Arrange- ments are being made for convenient arrival of pas- sengers at Bagan- NyaungU Airport, high quality and systematic services of vehicles for passengers at reasonable rate, high standard of hotels and better services, and creation of more attraction at Bagan region and its surrounding areas. Moreover, undertakings are being made to pro- mote tourist destination of Myanmar all the year round, participate in international tourism show and sell tour packages. As part of efforts to develop the tourism industry, the Myanmar Tourism Board was formed under law with the participation of all private hotels and tour- ism entrepreneurs. Moreo- ver, the ministry will pro- vide necessary assistance for extending the tourism industry. Hotel Zone 4 in Gantga Ward of Bagan was designated as Hotel Zone in 1996 and some plots have been sold. If there are larger number of tourists in Bagan, priority will be given to construc- tion of more hotels in the zone for providing accom- modation to the tourists. Moreover, arrangements are being made for more construction in remaining hotel zone. Expecting ar- rival of tourists yearly, new hotel zones for local and foreign entrepreneurs will be designated in the places free from archaeo- logical zone. U Aye Myint of Insein Constituency raised the question that in presenting National Literary Award, only one person is awarded for one genre and cash award accounts for K 300,000. Today, thanks to encouragement by the State, there emerged loads of publications beneficial to the State and the people making their horizons broaden. For returning compliments to forgoing self-interest of literati and covering their costs, the State should award more than K 300,000. He asked whether there is plan to raise cash amount or not. In response to the question, the Union Minister said that there were 10 awards to present 10 genres in National Literary Award as of 1965 in Myanmar. The State has added general knowledge literature (arts) and general knowledge literature (science) awards in general literature genre since 1965; youth genre in 1975; translation (knowledge) and transla- tion (aesthetic) in transla- tion literature award in 1980; general knowledge (science) and general knowledge (applied science) for general knowledge (science) genre in 1969. Show perfect disciplineEverybody is engaging in economic, social

and educational fields in human society dailywith better behaviors and practices in linewith prescribed rules and disciplines. As goodcitizens they do their daily routines in humansociety.

In accord with a saying that goes “disciplinemakes a man perfect”, those abiding by theprescribed disciplines will achieveimprovement. Those following disciplines willbe free from dangers. The disciplines areprescribed for practice of individuals, humansociety, departments concerned, regions andthe country.

There is one more saying that goes: whenin Rome do as the Romans do. Such saying isso profound. Hence, everybody is to abide bydisciplines of regions and countries concerned.

It is necessary to follow rules andregulations of town and village so as to keepthem pleasant. People are to obey disciplines athome, at school, at office and on the road.Following the discipline is a best behavior thatbecomes threshold of a successful track for thelife.

Discipline will not be burden for those whohave been abiding by the discipline since theirchildhood. For those with unsystematic life,discipline is a burden. The students who studyschool lessons daily in line with the schooldisciplines will ease difficulties.

Undisciplined persons give reasons forputting blame on those who behave indisciplines. Only when everybody abide bydisciplines, will they all be disciplined personsand will their family, society and nation develop.

Thus, it is auspicious if all the people buildthemselves to have best manners and behaviorsin line with prescribed disciplines.

ANKARA, 25 Aug—Two soldiers of the Turkish security forces on board amini-bus were wounded in an explosion early Thursday in southeasternTurkey, the semi-official Anatolia news agency reported.

The explosives, probably planted by members of the outlawed KurdishWorkers’ Party (PKK), exploded four km near the Hakkari City when thecivilian bus was on its way to the Hakkari Mountain, Hakkari GovernorMuammer Turker was quoted as saying.

Turker said that the bus turned over due to the blast, leaving two soldierswounded.

Gold loses more shine after CMEGold loses more shine after CMEmargin hike

SINGAPORE, 24 Aug—Gold fell more than 1percent on Thursday, extending the previoussession’s losses, after the CME Group raised tradingmargins by the most in over two and a half years tocurb volatility in bullion that had surged to dizzyingheights.

Spot gold dropped by more than 4 percent onWednesday, its biggest drop since December 2008,as investors liquidated positions after the preciousmetal surged nearly 35 percent this year to a recordhigh above $1,911 on Tuesday.

CME increased margin requirements on itsgold futures contract by 27 percent, the second

hike in a month, following similar moves by theShanghai Gold Exchange and Hong Kong

Mercantile Exchange earlier this month.Data suggesting the US economy was facing a

slowdown instead of a recession also took the shineoff safer assets like gold.

“A lot of hot money has entered the complexand the rally was done too much in too short atime,” said David Thurtell, an analyst at Citigroup.

“Last 24 hours there was definitely profit-taking. With the margin hike, if speculators don’thave the money to pull out as extra margin they’lljust cut their positions. That contributed to theliquidation.”

Spot gold slipped as much as 1.3 percent to$1,728.59 an ounce, before recovering someground to trade at $1,739.80 by 2:17 am EDT. OnWednesday, bullion dropped 4.3 percent, its biggestdaily drop since 1 December, 2008.—Reuters

NEW YORK, 25 Aug—Citigroup cuts its globalgrowth forecasts for this year and next, with sharpreductions for the United States, euro zone andUnited Kingdom, as well as modest cuts for Chinaand India. The brokerage cut its global grossdomestic product (GDP) growth forecast for 2011to 3.1 percent from 3.4 percent, and for 2012, to 3.2percent from 3.7 percent.

Citigroup said it does not currently expectrecessions in the major economies as this slowdownin economic growth is not enough to reverse globalprofits. “But we do expect advanced economygrowth will remain sluggish to end-2012 at least,with rising unemployment,” the brokerage said ina note to clients dated 24 August.

For advanced economies, Citigroup cut itsgrowth forecast to 1.4 percent from 1.8 percent for2011, and to 1.7 percent from 2.2 percent for 2012.

Citigroup also cut its growth forecast for Chinato 9.0 percent from 9.2 percent for 2011, reflectingweakness in major export markets.—Internet

Warren Buffett is comingto the rescue of anotherfallen giant.

Buffett’s BerkshireHathaway announcedThursday that it wouldinvest $5 billion in Bankof America Corp., givinga much-needed vote ofconfidence in thestruggling bank.

The bank’s stock hadplunged 52 percent in thepast 12 months onconcerns over the bank’smortgage problems.Investors have also beenworried that Bank ofAmerica will need to raiselarge amounts of capitalto shore up its balancesheet.

The bank had to pay$12.7 billion earlier this

year to settle lawsuits overfailed mortgages. Most ofthe toxic mortgages camefrom its 2008 purchase ofCountrywide FinancialCorp. CEO BrianMoynihan has insisted thebank doesn’t need to raisemoney.

The investment isreminiscent of infusionsof cash by the billionaireinvestor into othertroubled companiesduring the 2008 financialcrisis. Buffett also lent hiscredibility to GoldmanSachs Group Inc. andGeneral Electric Co. withinvestments of $5 billionand $3 billionrespectively.

Those investments,which paid annualdividends of 10 percent,

wound up being verylucrative for Berkshire.Berkshire will receive adividend 6 percent on hisinvestment in Bank ofAmerica.

that Myanmar is a member of the internationalcommunity, and has embraced the opportunitiesto address democracy and human rights caseslike the global community; that however, everycountry has different processes from othercountries based on own culture, custom andhistorical background; that as the Human RightsSpecial Rapporteur reviewed, Myanmar is on the

Mr Quintana expressed thanks for in-depthexplanation about Myanmar’s democratizationprocess, and said that he hopes national racerepresentatives will have the rights to submit theirrequirements employing their rights and Hluttawrights; that he pledged he will insert what they havediscussed today into his report and will informmember countries through the UN.

At the meeting with Union Chief Justice UTun Tun Oo, Mr Quintana put some questions onprisoners serving terms for their beliefs, amendingexisting laws to meet international norms, andformation and functions of the ConstitutionalTribunal. The Union chief justice said that inMyanmar there is no prisoner serving a term forhis belief, and prisoners are all serving their termsfor the crimes they have committed; that courtshave powers to hand down sentences in theframework of the prescribed laws, and the accusedhave the right to argue in accordance with the law;that their judicial body came into existence inaccordance with the constitution, so they willhonour the constitution; that the jurisdiction is oneof the three sovereign powers of a nation, so thejudicial body should work according to the law;that the Criminal Law was enacted in 1861, and itis still in practice; that legal issues are to beaddressed in accordance with the laws enacted byPyidaungsu Hluttaw; that the ConstitutionalTribunal has been formed, and the power has beenbestowed upon it to vet the existing laws to findout whether they are consistent with theconstitution; and that according to the constitution,judges are to be stay away from politics, andunder the present judicial system, they will handlecases in accordance with the constitution.

At the meeting with Mr Quintana, Chairman ofthe Union Election Commission U Tin Aye clarifiedthat the commission is responsible for givingsupervision over the holding of elections torespective Hluttaws in accordance with the laws

and bylaws, and enforcing laws to ensure thatpolitical parties will honour the law; that if notes ofprotest against election results are submitted,decisions are made in accordance with the ElectionLaw, Civil Law, and Witness Law; that in a shortperiod of eight months from the enactment ofelectoral laws to the holding of the election, sub-commissions were formed, laws, rules andprovisions were disseminated, parties wereregistered, parties canvassed for votes, and theelection was held; that it was a successful election,but it may have some weak points and defects; andthat they will make sure next elections will be freeand fair ones by learning lessons from past weakpoints in the election, taking advice and suggestionsfrom the parties, exercising the check and balancesystem among parties, and training commissionbranches at all levels and returning officers.

Mr Quintana said that he was deeply concernedover the rights to form parties and parties’ financialaffairs, regarding the previous election; thattherefore he wanted to know is there any plans todeal with such cases in the upcoming elections;that he wanted to know the vacancies for thepositions of Hluttaw representatives andprogrammes to hold elections; that he also wantedto know the situations that NLD no longer has therights to stand as a legitimate political party; andhe wondered if the commission has the rights tovet political parties freely for registration, ifprisoners have the rights to register for politicalparties, and if Daw Aung San Suu Kyi is eligibleto apply for a political party now.

The Union Election Commission Chairman saidthat financial issues of political parties are their ownbusinesses; that the commission vets them inaccordance with the existing laws and rules; that ifthere are vacancies for seats in a term of the Hluttawfor some reason, the government and the Hluttawconcerned may hold a by-election at an appropriatetime; that now there are 48 vacancies in the Hluttaws;that regarding NLD, it failed to apply for registrationin accordance with the Political Parties RegistrationLaw of their own accord; that up to now, it has notapplied yet for formation of a political party andregistration; that anyone who meets the PoliticalParties Registration Law and Rules can apply forformation a political party; that in the post-electionperiod, some applied for formation political parties,

Registration Law, an ex-convict does not have therights to become a member of a political party, butcan apply for formation of a political party inaccordance with the law as soon as he or she isreleased.

At the meeting with Union Minister for HomeAffairs Lt-Gen Ko Ko, Mr Quintana said he has beenworking for the improvement of human rights inMyanmar in cooperation with Myanmar government.He also thanked the government for his meeting withauthorities concerned in his trip. He also acknowledgedthe government’s amnesty to prisoners on 16 May,and urged the government to grant the amnesty toprisoners again. He said that in his view, the meetingof the president and Daw Aung San Suu Kyi was agood news, and also acknowledged the government’sre-cooperation with the ICRC and urged thegovernment to work more with the body. He alsourged the government to consider requirements of theprevious election as lessons and to hold the nextelection which can be participated by all. He continuedto say that the government’s call on ethnic armedgroups to enter peace talks was the positive step. Itwas important for the government to show the tangibleevidences to defend the accusations of human rightsviolations, calling on the government to accept theproblem came from the claiming responsibility andtake responsibility in the previous human rightsreports and to consider how to solve the problem. Hesaid that the government’s cooperation with DawAung San Suu Kyi was leading to peaceful and stablesituation and urged the government to keep on carryout the cooperation.

Union Minister for Home Affairs Lt-Gen Ko Kosaid that Myanmar Committee of Human Rights hadbeen working for fundamental rights of Myanmarcitizens, considering keeping balance between thefundamental rights and duties of citizens and keepingin mind the reciprocal respects among regionalcharacteristics, history, culture and religiousbackgrounds as part of efforts for improvement ofhuman rights in the country.

The Union Minister told Mr Quintana that hewas sorry for not organizing a trip to Chin State forMr Quintana during his visit due to limitations anddifficulties though he could arrange trips to Rakhineand Kayin states during his previous trips. After the new government took office, thepresident granted the amnesty to prisoners, and it isexpected that the government would grand moreamnesty to prisoners occasionally. For the ICRCissue, there was no MoU between the Ministry ofHome Affairs and ICRC. However, as amagnanimous gesture, the Ministry of Home Affairshad allowed the ICRC to visit prisons, and ICRChad been working more for water and power supplyand sanitation in prisons than for prisoners, theUnion Minister for Home Affairs said. For prisonvisitors, arrangements had been made for prisonvisitors without difficulties except limitation forprisoners who broke prison rules, he said. TheUnion Minister also said that he would arrange forMr. Quintana to visit prisons so that he could meetprisoners if he had the names of prisoners hewanted to meet.

At the meeting with Union Minister for DefenceMaj-Gen Hla Min, Mr. Quintana said regarding theTatmadaw issue, he would like to advise not todiscriminate against ethnic minorities, not to usechild soldiers, to avoid use of land mines and toavoid using civilians as force labours. It was learntthat Myanmar signed the Forced LabourConvention, and according to the convention, allagreed to use only one standard. Therfore, hewould like to advise not obey the standard ofinternational human rights and humanitarianstandard in the conflict areas, he said. Besides, Mr.Quintana asked the Union Minister for Defence ifthere was the military service law or court martial.He specially welcomed the president’s speech ofoffering for peace talks as it was an importantaction, he said. Mr. Quintana also said he wouldlike to urge the government to keep on carrying outthe work for peace.

The Union Minister for Defence said there hasbeen no forced recruitment since the Tatmadaw wasestablished in Myanmar. Though the military servicelaw was promulgated, it was not yet put into practice.Those who entered the Tatmadaw were those whojoined the Tatmadaw of their own volition.However, due to faults of each individual recruiterand desires of new members, there were some childsoldiers in the Tatmadaw, he said. Myanmar hadbeen making efforts with added momentum to signthe Plan of Action for prevention of recruitment ofminors. Since the committee was organized in theTatmadaw, so far 2317 minors had been sent backto their parents, 597 under-age soldiers werepermitted to leave the Tatmadaw till July, 2011, theUnion Minister for Defence said. Besides, actionwas taken against 177 — 21 officers and 156 otherranks— for recruitment of soldiers not in accordancewith the rules and regulations, he added. Regardingthat issue, the government was working togetherwith the UNICEF. Concerning with the rape casesaccused by the media, according to the culture andreligion in Myanmar, the case was considered as anunacceptable and it was denounced by the society,the Union Minister said. Punishment for rape casewas harsh in the Tatmadaw, he said. Therefore,within 21-year period from 1990 to July, 2011,actions were taken only 135 – 11 officers and 124other ranks. Rape accusations were used byopposite groups and insurgents as a tool to tarnishthe image of and to defame the Tatmadaw, he

added. Regarding the force labour issue, thegovernment had worked with the ILO, and out of389 cases complained by ILO, actions were takenagainst those who involved in 182 cases, he said.Union Minister Maj-Gen Hla Min clarified thatthere was no discrimination against ethnic minoritiesas the country was the Republic of the Union. Theclashes between the Tatmadaw and KIO/KIA brokeout to defend the important projects of the State asthey threatened the important projects, he added.The Tatmadaw carried out defensive attack todefend the country and the people as they wereattacking the civilians and developmentinfrastructures. However, as a magnanimousgesture, the government invited them to return tothe legal fold in accordance with the constitution.The Tatmadaw had been following the GenevaConvention, the minister said. The Tatmadaw hadbrought its members who broke the military rules toa court martial, he added. The Union Ministerclarified that the issues in the border areas werefabricated news made by opposite groups andinsurgents though the Tatmadaw had been takingcare of its military disciplines and human rights.Regarding use of land mines, it was insurgents whoused land mines and they used land mines as atactic since they had no strength to face theTatmadaw, he added. As the aim to improve thehuman rights was noble, and at the same timeactions should be good and the government wasready to cooperate for improvement of humanrights situation, the minister clarified.

At the meeting between Union Minister forForeign Affairs U Wunna Maung Lwin and Mr.Quintana, the Union Minister said that Mr. Quintanahad got a chance to learn Myanmar’s importantpolitical steps since he was appointed as UN HumanRights Special Rapporteur on Myanmar in 2008.Therefore, it was important to write the right andpractical report on the Myanmar’s important politicalprogress and reforms to the UN and internationalcommunities, the Union Minister for Foreign Affairssaid. The Union Minister said that the cooperationwith the UN was an important component forMyanmar’s foreign affairs policy and Myanmarwould keep on working together with the UN andits resident agencies. He recounted that the presidentheld a meeting with Daw Aung San Suu Kyi andclarified the government’s efforts. Setting asidediversity of opinion, the two sides discussedcommon ground for cooperation in the interests ofthe country, the Union Minister said. The meetingcould support a lot for the national reconciliation.The government had been making efforts to put thefour main proposals for Myanmar advised by Mr.Quintana into practice within the framework of theconstitution as much as possible, he said. Mr.Quintana should urge the countries which hadimposed economic sanction on Myanmar to lift thesanction, he added. Though Myanmar had beencooperating with international community includingthe Human Rights Council, some western countriessubmitted the country-specific resolution to UNGeneral Assembly and Human Rights Councilevery year, he added. He continued to say thatnational unity played a key role to build a modern,developed and democratic nation, therefore, thegovernment’s efforts for national unity had came tothe fore, and the new government had been invitingthose who wanted to see benefits of the country andthe people and was holding out an olive branch tothem, he said. He also clarified that Myanmar hadbeen working for reforming the judiciary systemand for amending to laws and rules which were notin conformity with the new constitution. The Union

Minister for Foreign Affairs also said that differencebetween the number of prisoners mentioned in Mr.Quintana’s report and practical number in theprisons.

Mr. Quintana thanked the Union Minister forForeign Affairs for the invitation to Myanmar,hospitability and arrangements for his visit. He saidthat he wanted to cooperate with the Myanmargovernment in a constructive way. He witnessedthe constructive progress in Myanmar, Mr. Quintanasaid. He also said that it was constructive progressthat representatives of Hluttaw discussed issuesrelated to national races at the previous meetings ofthe Hluttaw. While Myanmar had witnessedimportant progress, there were serious human rightssituations in Myanmar, he added. He said that heassumed that the Union Minister for Foreign Affairsaccepted his suggestions to some extent and hewanted to tell the two more facts during his visit.Education for all was necessary for flourishing thedemocratic system, he said. He intended to pursuethe issue during his visit, Mr. Quintana said. For thesecond fact, he wanted to know the actions forhuman rights violations in Myanmar so that hecould be able to include the situation in his report,he said.

In his replies, the Union Minister said that intheir meeting in Geneva, he had explained at largeabout such issue to Mr Quintana. After investigatingviolence against human rights, if the MyanmarCommittee of Human Rights finds guilty, thecommittee takes action against offenders, he said.Some complaints were just accusations. Emergenceof a free commission is being considered forpromotion of human rights, he added. In the future,he said that the government would transparentlytake action with regard to the complaints. It isimportant that the report of Mr Quintana must besubmitted to the UN General Assembly with actualevents without bias, he said. The Union Ministersaid that he firmly believed Mr Quintana wouldcarry out his tasks in justice.

In a meeting between Union Minister forLabour and for Social Welfare, Relief andResettlement U Aung Kyi and Mr Quintana, theUnion Minister said that the government hasextended SU term four times in accord with thesuggestion of Mr Quintana. He continued to saythat the Labour Organization Bill had beensubmitted to the Hluttaw. He explained that thebill was in conformity with the 2008 constitutionand provision 87 of ILO on rights of formingorganization. He said that he had met with DawAung San Suu Kyi two times and issued a jointstatement. Such joint statement was a commongoal based on the common ground that wasagreed in the time of the Tatmadaw government.The statement appreciated the inclusiveness ofDaw Aung San Suu Kyi in political, economic andsocial sectors of the State. In the future, he addedthat Daw Aung San Suu Kyi together with herofficial political party would participate in realizingthe Myanmar issue. The resolution was adoptedthat the official political party of Daw Aung SanSuu Kyi and the government will carry out thetasks on a reciprocal basis, he said. Moreover, hesaid that the Head of State and Daw Aung San SuuKyi had held a meeting. Therefore, the suggestionof Mr Quintana on his last trip had beenimplemented, he noted.

In his replies, Mr Quintana expressed thanksfor firm undertakings of Myanmar. He said that hearrived there with the purpose to cooperate withMyanmar and to contribute to the Union Minister.

Hluttaw and Amyotha Hluttaw. The government is alsotaking steps issuing notification. Answers to thosequestions will be given next days as they are undercoordination.

Union Minister for Home Affairs Lt-Gen KoKo replied to four questions raised by four Hluttawrepresentatives about executive power.

Daw Su Su Hlaing of Dagon Myothit (South)Constituency raised a question that there are beggars incities including Yangon. Such behaviour underminestheir character and tarnishes the image of cities. Sheasked whether there is plan to take approach to disap-pearance of such behaviour or not. In response to thequestion, the Union Minister said related developmentaffairs committees are taking measures to obliteratesuch behaviour in Yangon and Manalay. The relatedadministrative bodies in other towns are making plansto do so. The Committee for Elimination of the Home-less and Street Orphans was reformed in Yangon on 6June 2011 to send those children to related trainingschools in order to take care of them.

The Social Welfare Department and adminis-trative bodies concerned are taking measures to takecare of disabled persons and to take action againstbeggars. In order to eliminate beggary, Social WelfareDepartment together with related administrative bodies

and UNICEF is taking steps for opening humanitariancentres and training schools, finding jobs and lecturingprofessional works.

U Soe Win of Kyauktada Constituency raisedquestion that today, although gambling is clear inwards, brothels, nightclubs, KTVs, Karaoke loungesand massage rooms, beauty parlours disguising licensedair-con guesthouses, are still in there. He asked whetherthere is plan to take serious action against such businesses.The Union Minister replied to the question that asprostitution business is not allowed to be run, it is takingaction seriously against them through prostitutesuppressing law. The businessmen apply for licensefrom development affairs committee to run music club,bar, KTV, restaurant and café so as to cover the launch

of nightclubs which are not legally allowed. There is nopermit to run massage rooms and no particular prescribedlaws. So, actions are taken against them through regionalrestriction order.

According to requirements of changing urbanlifestyle and relaxation, departments concernedprescribing rules and regulations have given permis-sion to launch air-con guesthouse, hostel, KTV, Karakalounge and beauty parlour without opposing Myanmarculture. In that case, seeking their self-interests, somebusinessmen make money violating prescribing rulesand regulations. Myanmar Police Force has been takingaction against those who violate rules and regulations inaccord with existing laws.

In response to the question raised by U TheinNyunt of Thingangyun Constituency regarding theassignment of village administrators who are not “per-son whose integrity is respected by the community” asprescribed in Section 289 of the Constitution and whythese persons were assigned, the Union minister an-swered that, in assigning village administrators, per-sons whose integrity is respected by the community arefirst selected and then the district administrator assignedthem to the post within his administrative power inagreement with respective Region or State governments;they are judged under the qualifications excerpted fromState Law and Order Restoration Council’s 1988 Or-ders and Directives Collection Book and SLORC’sduty and undertaking system book.

As aircraftdoes not land on it at present, the local people facemuch difficulty. He asked whether passenger aircraftor helicopter will land on the airport. The UnionMinister replied that Myanma Airways managed landingof Twin Otter aircrafts on Papun Airport in the past. Therunway of airport is just over 4000 feet long and it is ofgravel mixed soil facility. At present, some sections ofrunway surface were damaged due to lack of maintenanceand impacts of weather. Now, there is no plan for flightsto Papun Airport due to difficulties for aircraft to land onand take off, lack of safety for flights and limits ofeconomic term and security. In the future, small aircraftsthat can land on the short runways of border regions likePapun for transportation.

With regard to the question asked by U Aung Nyein

of Magway Region Constituency No. 2 that in the past,vessels owned by Inland Water Transport docked atthe port of Yenangyoung. As of 1994, the vessel did notdock at the port. He asked if arrangements would bemade for docking of vessel at Yenangyoung Port. TheUnion Minister replied that vessels of IWT of Mandalay-Pyay route anchored at jetty in Sanaynan Ward ofYenangyoung twice a week in the past. The vesselsdocked at Nyaunghla Jetty in Nyaunghla Ward, south ofYanangyoung from June to September as of 1994 due tocondition of high level water course and at Yayle Island

of Thahtaygon, nine miles from Yenangyoung due tolower water level. The conservation of water course inAyeyawady River is being undertaken with the masterplan for enabling vessels to dock port towns along theriver.

U Myint Tun of Bago Region Constituency No. 10asked whether there is a plan for maintenance ofLetpadan-Tharawaw railroad section because ofderailing of trains for many times. Union Minister forRail Transportation U Aung Min replied that derailmentof trains on Letpadan-Tharawaw section was due todecay of sleepers and loss of gravels. The 23.5 miles longsection was constructed with 51136 sleepers. Last year,3085 concrete sleepers and 4858 wooden sleepers totalling7943 were substituted with new ones for the first phase.This financial year, 17276 concrete sleepers were sentthere for substitution. The railroad section will be improvedwithin four months by filling gravels, repairing the curvesand maintaining along the railroad.

The Section 289 of the Constitution prescribesthat administration of ward or village-tract shall beassigned in accord with the law to a person whoseintegrity is respected by the community; and thebill which will be accorded with the provision is onthe way to be approved at the Hluttaw, the Unionminister explained.

Regarding the question raised by U MyintSoe of Pyawbwe Constituency whether the districtadministrators will be vested the power again asthe issuing grant for public housings is beingsuspended, the Union minister replied that, inaccord with the Section 37, Sub-section (a) of theConstitution which prescribes that the Union is the

ultimate owner of all lands, all natural resourcesabove and below the ground, above and beneaththe water and in the atmosphere in the Union,respective ministries are vested the duties andpowers for management of State-owned landresources including town and village lands, farms,unused lands, vacant lands, and virgin lands; andthe amendment of rules and regulations is beingdrafted to satisfy the modern requirements.

In accordance with provisions in 1876 Landand Tax Regulation, 1889 Upper Myanmar Landand Tax Rules and Regulations, 1898 LowerMyanmar Town and Village Lands Law, and 1907Lower Myanmar Town and Village LandsRegulation, land rental grants are issued for 1-acreland by the recommendation of district administrator,for 1-5-acre land through recommendation ofRegion and State administrator by Region or Stategovernment, and over-5-acre land through recom-mendation of the Director-General of GeneralAdministrator Department by the Ministry of HomeAffairs Management Committee Meeting. If thereis any argument arose, the grant is issued afterbeing passed by respective Region or Stategovernment, General Department (Headquarters)

and the Union Minister for Home Affairs regardlessof the acreage of land.

With respect to assistanceof the international experts, the Union Minister saidthat at present, the government has some cooperationfor the tasks. He added that the government hadplaced emphasis on development of the State in thepast, and at present, priority is being given to thepublic interest. He noted that as thegovernment is focusing more on its activity leadingto serving the public interest, Mr Quintana wouldsee greater progress on his next trip to Myanmar. IfMr Quintana recognized the Myanmar politics thatreaches turning point, it is sure that the results withpositive attitude would emerge for the Myanmarpeople, he said. He noted that matters related toinmates, ideological diversities from abroad andrefugees were only corollaries, these problems could

Tun Shin, Mr Quintana said that he would like tocooperate with Myanmar as it has opened the newchapter. He asked that he would like to knowprogress of amending and reviewing the laws hesuggested, how can give relaxation to violence ofhuman rights under the rule of law and whether thehuman rights commission will be established in linewith the Paris Principle. He recognized the greaterendeavours of Myanmar on UPR Process, and theHuman Rights Council and he would encourage itcontinuously. Moreover, he said that the Office ofUnited Nations High Commissioner for Refugeesbased in Bangkok and Geneva was ready to provideassistance for Myanmar.

The Union Attorney-General explained thatPresident U Thein Sein had given guidance toannulment, amendment and substitution for the lawsthat are not in conformity with the constitution.Regarding that, he noted that the office of the UnionAttorney-General collected the remarks from ministriesafter holding discussions. After completion in theexecutive sector, such laws would be submitted to thelegislative sector, he said. At present, it is importantthat the international community was to recognize thepolitical will of Myanmar and its law and practice.With regard to protection of human rights, he said thatthe constitution comprised the method to issue thewrit. The ministries focused on broadening horizonof the people as it is a new legal mechanism, he said.He added that he had described complaint mechanismin details included in the UPR National Report ofMyanmar submitted to the 65th UN General Assembly.He pointed out that the government is carrying out itstasks in line with the law with the motto that no manis above the law. Myanmar considered setting up theHuman Rights Commission in accord with ParisPrinciple, he said. Myanmar accepted 54.2% of 190UPR suggestions, he added. The global communityrecognized Myanmar for its acceptance on the largestamount of accepting UPR, he said. He explained thatany democratic nation did not accept undisciplineddemonstrations, looting, disturbances, breach of law

and unlawful activities, so the nation would be built asa democratic nation under law.

Vice-Chief of Myanmar Police Force Police Brig-Gen Zaw Win, in meeting with Mr Quintana, replied thatMPF held workshops and provided multiplier courseswith the assistance of international communities forenabling the MPF members to abide by human rightsstandards. Lectures on human rights were given to thetrainees at police training depots. Moreover, he said thatthe UN Convention on Human Rights and the book oncode of conduct for task forces and manuals for childreninvestigation were published.

Later, the Vice-Chief MPF and Mr Quintanaexchanged views on purpose of workshop on humanrights, lectures of foreign human rights experts andretired police officers, establishment of Child FriendlyInterview Rooms, anti-human trafficking, takingaction against crime offenders, procedures in manualson combating riots and its tasks, and chance forpeaceful demonstration. 51% of HIV-affectedhouseholds in Cambodia live

in hunger: UNDPPHNOM PENH, 25 Aug—Some 51 percent of the HIV/AIDS- infected

households in Cambodia are living in hunger, said a new UN surveyreleased here on Thursday, calling for more attention to the need for HIV-sensitive social protection mechanisms.

The survey on the Socioeconomic Impact of HIV at the HouseholdLevel in Cambodia is the largest and most comprehensive study everconducted in Cambodia. It was produced by the National AIDS Authorityand the United Nations in Cambodia. It had been conducted on 4,172households including 2,623 HIV- affected households and 1,549 non-affected households. The study found that 51 percent of HIV-affectedhouseholds reportedly suffered from hunger and not having enough foodto eat, compared to 35 percent of non-affected households.

It said that stigma and discrimination happened more often on HIV-positive women than men. Some 23 percent of women reportedexperiencing verbal abuse as a result of their HIV status, compared with16 percent of men, while seven percent reported experiencing physicalthreats or abuse as a result of their status, compared with four percent ofmen. The report also found that 65 percent of people living with HIVepidemic being low self-esteem, 49 percent feeling ashamed of theirstatus, while 47 percent felt they should be punished, and 16 percentreported having suicidal thoughts. On the economic side, 27 percent ofrespondents said they lost their jobs or other source of income since beingdiagnosed with HIV, and it also decreased income for caregivers.

senior official said onThursday that Indonesiangovernment has signed anew ministerial decree thatwill force airlines to paypassengers 300,000 rupiah(about 35 US dollars) iftheir flights are delayed bymore than four hours.

Herry Bhakti Gumay,director general of aviationtransportation at thetransportation ministry saidthat the TransportationMinistry has signedMinisterial Decree No 77/2011,that covers insurancefor flight delays, lost ordamaged, checked inbaggage and insurance forpassengers injured or killed

in a crash. The decree wassigned on Aug. 8.

Herry pointed out thatthe recently-signed decreewas different from the oneissued by the ministryregistered as decree No 25/2008, which only requiredairlines to provide snacks,complete meals andaccommodation for certaindelays.

Herry said that the newdecree obligated airlinescompanies to paycompensation at 300,000rupiah (about 35 USdollars) if their flights aredelayed for more than fourhours or cancelled. Thenew decree also obligesairlines to pay

compensation at 200, 000rupiah for lost baggage.That amount ofcompensation was forevery kilogram of lostbaggage. The lost baggageclaim is limited up to 4million rupiah (about 466US dollars). The decreealso obliges airlinecompanies to paycompensation up to 1.25billion rupiah (about145,800 US dollars) forthe families of deceasedpassengers in case of planecrash.

China may allow FDI in RMB in Sept

BEIJING, 25 Aug—China’s Ministry ofCommerce saidWednesday it will try toformally green light foreigndirect investment (FDI) inthe Chinese currencyrenminbi (RMB), or theyuan, in September.

“The ministry hasreleased a draft regulationon cross-border directinvestment in RMB andwe’ll try to put it into effectin September,” ministryspokesman Shen Danyangtold a press conferencehere.

The ministry posted thedraft on its website on

Monday night to solicitpublic feedback until 31Aug. If implemented, therules will expand channelsfor overseas-acquiredRMB funds to flow backinto the country.

The move is expectedto give a push to the RMB’sinternationaliza-tion drive.Currently, the Chinesecurrency can not flow intoand out of the country freely

under capital accounts,which is viewed as anobstacle forinternationalizing the yuan.

Foreign investors willbe able to make directinvestments in China withRMB legally obtainedoverseas, according to theministry’s draft.

The draft states thatFDI in RMB are prohibitedin negotiable securities andfinancial derivatives.Foreign investors can notuse overseas-obtainedyuan to provide entrustedloans or to repay domesticor overseas loans. Shensaid the new policy willnot have a significantimpact on the amount ofChina’s foreign exchangereserves.

More FDI in the yuaninstead of foreigncurrencies may lead tosmaller increments offoreign exchange re-serves, but the permissionof FDI in RMB may spurdemand for the yuan andbring in more foreignexchanges, he said. Chinese ministry raisesfunding to boost grain

securityBEIJING, 25 Aug—The Chinese Ministry

of Finance (MOF) said Thursday that it hasadded 4.4 billion yuan (688 million USdollars) in subsidies to the Grain Risk Fundto boost the country’s grain security.

With the additional subsidies, the capitalof the Grain Risk Fund has reached 38.2billion yuan, including 27.7 billion yuan,or 72.5 percent, earmarked for the 13major grain-producing regions. All of themoney for the 13 regions has beenappropriated by the central government.

The MOF said it believes the fundingwill ensure necessary spending by localgovernments to subsidize grain productionand the establishment of cereal and cookingoil reserves. “The funding will increaselocal governments’ abilities to encouragefarmers to grow more, stabilizing the marketand guaranteeing the grain and oil supplies,”said MOF.

Established in 1994, the Grain Risk

Fund is used to hand direct subsidies to grain growersas well as general subsidies for purchasing agriculturalsupplies and machinery.

Last year, China’s grain output increased 2.9percent year-on-year to 546.41 million metric tons.But the country’s summer grain output fell 0.3 percentyear-on-year to 123.1 million metric tons.

Meanwhile, this year, China’s summer grain outputrose 2.5 percent year-on-year to 126.27 million metrictons due to expanded harvesting areas and higheryields, according to the National Bureau of Statistics.

During the past (24) hours, rain or thundershower have been isolated in Kachin State, scattered in Mandalay, Magway and Bago Regions, Kayah State, fairly widespread in Yangon and Ayeyawady Regions, Shan and Mon States and widespread in the remaining Regions and States with isolated heavy falls in Sagaing, Magway and Taninthayi Regions, Mon State. The noteworthy amounts of rainfall recorded were Kawthoung (6.50) inches, Minkin (5.75) inches, Mawlamyine (3.07) inches, chaungzon (2.09) inches, Shwebo (2.01) inches, Mawlaik (1.93) inches, Hpa-an (1.73) inches and Gangaw (1.65) inches.

Bay Inference Monsoon is moderate in the Andaman Sea and South Bay and weak elsewhere in the Bay of Bengal. State of the Sea Seas will be moderate in Myanmar waters.

Nirmal Verma, PVSM, AVSM, ADC by Commander-in-Chief (Navy) Vice-Admiral Nyan Tun was held in

front of Zeyathiri Beikman here this morning.To attend the ceremony, the Indian naval chief

proceeded to Zeyathiri Beikman from Nay Pyi TawAirport by car and received warm welcome extendedby Commander-in-Chief (Navy) Vice-Admiral NyanTun.

The Indian naval chief took position on dais andtook salute by the Guard of Honour.

He then inspected the Guard of Honour.The Indian chief of naval staff presented his

entourage to the Commander-in-Chief (Navy) whothen introduced senior military officers at the ceremonyback to him.
