The Philippine Constitution deemspublic office as a public trust,wherein public officers an demployees, must at all times, beaccountable to the people. With itsOffice, the Ombudsman, alsoreferred to in the vernacular astanodbayan, is primarily tasked toensure that such fundamentalprinciple is honored. It is thuscritical that the institution itself must

be subjected to the same standards of transparency and accountability, if not more.
