AVERILL PARK SADD CHAPTERRECEIVES GRANT!

First Niagara Bank and the organizers of Sean’s Run haveawarded a $500 grant to the Averill Park SADD Chapter. Thegrant will be used to fund Battle of the Belts, a fun and fastmoving activity designed by the Sean’s Run OrganizingCommittee to increase teens’ use of seatbelts as well as otherdrug and alcohol prevention programs such as Red Ribbon,Great American Smoke Out, Prom Promise, Domestic ViolenceAwareness and Project Success. Sean’s Run and the grantsprogram was established in response to the tragic death ofSean Patrick French, the 17-year old Chatham High Schooljunior, honor roll student, community volunteer and record-setting athlete who was killed on January 1, 2002, as apassenger in a drunk-driving car crash. This year’s annualcommunity run/walk is being held at Chatham High School onSunday, May 1st. As grant recipients, the Averill Park SADDchapter will be participating in the walk/run.

WINTER FUN IN NORTH GREENBUSHSince we are experiencing a winter like we had in the “olddays”, I thought it would be fun to relate what kids (and adults)used to do to make the time go by in the days before iPads andXboxes.There was skating, sleigh riding and tobogganing. InWynantskill, one of the favorite places to skate was AlbiaPond, located behind Jack’s Hamburger Stand. Kids wouldshovel off the snow to make their own skating rink. Mr. Reichardhad a Model T that he once drove out into the ice and it wentthrough into the water. Is it still there?Other skating areas were where the bowling alley is located onMain Avenue, the corner of Williams Road and BloomingroveDrive, Snyders Lake and as centenarian Harold Roweremembers, a pond across from the Cumberland Farms.Residents went sleigh riding and skiing down the hills on farmsin all parts of the town. Children attending the Little RedSchoolhouse tobogganed on the hill where Hudson ValleyCommunity College is located. Members of the Blooming GroveReformed Church would, after their church meetings, go sleighriding down Route 43.In Wynantskill, the Church Street hill provided a great longsled run. Fran Baker remembers that boys built a bobsled (atwelve foot plank with an old wooden sled at each end hookedup to a car steering wheel). They pulled it to the top of the hill.Eight boys and girls would ride the bobsled starting at Diehl’shouse at the top of the hill down all the way to Main Avenue.There were few cars to worry about in those days.Riley’s Hill (across from Jack’s Hamburger Stand) was achallenging venue. The hill is steep so it was difficult to dragthe sled up the hill, but it gave you a nice long ride to thebottom. Someone would have to watch the road so that thespeeding sleds could get across the road without being hit bycars.The hills around Snyders Lake were also great places for sleighriding. The snowplow men were often nice enough to raisetheir plows so the kids could continue through the snow.All these outside activities must have been fun, but there issomething to be said for being inside with your iPad on a bitterlycold North Greenbush winter day.

EAST GREENBUSH SCRAP REVENUEUPDATE

Letter to the Editor: Many of you recall my Transfer Stationquestions last May. As it turned out, East Greenbush wasn’tcollecting its revenue from Freedman Scrapyard since October2008. The Town sent its scrap to Freedman and they neversent checks to the Town. July 2, The Troy Record wrote anarticle on this issue. Freedman blamed the Town and the Townblamed the scrapyard. Both were passing the blame like a hotpotato, but nobody was willing to simply correct the problem.Our Town Comptroller worked with the scrapyard, and, onJune 24th, was able to collect $4,638.28 in past revenues.That was all we could collect because the Town didn’t have acontract in place with Freedman. No contract means noguarantee of payments, price, nothing.Times have changed; we now collect! I submitted a couple ofFOIL requests and obtained the following information:We don’t have contracts with scrapyards, bid packages weren’tsent to scrapyards to bid the work, but now the scrap is doneon a month by month basis. Since July 30th, we’ve collected$10,340.30. Total scrap revenue generated since the neglectof revenues was discovered in May—$14,978.58 EXCELLENT!That won’t close our deficit, but it’ll pay for a Councilperson’sapproved salary.Thanks to the previous Finance Committee (I was a memberand worked on this) for their diligence. Thanks to the Chairmanof our Committee (Councilperson Rick Matters)—we helpedrecoup lost revenues and got the Town on track for collecting.Thanks to our Town Comptroller, Jim Breig. Also, thanks goesto our previous DPW Commissioner (Chris DeFruscio) and ournew DPW Commissioner (Dave VanWormer)—both gentlemencontinued with the proper recording of tipping receipts. Build Up, Falling Ice and Snow Can Lead to Damaged NaturalGas Equipment and Elevated Co Levels

There may be a lull in the round of storms that plagued thenortheast from late December until early February, butdangerous remnants of those storms remain. Many roofs arestill laden with ice and snow and the mounds of snow createdfrom plowing, shoveling and snow blowing have shown littlesign of melting. This is why National Grid continues to urgeeveryone to take precautions to avoid the potential hazardsthese conditions present.Ice and Snow Build Up Poses Risk to Gas Equipment:The build up of ice and snow around or over natural gas meters,regulators, pipes and vents for natural gas appliances canpose a serious safety risk. Ice and snow falling from a roof candamage gas meters or service connections to customers’ homesor businesses, resulting in potential gas leaks. Home andbusiness owners should see that snow and ice build-up isproperly removed to prevent damage to this equipment. Anyonedetecting the odor of natural gas should call National Grid. Ifthe odor is present inside your building, leave the premisesimmediately and call from outside or a neighboring building.Snow removal equipment operators should also be aware ofthe presence of natural gas equipment and avoid coming incontact with meters or piling snow around vents mounted onthe outside of buildings.Ice and snow blocking vents have the potential to cause carbonmonoxide (CO) to back up into a building, resulting in carbonmonoxide poisoning to those inside. National Grid advises naturalgas customers to closely inspect areas around and over gasmeters, service hook-ups and vents, for ice and snow.Whenever possible, use a broom to remove accumulated iceand snow from around natural gas equipment. EAST GREENBUSH TAX INCREASESLetter to the Editor: It is no surprise to any of you that yourtown taxes went up. Do you care? You may or may not. Youknow your Water and Sewer rates will be increasing as well.Do you care? Perhaps. What you probably DIDN’T know aboutwas one of the biggest reasons you’re facing those increases:Rensselaer. That’s right, your neighbor, whom you love andmay even share a zip code with but who owes you dearly.Dearly I say, to the tune of $3.5 million! How do we know? TheSupervisor told us so at a meeting of the newly formed CitizensFiscal Advisory Board! They do the same job as the abolishedFinance Committee but with kinder faces and fewer medialeaks. But the Supe himself leaked this one, and it’s a biggie.As I hear it told (I was not there) the City of Rensselaerdoesn’t get along with the County of Rensselaer, so the Townof East Greenbush doesn’t get paid for water or something.Who pays, then? You do! Did I get that right? And apparentlythere’s nothing in writing on any of this, it’s just a friendly wordof mouth arrangement, like with that scrap yard that didn’tpay us because there was no written contract. As I see it wehave 3 choices: We can begin stealing stuff from Rensselaeruntil we accumulate $3.5 million in assets. I’d like to see ussnatch Ft. Crailo and that nice old war memorial near the bridge.We could stick the fort right at the town line guarding ColumbiaTurnpike and man it with volunteer militia dressed like the guyon the memorial. Since we have a 2:1 manpower advantageand control of the high ground I think we’d be okay. We couldalso just file the paperwork to annex Rensselaer, but we gotenough of our own problems. No, what we probably should dois, like, just get some good lawyers involved, get it in writing,and get the money? Our highway crew has faced a particularly tough job this winterand has performed admirably. The tough ice conditionscombined with weekend and after-hours storms have decimatedour highway budget. I’m now hoping for a dry and warm springseason.A recent hearing on financing for the Burden Lake Sewer Districtrecently brought a capacity crowd of supporters to Town Hall.Thank you to all who attended this informational meeting. Weanticipate a follow-up hearing on this funding program to beheld in May. In the meantime, engineering design work andfunding meetings continue.The Town’s contract with Time Warner continues to benegotiated and efforts to extend cable service in Nassau havebeen tied to this effort.Another draft of the proposed Comprehensive Plan has beenpresented to the Board. We will be holding workshops andmeetings on this project as we move forward.The Board has extended the hearing on proposed Local Law #1of 2011 until March 10, 2011 at 7:15 p.m. Please visit theTown’s website for more information.At the end of last year, I asked the Board to explore greaterenergy efficiency and alternative energy for Town facilities.Following this request, the Board directed the Natural ResourcesCommittee to provide recommendations. At our last meeting,the NRC suggested a state energy audit program be pursuedas a first step. This project will commence shortly.The Board has also unanimously passed a resolution recognizingthe achievements of new Eagle Scout Eric Sanford. I would liketo extend my personal congratulations to Eric and his family fora job well done.I’m also pleased to report that Mr. William Held was appointedas a new alternate member of the Zoning Board of Appeals. Iwould like to publicly thank Bill for his willingness to serve in thisway and for his ongoing service to our community.The Board has also directed the development of bidspecifications for repairs and construction at Town Hall. Thisproject will utilize grant and reserve funds for construction.This effort is vital to make the building safer and more efficient.We will be sharing more project information with you as wemove forward.As always, please be sure to contact me should you requireadditional information related to any of these efforts. RENSSELAER COUNTY CLERK RETURNSRECORD SURPLUS TO COUNTY COFFERS

Rensselaer County Clerk Frank J. Merola reports that theRensselaer County Clerk’s office has posted the largest revenuesurplus to date, returning over $600,000.00 to county coffersfor FY 2010. The Clerk’s office reported 2010 revenue of$2,598,155.36 against expenditures of $1,961,277.60 for asurplus totaling $637,000.00. County officials will use thissurplus revenue to offset any potential increases in the countytax rate which has risen due to explosive increases in statemandated programs such as Medicaid. Mr. Merola is happy toreport that this is the eleventh consecutive six figure surplusreturned to the County, an achievement made even moreimpressive due to the economic downturn that has plagued thenation. “As a former businessman, the bottom line was finishing in theblack every year. A company or a government that continuallyoperates at a deficit will not be in business for very long.” Mr.Merola said, “I am extremely pleased that my department isable to return a sizable surplus to the county coffers despitethe challenging economic times, and I am confident that we willcontinue to return surplus revenue for years to come.”In the past six years, the Clerk’s office has returned surplusrevenues totaling over $2.2 million dollars to the general fund,a result of aggressive revenue enhancement programs such asthe very successful RENEW RENSSELAER passport and motorvehicle program which has resulted in a dramatic increase inthe number of passports processed by the Rensselaer CountyClerk’s office. Mr. Merola also credits an outstanding DMVdepartment, and an aggressive DMV outreach program thathas attracted significant auto dealer business to RensselaerCounty and significantly increased DMV revenue. The photoID program instituted by Mr. Merola in 2006 has proved to beextremely popular, with residents of all Capital Region countiescoming to Rensselaer County to purchase a photo ID. “Like many other departments in County government we aredoing more with less.” Mr. Merola said, “Our departmentspending has remained flat since 2008, a result of thetremendous effort by DMV and Record Room staffs, as well asupgrades in equipment that has allowed us to maintain presentstaff levels. Our courteous and efficient service has given ouroffice the well deserved reputation as the most customer friendlyClerk’s office in the capital region. These next few years mayprove challenging as a result of the economic downturn, but Iam confident that we will continue to return needed money tothe County for the benefit of our taxpayers.”

East Greenbushand the City of Rensselaer share a water contract with theCity of Troy. At present, we are in litigation over the future ofthat contract, and believe that we will be able to come to anagreement that is a positive one. East Greenbush andRensselaer County continue to enjoy a positive workingrelationship in the building of a sewer bypass line which willbenefit both. Special thanks goes to the Rensselaer CountyIDA led by Bob Pasinella for their help with that, and a numberof potential economic developments.• Jim Breig and I are happy to announce that contractnegotiations with the DPW (CSEA) are complete. We believethat residents will be pleased with the results. We are alsopleased that negotiations with Council 82, representingDispatchers and the East Greenbush Police, are moving forward.We expect similar positive results in those negotiations. Weappreciate that the unions representing town employees havebeen cooperative and understanding of the fiscal challengeswe face. MONITORING TRAINING TO BE HELD ATGRAFTON LAKES STATE PARK

Are you interested in helping protect frogs andtoads? The North American AmphibianMonitoring Program (NAAMP), an effortcoordinated by the U.S. Geological Survey anda network of regional coordinators, will lead atraining session for volunteers to collect dataon frogs and toads during the spring andsummer. the Shaver Pond Nature Center at 194 Shaver Pond Road inGrafton Lakes State Park.Amphibian populations are declining and long-term monitoringhelps scientists determine steps to protect them. Volunteersdrive a pre-determined route after sunset 4 times during thespring and summer, and listen for calling frogs and toads.There are 10 stops per route, and volunteers listen for 5minutes at each stop, record their data online and send it tothe state coordinator. MELVIN ROADS POST HOSTS VETSAPPRECIATION DAY

A Veterans Appreciation Day highlighted byinformational kiosks will be held Saturday, February19th, from 10AM to 3PM at Melvin Roads Post 1231.

The day’s activities will include the offering of assistance toveterans by the Albany Veterans Administration Medical Center.The VA will provide the opportunity for Vets to join the healthcare program and receive their related ID Card. Further, healthclinics will be offered both for finger sticks and blood pressure.The New York State Division of Veterans Affairs will be availableto provide all veterans with the necessary input needed inorder to receive the benefits available to them. The New YorkState Department of Labor will also provide the opportunity toreceive input on employment benefits for those who haveserved their country in the military forces.The day is one more example of how Melvin Roads Post iscaring for our veterans. The program is being coordinated byMember George Basher with the assistance of Vice CommandersDan Yates and Michelle LaRock. All veterans are welcomealong with their families. Mr. Basher is suggesting that “eachvet, bring a vet.” There is no admission charge and refreshmentswill be served.

The Sexual Assault and Crime Victims Assistance Program forRensselaer County at Samaritan Hospital is seeking volunteersinterested in training to help answer calls on its sexual assault hotline,beginning Monday, Feb. 28, 6 - 9 p.m., Samaritan Hospital School ofNursing, 2215 Burdett Ave., Troy. The 10-session training will beginwith an introduction to the Sexual Assault and Crime VictimsAssistance Program. The American Pharmacists Association (APhA)encourages the public to make an annualmedicine cabinet cleanout part of their NewYear’s resolutions. Pharmacists recommendpatients use this time to properly dispose of allthe unused and expired medications thataccumulated over the previous year.Because each season brings a host of newillnesses and conditions, it’s easy for medicine

cabinets to become cluttered with unused or expiredprescriptions, over-the-counter medications, vitamins andherbals that can potentially be harmful to one’s health. Hangingonto old, expired or unused medications can increase thechances of taking the wrong one. Old, expired medications canlose their potency thus reducing or providing no value to thecondition being treated and unused medications have thepotential to be abused and misused.“As you finalize your resolutions for a happier and healthierNew Year, why not add this simple task to your list?” askedThomas E. Menighan, APhA Executive Vice President and CEO.“A medicine cabinet cleanout is one of the smallest resolutionsa person can make for their personal and family’s health. Poestenkill Historical Society will be celebrating Black HistoryMonth with a special presentation, author Scott Christiansonfrom Sand Lake, will discuss his book “Freeing Charles’and the history of the Underground Railroad. Freeing Charlesunlocks the story of an escaped slave, Charles Nalle, born1821 into slavery in Stevensburg, Culpeper County. Scott is anauthor, journalist, and human rights activist. His interest inAmerican history, particularly slavery, dates back to his boyhoodin upstate New York, when he discovered some of his ancestor’sCivil War letters. The story begins on a plantation inStevensburg, at a time when slavery was a way of life supportedby most churches in Culpeper and reaches fever pitch 450miles away in Troy, NY on the eve of the Civil War. His story tellsabout Charles’s life as a slave and conveys a sense of howterribly difficult and complicated it was to free a slave beforethe Great Emancipation. Scott follows Charles Naile’s escapevia the underground railroad to Troy, NY. Scott will have copiesof his book the night of his program available to purchase.Scott’s presentation will be held at the Poestenkill Town Hall[RT351] on Tuesday, Feb.22nd, at 7:00PM 2011. The Averill Park Road Runners Youth Club isnow taking registrations for the 2011 Track& Field Season. The club is open to anyoneages 7-14 who likes to run, jump, throw andmost of all, have FUN! (You do not have tobe a resident of the Averill Park SchoolDistrict.) Kids can choose from many events

including sprints, distance running, hurdles, long jump, highjump, shot put, turbo javelin and discus. Hello all Warrior fans! Another week has gone by and yourwinter athletes have been playing their best. Congratulationsto all cheerleaders and boys basketball players recognized atsenior night, Friday, February 11th.The players had a lot of energy for the game on Friday; becauseof it being senior night, the boys wanted to play the game withall of their power for their last home game. They playedGuilderland, but fell short by one basket, 59-57. The day beforethe varsity team played Mohonasen but lost 43-33. Goodteamwork boys.The varsity girls’ basketball team (although they don’t haveany seniors this year) still played very well this week. OnThursday, February 10th, the girls faced the Bethlehem Eagleswith the final score being Eagles 41, Warriors 33. Nice trygirls! They had a game the next day and played on Guilderland’shome court. Rebecca Drischler has been dancing for almostall of her life and loves every minute of it.Rebecca says she started when she was 3 yearsold and continues to practice 5 times a week.Rebecca dances tap, jazz, ballet, modern, andcontemporary. Rebecca is on the Senior Comp.team for Isabelle’s School of Dance. The SeniorComp. team participates in 3 competitions ayear: StarQuest, Dance of America, andDancer’s Inc. Drischler has also been assistantteaching an elementary level dance class. Aside

from dancing, Rebecca has been working at Hot Harry’s for ayear and a half. In her senior year, Drischler is taking coursessuch as: Advance Placement Biology, Advance PlacementEnglish, Pre Calculus, Economics, Participation in Government,and Orchestra where she plays the violin. Rebecca successfullyprioritizes her life because she manages to maintain an 89grade point average.Rebecca’s favorite part of dancing is thededication needed to become a great dancer. In the future,Rebecca wishes to continue her dancing career. She has appliedto SUNY Plattsburg, Saint Rose, SUNY Geneseo, SUNY Buffalo,and Kean State. Drischler is planning on studying specialeducation in college, and in the future, would like to work withelementary aged students. Rebecca says that her mom hasinspired her to be the person she is today. “She motivates meto be the best person I can be.”

FRIENDS OF CHERRY PLAIN STATE PARKTO HOST “WINTERLUDE” EVENT

On Saturday, February 26th, the Friends of Cherry Plain StatePark (FCP), is hosting Winterlude, an outdoor Winter fun-day.The event will be based at the Cherry Plain State Park entranceon Miller Road from 10 AM-3 PM .There will be a bonfire, hot chocolate, hot dogs, andmarshmallows for roasting. Depending on weather andinterest, FCP will host snowshoe hikes, cross-country ski treks,or simply a good long walk. An animal tracking and natureobservation event will be featured. Members of the FCP will beon-hand throughout the day to direct and guide small partiesready to head out into the various areas of the DEC’s CapitalDistrict Wildlife Management Area.This is a free event. TIM CIAMPA NAMED TO SUNYACCOMMISSIONER’S LIST

Tim Ciampa, a senior on the SUNY Potsdam men’s soccer team,has been named to the State University of New York AthleticConference Commissioner’s List, the league announced.Ciampa, a Castleton, N.Y., native, is one of 28 student-athletesat Potsdam to receive the academic recognition. To qualify forthe list, student-athletes must have completed the entire 2010fall season in a varsity sport, and must have maintained aminimum cumulative grade point average of 3.3 based on threesemesters at the institution.
