It provides public recognition and a highlyvisible profile to entrepreneurial teamsthat excel in generating and convertingnovel ideas and R&D into marketableproducts. The high standard of applicantsand the competitive evaluation procedurefor selecting the Winners make this Prizethe most distinguished award for newIST-driven products.

For the 2006 European IST Prize, 66 “Nomineesfor the European IST Prize” have been proposedto the European Commission. They receive thequality label and logo "Nominee for European ISTPrize", and access to various services.

20 "Nominees for the European IST Grand Prize"have been proposed to the European Commissionby Euro-CASE from amongst the 66 Nominees forthe European IST Prize. They exhibit their nominatedproducts at the European IST Prize Exhibition inBrussels on 30 November - 1 December 2005, andthey receive the quality label and logo "Nomineefor the European IST Grand Prize".

3 European "IST Grand Prize Winners" will beproposed to the European Commission by Euro-CASE from amongst the 20 Nominees for theEuropean IST Grand Prize.

The theme is: “Novel products with a high infor-mation technology content and evident marketpotential”.

All applications are evaluated by independentexperts nominated by Euro-CASE. An ExecutiveJury, composed of independent, highly respectedEuropean executives, nominated by Euro-CASE,will propose the three Grand Prize Winners tothe European Commission.

The European Commission will select up to 20European IST Prize Winners and up to 3 GrandPrize Winners. The Winners will receive theEuropean IST Prize Winner Certificate. The GrandPrize Winners will receive the European ISTGrand Prize Trophy.

The European IST Prize Awards Ceremony willtake place at the Austrian Academy of Sciencesin Vienna late March 2006.

Monetary prizes to be awarded to European ISTPrize Winners and Grand Prize Winners are notyet confirmed in their full extent.

The European IST Prize is organised by Euro-CASE,the European Council of Applied Sciences, Techno-logy and Engineering, with the sponsorship andsupport of the Information Society TechnologiesProgramme of the European Commission.

3Dsolar imagers will revolutionize the way people enjoymultimedia content. This latest innovation finally brings the dreamto reality. Without requiring special glasses, you willsee objects suspended 12 inches in front of yourscreen with the ability to rotate them in any direction.

The 3Dsolar effect does not use the principle ofautostereoscopy, it is based on a single view.Therefore, content providers will not need to createtwo complex and independent images. For the music industry alone, the worldwide potentialrevenue losses due to piracy on the Internet wereestimated at $2.1B in 2004. In January 2005, 870million illicit music files were exchanged on thosenetworks (source: IFPI). For content providers, sani-tizing the Internet has therefore become an absolutepre-requisite to a healthy development of online digitalmedia distribution.

Today, much more data is being generated and saved.Much of this data needs to be kept when the poweris turned off. If you are not saving this data on a diskdrive then you need to use non-volatile memory.With the advance in semiconductor chip technology,more of this data needs to be saved on the device, orembedded non-volatile memory.

NanomechTM technology is a pioneering advance overother embedded non-volatile memory. It is based onthe application of a cantilever device as a mechanicalnon-volatile memory cell, storing one bit of infor-mation. Due to its mechanical nature, it can scale tovery small geometries (45nm and below); somethingthat existing technologies are unable to accomplish.The cantilever device can be configured as a one-timeprogrammable (eFuse and eOTP) or a multi-timeprogrammable (eMTP) memory element. Its program-ming characteristics are superior to existing non-volatile technologies in almost all aspects: perfor-mance, reliability and retention combined with asignificant reduction in power consumption.Cavendish Kinetics’ first product, the eFuse, hasbeen silicon proven and released.

As an integral part of modern medical diagnosis,physicians use radiological imaging studies to inspectstructures of interest and anomalies in their patientsto improve diagnosis. The latest generation of imagingdevices replace film based systems with digitalscanning and display technology to create ‘film-less’departments. Hospitals with film-less radiologyrequire integrated and efficient software systemswith the capability and flexibility to diagnose a rangeof suspected abnormalities.

CREIST is an integrated PACS (Picture Archiving andCommunication Systems) software system, providing3D reconstruction of all medical images includingComputerized Tomography (CT) and MagneticResonance Imaging (MRI), a central computer data-base storage system and a full radiologist/doctor/consultant communication environment. Our cutting-edge solution for healthcare customers communi-cates with all types of certificated and regular filmdigitizers, digital scanners and medical imagingequipment. CREIST was founded as a start-up company in 2005to fill an identified market need for real-time, inter-active 3D reconstruction and sophisticated multimodalimage fusion of medical imaging data. The I4Control® device is a new type of computerperipheral enabling non-contact control of a personalcomputer through eye (or head) movement. Thesolution emulates the computer mouse. This givesthe user direct access to any SW. Additionally, theuser can control all current manual PC peripherals(e.g. a keyboard).

Its main target users are people with serious physicalhandicap who cannot rely on their hands to operatea standard PC. Using the device they can operate aPC on their own. This solution supports their inte-gration into knowledge society, provides them withan equal opportunity to directly exploit informationand communication technologies (ICT) to their fulladvantage, and gives them access to the latest infor-mation on the Internet.

The same device can be applied as a control elementin any computer-driven work environment where thehands of the PC user have to be engaged in another(primary) activity (i.e., during medical surgery or whenhandling greasy components of a complex machine).

The I4Control® device is the first generation of a pro-duct representing a novel application of severalestablished technologies.

The company and the team

The Czech Technical University in Prague (CTU),founded in 1707, is one of the oldest technical univer-sities and currently the leading technical universityin the Czech Republic with approx. 15 000 studentsenrolled in engineering courses. This representsmore than 10% of all university students in the CzechRepublic and more than 30% of all students enrolledin engineering courses in this country. CTU with its1300 members of academic staff is also one of thelargest research institutions in the Czech Republic.

The Department of Cybernetics, Faculty of ElectricalEngineering (FEE) provides Master and postgraduatecourses in technical cybernetics, artificial intelligence,computer-integrated manufacturing, computer vision,pattern recognition, and biomedical engineering. Itis responsible for a CTU master study program inBiomedical Engineering. In 2000 the Department ofCybernetics received the “EU Centre of Excellence”award (project MIRACLE) from the EuropeanCommission. This department has strong industrialexperience. They provide research, development,training services and customised solutions to bothlocal and international industrial partners.

The CyberVote solution already used on numerouselections (French first in 2002 and world first in 2004)results from EADS’ experience in securing criticalinfrastructures and communications of large admi-nistrations. It offers a high level of security andconfidentiality: anonymity of the ballot, transparencyand proof of correct execution of the tallying process,integrity check and security of the asymmetricencryption keys.

The solution is easy to use in order to be used byany voter. Once the voter has his/her personal iden-tification (login/password, certificate, smartcard),the voter connects him/herself on a secure websiteto vote in three steps: identification, selection ofcandidates, confirmation and casting of the ballot.Once transmitted, the voter receives an acknowled-gement of receipt.

Red-eye continues to be the number one customercomplaint of users of digital cameras. Red eyes inphotographs are caused when the camera flash isreflected off the retina at the back of the eye.

FotoNation® solves this problem with its automaticred-eye detection and correction technology, whichis embedded in digital cameras, printers and otherdigital imaging devices. The operation is completelyautomatic. Immediately after the camera has takena picture it is analyzed. When red eyes are found, theredness is eliminated while the characteristics of theeye such as the glint are retained. Objects such asChristmas trees with many red lights are not touched:the algorithm is smart enough to know the differencebetween red eyes and other red objects.

In a manual mode, such as used in Photo Kiosk anddesktop applications, the user can point to the redeyes. There is no need to outline the eye, simplyclicking on the red part is sufficient for the algorithmto correct the entire eye.

The number of dental labs using CAD/CAM-systemsfor tooth restorations, like crowns or inlays, is growing.Using CAD/CAM reduces the design and the manu-facturing time and for this reason the costs of a res-toration. If labs and dentists pass this reduction onto the patient, more people will be able to afford high-quality materials instead of amalgam.

What makes viRus unique besides its degree ofautomation, is that every restoration is proceededthe same way. In the fight against identity theft and cross-bordercrime, Guardia has converted features from the humanphysiology into a 3D and infrared face recognitionsolution – the Guardia Control System.

Briefly stated, the GCS generates an accurate lifelikethree-dimensional copy of the human head.

An ordinary 2D photo is only a flat image. GCS uses3D technology to record a face with additional infor-mation about depth using stereo cameras. This issimilar to the human vision, where the brain calcu-lates distances using images received from the eyes.

Guardia has taken the technology a step further byadding an infrared camera, which records the tem-perature pattern of the face with an accuracy of 0.08degrees. The temperature varies over time, but theheat pattern remains the same. Screening for diseaseslike SARS or avian influenza can also be done with thethermal images from the GCS.

In total, the template size of these accurate biome-tric identifiers is 1-2KB, making them ideal for chipand RFID solutions. The GCS can be used in bordercontrol, passports, visas and various access controlsolutions.

EWS is the first European system for real-time earlydetection and warning of the seismic waves in caseof strong earthquakes. The system has thousands ofsensors connected to high speed communicationnetwork, to user’s infrastructure.

Its development, made in collaboration with KarlsruheUniversity is based on new concepts and models ofrisks caused by seismic phenomena. EWS uses thetime interval between the moment when the earth-quake is detected by the borehole seismometers inthe epicentre and the time of the wave arrival to delivertimely integrated information in order to enable actionsto be taken before a main destructive shaking takesplace. EWS automatically triggers: shutting down ofcomputers, stopping critical opperations in airports,gas distribution nets (during an earthquake in 1997,380 people were burnt), nuclear power plants, refi-neries, stopping trains and elevators in a safe position,alerting of hospital surgery rooms and starting ofemergency generators, etc. EWS is meant to contributeto mitigation of the consequences of catastrophicsesimic events in particular in large towns and highlypopulated areas. This value added warning informationis viewed as a decision support to European builtenvironment assessment.

The National Institute for Earth Physics (NIEP) is anorganisation for research and development in earthsciences. The structure of the NIEP is 6 departments,34 researchers, 42 technical people and 16 PhD stu-dents. It has a wide background in earth sciencesresearch, with focus on seismic source and seismo-tectonics, seismic hazard assessment, site effects andmicrozonation, lithosphere structure and dynamics,earthquake prediction, assessment and mitigation ofseismic risk, nonlinear seismology etc. NIEP ensuresRomania’s technical contribution to global seismolo-gical monitoring in support of the ComprehensiveNuclear Test Ban Treaty (CTBT)-Vienna.

Development of new methods and concepts to decreaserisks from seismicity is the main goal of NIEP. Theaim is to improve the capacity and power of realseismology to deliver timely, integrated informationin order to enable actions to be taken immediatelybefore destructuive earthquakes occur and to provideinformation and warning to people in the subsequentphases of events.

RotaVoice consists of a Bluetooth headset/transceiver,a DSP, a rotative button and ancillary electronics.

RotaVoice consists of a menu system that offers spokenfeedback to the user, so he/she can understand theoptions available and commands selected, amongother information. The solution is embedded in a verysmall headset, at extremely low cost, and in multiplelanguages.

One of the missions of the Academies is to awardPrizes. It was therefore a natural objective forEuro-CASE, from its creation, to organise a EuropeanPrize in an important area such as informationsociety technologies. The first discussions on theEuropean IST Prize took place in 1993 betweenSimon Bensasson from the European Commission,and Basil Butler, Chairman of Euro-CASE. Theirideas and the enthusiasm of their colleagues,notably Kostas Glinos from the EuropeanCommission and the Euro-CASE secretariat,quickly led to exciting brainstorming sessions.

Over the years, the never failing support of theEuropean Commission, the trust of the Commis-sioners, the Directors General, the Directors, theHeads of Unit, the IST Event, Conference andExhibition Managers and the Project Officers,Kostas Glinos, Karl-Heinz Robrock, Klaus Pendland Linda Jones provided enthusiasm andconstructive support to develop and enhance theEuropean IST Prize.

We appreciate the support of CommissionerViviane Reding, Director-General Fabio Colasanti,Deputy Director-General Peter Zang, DirectorsFrans de Bruïne and Susan Binns, Head of UnitSixtine Bouygues and our efficient cooperationwith Linda Jones.

The Euro-CASE Academies are the cornerstonesof the European IST Prize. The Chairmen BasilButler, Helge Sørensen and Valentin Van denBalck and the Secretary General Pierre Fillethave provided beneficial conditions for the Prizeto develop and consolidate its reputation throu-ghout Europe. Not only do the Academies providetheir most distinguished experts for the indepen-dent evaluation that guarantees the high quality ofthe Nominees and Winners, but they also ensurethe promotion of the Prize in their respective

countries. In countries where Euro-CASE is notyet represented, European IST Prize Info Pointsplay a similar role in promoting the Prize. Thanksare offered to all the participants in this network.

We thank the experts of the European IST Prizeevaluation group for the expertise, time and hardwork that they devote during the evaluation mee-tings and brainstorming sessions. Particular thanksgo to Heinz Schwärtzel, Georges Grunberg andJosé Alberto Jaén from the core group.

The members of the European IST Prize ExecutiveJury also play a major role for the independence,excellence and recognition of the Prize. We thankthem and the Chairmen, late Karl-Heinz Kaske,Björn Svedberg, Sir Derek Robert, Thierry Breton,Pasquale Pistorio and Guy Demuynck, for theirvaluable contributions and ideas for the future ofthe Prize.

However, to become successful, the most distin-guished Prize needs another set of key players -the applicants, Nominees and Winners.

We thank the 3,358 companies that have appliedfor the Prize over the past 11 years, and offercongratulations to the 323 Nominees, 240 Winnersand 33 Grand Prize Winners who have beenawarded from 1995 to 2005.

Everybody enjoys the youthful, entrepreneurialand friendly atmosphere in the European IST PrizeExhibition. The skill and knowledge which theNominees, Winners and Grand Prize Winners bringto the Prize is greatly admired, and we appreciatetheir input and permanent interest in the Prize.
