Digest of Church Letters 45CONSTITUTION

Preamble

WHEREAS, having been organized in 1849, we the Churches of the Judson Association of Baptists, being convinced that an association of churches can more effectively perpetuate the cause of Christ, do adopt the following Articles as written bond of fellowship, cooperative function, and administrative purpose.

Article I - Name

This Association shall be called the Judson Baptist Association.

Article II - Mission

The mission of this Association shall be to further the cause of Christ by enabling the churches in worship, ministry, evangelism, fellowship, and discipleship; and to provide staff leadership and volunteer services in order to fulfill this mission…

Article III - Membership

A member church shall be a Baptist church, cooperating with the Judson Baptist Association, the Tennessee Baptist Convention, and the Southern Baptist Convention. Member churches agree with the general intent of The Baptist Faith and Message.

A church may become a member of the Association by petitioning the Association in writing at any time, but at least ninety (90) days prior to the annual meeting. Petitioning churches shall be under the watch care of the Association until voted upon at the next annual meeting.

A church may voluntarily withdraw from the Association at any time by notifying the Association in writing. However, such withdrawal shall not become final until voted upon by either the Executive Board or Messengers at the Annual Meeting.

Article IV - Authority

The Association shall abstain from internal problems of a participating church except upon request of the involved congregation, and shall exercise no ecclesiastical authority over any church.

Article V - Annual Meeting

The Association shall meet annually in October, the time, date, and place to be set by the messengers in the annual meeting.

Article VI - Parliamentary Procedure

Robert's Rules of Order (latest revised edition) shall be recognized as the authority in parliamentary procedures.

Article VII - Messengers

The voting body at the Annual Meeting of the Association shall be comprised of messengers duly chosen by the churches.

Every Church in this Association shall be entitled to a minimum of three (3) messengers. A church is entitled to an additional messenger for every twenty-five (25) members, or fraction thereof, exceeding fifty (50) members. No church shall be entitled to more than ten (10) messengers.

Article VIII - OfficersSection A:

1. The officers of this Association shall be a Moderator, Vice-Moderator, Clerk, Treasurer, Trustees, and Directors of Associational Departments, all of whom shall be elected annually, except as otherwise specified, and shall continue in office until a successor is elected.

2. Annually elected Officers shall be recognized and take office just prior to adjournment of the business session of the Annual Meeting.

3. The Nominating Committee shall nominate officers at the Annual Meeting, and an opportunity for nominations from the floor shall be given.

4. Interim Officers may be appointed as deemed necessary by the Executive Board.

5. All Officers are expected to attend the Annual Meeting, the quarterly Officers Meetings, and the Executive Board Meetings unless providentially hindered.

Section B: 1. Trustees

The Association shall have three (3) trustees, each serving for three (3) years on a rotation basis, with one (1) new member being elected each year. The duty of the trustees shall be to hold in trust all properties of the Judson Baptist Association, and to transact all legal matters pertaining thereto, subject to the direction of the Association.

2. ModeratorThe Duties Of The Moderator Are:

a. To preside over the Annual Meeting, called meetings, and the Executive Board Meetings;

b. To encourage fellowship and mutual care among the churches of the Association;

c. To appoint members of special committees as the need may arise, and as by the Association;

d. To serve as an ex-officio member of all committees.

3. Vice-Moderator

The Duties Of The Vice-Moderator Are:

a. To serve as parliamentarian at the Annual Meeting of the Association, called meetings, and Executive Board Meetings;

b. To preside over the Annual Meeting, called meetings, and the Executive Board Meetings in the absence of the Moderator;

c. To become Moderator in the event the Moderator should become unable to serve;

d. To serve as Alternate Treasurer in the event the Treasurer is absent or unable to fulfill his or her duties for a period of thirty (30) days or more.

4. Clerk

The Duties Of The Clerk Are:

a. To serve as recorder for the Annual Meeting of the Association and the Executive Board Meetings;

b. To prepare and publish the Minutes of the Annual Meeting and the Executive Board Meetings.

5. Treasurer

The Duties of the Treasurer Are:

a. To submit a financial report at the Annual Meeting and the Executive Board Meetings;

b. To approve records of all money received and disbursed;

c. To account for and disburse the Associational funds. The Associational Treasury shall not be used by anyone other than the Treasurer;

d. To be chairperson of the Budget Committee.

6. Sunday School Director

It shall be the duty of the Sunday School Director to offer encouragement and assistance in establishing and/or promoting the Sunday School of all churches the Association.

7. Discipleship Training Director

It shall be the duty of the Discipleship Training Director to encourage, promote, or assist in establishing a Discipleship Training program in all churches in the Association.

8. Music Director

The Duties of the Music Director Are:

a. To encourage and/or assist with the music program of all churches in the Association;

b. To plan, attend, and participate in all Associational Singings.

9. Brotherhood Director

It shall be the duty of the Brotherhood Director to offer encouragement in establishing and promoting the Brotherhood organization in all churches of the Association.

10. WMU Director

The Duties of the WMU Director Are:

a. To offer encouragement and assistance in establishing or promoting the WMU Organization in all churches of the Association;

b. To promote and encourage missions and giving to mission offerings;

c. To attend state and regional WMU functions as often as is practical and feasible;

d. To serve on the Missions Committee.

11. Youth Director

The Duties of the Youth Director Are:

a. To assist and encourage all churches of the Association in developing a continuing program of youth training and active participation in evangelism, soul winning, and church leadership;

b. To serve on the Evangelism Committee.

12. Evangelism Director

The Duties of the Evangelism Director Are:

a. To lead the Association in formulating plans for the annual Associational Evangelism Conference and Associational Revival;

b. To lead the Association to address the priority of evangelism;

c. To develop programs and functions to involve the Associational evangelistic activity and training;

d. To serve as chairperson of the Evangelism Committee.

13. Stewardship Director

The Duties of the Stewardship Director Are:

a. To encourage and assist all churches in the Association in developing an ongoing stewardship program;

b. To plan and direct stewardship commitments to the Associational Mission;

c. To serve as a member of the Budget Committee.

14. VBS Director

The Duties of the VBS Director Are:

a. To assist and challenge churches to start, improve and enlarge all areas of VBS through planning, training, administration, consultation, program interpretation, and cooperative projects;

b. To serve as a member of the Evangelism Committee.

15. Media-Library Director

It shall be the duty of the Media-Library Director to maintain historical records of the Association.

Article IX - Annual Report

It shall be the responsibility of each church to complete the Annual Church Profile (ACP) provided by the Associational Clerk. All ACPs are due and should be returned to the Clerk by the September First of each year, and must in any event be returned not later than the first day of the Annual Meeting.

Article X - Executive Board

The Executive Board of the Association shall consist of all Officers of the Association, the Chairperson of all standing committees, one (1) elected representative from each church, and all church pastors in the Association. The Executive Board shall meet quarterly. Additionally, the Moderator may call the Executive Board into session at any time upon notice to all Board Members, stating the purpose of the meeting.

Executive Board shall have the authority to transact any necessary Association business arising between sessions, and shall make an annual report to the Association.

The Associational Moderator, Vice-Moderator, Clerk, and Treasurer shall be the Officers of the Executive Board. The Moderator or Vice-Moderator shall preside during all Board meetings, and the Clerk shall keep a written record of all proceedings.

Article XI - Discipline

Disciplinary action may be taken by the Association for the following reasons:

1. Neglect of a church to send messengers to the Annual Meeting for two (2) consecutive years;

2. Neglect of a church to submit the Annual Church Profile for two (2) consecutive years;

3. Neglect of a church to financially support the Association for two (2) consecutive years;

4. A gross doctrinal error, as determined by the Association;

5. The Moderator, the Director of Missions, and/or a committee appointed for that purpose should seek reconciliation with the church.

Article XII - Amendments

Any proposal for amending the Constitution must be presented in writing to the Association during the business session of the annual meeting. A period of one year must be given for publication before consideration by the Association and a two-thirds (2/3) vote of messengers present shall be necessary to make such changes.

Article XIII-Staff

Director of Missions

The Director of Missions shall give general supervision and direction to the total program of the Judson Baptist Association, for the purpose of achieving the objectives as stated in Article II. He shall be called and employed for an indefinite period of time by vote of the Executive Board and/or the Messengers of the Annual Meeting, upon recommendation of the Personnel Search Committee. A detailed job description for the Director of Missions is attached. (Job description not made available to Clerk)

Article XIV - Committees

The following committees, including chairpersons, shall be nominated by the Nominating Committee at the Annual Meeting, and an opportunity for nominations from the floor shall be given. Each committee member shall serve one year beginning at the conclusion of the Annual Meeting.

1. Annual Meeting Committee

This committee shall consist of at least four (4) members, and have the following responsibilities:

a. To propose an order of business for the Annual Meeting;

b. To propose place, dates and speakers for the Annual Meeting at least two years in advance;

c. To publicize the complete order of business for the Annual Meetings to the churches in the Association at least thirty (30) days in advance;

d. In cooperation with the Moderator and other program personnel, to arrange for all facilities needed for the Annual Meetings;

e. To receive invitations from churches and suggestions for program emphasis and personnel for future sessions.

2. Budget Committee

This committee shall consist of at least four (4) members, and shall have the following responsibilities:

a. To work with the Treasurer, who shall serve as chairperson, in developing and recommending an overall financial development plan;

b. To work with the Treasurer in developing and recommending an Associational budget based on the Constitutional Objectives stated in Article II;

c. To make recommendations concerning proposed expenditures not included in the budget;

d. To review expenditures periodically and recommend budget adjustments if needed.

3. Evangelism Committee

The committee shall consist of at least four (4) members, and shall have the following responsibilities:

a. To promote the cause of Christ by encouraging all churches to be evangelistic in outreach and in ministering to the lost.

b. To plan and conduct evangelistic rallies, revivals, and conferences annually.

4. Missions Committee

This committee shall consist of at least four (4) members, and shall have the following responsibilities:

a. To lead the Association to address the priority of missions in the United States and around the world;

b. To assist the Director of Missions in the mission work of the Association.

5. Nominating Committee

This committee shall consist of at least four (4) members, and shall have the following responsibilities:

a. To select, interview, enlist, and recommend Associational officers, standing committee members, and chairpersons;

b. To present workers to the Association at the Annual Meeting for election;

c. To assist Associational program leaders in discovering and enlisting qualified persons to fill positions in their respective organizations;

d. To make recommendations for filling vacancies in positions that may occur during the year.

The Executive Board met at Liberty Missionary Baptist Church in McEwen TN on February 3, 2003.

The meeting was called to order after a special thanks to the cooks that served dinner. Brother Jessie Bohannon opened with prayer.

Pastors recognized laying on hands and prayer for what is being done in our Churches.

Director of Missions report:Goal: Self, Glen or Pat would visit each Church in the Association within the quarter. Evangelist Meeting for all Monday the 10th, estimated attendance 85.

Glen: Visited 8 Churches, preached 6 times, traveled 1028 miles, 4 news letters, promotion of meetings.Frank: Credentials committee 3 years.

Green/ Brown sheet sign up for State Committee and are recommended.

Dept, Head Report:Discipleship: Jan. Bible Study back of book certificate, for giving out awards.Brotherhood- Last month Jan. 18 Men's Conference. Truett Association had a good meeting.

May 17 get to know your sister Church at Association property. Brother Ken will bring the message that day.Sherry Donegan will ask the Bread of Life Band to sing that day. Help is needed in organizing games, dunking booth etc.

Evangelism Thanks to Parkers Creek for hosting this event. Those bring items, please bring them before 6:00pm.

V.B.S. Clinic will be April 26 at 10:00 am at Sylvia.

W.M.U.: Focus on W.M.U Feb. 17,03 at 6:30 pm at Old New Hope. Missions, March 21- 23 in Gatlinburg. Ladies prayer retreat in September in west TN. Rescheduled Christmas Banquet for December 12.

Youth: Kathy Tennyson speaks of the Valentine Banquet on Feb. 7 at 6:30 pm at Old New Hope for grades 7-12, bring a covered dish.

Old Business: Last October recommendations omitted Media Library, motion made to elect Gilda Langford. Motion carried without oppression.

New Business: Tent Revival 9/14-9/17 on the Associational Property. Motion was made by Jessie Bohanan seconded by Charles Baxter, motion carried without opposition.

Treasures Report: Motion was made that the report be accepted as presented.

There was a review of upcoming dates. Brother Gray ask that the Pastor and at least one member from their church be present at the meeting for the upcoming Crusade. Brother Gray also ask if there is a Church that he or Brother Glen Hester has not visited to let them know as they try to visit every church in the Association at least once a year.

Brother Glen mentions that is best to get your information to him as soon as possible so that he can get it into the News Letter.

Brotherhood:Brother Charles Baxter promotes May 17th as a day to get to know your Sister Churches. Everyone is asked to bring a covered dish, drinks etc. There will be singing by the Gospel Echoes and Bread of Life. Brother Ken Russon will be delivering the message that day.

Music:There was a brief discussion on the Association Singing. Brother James Parham explained that there was not enough support and did not seem to be feasible at this time.

W.M.U.:Day Camp for Leadership training August 9 at Camp Christian

V.B.S:A joint V.B.S. Clinic is planned for April 19. Sister Angie ask that you let her know if and how many will be able to attend from each church.

Building Committee:It was agreed that the Building Committee be given the go ahead to get the sewer system installed for temporary rest rooms on the Association property.

New Business:Brother Gray speaks of Incorporating the Association, this will be a protection for each Church and individual within the Association. The cost for this will be between 200.00 and 300.00 dollars per year. Motion was made by Brother James Parham and second by Brother Charles Baxter. Motion so carried.

Executive Board Meeting for the Judson Association met at Missionary Ridge on July 19,2003 at 7pm.

There were nine members in attendance.

Bro. Gray opens the meeting, thanking Old New Hope for hosting the meeting and all members for attending.

Opening prayer was led by Bro Reese Cochran.

Minutes were read by members and accepted as presented.

There was a review of the agenda for the Annual Meeting to be held in October at Mt. Zion Baptist Church. Bro.Gray asked if there were any suggestions or changes that might need to be made, all agreed on the present plans.

There was also a review of the upcoming Judson actives there were no changes made.

Bro. Gray spoke briefly about Missionaries being avaibile during the later part of the year and if anyone was interested in having them come to speak at their church to please let him know in plenty of time, he would be glad to help in making the arrangements.

Bro Gray expressed that all going well the Association would be Incorporated by the Annual Meeting.He also asked the Pastors encourage members to step and take an active part in the Association, attending meetings and being on committee’s etc. In order to have a strong Association participation is a most important part.

With there being no other business to discuss closing prayer was led by Bro. Joe Estes and the meeting was adjourned.

Count of Messengers 42Speaker for the day was Archer Thorpe from the T.B.C. He spoke of the Focus on Missions, explaining that that your Community is a mission field, as well as the world and that everyone in a missionary in their own right. He also brought home the fact America is the 3rd largest Country of lost people, and that as Christians it is our reasonability to tell people of Jesus.

Brother Ken Russom calls for the Department Reports:

Music Report: James Parham, Making a Joyful Noise unto the Lord has been his main objective while serving as Music Director.

Men’s Ministry: Charles Baxter, Thanks to Building Committee, Workers of the Tent Crusade, and support for the outings that were planned for the past year.

W.M.U. Kathy Tennyson, Expressing the importance of the W.M.U. Day Camp for the youth. W.M.U. is already looking for a bigger and better year. Also there is the thought of starting a Women’s Prayer Retreat on a smaller scale than Knoxville but giving some the chance to attend that are not able to make the trip.

Media Library: Gilda Lankford, Each year there are several conferences in the Middle Tennessee area that we are encouraged to attend. These conferences are training sessions to help us to be more effective in the growth of the church. I know that we cannot attend all conferences and meetings, but a Library can be the central point for information and resources for all departments. My job as Association Media Librarian as I see it, is to encourage and help Churches in getting Libraries working.

Volunteer Missions: Brother Bob Tolbert, Speaks of the Lyles Baptist Mission now named Rolling Hills. He also speaks briefly of El Salvador, written reports were given to the clerk to be added to minutes.

Brother Reece Cochran expresses his thanks for the support given to Caewood KY. Noting that 100% of all donations are used in mission work.

Brother Ronald Pendergrass mentions that Brother Glen Reinville has started a new mission in South Dakota and has a list of much needed supplies.

Brother Ken Russom, Speaks of Rolling Hills Baptist Church how through the work of God they are now able to start afternoon services.

Trustee Report: Cletus Tidwell speaks of positive progress on the Associational property and maybe the next step will be building plans.

Nominating Committee: Edna Tidwell states that there are several positions still empty; anyone that may be interested in filling one of these should get with her during the noon break.

Afternoon SessionBrother Howard Coles led opening Prayer.Brother Jerry Jenkins delivered devotion: Using your Bible as a Road Map.

Memorial for Deceased Members: Brother Ken Russom and Kathy Tennyson worked together to bring a short memorial with pictures of deceased members that churches lost through the last year.

Brother William Gray presents a Plaque in memory of the late J.D. Cathy, to his family.

Old Business:There being no Old Business to discuss the meeting moves forward.

New Business:Brother William Gray speaks of the Tent Crusade for 2004, asking if the Association would be interested in having the Steele Family, with Brother Steele delivering the message. Although this may seem early in order to assure that these arrangements can be made as such as their schedule is usually booked full.

There was a vote taken with 41 yes and no opposed, Brother Gray will make arrangements with the Steele Family.

Brother William Gray brings up a discussion on the Minute Book of the Annual Meeting.Introducing the idea of putting the book on computer disk, Explaining that this would cut away much of the cost of printing. Also each church would be able to print as many copies as needed when needed. Another advantage would be that several years would be able to be put on each disk enabling each church to have a back up. There were some concerns that not all churches may not have the ability to print their own copies. It was decided that the number of printed copies be cut down this year and that every church would have access to a disk if wanted, so additional copies can be printed if needed.

Proposed Budget The proposed for 2004 passed with out opposition.

Judson Baptist AssociationWMU Report 2002-2003

This has been a very busy year for Judson WMU.

In November, ladies from several churches joined together to tack quilts for the Tennessee Baptist Children’s Home in Franklin. Eight quilts were presented to Hart Cottage as Christmas gifts.

In December we sponsored the annual Judson Association Christmas Banquet at East Hickman Community Center, with about 60 people participating. Our guest speakers for the evening were missionaries from Jordan.

In February we observed Focus on WMU with Leighann McCoy as our guest speaker. Six churches from the Association joined us for a time of inspiration as Leighann shared with us about WMU activities in Tennessee. Prior to the general meeting, Leighann met with a few of the ministers’ wives from the Association to let us know about some of the opportunities available to us through the Tennessee Ministers’ Wives Fellowship.

In March, we had three churches represented at the WMU Missions Get Together in Gatlinburg where we met missionaries, attended conferences and fellowshipped with over 2000 ladies from across the state. Ladies, if you have not attended a Missions Get Together, I encourage you to begin praying about the 2004 Missions Get Together which is scheduled for March 19-21. It will be a time of refreshing, encouragement and excitement for missions.

On August 9 we held our annual Day Camp for 1st through 6th graders at Camp Christian near Dickson. We had 41 children and 19 workers participating at the camp. Our missionary for the day was Valerie Payne, a missionary to Thailand, currently on state side assignment. There were 9 decisions after our worship rally, led by Bro. Jerry Jenkins.

On August 23, we had 6 ladies to attend a WMU training session at Bellevue Baptist Church where we received training in age level missions organizations.

The Prayer Retreat, “Kaleidoscope of Joy” was held September 26 and 27 at Paris Landing State Park. We had 9 ladies representing four churches who attended the retreat.

We are excited to tell you about a new event scheduled for October 24 th and 25th. We will be enjoying an Association WMU Book Study/Prayer Retreat/Sleep Over. This event will take place at Old New Hope Baptist Church beginning at 6:30 P.M. on Friday and ending around noon on Saturday. Ladies from 7th grade and up….. are invited to join us for a time of study, prayer, fellowship and fun. We look forward to seeing you there.

Hi Kathy. I've been meaning to write you for several weeks but am just now getting around to it. I wanted to express my thanks to the kids who attended the day camp for their generous gift towards our ministry with the Isaan people in Thailand. I was very impressed with the kids at your camp -

how they paid attention and asked questions and showed that they were really interested in what God is doing on the other side of the world. I have a feeling that some from that group may someday have an opportunity to be involved in mission work themselves. I pray that they will continue to be interested in missions as they follow God's leadership in their lives. They are getting a good start with people like you and the other leaders helping them to learn about missions and about giving to missions. We really appreciate the money they contributed, and we plan to use it in our ministry. Maybe we will use it to purchase supplies for our English camps, to purchase Thai Bibles or Christian videos to give the students, or for some kind of special event for the students. Please let the kids know that I appreciated their gift and I hope they will continue to pray for the Isaan people.

The WMU sponsored a Fall Festival for the youth in our church in October. In November we made baskets for some shut-ins. In December the WMU made up baskets for Christmas for the elderly in our community. The funding for this comes from our “Blessing Box” money and the WMU account.

In February we made Valentine gifts for some people in the nursing home. In April the WMU sponsored an Egg Hunt and Hot Dog Cookout for the youth in our church and community. This was held at the home of one of our members.

In June we sponsored a clothing drive for winter clothes for Bro. Reese Cochran (First Baptist White Bluff) to take up to Kentucky.

New Hope Baptist Church WMUDirector: Lena Judd

Continued our year round support of Campus Crusade for Christ and our sponsorship of Mary Mangrum, an International missionary.

Met with the Associational WMU to make Quilts for the Tennessee Baptist Children’s Home (Hart Cottage). We also collected School supplies for Tennessee Baptist Children’s Home.

Observed the Weeks for Prayer for International Missions, North American Missions, and State Missions.

Collected school supplies for East Elementary School. We donated baked goods and other items for the American Cancer Society Auction. Made donations to Nashville Rescue Mission and to Care Net.

Collected school supplies and clothes for Bro. Glen’s church in Oklahoma. We also made fruit baskets and delivered to the elderly and shut-ins in the church and neighborhood.

We donated baked goods and other items for Cornerstone Vision for America in Hickman County and for the Habitat for Humanity Auction. We also contributed supplies to the Ronald McDonald House and to the American Red Cross.

We participated in literature distribution, visitation and prayer walks for Rolling Hills.We had two members to attend the Missions Get-Together in Gatlinburg in March, and

the Prayer Retreat at Paris Landing in September.We participated in the Day Camp for 1st thru 6th graders.

Meeting time: Fourth Wednesday night of each month. Acteens and GA’s meet weekly.

We currently have three ongoing projects: Care Net, Children of Honduras and collecting items for First Baptist White Bluff’s mission to Kentucky.September, 2002 – Helped with breakfast for Tent raising for Crusade. Attended the Paris Landing Prayer Retreat on the 20th and 21st.October 18 & 19 – Had 5 youth and 2 adults to participate in TYME at Carson Newman.November – Helped with the Associational WMU Quilts for the Tennessee Baptist Children’s Home (Hart Cottage).December – Distributed light bulbs for Rolling Hills; had 9 church members participate in a Prison Ministry and had a float in the Christmas Parade. May 10:                Mother/Daughter Banquet.                         The WMU also collected items for the soldiers in Iraq.July 26:                The WMU held a Prayer Breakfast at Shoney’s.  Afterwards, we made and delivered 3 fruit baskets to shut-ins.July 19:                The WMU held a Father/Son Banquet.August 17:          The WMU collected items for the CareNet Pregnancy Center.  These much needed items were taken for the Center’s Open House.

It has been a good year and I personally have been blessed working in the associational office for The Associations. I served as associate pastor and Sunday school teacher in home church. I preached 32 sermons, attended 33 meetings and made 50 visits to the churches. I served on some committees and as parliamentarian in Stewart’s Association. I am very grateful for all these opportunities to serve as your Administrative Assistant and to work with Bro. Gray.
