Final Report of the Sixth Session of the FUIW General Conference

With the help of Allah, the General Conference of the Federation of the Universities of the Islamic World convened in a sixth session in the capital city of the Kingdom of Saudi Arabia, Riyadh, on 23-24 Muharram 1435 A.H., corresponding to 26-27 November 2013A.D., under the patronage of the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud, may Allah preserve him, and with Imam Muhammad Ibn Saud Islamic University as host. Participants included representatives of the member universities, along with other institutions including organizations and federations and a variety of guest personalities.

The session started with recitation of verses from the Holy Quran. The floor was then taken by the Vice-Rector of Azerbaijan State Economic University. In the speech read out on his behalf, H.E. Prof. Dr Shamsaddin Hajiyev, President of the Fifth General Conference of the Federation of the Universities of the Islamic World, placed on record the generous hospitality extended by the Kingdom of Saudi Arabia and Imam Muhammad Ibn Saud Islamic University to the Conference’s sixth session. He also noted with appreciation the efforts by the FUIW Secretary General, Dr Abdulaziz Othman Altwaijri, to shape the outstandingly strategic direction of the Federation of the Universities of the Islamic World. Dr Shamsaddin Hajiyev also urged the Islamic world universities aspiring to maintain a competitive edge with leading universities to work in earnest and benefit from world class expertise. In addition, he stressed the need for universities in the Islamic world to build joint cooperation, such as through promoting exchange of student and staff visits and enhancing quality culture in scientific research.

Also speaking at the opening session was His Excellency Dr Abdulaziz Othman Altwaijri, Director General of ISESCO and Secretary General of the FUIW. He expressed profound gratitude to the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud, may Allah preserve him, and to his Crown Prince, for the continuous support provided by the Kingdom of Saudi Arabia both to ISESCO and the FUIW and to the joint Islamic action. He also gratefully thanked H.E. Dr Suliman A. Aba Al-Khail for offering to host at Imam Muhammad Ibn Saud Islamic University, both the extraordinary session of the Executive Council and the sixth General Conference of the Federation, and for the services provided by the university to make both events a success. Dr Altwaijri also pointed out to the Federation’s major projects for the establishment of new institutions at a number of member universities under the Federation’s aegis.

For his part, Dr Sulaiman bin Abdullah Aba Al-Khail, Rector of Imam Muhammad Ibn Saud Islamic University, Chairman of the Executive Council of the FUIW, expressed pleasure with the University playing host to this major event with far-reaching goals. He also commended the steps taken by the Federation to network member universities, and expressed special pride in the patronage granted by the Custodian of the Two Holy Mosques to the Conference. He also thanked the President of the Fifth General Conference, the Federation’s Secretary General and all parties that have supported the General Conference.

Further, the President of the Fifth General Conference handed the chair of the Conference’s sixth session to His Excellency Dr Suliman bin Abdullah Aba Al-Khail, Rector of Imam Muhammad Ibn Saud Islamic University.

At the close of the opening session, the Rector of Imam Muhammad Ibn Saud Islamic University awarded the University’s Gold Shield both to His Excellency Dr Shamsaddin Hajiyev, President of the General Conference’s Fifth Session, and to His Excellency Dr Abdulaziz Othman Altwaijri, Secretary General of the FUIW, for their conscientious efforts to promote university education in the Muslim world.

Similarly, the FUIW Secretary General awarded the Federation’s Shield to His Excellency Dr Suliman bin Abdullah Aba Al-Khail, Rector of Imam Muhammad Ibn Saud Islamic University, President of the Federation’s Sixth General Conference, in recognition of his efforts to support the Federation.

And as part of the FUIW University Research Prize 2012, devoted to promoting (Sound Governance and University Education), cash prizes and certificates were distributed to the following laureates:

1. First prize winner: Prof. Dr Hadi Abdulsamad Abdullah, Public Administration Professor (Omdurman University, Sudan).

2. Second prize winner: Dr Rajae bint Zuhair Khalid Alaassili, Associate Education Professor (Al-Quds Open University, Palestine).

3. Third prize winner: Dr Manal bint Mansour Bouhmid, Associate Professor (College of Medicine, Kuwait University, Kuwait).

During the first working session, the General Conference adopted the draft agenda and draft programme for its sixth session (please refer to Annexes 1 and 2)

Afterwards, the FUIW Secretary General presented the document on the universities that have joined the Federation between the fifth and sixth sessions of the General Conference, with focus on the efforts by the General Secretariat to increase membership to the Federation. The General Secretariat, he explained, has received 70 applications, of which 50 were accepted at the previous three sessions (16th, 17th and 18th) and extraordinary session of the Executive Council.

After discussion, the General Conference commended the outcome of the efforts by the Secretary General and his assistants in this respect, and invited him to intensify contact to bring other universities, which meet the membership criteria, to join the Federation and subscribe to its goals and action mechanisms. The General Conference also agreed on the full membership of these universities to the Federation. (Please refer to Annex 3 for list of universities admitted to the Federation between the fifth and sixth sessions of the General Conference)

The Conference formed its bureau as follows:

Chair: Imam Muhammad Ibn Saud Islamic University.

Vice-chairs:

1. International Islamic University (IIU) Islamabad.

2. Islamic University in Uganda.

3. The University of Jordan.

Rapporteur: Azerbaijan State Economic University.

For his part, the Chairperson of the Executive Council presented the Council’s report on interim activities between the General Conference’s fifth and sixth sessions. The report was adopted with mention of the efforts of the Council’s chairperson and members to sustain support to the Federation and the Secretary General to put the three-year 2010-2012 plan into motion.

In addition, the Secretary General presented his report on the General Secretariat activities between the fifth and sixth sessions. In it was highlighted the progress made in implementing the Federation’s activities under the action plan (2010-2012. The report was also a record of the remarkable effort by the Federation to promote higher education in the Muslim world and propel joint Islamic action.

Then, H.E. Dr Sultan Abu-Orabi Al Adwan, Secretary General of the Association of Arab Universities, took the floor and extended appreciation to organizers and participants, and commended the work by the Federation. He also expressed the will by AAU to build stronger cooperation with the Federation.

The General Conference, upon discussion of the report of activities, thanked the Secretary General for the efforts he made, along with his assistants, to implement the major part of the programmes of the action plan and budget for 2010-2012. A special mention was also made of the Secretary General’s endeavors to involve the Federation in a wide range of international and Islamic conferences addressing issues of common interest, of the joint effort by ISESCO, member universities and parallel organizations in providing facilitation and services for the implementation of the Federation’s activities, and of their interest in developing cooperation relations and partnership with

the Federation. Then, the Conference adopted the Report of the Secretary General on the Federation’s Activities between the Fifth and Sixth Sessions of the General Conference.

Afterwards, the Secretary General presented his Financial Report featuring a review of the financial situation of the Federation during the three years of the Action Plan (2010-2012) and a presentation of spreadsheets outlining contribution payment by member universities for the same period (US$ 614,269.56). The report also pointed out that non-payment of contributions by some member universities negatively affected activity implementation.

As well as approving the Secretary General’s Financial Report, the General Conference thanked the member universities that have paid their contributions for the period 2010-2012 and urged the others to settle their contributions and arrears. It also invited the Secretary General to continue efforts and contact to secure additional funds for activity implementation, by strengthening cooperation and partnership with member universities as well as federations and bodies operating in the same field of specialty. In addition, the Conference invited the Secretary General to follow up on settlement of arrears, redress the Federation’s financial situation and translate into action proposals of the Financial Report concerning arrears payment.

After that, the Secretary General presented the Draft Action Plan and Budget for the Years 2013-2015 wherein were highlighted the guiding references, the specificity of its content, strategic focus areas, methodological structure and foundational premise in addition to its new budget which amounts to (US$ 1,560,000.00) with an increase of (US$ 300,000.00).

During the deliberations, the Conference thanked the Secretary General and his assistants for preparing the Draft Action Plan (2013-2015).

Then, the General Conference approved the draft plan and endorsed its budget totaling US$ 1,560,000.00 to fund its implementation, taking into consideration the priorities and needs of Member Universities at implementation.

Afterwards, the Secretary General presented a report on the “Islamic Virtual University”, wherein he briefed the Conference of the project’s progress. He also advised the Conference of the decisions and recommendations by the Board of Trustees of the IVU in its previous meetings.

After listening to the Secretary General's presentation in this regard, and considering the deliberations which have taken place, the General Conference endorsed the report on the Islamic Virtual University, along with the proposed composition of its Board of Trustees for a term of six years (please refer to Annex 4). It also thanked the General Secretariat and His Highness Sheikh Dr Sultan Bin Muhammed al-Qasimi, Member of the Supreme Council, Ruler of Sharjah, for the generous offer to headquarter the IVU in Sharjah and provide necessary technical equipment and office furniture. It also

mandated the Secretary General to take the necessary legal, technical, administrative and financial measures to establish the IVU in Sharjah, in coordination with the relevant and competent parties.

In his presentation of the (Report of the Bureau of the Islamic Body for Quality and Accreditation), the Secretary General apprise the Conference of the efforts made by the Federation to activate the IBQA and devise its implementation mechanisms. He also advised the Conference of the recommendations of the previous meetings held in this connection by the Federation.

After deliberations, the Conference adopted the Draft Mechanisms for the Activation of the Islamic Body for Quality and Accreditation. It also thanked the FUIW General Secretariat and the International Islamic University Malaysia for their continuous cooperation in developing this project and the necessary mechanism for its implementation, while inviting Member Universities as well as Arab and Islamic organizations and institutions to cooperate in extending support to this important project.

Then, the Secretary General made a presentation on the “Project for the Establishment of the Network for the Development of Academic Cooperation and Labor Market”, while underscoring the importance of promoting university education to best respond to changing labor market needs, by strengthening contact and cooperation among higher education and scientific research institutions across the Muslim world and develop viable mechanisms thereto. The focus by the Secretary General was on setting up the data and infrastructure required to ameliorate higher education and scientific research institutions in the Muslim world to best adapt to the labor market requirements, and establishing effective mechanisms for cooperation, partnership and contact with leading labor market bodies and institutions. The urge, the Secretary General stressed, was also for identifying the areas that most need to be aligned to the labor market, and linking university education output to labor market and development needs of Muslim societies.

After deliberations, the Conference endorsed the “Project for the Establishment of the Network for the Development of Academic Cooperation and Labor Market”, and thanked the FUIW General Secretariat, Al-Azhar University, Al-Mansura University and Universiti Teknologi Malaysia for their cooperation to develop the project. The Conference invited the Secretary General to pursue efforts to implement this project and develop procedures for the establishment of the Network for the Development of Academic Cooperation and Labor Market, in coordination with the host universities and stakeholders.

Afterwards, the Secretary General presented the (Project for the Establishment of the Leagues of Parallel Faculties), stressing its vital importance in promoting cooperation and partnership among parallel colleges to achieve their common

objective of qualifying graduates to best serve their Muslim community, as well as in stimulating joint studies and research works and in fostering quality in the areas of education, training and scientific research.

After deliberations, the Conference approved the project and thanked the Secretary General and Imam Muhammad Ibn Saud Islamic University for cooperating to develop the project. It also invited the FUIW General Secretariat to develop procedures for the establishment of the leagues of parallel faculties, in coordination with the concerned universities.

In presenting the (Project for the Establishment of the Network of Strategic Planning Experts in Member Universities), the Secretary General gave an outline of the project’s strategic goals, focus areas, as well as the standards and criteria for experts selection, and provided data on strategic planning in university education. It also pointed out to the decision, in this connection, by the 17th Executive Council.

Following discussions, the Conference adopted the project and thanked the General Secretariat and Imam Muhammad Ibn Saud Islamic University for cooperating to develop it. It also invited the General Secretariat to develop procedures to establish the Network in coordination with Imam Muhammad Ibn Saud Islamic University.

Further, the Secretary General gave a presentation on the (Project for the Establishment of the Centre for University Education and Scientific Research Ethics), wherein he outlined the project’s objectives, focus areas and mission in relation to teaching staff, scientific research and intellectual property.

Many views on the project were expressed during its discussion by the Conference, which focused mainly on the need that the centre’s mission include devising the professional standards relative to the programmes presented by the Universities for the development of the Muslim society. Following discussions, the Conference approved the project and thanked the General Secretariat and Naif Arab University for Security Sciences for cooperating to develop it. It also invited the General Secretariat to develop procedures to establish the Centre in coordination with Naif Arab University for Security Sciences.

The Secretary General also presented the (Project for the Establishment of the Authority for Programme, Student and Faculty Exchange), pointing out to its goals and mission of promoting university education, developing joint programmes and facilitating mutual recognition of member universities’ academic programmes.

The presentation was followed by discussions during which suggestions were made to establish a separate department to be in charge of students affairs in the universities of the Islamic world, as well as of the functions of the department for programmes exchange and adoption and accreditation of diplomas and university-related legislation.

Following discussions, the General Conference adopted the project and thanked the General Secretariat and Imam Muhammad Ibn Saud Islamic University for cooperating to develop it. It also invited the General Secretariat to develop procedures to set the project into motion in coordination with Imam Muhammad Ibn Saud Islamic University.

After listening to the presentation by the Secretary General concerning the modification of the Federation’s logotype, and upon considering the design of the new logo, the General Conference decided to adopt it. It also thanked the Secretary General and his assistants for their efforts to enhance the image of the Federation in the Muslim world and beyond.

Following that, the Secretary General submitted the proposal concerning the composition of the members of the Executive Council for the three-year period from 2014 through 2016 which was approved by the Conference. (Please refer to the list of the members of the Executive Council for the period 2014-2016 at Annex 5)

Concerning the venue and date for its next session, the General Conference decided to convene its seventh session at the headquarters of the FUIW in Rabat, in November 2016, in cooperation with Imam Muhammad Ibn Saud Islamic University.

During the Conference’s closing session, H.E the President of the Conference delivered an address wherein he expressed gratitude to the Kingdom of Saudi Arabia for its great support to the Federation and for hosting the Conference in the best conditions possible, and thanked the Conference members, the General Secretariat and all the parties that contributed to the Conference.

In his closing address, H.E. the Secretary General of the FUIW, Dr Abdulaziz Othman Altwaijri, expressed his appreciation of and gratitude to the continuous support the Kingdom of Saudi Arabia devotes to joint Islamic action and to ISESCO and the Federation, in particular. On that occasion, he reiterated thanks and appreciation to H.E. the President of the Conference, the Rector of Imam Muhammad Ibn Saud Islamic University, for the university’s hosting of the Conference and for providing the conditions for its success. He also thanked the Conference members and the staff of the Secretariat and the University for the efforts they have put in preparing for the Federation’s General Conference and Executive Council, reiterating his keen interest in implementing the resolutions of the Conference and ensuring due follow-up to them. Then, the General Conference adopted the Final Report and resolutions annexed thereto.

The participants expressed their thanks and gratitude to the government of the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud, for the generous hospitality extended to the participating delegations, and for the facilitation of the procedures of obtaining their entry visas, which have positively affected the proceedings of the Conference. They also expressed admiration and appreciation of the

development taking place in the Kingdom of Saudi Arabia under the wise leadership of the Custodian of the Two Holy Mosques, may Allah assist him, and praised the wise policies adopted by the Kingdom to serve the causes of the Arab and Islamic nations and the two holy mosques.

Also, the participants asked H.E. the President of the Conference and H.E. the FUIW’s Secretary General to send messages of thanks to the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz, to the Crown Prince of the Kingdom of Saudi Arabia, Minister of Defense, Prince Salman bin Abdulaziz Al Saud, to the Second Deputy Prime Minister, the King’s Special Envoy, Prince Muqrin bin Abdulaziz Al Saud, and to the Minister of Higher Education, Mr Khalid bin Mohammed Al Angari, for the generous hospitality they extended to them, and for the services and facilitations they provided to ensure the success of the Conference.

- Considering that the Executive Council decided at its previous three sessions to adopt this report and submit it to the Sixth General Conference with a recommendation for approval;

3. Commends the Secretary General for his efforts to enable participation of the Federation in Islamic and international conferences within its areas of competence, in cooperation with similar organizations.

Thanks the Islamic Educational, Scientific and Cultural Organization (ISESCO), similar organizations and the FUIW Member Universities for the facilitation and services rendered to implement the Federation’s activities, and for positively contributing to the promotion of cooperation and partnership with the FUIW’s Secretariat.

5. Invites the Member Universities to support the Federation by settling their budget contributions and arrears and strengthen cooperation and partnership with the FUIW’s Secretariat.

Resolution on Item 2.3 of the Agenda:

(Financial Report of the Secretary General and Study of the Financial Situation of the Federation for the Years 2010-2012)

The General Conference,

- In compliance with Article (10), paragraph, “h”, and Article (12- Functions of the General Secretariat), paragraph “b”, of the Federation’s Charter, along with Article (21), paragraph “b”, of the Executive Council’s Rules Procedure;

- Having considered the Financial Report of the Secretary General and Study of the Financial Situation for the Years 2010-2012 contained in Document (FUIW/GC6/2013/2.3);

- Considering the decision by the Executive Council, at its previous three sessions, to adopt this report and submit it, with recommendation for approval, to the Sixth General Conference;

- Having heard the presentation made by the Secretary General; and - Considering the deliberations which have taken place;

Decides the following:

1. Adopts the Financial Report of the Secretary General as contained in Document (FUIW/GC6/2013/2.3).

2. Thanks the Member Universities which have paid up their contributions for the years 2010-2012 and urges other Member Universities to settle their financial contributions and arrears.

3. Invites the Secretary General to pursue efforts and contact to secure extra budgetary resources, and consolidate cooperation and partnership with Member Universities, parallel federations and specialised bodies, in order to implement the Federation’s activities.

4. Invites the Secretary General to pursue efforts to collect arrears, redress the financial situation of the Federation and implement the financial report’s proposals regarding payment of arrears by Member Universities.

5. Mandates the Executive Council to take appropriate decision thereon in its forthcoming sessions.

6. Submits a report on the matter to the seventh Session of the General Conference.

(Draft Action Plan and Budget for the Years 2013-2015) No: FUIW/GC6/2013/R.3.1

The General Conference,

- In compliance with Article (12- Functions of the General Secretariat), paragraph “b”, of the Federation’s Charter; Article (13), paragraph “g”, of the General Conference’s Rules of Procedure; and Article (21), paragraph “c”, of the Executive Council’s Rules of Procedure;

- Having considered the Federation’s Draft Action Plan for the Years 2013-2015 contained in Document (FUIW/GC6/2013/3.1);

- Considering Decision (FUIW/EC17/2012/D.4.1) by the Executive Council at its 17th session (Naif Arab University for Security Sciences, Kingdom of Saudi Arabia, 26-27 May 2012) to adopt the Draft Action Plan for the Years 2013-2015 contained in Document (FUIW/EC17/2012/4.1) and submit it, with recommendation for approval, to the Sixth General Conference; and

- Considering the deliberations which have taken place,

Decides the following:

1. Adopts the Federation’s Draft Action Plan for the Years 2013-2015 as contained in Document (FUIW/GC6/2013/3.1) along with its budget totalling (US$ 1,560,000), while taking into account the observations and proposals of the General Conference and the Member Universities’ priorities and needs on the implementation of the action plan.

2. Thanks the Executive Council for the efforts and follow-up to draw up the broad lines of the Draft Action Plan for the Years 2013-2015.

3. Thanks the Secretary General and his assistants for preparing the Draft Action Plan and budget for the years 2013-2015, and commends the methodology adopted in preparing this document.

4. Invites the Secretary General to coordinate with the concerned parties to implement and follow up on the resolutions and recommendations of the sixth Islamic Conference of the Ministers of Higher Education and Scientific Research and ensure effective participation in its forthcoming meetings and sessions.

5. Invites Member Universities to pay up their contributions to this plan’s budget and calls on the Secretary General to pursue his efforts to secure funding partners to contribute to the implementation of the projects and programmes within the plan.

(Project of the Islamic Virtual University) No: FUIW/GC6/2013/R.3.2

The General Conference,

- In compliance with Article (12- Functions of the General Secretariat), paragraph “a”, of the Federation’s Charter;

- Having considered Document (FUIW/GC6/2013/3.2) concerning the Project of the Islamic Virtual University;

- Considering the decisions by the Executive Council at its previous three sessions, whereby it adopted this project and agreed to submit it, with recommendation for approval, to the Sixth General Conference;

- Having heard the presentation made by the Secretary General in this connection; and - Considering the deliberations which have taken place;

Decides the following:

1. Adopts the Report on the Project of the Islamic Virtual University, containing outcome and recommendations of the meeting of the Board of Trustees of the IVU.

2. Endorses the proposed composition of the Board of Trustees of the Islamic Virtual University for a six-year term of office.

3. Thanks the Federation’s General Secretariat and His Highness Sheikh Sultan bin Mohammed Al Qasimi, Member of the Supreme Council, Ruler of Sharjah, for headquartering the IVU in Sharjah and providing necessary technical equipment and office furniture.

4. Mandates the Secretary General to take the necessary legal, technical, administrative and financial measures to establish the IVU in Sharjah, in coordination with relevant and competent parties.

5. Invites the Secretary General to pursue efforts to set this project into motion, in cooperation and coordination with all stakeholders.

2. Agrees that Al-Azhar University, Al-Mansura University and Universiti Teknologi Malaysia play host to the Network for the Development of Academic Cooperation and Labor Market, in coordination with and under the umbrella of the FUIW.

3. Commissions the FUIW’s General Secretariat to develop procedures for the establishment of the Network for the Development of Academic Cooperation and Labor Market, in coordination with the host universities and concerned parties.
