Thales has been present in the State of Qatar for over 35 years and provides its customers with technologically advanced solutions for the aerospace, transportation, defence and security domains. Thales today employs 270 people in the state of Qatar.

Historically, Thales has provided defence systems for the Qatar Armed Forces. Over the last few years, the Group has extended its footprint in various other areas including security for critical infrastructures, space, rail, air transportation and cybersecurity. Thales’ presence locally is continuously increasing, with the objective of serving the Qatar National Vision 2030 (QNV2030).

Thales is committed to Qatar Airways. The company flies the Thales In-Flight Entertainment and Connectivity solutions onboard the Boeing 787, the AirbusA320 and A320Neo, A380, and the A350 (Credit

Local cooperation

In Qatar, Thales is continuously developing its local cooperation for key programmes that the Group is involved in. Thales has decided to launch a Thales Innovation Hub in the country to further develop its expertise in cybersecurity and In-Flight Entertainment and Connectivity (IFEC).

In 2012, Thales and Qatar Airways jointly announced the opening of a technology research, development and training centre at the Qatar Science & Technology Park (QSTP). This laboratory currently houses state-of-the-art IFEC equipment that supports software and application prototyping, content integration, system level testing and training.

In 2013, Qatar University and Thales signed a Memorandum of Understanding (MoU) for the academic development, research and training of future Qatari professionals. The aim is to increase the number of graduates and leverage Thales’ experience in technologies and services related to information systems. Within the framework of this MoU, Thales has already opened an academic Chair in Cybersecurity, which activities started in September 2016.

Regarding defence related matters, Thales has signed a MoU with the Qatar Armed Forces to assist in the development of an Optionally Piloted Vehicle – Aircraft (OPV-A). Thales also signed an agreement with HEC Paris to provide Executive MBA credits to the Qatar Armed Forces.

Industry focus

Defence

Thales has been partnering with the Qatar Armed Forces for more than 35 years. Today, Thales is supporting the modernisation of the Armed Forces with the introduction of latest generation solutions, from airborne or unmanned aerial systems to naval equipment. The Qatar’s signal corps, tactical radios and networks including PR4G and UHF/VHF are also supplied by Thales Group. In 2014, the Group signed a major agreement with the Qatar Authorities to supply the Qatar Armed Forces with a long-range satellite communications system, complementing the pre-existing military radio communications system. Thales therefore supplies the systems for transmitting and receiving communications via satellite, in addition to the ground equipment needed to process the data. The Land Forces are using a Thales tactical C4i.

For the Navy; Thales provides electronic systems including radars and communications, combat management systems and electronic warfare solutions. Thales has been an OEM on-board both the Damash Class (1983) and Barzan Class (1992) warships. In 2012, a contract was awarded to Thales to upgrade the Barzan Class. This included the modernisation of the radars, combat system, counter-measures and communication systems.

Thales has supplied electronic systems for the Qatar Emiri Air Force’s Mirage F1, Alphajet and Mirage 2000-5 and for the Gazelle helicopters. In 2015, Qatar announced the purchase of 24 Dassault Rafale jetfighters. Thales equips the Rafale combat aircraft with multi-sensor capability systems, such as the RBE2 AESA, the first European combat radar with an active electronic scanning antenna. Furthermore, the Group supplies Spectra electronic warfare suite, optronics, communication, navigation & identification system, avionics and power generation & conversion systems. These systems represent around 25% of the total value of the Rafale.

For decades, Thales has offered its expertise to the Qatar Emiri Air Force. The Group supports the needs for the upcoming Rafale (Credit Dassault, Robineau)

In the field of Air Defence, the Group has provided the Qatari Emiri Air Force (QEAF) with air surveillance systems. In 2011, Thales was awarded a contract to supply the Qatar Armed Forces with a civil integrated airport solution for the Al Udeid Air Force Base. The solution includes a TopSky – ATC air traffic management system, RSM970S/STAR2000 primary and secondary radars, two ILSs and DMEs, a DVOR and a TACAN system.More Thales solutions shall help support QEAF’s development, as part of major upcoming contracts.

Transportation

Thales seeks to deepen its presence in Qatar by contributing to the country’s National Vision 2030 development plan . This concept aims to funnel Qatar’s expansion into an advanced and sustainable society, capable of providing a high standard of living for its people. Today, Thales is a key partner for two major urban rail developments.

Doha Metro:

Doha is currently facing serious urban congestion due to increased population and a growing number of cars operating in the city. In response, under Qatar’s master plan driven by the QNV2030 strategy a mass transportation system has been planned to help alleviate the problem. Doha Metro will connect the main areas of Doha, including the Hamad International Airport, the Old City, and newly developing inner city areas such as West Bay and Lusail. The 230 km urban railway, of which 98 km will be constructed underground, will consist of 4 lines in 2 phases – red, green, gold and blue.

In June 2015, Thales as a member of a consortium consisting of Mitsubishi, Hitachi and Kinki Sharyo signed a contract to supply advanced Communications Based Train Control (CBTC) signalling, telecommunications & security, an

integrated Operational Control Centre and automatic fare collection systems for the newly launched Doha Metro. The Doha metro industrial package includes the turnkey construction of a fully automated driverless metro system. Included are 75 sets of three-car trains, platform screen doors, tracks, a railway yard, and systems for signalling, power distribution, telecommunications and tunnel ventilation. The package is also expected to include maximum 20-year maintenance services for the metro system after its completion.

Phase 1 of the Doha Metro network will be operative in 2019; it is implemented by multiple joint ventures involving renowned local and international contractors. The vast metro network is set to be completed in time for the 2022 World Cup in Qatar, providing easy transport links for visiting tourists.

Lusail Tramway:

Located about 23 km north of Doha, on an expanse of over 35 km², the new city of Lusail will have an estimated population of 260,000 people, living in a sustainable environment. In this context, public transport will play a crucial role to enable smooth mobility for Lusail’s inhabitants, accommodating up to 450,000 travellers per day.

In January 2015, Thales signed a contract with QDVC, a leading construction company in Qatar jointly owned by Qatari Diar (51%) and VINCI Construction Grands Projets (49%), for the delivery of an integrated supervision, telecommunications, security and automatic fare collection system for the Lusail Light Rail Transit System. The new tramway will consist of 4 lines, covering 32 km, and serving 37 stations. It will be the backbone of public transportation for the new city.

Thales will be providing a fully integrated state-of-the-art solution that will meet a range of complex passenger and operator needs. Thales’ systems will ensure high-level services such as real-time information, flexible & up-to-date contactless ticketing systems, optimal passenger-security and a complete integrated supervision solution. The contract also stipulates maintenance services and logistical support. The Lusail Light Rail Transit (LRT) is part of Qatar’s Railways Company Development Program, including the Doha Metro project and the Long Distance Passenger & Freight rail network.

Aerospace

Growth in the Emirati region has allowed Qatari airline Qatar Airways to expand at a rapid pace. As a result, aerospace-related sales in the region have rocketed, leading to a sharp increase in the demand for Thales avionic products. Thales is now

recognised as a key partner for aerospace solutions serving a wide range of customers, with many contracts agreed in the past 7 years:

In 2012, Thales and Qatar Airways jointly announced the grand opening of a new technology research, development and training centre at the prestigious Qatar Science & Technology Park (QSTP). This technical laboratory currently houses state-of-the-art IFEC (in-Flight Entertainment and Connectivity) equipment that supports software and application prototyping, content integration, system level testing and training.

Since 2009, Thales has been providing the Group’s IFEC system and Head-Up Displays for 37 of Qatar Airways’ Airbus A320 fleet and 60 of their Boeing 787s. The airline has additionally awarded Thales with a contract to supply the latest generation of the Group’s IFEC system (AVANT) for 13 A380s, 80 A350s and 50 A320NEO. The A350s will also be fitted with Thales Head-Up displays.

Security

In line with Qatar’s National Vision 2030 strategy, security is a principal market for the Qatari government.

Recently, Thales has partaken in critical academic partnerships and has been awarded essential contracts related to security.

In September 2014, Thales signed a cybersecurity chair agreement with Qatar University. The agreement follows the signing of a MoU between the two parties in November 2013. The academic partnership aims to provide training opportunities for Qatari students on new and emerging technologies in the domain. Establishing cooperation between the academic environment and industry on information systems, data security and associated services is a key element of the agreement. Qatar University students will also gain opportunities for practical work experience in research and development at the university and at Thales’ office in the QSTP. The Chair director – a Thales cybersecurity specialist – has been appointed in September 2016. Since 2014, Thales has hosted 4 cybersecurity summer interns and is currently exploring further partnership opportunities.

Parallel to this, Thales has opened a cybersecurity Innovation Hub in the QSTP, to enhance research in the field of cybersecurity dedicated to the Qatar market. This will also enable the Group to develop partnerships with other organizations, thus providing solutions relative to the needs of the country.

In the same domain, Thales is also in charge of delivering and installing integrated security and communication systems for the New Doha International Airport. Renamed Hamad International Airport (HIA), the Group is providing the Passenger Terminal Complex and the Airport Campus Facilities. This encompasses 13,000 CCTV cameras, 3,000 access control points and 150 kilometres of fibre optics.
