let me start by expressing my thanks to all those involved last year in the EVVF European Vovinam Children and Junior Championship in Belgium and who contributed to making it such a great success.

The European Vovinam Viet Vo Dao Federation is now proud to invite you to take part in the second edition of this event, from the 31st of March to the 2nd of April 2017 in Iasi - Romania.

The European Vovinam Viet Vo Dao Federation, together with the

Romanian Vovinam Viet Vo Dao Federation, will be happy to welcome you and provide you with any assistance you might need. We hope to set the best possible conditions for the competition.

On behalf of the European Vovinam Viet Vo Dao Federation, I would like to thank our host - the city of Iasi, the Romanian Vovinam Viet Vo Dao Federation, Master Florin Macovei, as well as all the officials, referees, volunteers, parents and young athletes for their continuous support to our great martial art. Dear Masters, Coaches and Athletes of the EVVF,

Here we are together for the second edition of the Children and Junior Championship of our martial art.

We had a great success in Belgium in 2015 with a good attendance, as well as a display of good techniques and fights. This was the result of a long

and hard work we did all together.

The future of the EVVF and of Vovinam in Europe lies in our children, so by giving them a chance to experience a high level international competition, we will go towards a greater EVVF and a greater Vovinam.

As Technical Director of EVVF, I aspire to see a great Championship and hope to see our level go up even more, giving a chance to each athlete to compete against the very best in Europe.

I wish to each and every team the best possible results and I encourage you to always reach the highest level.

It is both a pleasure and an honor to welcome you all participants to the second EVVF European Vovinam Children and Junior Championship 2017, especially for the fact that it’s the first time for most of you to come to Romania.

Vovinam Romanian teams have participated over the years in almost every international event and many of you have already been hosts of such events.It is now our turn to be your hosts and I hope that the Romanian Vovinam Viet-Vo-Dao Federation

I represent will be able to face challenges and will live up to your expectations.

Iasi is the birthplace of Vovinam in Romania and still the center of gravity of Romanian Vovinam Viet-Vo-Dao Federation by its number of clubs and practitioners. Organizing this championship in Iasi it fulfills a dream.

With over 600 years of history, Iasi, a city of culture, faith and education it is now an emancipated and dynamic university center.Connected to Europe not only spiritually but also in terms of logistics thru

its newly upgraded Iasi International Airport, Iasi has direct links with many of the major European capitals.

I thank also the wonderful EVVF team without whose expertise and involvement an event of this magnitude would not be possible.

B. Host countryB1. About Romania

Located in Southest Europe, between Black Sea, Bulgaria, Ukraine, Hungary, Serbia and Moldova, ROMANIA is now, the seventh most populous member state of the European Union. Its capital and largest city, Bucharest, is the sixth largest city in the EU.

Modern Romania emerged within the territories of the ancient Roman

province of Dacia, and was formed in 1859 through a union of the Danubian Principalities of Moldavia and Wallachia. The new state, officially named Romania ince 1866, gained independence from the Ottoman Empire in 1877. At the end of World War I, Transylvania, Bukovina and Bassarabia united with the sovereign Kingdom of Romania. During World War II, Romania was an

ally of Nazi Germany against the Soviet Union, fighting side by side with the Wehrmacht until 1944, when it then joined the Allied powers and faced occupation by the Red Army forces. Romania lost several territories, of which Northern Transylvania was regained after the war. Following the war, Romania became a socialist republic and member of the Warsaw

Pact. After the 1989 Revolution, Romania began a transition back towards democracy and a capitalist market economy.

Romania has been a member of NATO since 2004, and part of the European Union since 2007. A strong majority of the population identify themselves as Eastern Orthodox Christians and are native speakers of Romanian. With a rich cultural history, Romania has been the home of influential artists, musicians, inventors and sportspeople, and features a variety of toursit attractions.

Romania is crossed by Carpathian Mountains, with their tallest peak Moldoveanu (2544 m) and is the ”finish line” for the River Danube - Europe’s second longest river, that rises in Germany and flows southeastwards for a distance of 2,857 km, coursing through ten countries before emptying in Romania’s Danube Delta.

Every year, millions of tourists visit Romania for all Black Sea Resorts, Danube Delta, skiing resorts along Valea Prahovei and Poiana Brașov; also the rural tourism, focusing on folklore

and traditions, has become an important alternative. The Painted churches of Northern Moldavia, the Wooden churches of Maramureș and the castles in all regions of the country represents attraction points of tourist; and, if we speak about castles, maybe one of the most famous attractions in Romania is Bran Castle, known also as Dracula’s Castle. The unique folklore and traditions, especialy for holidays, are also main attractions. Winter holidays include the Christmas festivities and the New Year during which, various unique folklore dances and games are common: plugusorul, sorcova, ursul and capra. The traditional Romanian dress that otherwise has largely fallen out of use during the 20th century, is a popular ceremonial vestment worn on these festivities, especially in the rural areas. During Easter, painted eggs are very common, while on 1 March features mărțișor gifting, a tradition likely of thracian origin Historically, Romanian researchers and inventors have made notable contributions to several fields. In the history of flight, Traian Vuia made the first airplane to take off on its own power and Aurel Vlaicu built and flew some

of the earliest successful aircraft, while Henri Coanda discovered the Coandă effect of fluidics. Victor Babes discovered more than 50 types of bacteria; biologist Nicoale Paulescu discovered insulin, while Emil Palade received the Nobel Prize for his contributions to cell biology. Notable mathematicians include Spiru Haret, Grigore Moisil and Stefan Odobleja, physicists and inventors: Serban Titeica, Alexandru Proca and Stefan Procopiu.

Romanian culture is known due to names like Mihai Eminescu, Ion Creangă, Mircea Eliade, Eugene Ionesco in literature, Constantin Brâncuși, Nicolae Grigorescu, Ștefan Luchian, Theodor Amann in art, George Enescu, Ciprian Porumbescu, Gheorghe Zamfir in music.

Romania’s sport scene was marked by names as Nadia Comaneci(the first gymnast to score a perfect ten in an Olympic event), Gheorghe Hagi, Ilie Balaci, Adrian Mutu, Gheorghe Muresan, Mihai Leu, Leonard Dordoftei, Simona Halep and many more.

Iași also referred to as Jassy or Iassy is the largest city in eastern Romania. Located in the historical region of Moldavia, Iași has traditionally been one of the leading centres of Romanian social, cultural, academic and artistic life. The city was the capital of the Principality of Moldavia from 1564 to 1859, then of the United Pricipalities from 1859 to 1862, and the capital of Romania from 1916 to 1918.

Known as The Cultural Capital of Romania, Iași is a symbol in Romanian history. The historian Nicolae Iorga said “There should be no Romanian who does not know of it”.Still referred to as The Moldavian Capital, Iași is the main economic and business centre of the Moldavian region of Romania.

Home to the oldest Romanian university and to the first engineering school, Iași is one of the most important education and research centres of the country, and accommodates over 60,000 students in 5 public universities.

The social and cultural life revolves around the Vasile Alecsandri National Theater (the oldest in Romania), the Moldova State Philharmonic, the Opera House, the Tatarasi Athenaeum, a famous Botanical Garden (the oldest and largest in Romania), the Central University Library (the oldest in Romania), the

high quality cultural centres and festivals, an array of museums, memorial houses, religious and historical monuments.Archaeological investigations attest to the presence of human communities on the present territory of the city and around it as far back as the prehistoric age.There is archaeological evidence of human settlements in the area of Iași dating from the 6th to 7th centuries (Curtea Domnească) and 7th to 10th centuries; these settlements contained rectangular houses with semicircular ovens. Also a lot of vessels (9th-11th centuries) found in Iași had a cross, showing

that inhabitants were Christians.

The city lies on the Bahlui River, a tributary of the Jijia (tributary of the Prut). The surrounding country is one of uplands and woods, featuring monasteries and parks. Iași itself stands amid vineyards and gardens, partly on hills, partly in the in-between valley.

It is a common belief that Iași is built on seven hills: Cetățuia, Galata, Copou-Aurora, Bucium-Păun, Șorogari, Repedea and Breazu, thus triggering comparisons with Rome.

Iași features historical monuments, 500-year-old churches and monasteries, contemporary architecture, many of them listed on the National Register of Historic Monuments. Notable architecture includes the Trei Ierarhi Monastery, part of the tentative list of UNESCO World Heritage Site, or the neo-Gothic Palace of Culture, built on the old ruins of the mediaeval Princely Court of Moldavia.

Iași is the seat of the Romanian Orthodox Metropolitan of Moldavia and Bukovina and of the Roman

Catholic Bishop of Iași. The city and the surrounding area house more than 10 monasteries and 100 historical churches. Among the oldest is Pricely Saint Nicholas (1491), dating from the reign of Stephen the Great, and the Metropolitan Cathedral is the largest of its kind in Romania. The Trei Ierarhi Monastery, a unique monument, considered to be an architectural masterpiece, was erected in 1635–1639 by Vasile Lupu, and adorned with gilded carvings on its outer walls and twin towers.

Other significant building include:

- Alexandru Ioan Cuza University main building (1897), a mixture of the Neoclassical and Baroque styles, houses the famous Hall of the Lost Footsteps, where one can admire the works of the painter Sabin Bălașa.

- ”Vasile Alecsandri” National Theatre, built between 1894 and 1896 in Neoclassic style with Baroque and Rococo inspired painted and sculpted ornaments;

- Dosoftei House, a building from the second half of the 17th century in which in 1679, the metropolitan bishop Dosoftei settled the second typography in Moldavia. With three façades, arched and right-angled windows, the edifice was restored between 1966 and 1969. It houses the department of old literature of the

Romanian Literature Museum;

- Roznovanu Palace (The City Hall), second half of the 18th century, rebuilt between 1830 and 1833, during World War I, it hosted the Romanian government;

- Union Museum, 1806, Emnpire style, the palace served as the royal residence of Prince Alexandru Ioan Cuza, between 1859 and 1862 and in 1917–1918, during World War I, as the royal residence of king Ferdinand;

- Pogor House, 1850, a meeting place for the city intellectuals, the headquarters of Literary Society Junimea (1863) and of the Convorbiri Literare (Literary Interlocutions) magazine (1867), houses the Romanian Literature Museum;

- Central University Library, 1934, incorporates Greek Revival elements;

- Golia Monastery, 1564, rebuilt in 1650 in late-Renaissance style with Byzantine frescoes and intricately carved doorways, is a monumental construction, a monastery in the middle of the city, surrounded by tall walls, with corner turrets, and a 30 m height bell tower;

- Old Catholic Cathedral, 1782, in Baroque style, and New Catholic Cathedral, 2005;

Other examples of historic churches and monasteries (some of them surrounded by defense walls and towers) include: Socola (1562), Galata(1582), Saint Sava (1583), Hlincea (1587), Barnovschi (1627),Golia (1650),Cetățuia (1668), Frumoasa (1726), Bărboi (1843 with 18th-century bell tower), Bucium(1853).

Iași has a diverse array of public spaces, from city squares to public parks

Founded in 1856, the Botanical Garden of Iași, the first botanical garden in Romania, has an area of over 100 hectares, and more than 10,000 species of plants.Iași Exhibition Park was opened in 1923 and built under the coordination of the architect N Ghica Budești.

Affiliated to the European Vovinam Viet Vo Dao Federation (E.V.V.F.) and the World Vovinam Viet- Vo-Dao Federation (W.V.V.F.) and in collaboration with A.N.S.T. - National Authority for Sport and Youth as required by law, the Romanian Vovinam Viet-Vo-Dao Federation (R.V.V.F.) aims at organizing, managing and coordinating the sport and martial art style Vovinam Viet-Vo-Dao in Romania, at all levels. In this regard, the main objectives of R.V.V.F. include:

• Develop and promote practicing Vovinam Viet-Vo-Dao style in Romania, without any discrimination by politics, religion, race, nationality, sex or age; • Representing and defending the interests of Vovinam Viet-Vo-Dao style domestically and internationally; • Promoting the development of the style by its representative teams in international competitions; • Prevention and punishment of any unruly methods and / or malpractice in Vovinam Viet-Vo-Dao sport competitions.

Eligibility: Only member Federations/Associations of the EVVF who has completed their financial duty with the EVVF are allowed to take part in the competition.

Accreditation: An accreditation card will be issued to each participant and this accreditation card should be carried at all time during the championship.

H4. Competition Rules In accordance with the EVVF Children and Junior Competition Rules Book.

Technical - Don Chan Tan Cong: 4 competitors (each competitor performs 2 different Don Chan, 8 Don Chan different in total from number 6 to 21) - Mixture Categories of Quyen Dong Doi: Team with 3 males or 3 females (not a mixture team)

Fighting - Light Contact Fight (weight maximum +500gr)

Each Federation / Association may enter TWO (2) competitors / teams in each category.

We don’t look at the age of the competitors but their year of birth (e.g. competitors who are 8 years old but born in 2008 are admitted to compete)

A category shall be eligible with the participation of at least 3 competitors /teams

H5. Competitors Eligibility

HealthAll competitors must have a health certificate (compulsory) to ensure that they are eligible for competitions. Health certificate must be submitted together with national team’s registration upon your arrival. If the team does not fully send the health certificates for competitors, Organising Committee will not allow him/her to compete (both in performance and in fighting)

InsuranceIt is compulsory for all participants and members of delegations to have their own medical and personal trip insurance. The EVVF and the Romanian Organising Committee assume no liability or responsibility for the lack of insurance from participants and members of delegations. Chiefs of delegations have to sign the enclosed Term of Responsibility and return it by email before February 28, 2017 to the EVVF

H6. Drawing

The draw will be held immediately after the delegations meeting under the control and observation of the EVVF. Each National Federation must send a delegate to attend the draw (a maximum of 2 delegates will be authorized)

H7. Referees

Referees will be appointed by the EVVF (Hotel and Meals are to be covered by the Organizing Committee).

Note:To be able to classify for ranking, each country must take part in both Performance and Fighting competitions

H9. Making Complain/Sanction

Only head coach has the right to complain (complain must be in form of official letter and a fee of 200 euros).

In case of complaining about human resource (competitor, referee), form must be submitted to Organizing Committee before drawing.

In case of technical complain, form must be submitted to the Organizing Committee within 10 minutes after the match.

The Organizing Committee will consider and make a decision about the case before the next competitions take place. The Organization Committee will only return 150 euros fee if only the issue is solved exactly as the official complain letter mention.Penalty for not sending at least a referee in the championship is 300 euros. This rule is applied for the countries which have more than 50 members.

In case of any violation of the EVVF rules and regulations, the championship regulation or any misbehavior during competitions, including anti-doping codes or any involvement in a smear campaign of any attempt against the EVVF or Romanian government, sanctions can be concluded by the Championship Organising Committee or EVVF leaders.

Competitors and Referees may be suspended of right/duty due to any disqualification or misbehaviors against the mentioned rules/regulation.

H10. Training Area

On Friday afternoon from 15h-20h and during the championship on Saturday/Sunday, teams can train in a Judo hall with tatami in the same sport center.
