We have the pleasure starting this partnership by conducting the joint event today and looking forward

to a successful and long-term partnership with CVC, NUC, and other stakeholders to benefit Nigerian

universities and help them contribute the knowledge and advanced human capital needed to achieve

your country’s socioeconomic ambitions outlined in Nigeria Vision 2020.

Framework At Elsevier, we share Nigeria’s aspirations and ambitions to reinforce its position as a regional leader in Africa in higher education, science and technology (HEST), as demonstrated by:

Your country’s Strategic Plan for the Development of the Education Sector (2011-2015) that will holistically improve the higher education system

Funds from the Tertiary Education Trust Fund (TETFund) to broadly promote R&D including access to journals and publication, research funds, and other support instruments

Nigerian universities have a significant role in the development of the next generation of local scientists, doctors, engineers, and advanced human capital necessary to help Nigeria meet Vision 2020 objectives. Today, Elsevier is privileged to have established relationships with eleven (11) universities in Nigeria, as well as the thirteen (13) polytechnics that are members of the National Board for Technical Education (NBTE). Nigeria’s current development of its National Research and Education Network (NgREN) indicates that now is the time to build out and benefit a broad range of Nigerian scientific and academic institutions with the tools and information needed to succeed. To support Nigeria realize its national HEST objectives, we suggest the following NEP Framework, conceptualized with the valuable feedback from you and your colleagues: 1. Improve access to Elsevier’s scientific information through a consortium model for Nigerian

universities: A consortium model brings together universities into an agreement to achieve a common objective. In Nigeria, universities will come together to have access to scientific and technological content and allow them to achieve economies of scale and scope. Furthermore, a consortium model will: Democratize access to world-class scientific information for all consortium members regardless

of size, focus disciplines, or research intensity

Facilitate participation and collaboration in local, regional, and global R&D networks, including funds from European Union’s Horizon 2020, or World Bank’s Africa Centers of Excellence

Reach targeted institutions to have greater impact and increase peer-reviewed journal publications and citations, and provide greater international visibility

Attract and recruit talent to join university faculty and research departments, as well as retain talented staff

This model has proven immensely successful across the region (e.g. Egypt, South Africa) and across the globe (e.g. Brazil, India).

2. Provide R&D capacity building and Elsevier platform training to Nigerian researchers, knowledge managers, scientists, and academics: The role of Elsevier is to assist with capacity building for researchers, scientists, academic, knowledge managers, and other end-users by meeting the information and content needs of the stakeholders. As the world’s leading publisher of science and

health information, Elsevier serves more than 30 million scientists, students and health and information professionals worldwide. Capacity building and platform training will:

Maximize the impact of access to scientific information and increase productivity, teaching and learning

Contribute to the long-term commitment and learning of Nigerian researchers, scientists, and academics

Level the playing field for all Nigerian researchers, scientists and academics to utilize and apply the same scientific information

Furthermore, Elsevier can also train young researchers and scientists to enhance their scientific writing skills and increase their likelihood of acceptance into international journals. Capacity building activities can be achieved through the conduct of workshops for authors, editors, researchers, and knowledge managers.

3. Provide support through research evaluation and management tools to support Nigerian research

strategies: Elsevier’s online tools can assist in research performance evaluation for discovering Nigeria’s scientific competitive advantages, resource allocation and evidence-based decision-making and policy setting. This complements CVC’s visibility developing the NgREN, quality assurance, policy development, program accreditation, budgeting, and collaborations.

4. Increase editorial / publishing support for selected Nigeria’s local publications from universities

and publishing societies: An opportunity for Nigerian journals to use Elsevier’s editorial and production systems and get global visibility via hosting on Science Direct. Journals need to be reviewed by Elsevier’s and meet our quality criteria in order to join the Program. Program participants are academic peer-reviewed journals that are willing to follow international ethical & publishing guidelines. Journals have to be published in English, have Academic Editorial Board and clearly defined aims & scope. Please see the Appendix for a case study on raising profile and gaining international readership for Egyptian journals.

5. Recognition of Nigerian scientists, R&D progress and joint celebration through Nigeria Scopus Award: Non-monetary recognition of young Nigerian scientists to generate local enthusiasm for science, technology and innovation among peers, attract new talent to basic and applied sciences, and give society recognition of local achievement. I. SCOPE: Access to ScienceDirect Freedom Collection for seventy-nine (79) Federal and State universities (23

collections, almost 2100 journals). CVC and NUC requested that the 79 universities be part of the consortium. Private universities can join / agree with Elsevier and enjoy similar benefits with their own resources.

Access to Scopus will be offered the same way like ScienceDirect. Scopus is the largest abstract and

citation database covering more than 20,000 titles of peer-reviewed literature and quality web sources, including a number of regionally relevant journals, with tools to track, analyse and visualize research.

CVC & NUC will have exclusive access to SciVal, Elsevier’s strategic planning tool with an inter-disciplinary view. SciVal facilitates R&D manager’s decision-making regarding prioritization, resources, and evaluation.

II. FINANCING MODELS:

As previously stated, a consortium model will allow Nigerian universities achieve economies of scale and scope, in addition to democratizing access to scientific information, and facilitating participation in local, regional, and global R&D networks. An Elsevier consortium will use one of two financing models: User Contributions: A percentage is covered by institutions (e.g. Botswana, Ghana, and South

Africa). This model will allow universities to access scientific information and achieve economies of scale and scope.

100% contribution from the Government of Nigeria. Similar approaches utilized in Algeria, Egypt, Morocco, and Tunisia.

A highly competitive financial proposal that takes into account Nigeria’s HEST ambitions over a period of time is provided below. CVC might explore other financial sources internally for partnership components.

Based on the list of Federal & State universities in Nigeria (79 members), we have done a deep analysis for all members and categorized them by research intensity:

Key Findings:

• Group 1 (no. of universities - 27) publish >50 articles/year • Group 2 (no. of universities - 11) publish between 5-50 articles/year • Group 3 (no. of universities - 41) publish 0-5 articles/year

We at Elsevier are aiming for a long term partnership with CVC, NUC, TETFund, and Nigeria more

broadly. We also understand that Nigeria is just graduating from the Research 4Life (R4L) program. Taking these factors into considerations, Elsevier has agreed to develop its pricing based only on Group 1 (27 universities). Groups 2 & 3 will also be members of the consortia. Over the medium to long term more institutes from Groups 2 & 3 may graduate to a higher research intensity group as a result of our joint efforts.

Based on Elsevier’s pricing scheme for Africa (which includes per capita Gross Domestic Product – GDP discounts), the current value of NEP for Group 1 universities (27 universities) amounts to almost US$4.4 million / year. Elsevier is offering a phase in period to arrive at this value over the next five years. So the pricing for 2014 will only be US$1,800,000. The final total pricing will be as follows & highlighted below:

Pricing for Scopus and Cell press are included with the same discount levels applied on ScienceDirect pricing. Free access to other institutes in Nigeria (79 Federal & State universities) to ScienceDirect & Scopus. Free access to Group 2&3 will be assessed on yearly basis.

This price includes Production & Hosting of top *2-4 journals in Nigeria (one in each key discipline).

All other trainings and workshops, tools, and capacity building activities are included in the price

for all members of the consortia to benefit.

* Selection will be subjected to quality check by Production & Hosting department

This sales proposal is confidential and proprietary information shall remain valid for a period of Thirty (30) days. No legally binding

obligation shall arise except by the execution and delivery of an agreement containing such terms and conditions of the proposed

transaction as shall have been agreed upon by the parties. Such agreement shall be subject to final approval of the Managing

Director Sales of Elsevier BV. This quote has been submitted by Elsevier BV upon condition that in the event where one of the

parties decides, regardless the moment or the reason of such decision, not to continue the negotiations of the transaction no legally

binding or enforceable obligation shall arise to reimburse the other party for any fees, expenses, costs or damages. Prices, services

and conditions are based on current consortium size and value and are valid for all the members only if they are all accepted as

listed in the proposal itself. Partial orders are not permitted.

III. RECOMMENDED TIMELINE:

Elsevier has the pleasure to start this partnership and looking forward for a successful long-term partnership with CVC, NUC, TETFund and Nigerian universities, building on its existing relationships with universities and other stakeholders. The following recommended joint actions and timeline is based on discussions with CVC, NUC, and TETFund, and laid out to launch the NEP.

Appendix 1 ScienceDirect®: Number 1 Destination for Researchers Worldwide 1.1 Background ScienceDirect is the world’s leading full-text scientific database offering articles/chapters from more than 2,500 peer-reviewed journals and more than 11,000 books. There are currently more than 12 million articles/chapters, a content base that is growing at a rate of almost 0.5 million additions per year. Elsevier has digitized as much of the pre 1995 journal owned-content as possible, bringing articles from as far back as 1823 to the desktop. In addition, since 2003, many authors have been submitting extra value-add content associated with the research, such as audio and video files, datasets and other supplementary content, effectively accelerating research beyond the print format.
