Greetings!

It’s hard to believe that the time has come around again for the Rockbridge Regional Fair and Farm Show and we cannot wait to share some exciting changes with you.

We continue to partner with the local Farm Bureau, thereby strengthening our commitment to agriculture and to the community. There are several other talented people that are heading up the homemaking divisions, poultry, quilts, art and horticulture.

Sherwood Amusements will be returning this year with additional teen/adult rides and a broader layout for the individual rides. We have added a Cutting Horse Show which will be held in the Coliseum this year and expanded the Southern States Horse Show in the Wiley by an evening.

4-H has expanded their region to include four additional counties to our already expanded list. In addition to Rockbridge County, the counties now represented are Bath, Botetourt, Craig, and Nelson. They have added a new event called “The Rock Jackpot Lamb & Goat Show” on Saturday afternoon. Back again this year will be the popular interactive ag displays and poultry exhibits as well.

New this year in Barn 6 on Friday and Saturday, will be a “Rockbridge Fleece Festival” with a llama and alpaca demonstration.

This year’s music returns to the Entertainment Tent and will be free to the public. We have added two new events on Wednesday – a Lip Sync contest and a Water Wars event. We will roll out a ”Worship & Praise” night on Thursday featuring local churches, local talent and a bluegrass band, The Annie Wade Band, from Virginia Beach. Friday night we welcome back local star Sarajane McDonald followed by Seven Mile Ford and wrapping it up on Saturday with the newly reunited Deer Creek Boys.

ROCKBRIDGE REGIONAL FAIR & FARM SHOW RULES AND REGULATIONS

THESE REGULATIONS AND GUIDELINES ARE PARTOF EACH VENDOR AND EXHIBITOR CONTRACT

1. Entries must be made on Official Entry Forms, which are located online and in this booklet. Submit all entries as indicated on forms. All entry forms must be submitted by dates specified in each show department. Entry forms may be photocopied when necessary. For more information, rules, schedule of events and entry forms visit our website at www.horsecenter.org.

2. Entries will be accepted as outlined in each contest section in this booklet.3. Any person entering more than one exhibit is requested to use the same name and full

mailing address on all exhibits.4. Entries MUST NOT be removed from the exhibit area before times listed by each

department or premium money will be withheld.5. Classes with only one entry will be awarded placing at the judge’s discretion.6. The Rockbridge Regional Fair reserves the right to refuse any entry offered and to

require removal from the grounds, any exhibit or animal which the Board of Directors shall, for any reason, deem unfit or objectionable.

7. The exhibitor/vendor assumes all risks of damage or loss either to person or property for any cause whatsoever. It is further expressly understood and agreed between the exhibitor and the Rockbridge Regional Fair and the Virginia Horse Center that the said Fair and Virginia Horse Center incur no liability or obligations to the exhibitor other than permitting the exhibitor to use the ground and/or buildings for exhibits.

8. All complaints must be presented in writing to the Rockbridge Regional Fair no later than (30) days after the close of the Fair. Complaints will be considered by the Board of Directors and their decision shall be final.

9. Articles exhibited must be the work of the person in whose name they are entered and must have been made or completed with the guidelines set by each department.

10. Premiums will be paid as soon as possible after the Fair.11. Premium checks must be cashed within 45 days of issue. Premium checks not picked

up at the Fair will be kept in the Virginia Horse Center Administration office for 30 days. Premium checks for out-of-county Open Livestock Exhibitors will be mailed.

12. NOTE: Be sure to read each Department’s General Rules.13. Management reserves the right to refuse admission to any person(s) in the interest of

the safety and welfare of all those in attendance. Tickets for special events will be sold at the event gate.

14. All animals must be on a leash and under the control of a responsible person.15. Medical Waste: The Virginia Horse Center provides special containers for medical

waste (needles, syringes and other medial supplies) disposal in each barn for exhibitors use. Medical waste must not be discarded in stalls, manure pits, garbage cans or on the grounds. Medical wastes must be placed in appropriate containers located in each barn.

16. Vendor spaces shall be ready and available for presentation to the public during the hours of the Fair.

17. Check-in hours for vendors and concessions are noon to 6:00pm Tuesday, July 14, 2015 to noon on Wednesday, July 15. The Fair can reassign any display not in place by 12:00 noon on Wednesday, July 15, 2015.

18. Space assignments will be made by the Fair Director according to the date on which the appropriate fee and application is received. Vendors and Exhibitors agree to accept the space assigned by the Fair and agree to accept re-assignment, if necessary to create a more effective Fair. Such changes will not be made unless deemed absolutely necessary by the Fair. IF Vendor and Exhibitor displays are not in place by 12:00 noon, Tuesday, July 14, the Fair has the right to re-assign the space.

19. SUB-LEASING: Vendors and Exhibitors may not permit others to use their space, or any part thereof without written permission from the Fair’s management.

20. CANCELLATIONS: One-half of space rental fee will be refunded with proper notification at least fifteen (15) days prior to the start of the Fair. Insurance Endorsement Chargers, where applicable, are non-refundable except by approval of the Fair Director or due to Fair cancellation of an exhibit.

21. DISPLAYS: Attractive, information and attention - getting displays are encouraged. In no event shall a display interfere with a neighboring exhibit. The Fair Director shall be the judge of display or exhibit acceptability.

22. UNAUTHORIZED ADVERTISING AND DISPLAYS: Only individuals, firms or organizations currently contracted with the Fair for vendor space, shall be allowed to exhibit or display any products, processes, or services and/or solicit, advertise or distribute any materials. Infringement of this rule will result in prompt removal of the offending party from the grounds.

23. CLOSED AREAS TO TRAFFIC: All cars, trucks and trailers will be prohibited from the show during the hours of the fair. NO vehicles are allowed in the interior of the barns at anytime.

24. PARKING: Vendors will park in the assigned parking area. Horse and livestock exhibitors will have designated parking areas close to the barns as space allows, otherwise parking is available in the general parking area. Participants must display their parking passes in order to park in designated areas. Lost passes will NOT be replaced.

25. EXHIBITOR CONDUCT: All exhibitors are reminded that the Fair is open to the general public and as such there will be many people present who are not familiar with animals and their actions. Therefore, it is important that you conduct yourself and your animals in the safest manner possible.

26. SAFETY PRECAUTIONS: Smoking in the barn area is PROHIBITED.27. ELECTRICITY: Electricity - 110 volts, 15 amp - is available at each stall. Outside

vendor space has 110 volts and 30 and 50 amp service, available on a limited basis. The campground has 110 volts and 30 and 50 amp service.

28. Golf carts are permitted only if prior arrangements have been made with the Fair Director. If permitted, golf carts must be operated in a safe manner by a person with a valid drivers license. Motorcycles, four wheelers, powered and non-powered scooters, skateboards, inline skates, mopeds, and bicycles are not permitted on the grounds.

GENERAL RULES FOR HOME ARTS, OPEN PRODUCE AND YOUTH DEPARTMENTS:

1. Department C - The Youth Division will be divided into the following age categories; Junior: age 8 and under, Intermediate: age 9 – 13, Senior: age 14 – 18. Ages are as of July 1, 2014.2. Entry forms and exhibitor tags may be picked up in advance at the Virginia Horse Center office between 8 a.m. and 4 p.m. M-F or completed during check in. Entry Forms are also available in this book, online at the Rockbridge Regional Fair Facebook page or at http://horsecenter.org. 3. No exhibitor will be allowed to exhibit more than one article in any one sub-class.4. Articles must be homemade and the handiwork of the exhibitor. No unfinished work will be accepted. All entries must have been completed after July 2014.5. No article will be accepted unless there is a Section and Class covering it as listed in the Premium Catalog. Articles entered in the “Not Listed” class or “Any Other” class must not fit in any class listed elsewhere in the catalog.

6. The exhibitor is solely responsible for deciding on the proper section and class or his/her entry. Exhibits improperly classified will not be changed or judged. The fair reserves the right to accept or refuse any exhibit.7. The Fair assumes no responsibility in case of loss or damage to exhibits from any cause; and upon this condition only are entries received.8. The exhibitor may place any article in a clear plastic bag for its protection from dust. Such an article will be removed from its bag for judging.9. Awards will be made on quality of workmanship and originality of design. Judges are instructed not to award a premium or premiums unless article or articles are deemed worthy.10. Ribbons and premiums: Youth and Adult 1st (blue), 2nd (red), and 3rd (white place ribbons will be awarded. Cash premiums will be awarded. Premiums

and awards may be collected on Sunday, July 19, 2015, 8:30 – 9:30 a.m. After that time, prizes will be available for one week by special arrangement with the

Department Chairperson. 11. No exhibits will be released before 8:30 a.m., Sunday, July 19, 2015.12. Exhibitor must retain duplicate part of entry tag to claim exhibit at close of fair No exhibit will be released without duplicate part of entry tag.13. The Home Arts, Open Produce and Youth Departments will not be responsible

for any entry not picked up between 8:30 a.m. and 9:30 a.m. Sunday, July 19, 2015. Items not picked up will be held for one week. After this time they will be donated to a charitable organization or disposed of in a suitable manner.

DIVISION 2: FOOD PRESERVATION 1. All entries must be in clean, regulation pint or quart canning jars. Soft spreads

will will not be accepted.2. Jars must be sealed with two-piece vacuum caps with jar ring left on. No zinc

General Rules and Regulations:

1. Entry is open to any non-professional gardener. Garden club membership is not required.2. A specimen, single stem or spike or spray may include attached foliage. A spray is a branch

consisting of several blooms, buds and leaves.3. All Horticulture entries must be brought to the Main Entrance Level-Anderson

Coliseum between 10:30 AM-12:30 PM on Wednesday, July 15. 4. Judging will begin promptly at 1:30 PM on Wednesday, July 15. Only judges and clerks

will be allowed in the exhibition area during judging. The judges decisions are final.5. Exhibitor’s name should be placed on the bottom of all containers. The Flower Show

Committee will exercise all care, but cannot be responsible for loss or damage to containers or for personal injury.

6. Native plants on the 1979 Virginia Conservation list may not be used unless grown by exhibitor and so labeled.

7. ALL ENTRIES MUST REMAIN IN PLACE UNTIL 8 PM Saturday, July 18. Entries may be removed after that time. ALL ENTRIES MUST BE REMOVED NO LATER THAN 11AM SUNDAY, JULY 19.

DIVISION I-HORTICULTUREHorticulture Rules1. All specimens must be fresh and grown by the exhibitor.2. Container grown plants must have been in the possession of the exhibitor for not less than

three (3) months.3. ALL HORTICULTURE SPECIMENS MUST BE LABELED WITH THE CORRECT

BOTANICAL OR COMMON NAME, VARIETY OR CULTIVAR, WHEN POSSIBLE. There will be a staff of Master Gardeners on hand to help all exhibitors with classification.

4. A blossom should be in proportion to its stem. More than one (1) entry per class may be made by an exhibitor, provided each is of a different cultivar, variety or color.

5. All horticulture classes are open to any amateur grower.6. The exhibitor must furnish clear glass containers in proportion to size of the exhibit ( to

prevent tipping) for cut specimens. It is important to provide containers that have no lettering or decorations to distract from the beauty of the specimen. Cotton, Styrofoam or twig wedges may be used in the neck of the container as wedging material for support of the specimen if necessary. Leafless stems of boxwood may also be used. No foliage beneath the water level of the display bottle is allowed as STEM MUST BE VISIBLE FOR JUDGING. All specimens must be pest and disease free.

7. Length of each exhibit should be in accordance with the growth habit, but may not exceed 30” from cut end to tip of specimen.

8. All entries must be checked by the Horticulture Show Committee. Entry cards will be available during exhibit registration and must include the name of the specimen as described (#3) above and the exhibitor’s name and address

Horticulture Awards: 1. The Award of Horticultural Excellence may be awarded to the named exhibit of fresh plant material judged to be the finest in the entire Show. It must be a blue ribbon winner. It is a rosette of green, orange and blue ribbons. 2. The Award of Merit may be awarded to a named blue ribbon winner in Section B ( Perennials/ Biennials). It is a rosette of orange ribbons. 3. The Arboreal Award may be awarded to a named blue ribbon winner in Section H ( Trees and Shrubs). It is a rosette of two shades of green ribbon. 4. The Sweepstakes Award may be awarded to the the exhibitor winning the largest number of horticulture blue ribbons. In the case of a tie, red ribbons will be used to determine the winner. The Sweepstakes Award is a rosette of green and white ribbons.

Modern Muscle Motorsports will place your vehicle on the dynamometer, with the driving wheels on the dyno rollers. Your vehicle is tested with the engine running, in gear, and under various speeds and load conditions. While we are running these tests we monitor the engine performance by comparing the horse power transmitted to the drive wheels in relation to the amount of engine vacuum. Simultaneously, our Wide-Band Air/Fuel Monitor will be monitoring the carburetion to check each circuit of the carburetor. An Open Art Exhibit will be held as part of the Rockbridge Regional Fair at the Virginia Horse Center from Wednesday, July 15 to Saturday, July 18, 2015. The registration and show will be held in the Mezzanine of the Anderson Coliseum. The Center is located outside of Lexington, Virginia near Interstate Highways 81/64 and Route 11. The exhibit is organized by the Rockbridge Arts Guild.

PRE-REGISTRATION ONLY – NO ON-SITE REGISTRATIONMail the application form (attached) along with the entry fee to RAG Fair Art Show, PO Box 747, Lexington, VA 24450, to be postmarked by Tuesday, June 30. Additional application forms may be obtained from the registrar, John Anfin, 261-7557. This form completion is final and changes cannot be allowed.

ART WORK DELIVERY: Artwork must be delivered to the MEZZANINE AREA of THE COLISEUM at the Horse Center on SUNDAY, JULY 12 between 2:00 PM – 5:00 PM. ART WORK PICK UP: Pickup dates will be Saturday, July 18, 8:00 to 9:00 P.M. or Sunday July 19 from 1:00-3:00 P.M. Art work not picked up will be disposed of at the discretion of the Show Committee.

POLICIES AND INSTRUCTIONS

ELIGIBILITY: The exhibit is open to any artist working in two or three-dimensional media. An artist may enter up to six pieces. The work must have been completed within the past two years and must be original. No work that has received an award in this show may be exhibited again. No photocopies, commercial art, work from patterns or kits or computer art will be accepted.INSURANCE DISCLAIMER: The Rockbridge Arts Guild, the Rockbridge Regional Fair and the Virginia Horse Center DO NOT provide insurance for the art work and WILL NOT assume any risks of damage, breakage or loss on any art work.

DISPLAY INSTRUCTIONS:-The work (including Children’s work) must be dry, securely wired or corded, installed in a safe frame and ready for hanging. Art on canvas with finished edges is acceptable without a frame.-Each entry must be clearly identified on the front and back using the attached labels or copies thereof, showing the art work information.-Prior arrangements must be made for any work that requires special handling, i.e. oversized, special hanging requirements etc-Any entry that presents installation or display problems will be rejected and no refund will be made to the applicant. The Art Show Committee reserves the right to refuse any entry which is deemed unacceptable.

SALES: All sales from the show will be handled by the Art Show Committee. A 20% commission is taken and is used to subsidize the exhibit.

All exhibitors will be asked to assist in the care of birds during the fair. 4. 4-H Poultry Chain premiums will be $5.00 for each blue ribbon, $3.00 for each red ribbon and $1.00 for each white ribbon. For the Poultry Chain there will be a premium of $15.00 for Grand Champion and $10.00 for Reserve Champion. 5. The 4-H Poultry Chain Husbandry Award will include: A. Farm visit B. Care of birds during fair C. Showmanship D. Record book The 4-H Poultry Chain Husbandry Award winner will receive a premium of $20.00. E. Must show in class 17.6. The 4-H Poultry show entry fee is $2.00 per bird. There will be a late fee entry of $4.00 per bird after July 9th 2015, provided cages are available. Open show premiums will be $3.00 or each blue ribbon, $2.00 for each red ribbon, and $1.00 for each white ribbon. There will be a premium of $10.00 for Champion in each division and $5.00 for Reserve Champion in each division. 6. A claim check will be issued for each entry at check-in at the above show location and must be presented to receive the entry after the show.

RELEASE PROCEDURES1. Quilts will be returned to exhibitors at the show location between

12:30pm and 1:30pm on Sunday, July 19, 2015. NO QUILTS WILL BE RELEASED EARLY. No entries will be released without its own entry claim check.

2. The Quilt Show Committee is not responsible for entries left after 1:30pm on July 19, 2015, unless prior arrangements are made with the Quilt Show Committee, or they are to be returned by prepaid mail.

PRIZES AND JUDGING1. 1st, 2nd, 3rd Place plus Honorable Mention may be awarded in

each class IF the judge deems this is appropriate. When there are few entries in a class, the judge may decide not to award all places, if they are not merited. Only one 1st, 2nd, and 3rd ribbons will be awarded to each class. Cash awards of $35 are given to 1st place in each category.

2. The Judge will choose one quilt as the Best in Show, one as Judge’s Choice, and one as Best Use of Color*. Show viewers will vote on the Viewer’s Choice award. These major awards receive $35.

3. The Judge will consider the following when evaluating the entry: the appearance, design, complexity and workmanship.

4. The Quilt Show will be closed to the public during judging. The decision of the Judge and the Quilt Show Coordinators is final.

5. The Quilt Show Judge for 2015 is Paula Golden, quilt artist and teacher.

of tractor. If turbocharger has been added, must be OEM stock turbo and manifold for make and model of tractor. No performance en-hanced updated turbos allowed in stock class. No open turbo intakes. All intake hoses must be stock from factory.

6. No missing of fuels allowed. Trator must use the fuel the factory engine was designed for. No fuel additives or water injection.

7. A no-stirpping regulation will beenforced only if parts removed render the tractor unsafe to drive. Specific items illegal to remove are either front wheels, hood, grill assembly, rear fender. All sheet metal, hoods, fender, dash, grills and fuel tanks have to be in original location as from factory.

8. Any supplement to the drawbar such as hitching rings or plow couplers must confirm to the 20” maximum height to the top of the device, parallel to the ground and a minimum of 18” from the center of rear axle. Supplement drawbars must be a minimum of 1” thick and with at least a 3”hole. No weights or brackets may be within 8” side to side or 12” above center of hook.

9. Maximum RPM - 280 RPM. No building of exteme RPM’s or turbo boos allowed on take off.

10. Straight popes will be allowed in place of vertical muffler if they extend 18” above the hood. underneath exhaust systems must be a factory system in original condition. NO RAIN CAPS ALLOWED.

11. Custom built weight frames are allowed behind front wheels. No weights shall exceed more than 24” in front of the foremost portion of

NWTF leaders across the nation, instruct young and first time shooters at JAKES, NWTF and community events. Young people, often shooting for the first time, are able to shoot Daisy youth BB guns at paper targets in the inflatable range with one-on-one instruction from an NWTF leader. Older Xtreme JAKES, under NWTF supervision, can step over to the outdoor range and try their hand at open sights, a peep sight or a scope as they shoot a target rifle or a breakbarrel rifle at a target on a steel pellet trap.

11. Continued...the tractor. No weights may extend past the rear tires and all weights must be secured. Any weight lost during pull is auto-matic disqualification.

12. Skid bars and side shields are recommended for insurance regula-tions. Skid bars must be a minimum of of 32” behind center of reat axle. Bars must be no more than 10” off ground. Contact patch must be 5 square inches (5X5). Bars must be able to support weight of tractor in heaviest class. If tractor is not equipped with skid bars, forward progress will be stopped when front wheels are an unsafe distance from ground.

13. No alteration to wheel base or frame. Front end must be as available from manufacturer for make and model of tractor.

14. Tractor shall be subject to official Tech Inspecition to pull.15. Driver must be fully clothed and while not required, it is recom-

mended driver wear a helmet. No shorts.16. Any equipment lost while hooked to sled s a automatic disqualifica-

tion. 17. Tractor can only hook in two (2) classes.18. No excessive wheelies on take off. Front wheels are limitied to 6”

off ground.19. All PTO’s, hydraulics must be operatoinal like on the farm.20. All engines have to be original size for tractor. No factory updated
