WHO WE ARE by MR. ARTHUR FLEGEL Mr. Arthur Flegel, and his wife, Cleo, from Menlo Park, have been a major guiding force in the development of the American Historical Society of Germans from Russia. They helped organize our Southern California Chapter about 30 years ago, along with many other chapters here in the west. After Arthur first became interested in his genealogical background he became acquainted with Dr. Karl Stumpff, who wrote the first basic authoritative genealogical text on the Germans from Russia. Arthur is building on this work with expanded research that will result in a massive genealogical resource. Arthur has held almost every position available in the history of the Society at every level, and among other contributions, his generosity has helped put the Million Dollar Endowment Fund over the top. He has also been a featured singer at conventions. At the 35th Annual International Convention in Modesto, Arthur was the guest speaker at the AHSGR Convention Banquet. His presentation on the background, the characteristics, and the accomplishments of the Germans from Russia was so stirring that it electrified the convention. Our chapter has prevailed upon him to come and share this inspiring message. If you have friends and family that you want to learn more about Germans from Russia, you will want to be sure to invite them to this meeting. You will learn much of the past of these people and be proud of your heritage. The Menu: We didn't connect with Anton before press time, but you can be sure it will live up to the usual Jagerhaus standard. There will be a raffle! New Bill Will Possibly Close Records to GenealogistsHR10, which was mentioned in the 13 October issue of RootsWeb Review, has passed out of the U.S.House of Representatives and is now part of S.2845.The amendments suggested by David Rencher in his letter to the bill's sponsor, Congressman J. DennisHastert, were NOT incorporated into this legislation. Thus, the terms of HR10 will now be considered bythe Senate, as part of S.2845.If S.2845 becomes law, as now written, family historians will face some real challenges in attempts toobtain birth records, even on long-deceased individuals.Specifically, what genealogists need to do is suggest to their lawmakers the addition of Sec. 3061 (b) (1) (A)(iii) that would read: "who is alive on the date that access to their birth certificate is requested."This addition would clarify that the legislation (soon to be law) applies ONLY to birth certificates ofCURRENTLY LIVING PERSONS.If you do not know your U.S. Senator's e-mail address, you can find it at http://www.senate.gov/This bill can be found online at http://thomas.loc.gov/ Enter: S.2845 (in the bill number window) Select:Item #3, 9/11 Recommendations Implementation Act (Engrossed Amendment as Agreed to by House)[S.2845.EAH]Chapter 2: "Improved Security for Birth Certificates"Chapter 3/Subtitle B "Identity Management Security"Chapter 2 "Improved Security for Birth Certificates"This is something that we need to take a look at as genealogists.I've taken action by writing my Senators. If any of you would like, you can "cut & paste" the following: itwas really easy, I just went to http://www.senate.gov/ found my state and wrote both Senators.Regarding: 9/11 Recommendations Implementation Act (Engrossed Amendment as Agreed to byHouse)[S.2845.EAH]

----------------------------------------------------------------------------------------------------------------------------Senate Bill 2845 has passed the Senate without our suggested wording. One of the provisions that didpass reads as follows: "ISSUANCE TO FAMILY MEMBERS - Not later than one year after the dateof the enactment of this Act, the Secretary, in consultation with the Secretary of Health and HumanServices and the States, shall establish minimum standards for issuance of a birth certificate tospecific family members, their authorized representatives, and others who demonstrate that thecertificate is needed for the protection of the requestor's personal or property rights."Assuming we were not successful at getting our language in the bill, it looks like our next shot is to getour language in the minimum standards, making it clear that the States are free to issue non-certifiedcopies to the public. You are free to forward this to other interested parties as you see fit.David E. TWO ITEMS OF MEDICAL IMPORTANCE(sent in the hope you never find it necessary to use either one)Stroke Life Saver…..

Is It a Stroke?

This might be a lifesaver if we can remember the three questions!

Sometimes symptoms of a stroke are difficult to identify. Unfortunately, the lack of awareness spellsdisaster. The stroke victim may suffer brain damage when people nearby fail to recognize the symptoms of astroke.

Now doctors say a bystander can recognize a stroke by asking three simple questions:

1 Ask the individual to smile.

2 Ask him or her to raise both arms.

3 Ask the person to speak a simple sentence.

If he or she has trouble with any of these tasks, call 9-1-1 immediately and describe the symptoms to thedispatcher.

After discovering that a group of non-medical volunteers could identify facial weakness, arm weakness andspeech problems, researchers urged the general public to learn the three questions. They presented theirconclusions at the American Stroke Association's annual Meeting last February. Widespread use of this testcould result in prompt diagnosis and treatment of the stroke and prevent brain damage.

Heart Attack Self Help…..

A cardiologist says if everyone who gets this e-mail sends it to 10people, you can bet that at least one lifewill be saved. Read this, it could save your life!!

Let's say it's 6:15 p.m. and you're driving home (alone, of course)after an unusually hard day on the job. You're really tired, upset and frustrated. Suddenly you start experiencing severe pain in your chest that startsto radiate out into your arm and up into your jaw. You are only about five miles from the hospital nearestyour home. Unfortunately, you don't know if you'll be able to make it that far. You have been trained inCPR, but the guy that taught the course did not tell you how to perform it on yourself.

HOW TO SURVIVE A HEART ATTACK WHEN ALONE

Since many people are alone when they suffer a heart attack, without help, the person whose heart is beatingimproperly and who begins to feel faint, has only about 10 seconds left before losing consciousness. However, these victims can help themselves by coughing repeatedly and very vigorously. A deep breathshould be taken before each cough, and the cough must be deep and prolonged, as when producing sputumfrom deep inside the chest. A breath and a cough must be repeated about every two seconds without let-upuntil help arrives, or until the heart is felt to be beating normally again. Deep breaths get oxygen into thelungs and coughing movements squeeze the heart and keep the blood circulating. The squeezing pressure onthe heart also helps it regain normal rhythm. In this way, heart attack victims can get to a hospital.
