Oversight Cycle

The oversight of EASA aerodromes will consist of:

• 4 year oversight planning cycle;

• Annual Compliance Audit (desktop)

• Annual ‘on site’ Performance Audit (scheduled visit).

• Annual Review on anniversary of Certificate; (a multi-

domain activity that takes into account past oversight activities and intelligence to assess the entity’s performance and review of audit processes. Actions arisingwill develop the oversight programme for forthcoming year)

• Annual comms with the Accountable Manager; (to

pass on the information gathered from the Annual Review)

Compliance

We are assessing the compliance of the activity against

the relevant Implementing Rule (IR) and Acceptable

Means of Compliance (AMC).

Example:

The Local Runway Safety Team meeting is the

evidence that the aerodrome is meeting its

obligations under ADR.OR.D.027 Safety

programmes and AMC1 ADR.OR.D.027

Performance Based Oversight

We are assessing the effectiveness of the activity.

Example:

• The Local Runway Safety Team meeting is well

attended by all appropriate stakeholders.

• The meeting reviews past activities to understand

performance.

• Actions are allocated and delivered.

• Data supports strategic decisions.

• The meeting is proactive as well as reactive.

Oversight Business Rules

The oversight of National aerodromes will consist of:

• 4 year oversight planning cycle;

• 15 Month Audit cycle;

• Internal Review Meeting; (this will take place following an audit)

• Accountable Manager meeting; (this is to pass on the information from

the IRM)

Transition – How Has it Gone?

• Transition going smoothly and to plan

• Transition will be complete by end ‘16 (we have until end ’17 to meet requirement)

•No major issues so far

• Intentionally light touch – builds on existing licensing

• Transition impact less than expected

•Responsibility for compliance transfers to the aerodrome with verification by CAA

•Batch 1 processes embedded – new elements
