The Mayor welcomed the Commissioner, Councillors, Officers, Media
Persons & all visitors sitting in the visitors’ gallery and informed that mother of Sh. Sat
Parkash Aggarwal, Councillor has expired and therefore, the House should observe two
minutes silence to pay respect to the departed soul.
The House observed two minutes silence.
Sh. Devinder Babla congratulated the Mayor and said that it was the first
House of the year and hoped that the opposition will also be taken into confidence like
last year while making policy decisions and the opposition will also cooperate.
The Mayor assured the House that all the members of the House will be
taken into confidence while making policy decisions.
AGENDA ITEM NO.254.1
Confirmation of the 252nd & 253rd meeting of General House held on 29.12.2017 and 9.1.2018 at 11.00 a.m. respectively in the Assembly Hall of the Municipal Corporation, Chandigarh.
The Secretary placed agenda item No.1 before the House for
confirmation.
Sh. Arun Sood pointed out at page No.11 of the minutes at 2nd last line
and said that the line should be amended and the word Rs. 1250/- per annum should
be substituted with Rs. 1250/- per month. He further pointed out page 12 of the
minutes (2nd para) and said that the word “Sector-37 & 38” be substituted with “Sector-
37 & 38 West”. He further pointed out that the same correction be made at the last
para of the resolution and the word “Sector-37 & 38” be read as “Sector-37 & 38
West”.

AGENDA ITEM NO.254.2
Thanks note on the speech of H.E. Governor of Punjab-cum-
Administrator, U.T. Chandigarh dated 29.1.2018.
The Secretary placed agenda item No.2 before the House for
consideration.
Sh. Mahesh Inder Singh congratulated the Mayor for inviting the H.E.
Governor of Punjab-cum-Administrator, U.T. Chandigarh in the House to deliver a
speech, which is a good practice and hoped that it will be continued in future also.
Sh. Devinder Babla said that it would have been better if the His
Excellency had announced some financial assistance or transfer of revenue earning
departments to the Corporation, however, he appreciated the gesture of inviting the
Administrator, U.T. Chandigarh in the House.
The Mayor said that the President of India address both the Houses of the
Parliament and similarly the Governors address their respective legislative assemblies,
which does not relate to any political party. Similarly the Governor of Punjab was invited
being Administrator of Chandigarh to address the General House with a view to
strengthen the relations between Chandigarh Administration and Municipal Corporation.
The matter of financial position of the Corporation has already been discussed with the
Administrator U.T. Chandigarh as well as the Home Minister, Govt. of India, who had
reached the city in the morning. Therefore, the invitation to the Administrator to
address the General House was Administrative and not the political.

Sh. Anil Kumar Dubey congratulated the Mayor for inviting the
Administrator, U.T. Chandigarh to address the General House, which is a good
practice. He also appreciated the Mayor for taking swift action to constitute the ward
committees by taking personal interest in the matter and asking all the Councillors to
submit their recommendations.
Sh. Arun Sood said that it was a good start of the year and said that the
Administrator had also visited last year to address the House on training session for
Councillors. The Administrator in his speech explained the undergoing projects of the
Corporation whereas no word was spoken to improve the financial position of the
Corporation. The 4th Finance Commission had recommended 30% revenue share for
the Corporation but at present the M.C. is not being released grant-in-aid @17.5% as
per recommendation of the 3rd Finance Commission and this issue should be taken up
with the Administration in future. He further said that the future plans for the
development of the city were also not described in the speech of the Administrator, U.T.
Chandigarh and only achievements were mentioned. However, he appreciated the
announcement of transferring two petrol pump sites to the Corporation but suggested
that it should be examined whether the function to run the petrol pump comes under the
M.C.C. The STP plant of Maloya was started in the year, 2012 but could not be
completed and now it has been assured to complete the project upto August, 2018
whereas the land in which the pipe is to be laid is under litigation, which raise doubt in
completion of the project. The Administrator described 17 projects which are under
process for the last two three years but some projects were not mentioned like
mechanized sweeping, super suction machine, napkin vending machines etc. which
are good & ambitious projects which should have been incorporated in the speech also.
Sh. Vinod Aggarwal congratulated the Mayor for new practice of speech
by the Administrator, U.T. Chandigarh to the General House and said that his ward

residents are eagerly waiting for the visit of the Mayor which has already been fixed for
2.2.2018.
Smt. Raj Bala Malik said that the development works in the city have been
going on since the inception of the Corporation and all the Mayors have contributed in
it. It is wrong to say that the development work started during the last two years as was
mentioned by Sh. Arun Sood.
Sh. Bharat Kumar congratulated the Mayor for inviting the Administrator,
U.T. Chandigarh to address the General House. He further said that the area of village
Faidan lies in his ward but it has been given step motherly treatment as no
development work has so far been taken up there since 2006. There is a way to enter
the Faidan which is not easy to cross over in the rainy season as it become slippery
and number of vehicles skid while going to Faidan. He had persuaded the matter with
the officers to prepare the estimate for construction of concrete path but every time
some technical objections are raised.
Sh. Shakti Parkash Devshali congratulated the Mayor for inviting the
Administrator in the General House and requested that the work on STP plant of
Maloya be completed at the earliest as the residents of Colony No.4 are to be shifted in
Maloya. He further said that some colonies with boundary walls in the city like Tribune
colony, Power Colony, Poultry Colony etc. from where the residents cast vote in the
election of M.C. and pay electricity & water bills but the Corporation does not take up
development work inside the boundary walls. He requested that the area of such
colonies should also be taken up in the limit of M.C.C., so that development works
could be carried out there.
The Commissioner apprised the House that the alignment of main water
pipeline of STP plant Maloya has been changed and hopefully the project will be
completed till August. A committee under the Chairmanship of Sh. Anil Garg,

Additional CMC will be constituted to look into the matter of colonies with boundary
walls and the same will be placed before the House for discussion and taking
appropriate decision.
Smt. Gurbax Rawat congratulated the Mayor for inviting Administrator,
U.T. Chandigarh, in the General House and suggested that before attending the
meeting of co-ordination committee, a meeting of all the councilors be convened so that
they could apprise their views to be taken up in the said meeting.
Sh. Ajay Dutta, on behalf of the nominated councilors, congratulated the
Mayor for inviting the Administrator in the House and hoped that the nominated
councilors would be given representation in the various committees as done earlier, so
that they could also contribute in the development of the city.
Smt. Asha Kumari Jaswal congratulated the Mayor and also thanked the
Administrator U.T. Chandigarh for accepting the invitation and transferring the petrol
pump sites to the Corporation. She was of the view that the nominated councilors
should have been included in the F&CC and other committees as there is no such bar
in the decision of the High Court.
Smt. Kamla Sharma congratulated the Mayor for inviting the Administrator
U.T. Chandigarh in the general House and said that when the first Corporation was
elected, the then Administrator had also addressed the General House and announced
the transfer of properties to the Corporation. She hoped that the Mayor would take up
the development work of the city with the co-operation of the members of the House.
Sh. Gurpreet Singh said that there has been discrimination with the
southern sectors in comparison to the northern sectors and hoped that now the
southern sectors would also be developed at the same manner as the Mayor & Sr.
Dy.Mayor reside in the southern sectors. He extended his best wishes to the Mayor for

future and hoped that all the members of the House will support for the development of
the city.
Sh. Kanwarjit Singh Rana also congratulated the Mayor for inviting the
Administrator in the General House and hoped that he will take all the members of the
House in confidence while taking decision about development of city.
Sh. Arun Sood pointed out that in the last meeting, the matter regarding
opening of dog pond in Panchkula, transfer of function of Registration of Vehicles and
file tracking system were raised. He asked about the action taken by the office on the
issues. He pointed out that only 4 files have been loaded on the file tracking system
which are being shown pending at the SDO level and suggested that the files should be
cleared by the officers in time bound manner and all the projects should be uploaded on
the site. He further said that the Mahilla Bhawan was inaugurated by Smt. Asha Jaswal
and at present about 370 women have joined the gym for which an instructor has been
engaged, so he suggested that a policy decision regarding employment of instructors
for gyms of all the community centres and Mahilla Bhawan should be taken and the
executive body should be authorized to engage gym trainer, mali, chowkidar etc. and
the Commissioner, M.C.C. be empowered to take such decision for the community
centres where executive body has not been constituted, so that the gyms may not be
closed as happened in the community centre of Sector-22.
Smt. Chanderwati Shukla congratulated the Mayor and requested that the
present taxi operators should not be uprooted and they should be allowed to run the
taxi stands after increasing the licence fee of taxi stands.
Sh. Ravi Kant Sharma congratulated the Mayor for good start and said
that the election of governing body sector-22 were held and its first meeting was
convened on Ist August but the minutes were approved after two months. On the

recommendations of the governing body, a gym instructor was appointed but he left the
job after two months as his salary could not be paid due to audit objection. An amount
of 54,000/- was collected as membership fee which was deposited with the Corporation
whereas the governing body has no right in the bye-laws to engage any person.
Sh. Rajesh Kumar congratulated the first citizen of the city and said that
initially the pace of the work was fast but it slowed down after some time. The work of
councilors are being delayed for months and therefore, there is need to fix the time
frame for completion of works at the level of the officers.
Smt. Heera Negi congratulated the Mayor for starting a new practice by
inviting the Administrator, U.T. Chandigarh to address the General House. She said
that the residents of societies situated in the southern sectors have been paying all the
taxes to M.C. & Administration but the Corporation is not providing any facility to them.
She thanked the Member of Parliament for granting funds out of M.P.LAD for the
development of societies area. She suggested that the taxi stands be re-allotted to the
existing allottees after increasing the rent as they have been doing the business since
long time.
Sh. Charanjiv Singh said that the public toilets situated in the parks &
markets are in bad condition and they should be renovated at the earliest. He
suggested that a budget of Rs.3.00 crore be allocated specifically for renovation of
toilets. He suggested that a provision in the tender for management of public toilets be
included under which the safaikaramcharies attending the toilet be given sufficient
salary, if it is made free of cost.
Ms. Shipra Bansal congratulated the Mayor and said that the file tracking
system is not functioning properly and even the passwords have not been supplied to
the Councillors. She suggested that the Councillors be imparted training to operate file
tracking system as announced by the representative of the company in the House. She

also suggested that the multi level parking should be allowed to be used by the vendors
to create market for middle class.
Smt. Farmila congratulated the Mayor and requested him to visit the
Dadumajra colony to assess the problems being faced by the residents of the area and
solve them at the earliest.
Smt. Sunita Dhawan congratulated the Mayor for inviting the
Administrator in the General House and also inviting the ex-Mayors which is a good
gesture. She further said that she had opposed the proposal to convert the Janj Ghar
into Guest House but a media person had told her that the Janj Ghar is being converted
into guest house, which should not be done. She pointed out that the open nallah of
Sector-23 is giving foul smell and some solution should be found out for the problem.
She further said that there are number of eucalyptus trees in her ward which are
causing damage to the vehicles.
Sh. Hardeep Singh congratulated the Mayor for inviting the Administrator,
U.T. Chandigarh to address the General House but nothing was announced for the
development of the villages. He hoped that next time the Administrator should
announce converting a village in modern village. He also suggested that the existing
taxi operators should be allowed to continue after increasing the rent of the taxi stands.
Sh. Anil Kumar Dubey said that there is some land of Municipal
Corporation in the Shivalik area after crossing the nallah, which is being encroached by
some people. He had brought the matter into the notice of the area SDO and
encroachment was removed but the encroachers come again. He suggested that the
area be covered with fencing to avoid encroachment.

Election for the members of the Finance & Contract Committee for the year 2018.
The Secretary placed agenda item No.3 before the House for approval.
The Mayor apprised the House that for election of five members of F&CC,
only five nominations have been received, therefore, the following councilors are
declared elected unopposed as members of the Finance & Contract Committee for the
year, 2018 :-

Re-constitution of 03 Committees for the year 2018.
The Secretary placed agenda item No.4 before the House for
consideration and for re-constitution of 03 Committees for the year, 2018 i.e. Water
Supply & Sewerage Disposal Committee, Road Committee & House Tax Assessment
Committee.
Smt. Asha Jaswal proposed that as per past practice, the Mayor be
authorized to constitute the said three committees & Sh. Mahesh Inder Singh seconded
the proposal.

Relaxation in “the Municipal Corporation, Chandigarh Service Regulations, 2012” for the post of SDE (Electrical) to the effect that post meant for Degree holder may be exchanged with Diploma Holder, as a onetime arrangement and as a measure personal to Sh. A.K. Dhadwal, JE (Elect.).
The Secretary placed agenda item No.5 before the House for
consideration.
The Commissioner explained the agenda in detail.
Sh. Rajesh Kumar pointed out that there are anomalies in the recruitment
rules for Sanitary Jamadar and the grade pay for Sanitary Jamadar is less than the
Sweepers as a result no Safaikaramchari is willing to opt for promotion and resultantly
40 posts of Sanitary Jamadars are lying vacant since long time. He said that the said
issue should also be sorted out and similar matters should be brought in the House
comprehensively instead of individual case and this matter should be deferred.
Smt. Raj Bala Malik said that if the Chandigarh Administration has sought
clarification regarding a particular person, then it should be approved.
The S.E.(B&R) apprised that one promotional post is meant for degree
holder whereas there is no degree holder J.E. in the Electricity wing which could be
promoted for the said post and neither is going to become eligible in near future,
therefore, the relaxation in the recruitment rules has been sought.
Sh. Devinder Babla said that the Electricity wing is already facing
shortage of staff and therefore, the due promotion to the employees should be given by
relaxing the rules. He said that the agenda be approved as proposed.

Sh. Vinod Aggarwal said that every employee should be given his due
right of promotion.
Sh. Hardeep Singh said that similarly a post of Inspector Enforcement is
lying vacant and the promotion of Sh. Jatinder Pal is due and his case should also be
taken up for promotion along with other similar cases.
The Commissioner said that the power to relax the recruitment rules is
with Administrator, U.T. Chandigarh and the matter has been placed before the House
only for recommendations.
Sh. Arun Sood said that the House should not discuss about any
individual employee and only the merit & demerit of an issue should be discussed. At
present there are four posts of SDE in Electrical Wing and Sh. Dadwal is already
performing his duty as J.E. and SDE (CDC). Now the Corporation is going to fill up the
post of J.E. & SDE through direct recruitment and in case the rules are relaxed then the
degree holder J.E. will not be eligible for the promotion. There may be similar more
cases where rules can be relaxed to promote the employees and therefore, all such
cases should be considered for relaxation of rules.

Re-cast rough cost estimate for dismantling and reconstruction of existing connecting passage at various corridors in Sector-17, Chandigarh.
The Secretary placed agenda item No.6 before the House for
consideration.

Sh. Ravi Kant Sharma said that being area Councillor, he was never
informed about the estimate and it has been mentioned in the agenda that the area
councillor has also requested for repair of these structures whereas he never submitted
any written letter in this regard. He said that the matter should be deferred.
The S.E.(B&R) said that this agenda was approved by the House in its
meeting held on 24.1.2017 in which estimate of Rs.362.14 lac was approved for
reconstruction of 37 connecting passages in Sector-17 as they were in very bad
condition. The design of the passages was sent to the Punjab Engineering College and
the PEC said that the foundation of the pillars has to be refurbished as the steel has
been rusted out. Therefore, the quantity of the steel and the number of pillars have
increased as a result the total amount of estimate has also increased.
Sh. Charanjiv Singh said that the matter has been discussed with the
Market Associations and in absence of connecting passages, the buildings are in
dangerous position and therefore, the matter should not be delayed and the work
should be started at the earliest as it is linked with public safety.
Smt. Asha Jaswal said that the work of connecting passage at various
corridors should be allotted at the earliest after passing the minutes of the meeting.
Sh. Shakti Parkash Devshali said that possibility for doing the work of
connecting passage under Smart City project should be checked out. A survey should
be conducted regarding bad condition of connected passages in various markets and
the work should be done at the earliest.
The Mayor said that the Committee will visit alongwith the area Councillor.
“The House considered and approved the rough cost estimate amounting to Rs.458.18 lac for dismantling and reconstruction of existing connecting passage at various corridors in Sector-17, Chandigarh, subject to condition of satisfaction/visit of area councillor.”

Smt. Heera Negi asked regarding the status of LED lights at dark spots in
the city.
The S.E.(B&R) said that the tender has been received by the EESL and
the company has sought approval from the Corporation. The office is evaluating the
rates and the matter will be placed before the House for approval also.
Sh. Devinder Babla said that the online complaint number is always out of
order and the residents do not know where the complaint has to lodge regarding the
non-functioning of LED lights.
Sh. Arun Sood said that response to toll free number is very poor. He has
been demanding since last year that the dark spots should be taken first to avoid any
mis-happening but it was always delayed. The work of providing LED lights should be
completed by 30th April. The dark spots area in front of staircase (internal passages) of
all EWS houses in the city should also be included in the project, if possible, otherwise
separate estimates can be prepared for it and work can be done under Ward
Development Fund. He further said that the work of house sign boards should also be
exercised by the office and estimates in this regard should be prepared.
The Commissioner said that there are some issues regarding rates
escalation and whenever the tender was allotted, the work will be started and
completed soon.
The Mayor said that the complaints should be attended by the office till
the completion of work by the company. It should be ensured to allot the tender and
the work should be expedited.
Smt. Asha Jaswal said that the estimate of Rs.2.50 lac approximately for
repair work of bollard lights which were dismantled in her ward is being prepared by the
department. Being area councillor, she is not in favour of repairing these lights rather

some solar lights or height based lights should be provided there to stop mischievous
incidents. Speedy work for providing street lights should be done to cover the dark
spots, so that crimes & theft cases in the city could be minimized.
Sh. Vinod Aggarwal said that all the development works in the wards
should be initiated after taking the Councillors into confidence. No toll free number was
provided by the concerned wing to lodge the complaint regarding non-functioning of
street lights. No development work of electricity was being done during the last year
when he was Chairman of Electricity Committee. He complained that large numbers of
street lights of the city are non-functional. He said that it was assured during the last
year that the street lights will be functional upto Diwali, then December and now it was
extended upto April. He further said that the payment should not be released to the
firm till the completion of project and functioning of all the lights in the city.
The Commissioner apprised the House that no payment has been
released to the company. He further said that number of LED lights to be installed have
increased to 56000 from 34000, as a result the electricity load will also reduce.
Smt. Asha Jaswal said that during her tenure as Mayor, the tax collection
& water charges collection from the defaulters had increased. She further said that the
load of electricity charges should also be reduced, so that the bill of electricity should
also decreased.
Smt. Ravinder Kaur thanked the Mayor for telephonically asking all the
area councilors to intimate the pending issues of their wards. She said that the notices
for house tax have been issued to all the residents despite that they had already
deposited the house tax.
Sh. Arun Sood said that there are many cases where the property tax has
been deposited but the receipt is not available with the owner and the M.C. had also not

updated the record and such persons should not be harassed till the matter is settled.
He further said that it is the responsibility of the M.C. to maintain the record of the tax
deposited with it and similarly it is also the duty of the person to keep the receipt of tax
deposited. He suggested that an undertaking should be taken from the residents
regarding deposit of house tax and he should not be harassed till the completion of
digitization and up-gradation of the record and in case the record is traced, then penalty
should not imposed.
The Additional Commissioner-II said that as per survey of record, there
are 1,20,000 residential properties in Chandigarh whereas only 30,000 are paying tax
and the record has also not been maintained by the M.C. so far. Therefore, notices are
being issued to all the residential properties. There is plan to digitize the data of house
tax so that residents could see & deposit their tax online.
The Commissioner said that a committee will be constituted to sort out the
problems of the residents who have deposited the tax but misplaced the receipt.
Sh. Gurpreet Singh said that the language of the notice is very harsh and
the reputed persons are feeling insulted with the notices. He suggested that the
language of notice should be amended suitably.
Sh. Shakti Parkash Devshali said that most of the lights in his ward are
not functioning as a result theft cases have increased and in some areas these lights
are on even in day time and the matter should be got checked.

Rough Cost Estimate for Development of Green Park Pockets at Sector 48 C, Chandigarh.
The Secretary placed agenda item No.7 before the House for
consideration.

The S.E.(B&R) explained the agenda in detail.
Sh. Arun Sood said that composite tender may be prepared in future. He
quoted the example of community centre of Sector-37 & 38 (W) where the tender was
composite and allotted to single party as a result the work completed within stipulated
period otherwise in different tenders, the responsibility is regularly being shifted from
Road wing to Public Health and Electricity wing.
“The House considered and resolved that the rough cost estimate amounting to Rs.189.40 lac for development of Green Park Pockets at Sector 48 C, Chandigarh, be and is hereby approved.”
Smt. Heera Negi suggested that the timings of public toilets in green belts
& parks should be increased from 6.00 a.m. upto 10.00 p.m. as the senior citizens face
problem while taking walk in the parks. She further suggested that the public toilets
should be kept opened on Sunday also as the students from other states visit the city to
take examination and they also face the problems.
Sh. Arun Sood suggested that steel railings should also be installed on
the ramps constructed outside the public toilets to facilitate the senior citizens.
Sh. Satish Kainth said that the guidelines of AMRUT scheme alongwith
intimation about the funds received & expenditure under the head should be placed
before the House for information of the members.
Sh. Rajesh Kumar said that as per discussion in the House, two workers
were re-engaged but two workers, who have been working for last 10-15 years, have
been removed from service without any reason. He further said that he had managed
to engage 140 safai karamcharies in MOH Wing on outsource basis.

The MOH said that the workers were removed on the basis of reports of
Sanitary Inspectors with valid reasons and being on contract, the M.C. has right to
remove them if they are not performing their duty satisfactorily.
Sh. Anil Dubey said that one safaikaramchari working in his ward also
removed from service and despite his repeated requests to the MOH he has not so far
been taken back on duty.
Smt. Asha Jaswal said that there are many safaikaramcharies who are
getting the salary without doing anything and they never do their job and the M.C. has
failed to identify and take action against such persons. There is lot of pressure on MOH
on behalf of the Councillors in case safaikaramcharies remain absent and therefore,
additional support is required to be given to MOH by engaging one more officer to
share the responsibility. The Swacchh Bharat Abhiyan will be successful only when all
the safaikaramcharies are available for their duty and M.C. should also provide the
uniform & other facilities to them. However, the safaikaramcharies not performing their
duty should be removed by taking the councilors into confidence. She further said that
in the last meeting, it was pointed out by Sh. Mahesh Inder Singh to release water
connection to the eating joints running in booths as they have been converted into
general trade, but no action has so far been taken by the office in this regard and
suggested that such issues should be taken up on priority basis.
Sh. Rajesh Kumar pointed out that he had raised an issue of payment of
Rs.84.00 lac for hiring 5 trolleys from Malwa Traders but nothing has been heard in the
matter.
Sh. Ravi Kant Sharma said that the contract to hire trolleys engaged to lift
the garbage of commercial area of Sector-22 is going to expire shortly and some
alternative provision may be arranged or the present contract be extended.

Sh. Arun Sood said that the Corporation is under the financial crisis and
the main expenditure is for the salary of the employees. All the members of the House,
officers & the media persons know very well that number of safaikaramcharies & Malies
are performing their duties at the residences of the officers. This issue has been raised
in the House many times without any result. The time has come when action is
required to be taken in this matter and this practice need to be checked as the public
money is being paid to them.
