most prevalent risk faced by children and young people globally – at least one in four children experience bullying during their school years. As adults, our job is to help children and adolescents learn how to manage anger, resolve conflict, and develop the necessary social skills to solve problems. This means modelling good behaviour as well as actively coaching kids to learn and use these skills.

Mental health is sustained when we have supportive social systems. This means making sure that new parents have learned and are using positive parenting skills and they understand why (not just expected

to “do it”); giving mental health and wellbeing an equal place in all school curricula alongside “reading, writing and ‘rithmatic”; ensuring that ALL health professionals are skilled in picking up early warning signs that indicate children and families are facing some risks; refocusing child protection services to offer constructive and positive prevention and early intervention activities for families; making mental health as important in workplaces as physical health (and keeping organisations and employers accountable for providing mentally safe workplaces; putting in place government policies and financial investments that emphasise wellbeing-building not just the reduction of clinical symptoms.

Musical score released for the tribute to the Tahitian women of

the Bounty Heiva Te Tupuna Vahine Bounty is a musical

tribute to our Tahitian ancestors; the all but forgotten women of the HMAV Bounty. The tribute comprises a Trilogy of the already released 16 track CD, now the accompanying 250 page Songbook and shortly a Historical study of the context of the lives and times of these remarkable Tahitian women. The musical works include original transcriptions and arrangements of songs & chants both traditional and contemporary of greater Tahiti & nearby Polynesian islands.

These works are at the heart of the very unique cultural distinctiveness of Bounty descendants and their Tahitian/Polynesian roots. The CD and the

Songbook are the work of Jacqui Teio Chapman - Shone and her daughter Sonya, both descendants of three of the six child-bearing Tahitian women who settled on Pitcairn Island.

Jacqui & Sonya are musicians & music teachers who live in Aotearoa and who are part of a now widely scattered Pitcairn & Norfolk Island Bounty diaspora. Both are very proud of their Polynesian heritage and have been collaborating with relatives, friends and specialists in Tahitian culture and music to lift the Tahitian women of the Bounty from being mere footnotes in history through a contemporaray demonstration of their great musical tradition & culture.

Today against all odds the Tahitian/Polynesian culture has shown its true resilience and survived to revive like most of Oceania as part of a strong and successful cultural renaissance. For these works, the authors have been particularly fortunate to secure the use of the new arresting images of international artist Lucas Kukler from his Women of the Bounty series courtesy of the artist and the Pitcairn Islands Philatelic Bureau.

Three years in the making (research, dictation, transcription, arrangments and extensive teachers/students’ notes on tapa making, traditional musical instruments, & drumming) the 250 page songbook with backing tracks is a companion work to the CD with the CD track number closely matching those of the Songbook Songs & Chants.

Together the CD and Songbook provide a particularly valuable resource for music teachers and their students to enjoy and learn both traditional and contemporary Tahitian music arranged for voice, piano, guitar & ukulele.

Musical score released for the tribute to the Tahitian women of the Bounty - continued

and the distinctive sounds of the Pu, Vivo and the rhythms of the Pahu, which merge so naturally into the exquisite Norfolk Island Pasifika soundscapes.

The Chants & songs have been selected to run as a Concert Performance starting with chants announcing the Tupuna Vahine, calling to them, paying tributes to them, greeting them with a traditional polyphonic chant and drumming patterns that would have been familiar to the Tupuna in 1790. The featured track is the newly commissioned ballad To’u Tupuna Vahine – My Female Ancestors, composed by Ma‘ara Maeva. This ballad recalls the story of the women from abduction to settlement on Hiti-au-Revareva, the burning of the Bounty and their longing for home.

More contemporary songs and still in the mother tongue of the Tupuna and still distinctively Tahitian in

musical style follow and the concert concludes with a farewell chant to the Tupuna Vahine. The Songbook works lend themselves as the basis for a “Bounty musical”.

The accompaniment to the chants and songs includes the Pu (conch), the Vivo (nose flute), and the rhythms of the Pahu (originally shark-skin membrane drums) all of which were well recognised at the time of first contact. These have been blended with the natural Pasifika environmental soundscapes so important to Polynesians as an inspiration for their music which now includes introduced instruments like; the 8 string ukulele, the kamaka, the guitar, the bass guitar and the harmonica. These environmental sounds have been so strikingly-well captured by Jodie Williams’ Norfolk Island recording “Always”.

Musician & Author Jacqui Teio Chapman has recently presented copies of these works to the Council of Elders, the Community Arts Society of Norfolk island, the Mayor & councillors of the NIRC, the Norfolk Island Library, the Norfolk Island Central School, the Norfolk Island Historical Society, & both the CD and the Songbook have been well received on Norfolk Island, Pitcairn Island and in New Zealand where the works are to receive a special Polynesian blessing at a ceremony at the Auckland Museum pacific gallery on 8th November.

The CD is currently available on Norfolk Island at the Norfolk Island Museum REO and at the Golden Orb Cafe/Bookshop. The complete Songbook or the separate songs are now available at Photopress International opposite the entrance to the Norfolk Island airport.

Eric Hutchinson’s new role on Norfolk Island

Eric Hutchinson has a strong physical presence and a direct conversational style that would have served him well this past year.

The former Liberal Lyons MP has been living and working as Australian administrator on Norfolk Island.

The last administrator Gary Hargreaves reportedly had his car egged and his wife was spat upon. It is a tough gig.

Norfolk Island is an external territory of Australia, sitting 1900 kilometres from Canberra in the South Pacific Ocean, with a colourful history dating to 1788.

Those who call the island home have had a few challenging years. The murder of 29-year-old Janelle Patton in 2002 created a sense of unease and raised questions about the criminal justice system.

The global financial crisis in 2007 had a detrimental impact on the primary industry of tourism, causing their economy to reach crisis point.

Its population has been dropping steadily. Then the island lost its political independence.

In 2015 Australia stepped in and abolished the Norfolk Island self-government, a move the federal government saw as necessary reform.

The nine-member Norfolk Island Legislative Assembly and its body of local, state and federal law, which had existed since 1979, was replaced by NSW laws, and a local government has been introduced.

The NSW laws operate as de-facto state laws, Norfolk Islanders vote with Australian Capital Territory during political elections, and in addition to usual local government duties the new council will manage the island’s airport, telecommunications network and electricity generation.

Strong opposition has come from the island’s longest inhabitants.

The Council of Elders, descendants of the seven mutineers who stole away with William Bligh’s ship Bounty to live on Pitcairn Island, who then later moved to Norfolk Island, have taken their complaint to the United Nations’ Human Rights Council.

They argue that Australia has breached international laws relating to the civil and political rights of Norfolk Islanders, and that the changes will have a detrimental impact on their culture, identity and legal standing.

Mr Hutchison said he has had “frank” discussions with some members of the community about the changes.

He said ultimately his focus was to oversee the governance reform.

“Norfolk Island is an integral part of Australia … Its history and connection to what has become the Commonwealth of Australia is indisputable,” he said.

“Any suggestion that anybody within the Australian government is trying to extinguish this quite distinct culture that exists on the island is misleading… the uniqueness [of Norfolk Island] can be the real pillar that underpins growth in its economy.”

It is this political and social landscape into which Mr Hutchinson had landed.

It is not all aqua-marine water views and wines on the deck for the former federal politician, who is living in the island’s 1829 colonial Government House during his two-year term while his wife and two sons, one who is still at school, remain living in Tasmania.

As administrator Mr Hutchinson was delegated responsibility from the Federal Minister of Territories to continue to dismantle the Legislative Assembly and

adopted directions and therefore cannot be responsibly supported.2. Under the subtitle Budget, reference is made

to a developed pricing methodology based on Council’s aim of having business units financially sustainable in the next two (2) years.

The Chamber requests the following details -- Where has Council publicly identified and

adopted the 2 year aim of financial sustainability;- What are the Allocated Overheads of $578,000

for and reasons why this amount cannot be reduced to offset the reported business unit deficit of $407,200;

- What assessment has been undertaken on the impact to business and households of Council implementing these increases in addition to multiple other business and household charges;

- What efficiencies have been achieved to improve the service model and justify a higher tariff;

- Why has the increase over 2 years been costed for 75% recovery in the 1st year and 25% in the 2nd instead of 2 even increases;

- What is the fall back position in the event that people reduce their energy use to avoid the increase in their quarterly bill – will that scenario result in a proposed unit price of over $0.70 this time next year; as is Council’s suggestion in Options (refer: Option 3).

The Chamber questions whether the increases can be justified on the figures provided.

It is noted that Council’s recommendation includes a public exhibition period of 28 days and in the event the increases are supported the Chamber requests earliest responses to all questions raised in this letter to inform our members.

The Chamber questions the integrity of Council raising their charges without any impact assessment and at the same time as Economic Development consultants have been announced (refer: Item 9.2

So it can be from this that the expected revenue for Farmland has not changed from the model presented to Councillors back in March 2018. So as an owner an owner of a piece of property that I suspect I would fall into the category of “those properties with the highest valuations pay less”.

I am sure there are others out there in the same position and seeking answers, as clearly the Councillors have been mis-lead by NIRC and the Land holders with larger properties have been mis-lead, by the Council.

Letters to the Editor - continued Dear Sir We have recently returned to Adelaide after

escaping our hectic professional lives to holiday on Norfolk Island for 8 days.

We had a wonderful time exploring the many facets of the island, it’s natural surrounds, people, history, language and food.

We would like to thank in particular:- Mayor Robin Adams for generously providing her

time for a conversation, although she was feeling unwell.

- Rachel Neubauer for such a wonderful, insightful and rewarding experience discovering the history of the Kingston & Arthur’s Vale World Heritage area. A passionate asset to the island.

- Rod and Noelene at Two Chimneys Winery for the most wonderful platter, full of a variety of fresh local produce, accompanied by superb wines. Special thanks for packaging our wine purchases so well for the journey home.

- Paul at Barney Duffy’s Charcoal Grill for the best (local) T-Bone and Rump Steak on the island - get those signs up Paul!

- A wonderful dining experience at Dinos Restaurant on Saturday night – a perfect night. Deserving of all

the awards.- Rayweane at Coast and the wonderful

accommodation in Rahooloo Cottage. Having lived four years on Kangaroo Island (KI)

we appreciate the issues that can arise as a result of living in an isolated place- (Carmel the CEO for the KI Council and Andrew assisting with finances for local community groups & churches and a tour guide for a leading tourist operator).

However, having spent time on Norfolk and chatting to some locals, we now have a new appreciation of Norfolk Island’s unique situation, far more remote and complex than KI. Our observation was that the people on NI are passionate and committed – it is so refreshing to see people standing up and defending what they believe for reasons that are close to the very fabric of their existence.

We have come away with insight to the way of life on NI and an awareness of the impact the comprehensive reforms of the Australian Government is having on the Island.

Having recently been the Head of the Australian Institute of Company Directors for SA and NT I believe that good governance underpins the success of all entities in every sector. Governance is the system by which government, for and not for profit entities are directed and controlled. Good corporate governance is a key factor in underpinning the integrity and efficiency of government and organisations- it makes a difference to bottom-lines. Poor corporate governance can weaken potential, can lead to financial difficulties and in some cases can cause long-term damage to reputation. Go Norfolk, you are more progressive and innovative than many other communities that I have been involved with, both in cities and regions

Letter to Editor - continuedDear Sir,The Department of Agriculture and Water Resources

has proposed changes to import conditions for honey and bee products into Norfolk Island.

There is to be a letterbox drop and it was in last week’s paper and we are asking all residents to please go to haveyoursay.agriculture.gov.au and have your input.

The new conditions still allow untreated honey (750 grams) to be allowed in with the stipulation ‘not to be fed to bees’ (cannot possibly be policed) as well must have country of origin as Australia( what guarantee is there that the labelling is correct).

What we would like is the same conditions as Western Australia has in place i.e. NO honey is allowed to come in (one of the 2 diseases Norfolk bees have is thought by scientists to have come in with untreated honey). If the Norfolk community is unhappy with that option then the next best thing is NO untreated honey be allowed to come in.

The next one is that NO used bee equipment be allowed into Norfolk Island (even if treated)

We would appreciate the Norfolk community’s support to protect our bees.

We would also like to thank the Norfolk Island community for their interest and support for a Bee Sanctuary. We have collected all the signatures in support (760) and we are now onto the next phase. We will keep the community informed as we go along.

Dear Sir, If anyone is listening at Australia Post, can they

please explain a couple of matters to us all here on Norfolk who seem to be getting a 3rd world service.

Why are articles accepted at Sydney Suburban Australia Post offices as Express Post, costing a premium fee, and not being treated so?

This has happened on numerous occasions, and a blank response to a regular sender when enquiring from Australia Post why this is, and, if it does not travel Express, why not a refund? Or at least advise their PO staff not to charge customers for the service. that does not exist?

Why am I constantly informed by retail outlets in Sydney that small packages can not be sent to Norfolk?

Lately, I have had several small purchase payments refunded for this reason. I have explained on several occasions to the sellers that all should be okay, but still they reply to me that Norfolk Island NSW 2899 is not an Australia Post domestic destination and the seller will not send overseas.

Recently we received a phone call from a friend in Melbourne who received a returned small package sent correctly to our address here stating “unknown at that address” (Unchanged in 17 years)

Another recent letter was a returned Christmas card addressed to NSW after 9 months.

Why do many small packages come much faster, and cost much less from Asia, than from Sydney? Often the article including postage is less than postage cost from Sydney.

Can our Administraitor contact those that can do something about my questions?

Does appear that the Local Post Office does their best to handle mail on arrival and security checks. The staff must be as fed up as well, with wasted time answering frustrated customer enquires.

Perhaps “Pony Express”, and sailing boats, will create an improved service. Or perhaps cast a fishing boat adrift from Botany Bay with mail. A recent one was almost as fast as some letters.

Dear Sir,I am at a loss to know why on all of our expensive

advertising we do not make a big thing of bring duty and GST free.

Some of our executives say ‘but we are not cheaper than some shops in Australia..W

hat are they comparing us against, $2.00 shops? Why isn’t the Island compared against other duty and GST free shops. I.E. Sydney and Brisbane airports.

We are far better priced. Another argument is ‘but that is only promoting the shops’. Rubbish, when prospective visitors see those words they know it refers to everything on the island. Why throw away a great opportunity and gift that the Federal govt has given us?

the weekend and with many archers off island, a bigger than expected number arrived for a friendly round.

Even though our Monthly Medal event was held last weekend, these scores still went towards handicaps and bragging rights on the verandah.

The various scores submitted over the past weeks show that anyone on their day can win their division, and it won’t be long before those new to the sport are giving the older members a run for their money.

handicap system on the target range. The handicap is made up with a distance compenent where the better archers play out to 40 or 50 metres and the kids for instance at 12 metres. This week we have added a score component as well.

Another week has come and gone, with only 10 weeks to Christmas, the Club’s bowling calendar is coming to a close and a number of Club Championships are nearing completion. During the past week the Club members have been involved in playing their Champion of Champions tournament to find the two players who will represent the Club in Adelaide in 2019. Play was played on both Saturday and Sunday with the results below, but first last Saturday there were two social games played with a number of visitors enjoying the greens and the Club’s facilities. Results were Trev Gow, Barry Byrne (Pittwater visitor) & Ling Glass defeated Gary ( Pelican Waters visitor), Robyn (Tweed Heads visitor) & Jan Williams 21-15; and Brent Pauling & Philys (Pelican Waters visitor) defeated John (Tweed Heads visitor) & Chris (Kiama visitor) 20-12. In one Open Triples game played over the week Petal Jones, Phil Jones & Macey Deszacsar defeated Haydn Evans, Stephen Mathews & Tess Evans 16-13.

Today’s bowls will also be a social BBQ day to farewell Brent & Chrissie Pauling who have been stalwarts at the Club for many a year and have represented the Club at the highest level in World Bowls events and also Commonwealth Games. The Club Members wish them well in the return to New Zealand and we will see them again one day.

The Club honoured one of their past presidents, Peter Connolly after his internment at the Cemetery on Wednesday with a get together at the Club on completion of the service. Peter was the Club President back in 1980 and the Club’s condolences go to his Wife Pat and their family.

Don’t forget that the Club’s Bistro is open for both lunch and dinner 7 days a week.

The Golf ReportFirst off we shamefully forgot to thank Terrence

[Tet] Grube and staff at the NIO for their generous sponsorship of the 2018 NIO Club Ladies & Men’s Foursomes Championships played over 36 holes. Results were in last weekend’s “The Norfolk Islander.” It was another perfect day for golf with an excellent roll up of participants. Many thanks once again Tet.

Scramble time has arrived for another year with a new name. What was the “Holden Scramble” is now called the “Volkswagen Scramble” and a practise round was the play of the day last Saturday. This was just a warm up for the real local qualifying event to be held late next month which will decide who will represent Norfolk Island at next year’s Regional Final.

Players are reminded of coming events, the 2018 Club Championships commencing Saturday 27th & 28th October and the 2018 “Governors Cup” commencing Tues 13th, 14th & 15th November. Entry sheets are on the Notice Board.

Competition Results:The winners of the “Volkswagen” Scramble , a 4

person Ambrose, were the team of Danny Nobbs, Jared Magri, Jess Tierney & Sean Ellard with 57.25 nett. In second place were Rees Walden, Caroline Miratana, David Magri & Chris Magri on 57.375 nett.

Honi Wilson, with a fine shot to the Pro Pin 4th claimed the Jackpot with a shot to 38cm. The All-In 9/18th went to Shane Evans [210cm] and the All-In 2nd shot to 7/16th Ian [Hussa] Harris 49cm.

And that elusive “Island Plumbing and Gas” Putt Off survived another week and today will be worth $465.

Wednesday’s golf was postponed to Thursday with respect to the Connolly family. Unfortunately Thursday’s Golf was cancelled due to inclement weather.

Social Golf News:Veteran’s Golf had the usual group of Tuesday

golfers enjoying 9 holes in cool, fresh conditions. But that did not deter them from a couple of hours on the golf course honing their skills for future events.

The Norfolk Island Mechanical Chook Run and Junior Choc Run were both played on Friday afternoon. Congratulations to the winners, who will be published in next week’s golf report.

A reminder once again that everyone is welcome to join in our social comp – you don’t need an official handicap for these comps making them a perfect way to get into the game. For those with an official handicap, they are also a great way to sneak in that extra round each week! For information, call Andrew in the Pro Shop 23603.

“Araucaria Building Contractors” & “NI Pest Control” Trophy, an Individual Stableford event. Would you help at NOC the ROCK 2019?

It is only 3 months till NOC the Rock for 2019 begins. NOC is of course NIWOC’s International Outrigger competition that see’s teams arrive for a week of paddling races.

To date we have 18 visiting teams registered to attend, which means that over 100 paddlers are booked to attend. Together with family and visitors travelling as spectators, up to 200 visitors will be arriving to enjoy the paddling and our Island. This success is only due to the people and businesses who back in 2014 agreed to be our sponsors, allowing the purchase of sufficient canoes to hold the event. We are thrilled that NOC is bringing visitors to the Island who will all contribute to our economy.

NOC also relies very heavily on our Club members and also members of the community volunteering their time during the week. Jobs that we need help with include: making leis and head gear, set up and decoration of marquees, manning market stalls, food serving, ticket collection and sales at opening and closing ceremonies, moving canoes about from Kingston to Cascade as needed, time keeping and being available to attending to individual paddler needs during the races.

NIJRL 2018 Presentation Day.On Sunday 30th September under beautiful sunny

skies, we held our annual presentation day at the Bicentennial Oval.

The day commenced with the usual parents versus kids games in each grade, it was great to see so many parents and family members out having a run with the kids and a lot of fun was had by all. After each game was played, the kids got to enjoy a sausage sandwich and a cold drink and settled in for the presentation ceremony.

There are a lot of people that need to be thanked for making it possible for Junior League to function. All of the jersey sponsors and local businesses that have supported us this year, the NIJRL committee, coaches, referees, all the people that help out on game days and most importantly all of the 118 kids that play every weekend.

NIJRL 2018 Rep Team TourOn Tuesday 2nd October 18 players and 4 staff

embarked on the first tour to the mainland in 5 years. Over 1 week our Rep Team played 2 games against the Coomera Cutters JRL on the Gold Coast as well as visiting theme parks, movies and shopping.

This Rep Team had been training for 13 weeks leading up to the tour and were very excited about the trip away.

Although our team narrowly lost both games in the last minute, they did themselves, our club and our island proud. It was also great to see so many people from Norfolk come along to the games and support our team.

This is a permanent part-time position Monday to Friday 10.00 am to 12.00pm.

The purpose of this position is to assist the Cook with food preparation.

Criteria:1. Recent food services experience in a

commercial setting, preferably a hospital, aged care facility or nursing home environment, including meeting the requirements of customers with food allergies and food texture modification.

2. Demonstrated good customer service skills.

3. Food handling certificate or equivalent recognised course on safe food handling.

4. Sound knowledge of Work Health Safety, Infection Control, and Manual Handling principles.

5. Demonstrated ability to work unsupervised independently and effectively as part of a team.

CAMPING IN POINT HUNTER AND GOVERNMENT HOUSE GROUNDS RESERVES

I, Bruce Taylor, Conservator of Public Reserves, hereby approve under Section 37 of the Public Reserves Act 1997 the area within Point Hunter Reserve and Government House Grounds Reserve marked on the map below to be an area which may be used for camping overnight from 10 December 2018 until 25 February 2019.

Residents wishing to camp at Kingston during December 2018, or January or February 2019 should apply in writing to the Conservator of Public Reserves before 12 November 2018. Applications should include:

1. The period during which it is desired to camp; 2. The number and names of campers it is proposed will be using the site; and 3. The number of tents intended to be erected.

Applications will only be approved for tents erected on designated campsites within the approved camping area. Camping permits will be granted for up to three (3) weeks. Permits may be renewed only if the conditions applying to the original camping permit have been complied with. Applicants should note that:

1. No dogs or other domestic animals will be permitted in the areas approved for camping. 2. No attachments to trees, other than by rope will be permitted. 3. No solid construction: for instance utilising timber rails, timber or metal posts, pallets, iron sheets or the like, will

be permitted. 4. No political signage to be erected.

Applicants should also be aware that the Public Reserves Act 1997 prohibits:

• depositing litter, refuse and garbage; • lighting fires, other than in an approved fireplace or a portable gas barbecue or stove; • interfering with a natural feature; • picking or removing plants; and • leaving or using motor vehicles in the area approved for camping, or on other parts of a public reserve not

approved for that purpose (including the golf course). Applications should be lodged at the Registry Office, New Military Barracks, Kingston.

AIRPORT PAVEMENT REPAIR AND RESURFACING REQUEST FOR TENDER (20/18)

On behalf of Norfolk Island Regional Council (NIRC), Regional Procurement is calling a Single Source tender for the Pavement Repair and Resurfacing of Norfolk Island Airport. Scope: Norfolk Island Airport (NIA) is managed by NIRC and has an asphalt surface approaching ten years of age and an asphalt overlay of all the aircraft pavements is required. The work is also to include a major airfield lighting replacement and reconstruction of concrete parking pads in the Regular Passenger Transport (RPT) apron. Ancillary works include line marking, grooving, flank regrading and service crossing marking. Some equipment is to be left at NIA and the ownership transferred to NIRC on completion of the project. The works are to be delivered as a Design and Construct contract. The asphalt mixture will be delivered under a performance-based asphalt specification. Two options are being considered for crushed aggregate, including the establishment of an on-site quarry or importation of all crushed rock material.
