by David Hill Editor Almost unnoticed among all the COVID-19 news, ACE Hardware store in downtown Thief River Falls celebrated its 75th anniver- sary. Now under the owner- ship of a third generation, ACE Hardware continues to be an invaluable asset to the region. The ACE Hardware store in Thief River Falls opened by a group of independent business owners in 1945 as ACE Store 114. The Kali- noski family has owned and operated the store since 1961. Nationally, ACE Stores was founded in 1924. Its name changed to "Ace Hard- ware Corporation" in 1931. It grew dramatically follow- ing World War II, more than tripling its sales between the late 1940s and 1959. Ace Hardware now has over 5,000 stores around the world with the majority of those stores independently owned and operated by local entrepreneurs. Vic Kalinoski started working in hardware at the age of 19. In his biography, Kalinoski wrote that after high school in 1938, he stayed on the farm with his folks west of Greenbush until Feb. 14, 1939, when he was given a chance by Bill Ekstrand, who was a son-in- law of the Hildahls, who owned the Hildahl Hard- ware store, to work at the store. The Hildahls then opened another hardware store in Roseau and that’s how Vic and Bill Ekstrand got a start. In March of 1942, Uncle Sam called and a busload from Roseau County, which included Kalinoski, went to Fort Snelling to join the Army. Kalinoski ended up as a company clerk. He said his typing skills and store expe- rience got him the job. While in the Army, Kalinoski served in New Zealand, Aus- tralia, India, and Iran. He got home in the spring of 1945, and he was home when the ACE Hardware store in Thief River Falls had its grand opening on April 13. After some detours, he returned home at the end of November and ACE Hard- ware in Greenbush was waiting for him. He soon be- came manager and part owner as Bill Ekstrand was in Thief River Falls. Kali- noski managed the store in Greenbush for 13 years be- fore moving to the store in Roseau for two years. He next managed the store in Thief River Falls for four years. After that he became the manager of the ACE store in Waukegan, Ill. in 1959. Ron and Kim Kalinoski recently turned over the keys to the business to their son, Nick. Third generation takes over ownership by David Hill Editor During a Minnesota De- partment of Health media briefing on COVID-19 on Monday, June 1, Commis- sioner Jan Malcolm talked about some of the glaring racial disparities that exist in the COVID-19 statistics. Malcolm said it was im- portant to put this day’s COVID-19 statistics in con- text with the events (civil unrest) of last week in Min- nesota and across the na- tion. Malcolm noted that the Minnesota Department of Health has tried to docu- ment and call attention to health disparities “literally for decades.” As long as 20 years ago, the Minnesota Department of Health linked socioeconomic condi- tions with health outcomes. Six years ago, the Depart- ment of Health released a report that called out the structural barriers that sys- temically prevent some peo- ple from reaching their highest potential for good health. That report showed that the structural barriers and racism contributing to persistent and glaring health disparities were some of the worst in the nation for people of color. Since that time, she said, they have worked with various part- ners and have made some progress, but it has been frustratingly little progress. Malcolm noted that African-Americans make up 6.6 percent of the population in Minnesota, but over 22 percent of COVID-19 cases, and 20 percent of hospital- izations. The Hispanic popu- lation makes up 5.5 percent of the population in Min- nesota, but 20 percent of COVID cases and 13 percent of hospitalizations. Civil Unrest and spread of COVID-19 Malcolm said the Depart- ment of Health is concerned all of Minnesota might face additional risks as a result of large gatherings from civil unrest this past weekend. They do expect a spike in cases, although the fact that the event took place outside could have lessened the risk. On the other hand, loud talking and singing exacer- bate spread. Key transmis- sion factors are still considered to be proximity and length of time. Officials don’t believe contact tracing for those who participated in the protests will be possible. EDITORIAL OPINIONS

Editorial opinion published under this head ing is intended to stimulatethinking and discussion among our readers. Unless speci fied other -wise, the editorials are written by Editor Dave Hill and do not represent

Regrets abound in era of social media

I’ve said it before and I guess itbears repeating - be careful of whatyou post on social media sites. It justmay come back to haunt you. To be fair, most of my previous edi-torials urging individuals to be carefulof what they post on social media siteswere directed at young people. Butyoung people aren’t the only ones whomake mistakes, adults do stupidthings too. If you, for example, suggestsomeone could drive a car throughprotestors, or suggest that someonemight fire real bullets into the crowd,it’s quite possible that an employer ortaxpayer could be watching, and therecould be consequences. That was thepoint made to young people in previ-ous editorials - what you post online isforever and could get spread far andwide and impact you in ways you can’teven imagine today. Yes, there’s such a thing as free-dom of speech, but there is a limit. Anemployer may decide they don’t wantto be connected to someone who sug-gests shooting protestors is a goodthing. Taxpayers may be highly of-fended by an elected official who be-

lieves it may be appropriate to drive avehicle through a crowd of protestors.Even if a joke, that joke could fall flatwith your audience. We live in an era of technology.More and more employers are usingthat technology to check on and assesscurrent and future employees basedon their social media profiles. Why,and what are they looking for? Theywant to know if you’re a fit with thecompany, whether you plan to stay inyour current job, whether and how youquestion authority, your values andwhether you’re passionate, caring andcommitted, and what kind of risk youpose to their reputation Our jobs and reputations areamong the most important things inour lives and should be treated assuch. Remember, what you post onlinecan and will be used against you inthe court of public opinion and by youremployer. I like the advice shared by mili-tary.com: “Instead of resisting socialmedia, remember to post contentwhich is true, consistent with yourvalues, collaborative and interesting. Then, it is likely you won’t make themistakes outlined above.”

Summers mean sun andheat; my head needs protec-tion from both, so I wear ahat. I am already an estab-lished redneck so that partof me doesn’t need sun ei-ther, so I wear a hat. I don’twear a cowboy hat becauseI’m not. I do, however, wantmy ears free from burningso I wear a hat. I don’t weara golfer’s fedora even thoughthat might do the trick, butI don’t because I am not. I call my hat the SmokeyYunick hat. If you are in aroom of 20 people and youknow who Smokey Yunickis, you are probably the onlyone in the room who has this

knowledge. There is some-thing special about mySmokey Yunick hat. It hasalmost magical powers. If Ihave a tough job to do, I al-ways remind myself that Ican do it because I will wearmy Smokey Yunick hat. Who is Smokey Yunick, you ask? That is probablythe most logical question tothe previous lump of tan-gents, partial connectionsand sentence fragments.Smokey Yunick was a cardesigner associated with carracing from the 1950s on,and also served as a crewchief on several racingteams. I knew him from hiscolumn, “Say, Smokey” inPopular Mechanics. I en-joyed his creative ideas anddetailed answers to mail-inquestions. At a time whenthere was no internet,Smokey’s knowledge wasprecious to me. I also likedhis hat. There is genetic prece-dent for my hat-wearingpreference as my dad usedto wear a pith helmet. Thebasket weave constructionand full brim made for avery comfortable cover. Myhat is an “Australian-type”of hat, but not like CrocodileDundee’s as it is floppy and

even somewhat foldable. There are snaps on each sidewhich, even when used, stillallow enough brim to keepmy ears from gettingburned. I like baseball caps, too, however they can get alittle tight on my head, par-ticularly now that I have nothad a haircut in threemonths. My hat sits loose, which allows air to passthrough the ventilated toppanel, which keeps my brainrunning nice and cool. The only problem withthe hat is extreme wind, al-though this has become alearning experience. Hold-ing my head in such a wayas to slice through the windwithout losing my hat is anexperience in learning an-gles similar to the first timeI began looking at the worldthrough progressive lenses. My head just automaticallymoves up, down and side-ways. The hat makes me com-fortable, maybe that’s thereason I like it so muchwhen I am working. MaybeI just associate the hat as abrand of a guy I admired forhis knowledge when I wasjust a kid. Whatever it doesfor me it works. It is mySmokey Yunick hat.

Minnesota Attorney Gen-eral Keith Ellison an-nounced on June 3 that hehas filed a charge of second-degree murder against for-mer Minneapolis policeofficer Derek Chauvin. Thenew second-degree murdercharge joins the previously-filed charges of third degreemurder and second degreemanslaughter. Ellison also announcedthat he and HennepinCounty Attorney Mike Free-man have filed charges ofaiding and abetting second-degree murder and second-degree manslaughteragainst former Minneapolisofficers J.A. Kueng, ThomasLane, and Tou Thao. Arrestwarrants have been issuedfor Kueng, Lane, and Thao. All the complaints chargethat the four officers causedFloyd’s death while usingunlawful and excessive forcein arresting Floyd. The complaints allegethat on the evening of May25, the officers arrestedFloyd at 38th Street and

Chicago Avenue in Min-neapolis. In detaining Floyd,Chauvin used an unautho-rized restraint technique inwhich he pressed his kneeinto Floyd’s neck to restrictFloyd’s movement whileFloyd was handcuffed andlaying on the pavement.Lane and Kueng held Floydby the legs and hips to fur-ther restrict movement.Thao stood guard to preventmembers of the public, whogathered nearby to witnessthe police action, from inter-vening to aid Floyd. Whilethe officers restrained himnearly motionless on theground, Floyd repeatedlytold the officer he could notbreathe and also said thathe was about to die. Last week, Chauvin wascharged with third degreemurder but now faces an ad-ditional charge of second de-gree murder. Also on June 3, Gov. TimWalz released the followingstatement following : “I laid flowers at GeorgeFloyd’s memorial this morn-

ing. What will our youngpeople learn about this mo-ment? Will his death be justanother blip in a textbook?Or will it go down in historyas when our country turnedtoward justice and change?” “It’s on each of us to de-termine that answer.” “The charges announcedby Attorney General KeithEllison are a meaningfulstep toward justice forGeorge Floyd. But we mustalso recognize that the an-guish driving protestsaround the world is aboutmore than one tragic inci-dent.” “George Floyd’s death isthe symptom of a disease. We will not wake up one dayand have the disease of sys-temic racism cured for us.This is on each of us to solvetogether, and we have hardwork ahead.” “We owe that much toGeorge Floyd, and we owethat much to each other.”

Northwestern and western Minnesota included in updates The Department of Natu-ral Resources has set newdeer population goals that re-flect Minnesotans’ diverseperspectives about deer. “We really appreciate theperspectives brought to thetable,” said Barbara Keller,DNR’s big game programmanager. “We took what weheard seriously as we setgoals.” The DNR sets deer popu-lation goals – how much of anincrease or decrease is de-sired in a deer population ina particular deer permit area– as part of managing thestate’s wild deer herd. The DNR set goals for 36of the state’s 130 deer permitareas, generally those lo-cated in northwestern andwestern Minnesota. This wasthe first area of focus, andthe DNR will be coveringother areas in future years. The goals set in 2020 provide

the framework for annual de-cisions on deer season regu-lations and are intended tobe in effect for the next 10years, with a midpoint re-view at five years. The DNR gathered infor-mation and feedback fromover 700 online survey re-spondents, online comments, and conversations with areawildlife managers. The DNRalso used a new workshopformat to facilitate eightsmall group discussions toboth scope issues and createrecommendations. Theseworkshops replaced citizenadvisory committees andpublic meetings that wereused during deer goal settingin 2015. Participants reviewed in-formation related to deerpopulations, harvest trends, habitat, browsing impactsand public health and safety. They also provided feedbackon locally important deermanagement factors. Peoplecan find key issues that in-fluenced the goal changes de-tailed by permit area online. In the first year of the re-

newed goal-setting process, the DNR focused on areas inthe northwestern and west-ern parts of the state. In gen-eral, the goals are to increasedeer populations in thenorth, stabilize populationsin the northwest and west, and slightly decrease popula-tions in the central portionsof the areas addressed thisyear. “We are really happy withthe participation and conver-sations we had,” Keller said.“We look forward to hearingfrom others in coming years.”

About deer population goals

The DNR updates deerpopulation goals in 14 re-gional goal-setting blockscomprising multiple deerpermit areas. The goal-set-ting process will take fouryears to complete statewide, with several geographicblocks addressed each year.Next year’s process will in-clude southwestern Min-nesota and parts ofnortheastern Minnesota. TheDNR lists complete detailson the goal-setting webpage.

(Continued from Page 1)March of 1961, Vic and hiswife, Vi, purchased the ACEstore in Thief River Falls. That’s also the time his son,Ron, began working at thestore. Ron said his hardware ca-reer began in the secondgrade. “My early job duties in-cluded counting and deliver-ing circulars, sweepingfloors, emptying trash cans, and going to school. I workedpart-time throughout myschool years, later takingsome time off to see what lifewas like outside my father’sbusiness.” In 1975, at theage of 21, Ron re-entered thefamily business full-timeand never stopped working. In January of 1982, at theage of 28, he purchased thebusiness, allowing hismother and father to retire. ACE in Thief River Fallshas always been a family-run business. Nick’s momhas done the books for yearsand still does. Ron’s brother,Tom, still runs ACE Rentalacross the street. When Ron took over thebusiness from his parents, the next generation was al-ready in training. Like hisfather, Nick Kalinoski alsostarted working at the storein second grade. Nick saidhis teacher would walk himacross the street, and hewould work in the store from3:15 to 5 p.m. every day per-forming many of the sameduties his dad did when hestarted. On Feb. 1, 2019,Nick became the next familymember to take over owner-ship of ACE Hardware inThief River Falls. Nick said he’d alwaysthought he would like totake over the store some day,but there’s a certain amountof pressure that comes withdoing so. Second-generation busi-nesses have a 60 percent offailure, while third-genera-tion businesses fail at a rateof 90 percent. Some of thereasons they fail is familydysfunction, different vi-sions, lack of planning, alack of family successionplanning and a lack of finan-cial knowledge.

Nick said he’s always hada good relationship with hisdad. He said they may havedifferent opinions on things, but they always got along. They’ve also focused on tak-ing care of customers andplanning for the future. Since taking over thestore at the age of 26, Nickhad implemented a numberof changes. “If you don’t keepup with the changing times, you fall behind,” said Nick. Those changes aren’t toodramatic. For instance, heinstalled a new computersystem that tracks sales andinventory, which isn’t toorevolutionary. He also insti-tuted online purchases andpick-ups at the store, whichis how many brick and mor-tar businesses are survivingtoday. He has also imple-mented the ACE CustomerReward Program, andstarted a little bit of delivery. All these things help thestore stay competitive. Heacknowledges, however, thatthe one thing they’ve beendoing for years is key - em-phasizing customer rela-tions. It’s absolutely

essential. Nick said for years peoplehave relied on ACE to helpsolve their problems, and hewants to make sure theycontinue to have confidencethat they can solve thoseproblems. He said thatcomes with making surestaff can communicate theirproduct knowledge andbuild trust and confidence incustomers. Regarding the purchaseof the store and his new du-ties, Nick said it’s a lot totake in. He admits hespends more time behind thescenes than he anticipated. The Minnesota LicensedBeverage Association, whichrepresents Minnesota’ssmall, family-owned liquorretailers, both on-sale (ofbars and restaurants) andoff-sale, is calling for Min-nesota bars and restaurantsto be allowed to open. “Minnesota bars andrestaurants are ready to besafely opened as soon as pos-sible for indoor dining. Wehave preparedness plans, have significant experienceworking with strong safetyregulations, and will protect

our customers, staff, andvendors. “Minnesota’s hospitalityindustry has met every re-quest from the governor’s of-fice and the Department ofEmployment and EconomicDevelopment, offering guid-ance on safety measures andan opening “play book”– andyet, have still have not re-ceived a date for re-opening.Other states in the Midwest– including Michigan, Ohioand Indiana – are all re-opening or have openedtheir indoor dining at a min-

imum 50% capacity.” The organization alsostated that patio-only serv-ice is not acceptable becausemany do not have a patio ortime to wait for municipali-ties to change their codes.Because of its expense, italso doesn’t make economicsense. “Business health is partof public health, and barsand restaurants CAN safelyopen for indoor service andfollow the precautions andstructure being put inplace.”

On June 3, Jobs for Min-nesotans released the follow-ing statement following theMinnesota Pollution ControlAgency’s decision to holdcontested case hearings forthe Line 3 ReplacementProject 401 certification: “We are dismayed bytoday’s MPCA decision toconduct a contested caseprocess for the Line 3 Re-placement Project 401 certi-fication. This decision delaysthe permitting process for aproject that will protect theenvironment, which is pro-gressively more at risk asthis review process contin-ues. We recognize that theMPCA made this decisiongiven the recent Court of Ap-peals ruling on PolyMet, aruling that is up for review

in the Minnesota SupremeCourt. “Line 3 is the most thor-oughly reviewed project inMinnesota’s history. Com-munities across Minnesotaare waiting with urgency toput thousands of skilledtradespeople to work and forthe $2.6 billion investmentin the state’s energy infra-structure. This privatelyfunded project will provide asignificant economic stimu-lus for Greater Minnesotathat is needed now morethan ever. “We encourage our alliesin business, labor and com-munities who believe thisproject is right for Min-nesota to remain engagedand resilient, and we askthat the MPCA and the Of-fice of Administrative Hear-ings be efficient and keepthe process laser focused onthe narrow issues addressedin today’s agency decision.”

On Feb. 26, 2020, theMinnesota Pollution ControlAgency (MPCA) issued thedraft 401 Water Quality Cer-tificate permit for the Line 3Replacement Project. Fol-lowing a public comment pe-riod, the MPCA announcedJune 3 that it will conduct acontested case hearing re-garding the 401 permit. On Wednesday, June 3,Enbridge issued the follow-ing statement: “The timeline for the con-tested case hearing will beestablished after an Admin-istrative Law Judge is as-signed to the case. While theMPCA previously stated itsintention to meet the USArmy Corps of Engineers’Aug. 15, 2020, deadline, thatdate has been extended toNov. 14, 2020, which iswithin the one-year anniver-sary of our application, asrequired by statute. “Enbridge Inc. (NYSE:ENB) (TSX: ENB) will con-tinue to work with other per-mitting agencies towardsthe timely issuance of the re-maining permits in order toallow for the start of con-struction before year end2020. We now expect themajority of the remainingUS$1.5 billion of capitalspending to occur in 2021,with spending related toearly construction prepara-tion in 2020. The companywill continue to advance pre-construction activities, to en-sure an efficient schedule ismaintained.

“‘While the contested casehas caused a delay to thepermitting process, we be-lieve this additional step willstrengthen the MPCA’s deci-sion record,’” said Vern Yu,president of LiquidsPipelines. “We have plannedfor various permitting sce-narios with the objective ofaccelerating and completingconstruction of this impor-tant safety and maintenancedriven project within six tonine months after we receivefinal permits.’” “Enbridge’s Line 3 Re-placement Project is themost studied pipeline inMinnesota’s history. It hasalready undergone an exten-sive contested case hearingprocess lasting nearly fiveyears as part of the Min-nesota Public Utilities Com-mission’s review andapproval of the project. There have been numerouspublic comment opportuni-ties both written and in-per-son, including 70 publicmeetings. The Project’s En-vironmental Impact State-ment, Certificate of Needand Route Permit were re-approved by the Commis-sion on Feb. 4, 2020. In ad-dition, Enbridge has agreedto numerous permit condi-tions, as a result of stake-holder input during theprocess, and we have com-mitted to spend US$100 mil-lion on Tribal business andemployment. “This project is immedi-ately poised to provide sig-

nificant economic benefitsfor counties, small busi-nesses, Native Americancommunities, and unionmembers. Line 3 is a shovelready US$2.9 billion privateinvestment that will bring

4,200 family-sustaining con-struction jobs, millions ofdollars in local spending andtax revenues at a time whennorthern Minnesota needs itmost.”

MPCA calls for contested case hearing for Line 3

Honor the Earth issuesstatement on MPCA decision Winona LaDuke, co-founder and executive direc-tor of Honor the Earth, issued the following state-ment regarding MPCA’s de-cision to hold a contestedcase hearing for the Line 3replacement project: “Honor the Earth ap-plauds the Minnesota Pollu-tion Control Agency’s(MPCA) decision to hold acontested case hearing forthe Line 3 ReplacementProject, but is dismayed thatthe MPCA has formally de-cided to not analyze oil spillimpacts and Enbridge’splans to respond to an oilspill, despite the fact that itis the only Minnesotaagency that has a dutyunder law to protect Min-nesota from oil spill impacts.Honor the Earth requested

that the MPCA consider thetoxic impacts of an oil spillon wild rice because wildrice is particularly sensitiveto the toxic sulfate and sul-fite compounds in heavyCanadian crude oil. Honorthe Earth also requestedthat MPCA consider the im-pact of an oil spill on LakeSuperior. The MPCA saidthat because oil spills hap-pen during operation ofpipelines, that it can ignorethe potential water qualityimpacts of oil spills. MPCAhas now left review of En-bridge’s oil spill responseplans in the hands of theTrump Administration. Weare evaluating our rights tojudicial appeal of theMPCA’s abdication of itslegal duty to protect Min-nesota from oil spills.”

(Continued from Page 1)individuals participated inthe protests. They are alsoencouraging protestors toget tested. The virus canspread quickly in largegroups of people who are to-gether for a longer period oftime while shouting orsinging. Individuals who feelsick are encouraged to gettested right away. Even ifthey don’t feel sick, theyshould get tested five toseven days after the protest.Additionally, even if they geta negative result and theyfeel they were exposed tosomeone who tested posi-tive, they can get testedagain. The optimal sourcefor testing would be throughan individual’s primary careprovider. If unsure where toget a test, Malcolm encour-aged people to visit the Min-nesota Department ofHealth’s COVID Responsewebsite. In response to a questionfrom a reporter on Wednes-day, Malcolm said they did

talk about whether it wouldbe successful or useful totest people where they weregathering to protest but did-n’t feel it would have done alot of good as, for example, there wasn’t assigned seat-ing. The incubation period forCOVID-19 is from two to 14days, but frequently, peoplestart to get symptomatic be-tween five and seven days. The impact of this pastweek’s activities, and possi-ble COVID-19 spread, prob-ably won’t be known for upto three weeks. Department of Health of-ficials explained the reasonthat it could be up to threeweeks to see the impact isbecause the incubation pe-riod is from two to 14 days, and then there’s additionaltime for people who aresymptomatic to go in and gettested, and for the results ofthose tests to be returned. Monday, Dr. Ruth Lyn-field, state epidemiologist, urged individuals who par-

ticipated in the protests tostay away from individualswith underlying health con-ditions.

Infection rates As of June 1, there were6.2 million cases globally, and 372,000 deaths. In theUnited States, there were1.8 million cases and104,000 deaths. In Minnesota, there werea cumulative 25,208 positivecases, and 1,050 deaths. Keyfigures in the data are activecases: 5,767 active cases(total positive cases minuspatients no longer needingisolation); and, cases requir-ing hospitalization that day:549, 253 of which requiringintensive care. (These occu-pancy numbers may not beentirely COVID-19 related.) On June 3, there were 6.4million cases globally, and381,000 deaths. In the U.S.,there were 1.8 million cases, and 106,000 deaths. In Minnesota, there werea cumulative 25,870 cases, and 1,086 deaths, 4,701 ac-

tive cases, 537 hospitalizedas of that day, and 254 ofthose in ICU. Malcolm said on Wednes-day that there has been aslow but steady decline inhospitalizations since lastWednesday, while individu-als requiring hospitalizationremaining stable. Some hospitals in theTwin Cities have expandedinto surge beds, althoughMalcolm said the degree ofdata sharing among healthsystems is unprecedentedand has become an essentialtool to adjusting to any ca-pacity as the infection rateand state goes forward. In addition, it should benoted that the health caresystem is still within therange of current capacity.“Overall,” said Malcolm,“we’re still above thatthreshold of at least 5%available capacity.” They also noted that thisis not an unprecedented de-mand right now. For exam-ple, during regular flu

season, ICU capacity can beat 95%. Malcolm and Kris Ehres-mann, infectious disease di-vision director, were notingsome fluctuations in thenumbers. Deaths, for exam-ple, have fluctuated signifi-cantly from day to dayrecently. Malcolm also notedthat the case doubling rateis now just at over 20 days, which shows a flattening ofthe curve. Officials noted onWednesday that hospital ad-missions also continue to de-cline. These are all positive

or favorable trends, but offi-cials are not ready to de-scribe it as Minnesota’s peakor even a plateau. Ehresmann said she fa-vors the imagery of waveswhen talking about the rateof positive cases rather thana peak. There may be many morewaves to come. Wednesday, officials saidthey are grateful a lot of in-dicators are not going up,but there have been a lot ofchanges in the past weekthat may mean anotherwave is coming.
