    SECTION 1. SHORT TITLE. 1

    This Act may be cited as the ‘‘Russia Bounty Re-2

    sponse Act of 2020’’. 3

    SEC. 2. DEFINITIONS. 4

    In this Act: 5

    (1) ADMISSION; ADMITTED; ALIEN.—The terms 6

    ‘‘admission’’, ‘‘admitted’’, and ‘‘alien’’ have the 7

    meanings given those terms in section 101 of the 8

    Immigration and Nationality Act (8 U.S.C. 1101). 9

    (2) APPROPRIATE CONGRESSIONAL COMMIT-10

    TEES AND LEADERSHIP.—The term ‘‘appropriate 11

    congressional committees and leadership’’ means— 12

    (A) the Committee on Foreign Relations, 13

    the Committee on Banking, Housing, and 14

    Urban Affairs, the Committee on Armed Serv-15

    ices, the Select Committee on Intelligence, and 16

    the majority leader and the minority leader of 17

    the Senate; and 18

    (B) the Committee on Foreign Affairs, the 19

    Committee on Financial Services, the Com-20

    mittee on Armed Services, the Permanent Se-21

    lect Committee on Intelligence, and the Speak-22

    er, the majority leader, and the minority leader 23

    of the House of Representatives. 24

    (3) FINANCIAL INSTITUTION.—The term ‘‘fi-25

    nancial institution’’ means a financial institution 26

    specified in subparagraph (A), (B), (C), (D), (E), 1

    (F), (G), (H), (I), (J), (M), or (Y) of section 2

    5312(a)(2) of title 31, United States Code. 3

    (4) FOREIGN FINANCIAL INSTITUTION.—The 4

    term ‘‘foreign financial institution’’ has the meaning 5

    given that term in regulations prescribed by the Sec-6

    retary of the Treasury. 7

    (5) KNOWINGLY.—The term ‘‘knowingly’’, with 8

    respect to conduct, a circumstance, or a result, 9

    means that a person has actual knowledge, or should 10

    have known, of the conduct, the circumstance, or the 11

    result. 12

    (6) UNITED STATES FINANCIAL INSTITUTION.— 13

    The term ‘‘United States financial institution’’ has 14

    the meaning given that term in regulations pre-15

    scribed by the Secretary of the Treasury. 16

    (7) UNITED STATES PERSON.—The term 17

    ‘‘United States person’’ means— 18

    (A) a United States citizen or an alien law-19

    fully admitted for permanent residence to the 20

    United States; or 21

    (B) an entity organized under the laws of 22

    the United States or of any jurisdiction within 23

    the United States, including a foreign branch of 24

    such an entity. 25

    TITLE I—COUNTERING RUSSIAN 1INFLUENCE 2

    SEC. 101. REGIONAL STRATEGY TO COUNTER RUSSIAN IN-3

    FLUENCE. 4

    (a) IN GENERAL.—Not later than 90 days after the 5

    date of the enactment of this Act, the Secretary of State 6

    shall submit to the appropriate congressional committees 7

    and leadership a strategy on how the United States will 8

    diplomatically counter Russian influence in the region of 9

    South and Central Asia. 10

    (b) ELEMENTS.—The report required under sub-11

    section (a) shall include the following elements: 12

    (1) A description of the current efforts and 13

    strategy of the United States Government to counter 14

    Russian influence in the C5+1 format, through 15

    which the United States has deepened diplomatic en-16

    gagement with countries in Central Asia since 2015. 17

    (2) A description of current efforts and strategy 18

    by the United States Government to diplomatically 19

    urge governments in South and Central Asia to dis-20

    continue significant transactions with the Russian 21

    defense and intelligence sectors. 22

    (3) A description of efforts by individual United 23

    States missions in South and Central Asia to 24

    counter Russian influence since January 2017, to in-25

    clude the number of embassy staff dedicated to 1

    countering Russian influence, the number of cables 2

    written on the topic as well as a description of their 3

    content, efforts to coordinate countering Russian in-4

    fluence among like-minded foreign missions in the 5

    respective capitals, statements issued by the mis-6

    sions’ public affairs office on the topic, and amount 7

    of foreign assistance spent in country to counter 8

    Russian influence. 9

    (4) Individual strategic plans for each United 10

    States mission in the region that defines the problem 11

    of Russian influence in the country, establishes 12

    goals, objectives and corresponding metrics to 13

    counter Russian interference working with local gov-14

    ernment and non-governmental partners, and a de-15

    scription of the amount of staff time to be dedicated 16

    to implementing the plan. 17

    (5) A description for how the United States will 18

    leverage its role in international bodies to counter 19

    Russian influence in South and Central Asia. 20

    (6) A clear delineation of tasks and responsibil-21

    ities for the Special Envoy for Countering Russian 22

    Influence in South and Central Asia and the Deputy 23

    Assistant Secretary for Countering Russian Influ-24

    ence in South and Central Asia. 25

    SEC. 102. REPORT ON NATO ALLIANCE AND UNITED STATES 1

    EFFORTS TO COUNTER RUSSIAN GOVERN-2

    MENT INFLUENCE IN AFGHANISTAN. 3

    (a) IN GENERAL.—Not later than 90 days after the 4

    date of the enactment of this Act, the Secretary of State, 5

    in consultation with the Secretary of Defense, shall submit 6

    to the appropriate congressional committees and leader-7

    ship a report providing an assessment of the threats and 8

    challenges from the Russian Federation facing the NATO 9

    alliance and the United States in Afghanistan. 10

    (b) ELEMENTS.—The report required under sub-11

    section (a) shall include the following elements: 12

    (1) A review of current and emerging threats to 13

    the United States and NATO in Afghanistan. 14

    (2) A review of efforts by the United States and 15

    NATO to counter Russian influence in Afghanistan 16

    since January 2017. 17

    (3) A description of United States Government 18

    efforts to inform NATO allies of the threats posed 19

    by the Russian Federation in Afghanistan. 20

    (4) A description of United States Government 21

    efforts to lead a diplomatic effort to counter Russian 22

    Federation influence in Afghanistan. 23

    (5) A description of specific attacks resulting 24

    from bounties against United States allies in NATO 25

    (6) A summary of minutes from meetings of the 3

    NATO-Russia Council since January 2017. 4

    (7) A description of United States diplomatic 5

    efforts to engage directly with the Russian Federa-6

    tion with respect to attacks on members of the 7

    United States Armed Forces or NATO allies serving 8

    in Afghanistan resulting from Russian bounties. 9

    (8) Options for the realignment of United 10

    States and NATO posture in Afghanistan to respond 11

    to new threats and challenges presented by the Gov-12

    ernment of the Russian Federation in Afghanistan. 13

    (9) A description of the views of counterpart 14

    governments, including heads of state, heads of gov-15

    ernment, political leaders, and military commanders 16

    in the region on Russian Federation interference 17

    and influence in Afghanistan. 18

    SEC. 103. UNITED STATES-AFGHANISTAN WORKING GROUP 19

    ON RUSSIA. 20

    (a) WORKING GROUP.—The Secretary of State shall 21

    seek to establish a United States-Afghanistan Working 22

    Group to address threats posed by the Russian Federation 23

    to security in Afghanistan. 24

    (b) REPRESENTATION.—The United States-Afghani-1

    stan Working Group should include high-level representa-2

    tives from the United States and Afghanistan as appro-3

    priate to jointly assess the threat posed by Russian ag-4

    gression in Afghanistan. 5

    (c) REGULAR MEETINGS.—The working group re-6

    quired to be established under subsection (a) shall meet 7

    not less than four times per year. 8

    (d) AUTHORIZATION OF APPROPRIATIONS.—There is 9

    authorized to be appropriated to the Secretary of State 10

    $5,000,000 for each of fiscal years 2021 through 2026 11

    to carry out the activities described in this section. 12

    SEC. 104. REWARDS FOR JUSTICE. 13

    (a) AUTHORIZATION OF APPROPRIATIONS.—There is 14

    authorized to be appropriated $50,000,000 for each of fis-15

    cal years 2021 through 2026 for programing that provides 16

    rewards to individuals who provide information on Russian 17

    bounties against United States Armed Forces stationed 18

    anywhere in the world under the Rewards for Justice Pro-19

    gram administered by the Department of State under sec-20

    tion 36 of the State Department Basic Authorities Act 21

    of 1956 (22 U.S.C. 2708). 22

    (b) REPORTING REQUIREMENT.—Not later than 90 23

    days after the date of the enactment of this Act, the Sec-24

    retary of State shall submit to the appropriate congres-25

    sional committees and leadership a comprehensive commu-1

    nications strategy on how the United States Government 2

    will advertise the program authorized under subsection (a) 3

    internationally. 4

    SEC. 105. DEPUTY ASSISTANT SECRETARY OF STATE FOR 5

    COUNTERING RUSSIAN INFLUENCE. 6

    The Secretary of State shall create a Deputy Assist-7

    ant Secretary position within the Bureau of South and 8

    Central Asian Affairs tasked with coordinating efforts 9

    across the bureau to counter Russian influence in the re-10

    gion. This individual shall coordinate with the Special 11

    Envoy for Countering Russian Influence appointed pursu-12

    ant to section 106. 13

    SEC. 106. SPECIAL ENVOY FOR COUNTERING RUSSIAN IN-14

    FLUENCE IN SOUTH AND CENTRAL ASIA. 15

    (a) IN GENERAL.—The President shall appoint, by 16

    and with the advice and consent of the Senate, a Special 17

    Envoy to Counter Russian Influence in South and Central 18

    Asia, who shall report to the Assistant Secretary of State 19

    for South and Central Asian Affairs. The responsibilities 20

    for this position shall include— 21

    (1) serving as the United States liaison to gov-22

    ernments in the region working to deny Russian in-23

    terference in their respective political systems, 24

    economies, and security apparatuses; 25

    (2) leading diplomatic efforts to facilitate in-1

    creased security assistance, in accordance with exist-2

    ing Leahy vetting conditions under law, for those 3

    countries intent on discontinuing security assistance 4

    from the Russian Federation; 5

    (3) serving as a liaison to Department of State 6

    officials tasked with implementing section 231 of the 7

    Countering America’s Adversaries Through Sanc-8

    tions Act (22 U.S.C. 9525) and leading diplomatic 9

    efforts to engage with countries in the region on ef-10

    forts to diminish the sales of Russian weapons to 11

    governments in the region; 12

    (4) regularly engaging local media in countries 13

    in South and Central Asia to counter Russian 14

    disinformation efforts; 15

    (5) facilitating efforts to increase the presence 16

    of the Global Engagement Center in the countries of 17

    South and Central Asia; 18

    (6) coordinating with United States Chiefs of 19

    Mission within the South and Central Asian Affairs 20

    Bureau; and 21

    (7) providing regular updates and briefs to the 22

    Committee on Foreign Relations of the Senate and 23

    the Committee of Foreign Affairs of the House of 24

    SEC. 107. GLOBAL ENGAGEMENT CENTER PROGRAMMING 3

    IN SOUTH AND CENTRAL ASIA. 4

    (a) AUTHORIZATION OF APPROPRIATIONS.—There is 5

    authorized to be appropriated $30,000,000 for each of fis-6

    cal years 2021 through 2026 for programing conducted 7

    by the Department of State’s Global Engagement Center 8

    to counter Russian influence in the countries of South and 9

    Central Asia. 10

    (b) STRATEGY REQUIREMENT.—Not later than 90 11

    days after the date of the enactment of this Act, the Sec-12

    retary of State shall submit to the appropriate committees 13

    of Congress a communications strategy on how the United 14

    States will substantially increase Global Engagement Cen-15

    ter programming in South and Central Asia, to include 16

    an assessment of the disinformation threat posed by the 17

    Russian Federation in the region, a summary of United 18

    States efforts to date in countering disinformation by the 19

    Government of the Russian Federation or its proxies, and 20

    the identification of local partners for the Global Engage-21

    ment Center. 22

    (c) APPROPRIATE COMMITTEES OF CONGRESS DE-23

    FINED.—In this section, the term ‘‘appropriate commit-24

    tees of Congress’’ means— 25

    SEC. 108. REPORT ON THE PERSONAL NET WORTH AND AS-5

    SETS OF VLADIMIR PUTIN. 6

    (a) IN GENERAL.—Not later than 180 days after the 7

    date of the enactment of this Act, the Secretary of State, 8

    in consultation with the Director of National Intelligence, 9

    shall submit to the appropriate committees of Congress 10

    a detailed report on the personal net worth and assets of 11

    the President of the Russian Federation, Vladimir Putin, 12

    including— 13

    (1) the estimated net worth and known sources 14

    of income of Vladimir Putin and his family mem-15

    bers, including assets, investments, bank accounts, 16

    other business interests, and relevant beneficial own-17

    ership information; and 18

    (2) an identification of the most significant sen-19

    ior foreign political figures and oligarchs in the Rus-20

    sian Federation, as determined by their closeness to 21

    Vladimir Putin. 22

    (b) FORM OF REPORT.—The report required under 23

    subsection (a) shall be submitted in an unclassified form 24

    but may include a classified annex. 25

    (1) the Committee on Foreign Relations of the 4

    (2) the Select Committee on Intelligence of the 6

    Senate; 7

    (3) the Committee on Foreign Affairs of the 8

    House of Representatives; and 9

    (4) the Permanent Select Committee on Intel-10

    ligence of the House of Representatives. 11

    SEC. 109. EXPANSION OF THE COUNTERING RUSSIAN IN-12

    FLUENCE FUND TO SOUTH AND CENTRAL 13

    ASIA. 14

    (a) AUTHORIZATION OF APPROPRIATIONS.—There is 15

    authorized to be appropriated for the Countering Russian 16

    Influence Fund described in section 7070(d) of the De-17

    partment of State, Foreign Operations, and Related Pro-18

    grams Appropriations Act, 2017 (division J of Public Law 19

    115–31; 131 Stat. 706), $50,000,000 for fiscal years 2021 20

    and 2022. 21

    (b) USE OF FUNDS.—Amounts in the Countering 22

    Russian Influence Fund shall be used in countries of 23

    South and Central Asia the Secretary of State has deter-24

    mined are vulnerable to malign influence by the Russian 25

    Federation to effectively implement, subject to the avail-1

    ability of funds, the following goals: 2

    (1) To assist in protecting critical infrastruc-3

    ture and electoral mechanisms from cyber attacks. 4

    (2) To combat disinformation and other at-5

    tempts to influence democratic processes and elec-6

    tions. 7

    (3) To combat corruption, improve the rule of 8

    law, and otherwise strengthen independent judi-9

    ciaries and prosecutors general offices. 10

    (4) To improve participatory legislative proc-11

    esses and legal education, political transparency and 12

    competition, and compliance with international obli-13

    gations. 14

    (5) To build the capacity of civil society, media, 15

    and other nongovernmental organizations countering 16

    the influence and propaganda of the Russian Fed-17

    eration to combat corruption, prioritize access to 18

    truthful information, and operate freely in all re-19

    gions. 20

    (6) To assist the Secretary of State in exe-21

    cuting the functions specified in section 1239(b) of 22

    the National Defense Authorization Act for Fiscal 23

    Year 2018 (Public Law 115–91; 10 U.S.C. 113 24

    note) for the purposes of recognizing, understanding, 25

    exposing, and countering propaganda and 1

    disinformation efforts by foreign governments, in co-2

    ordination with the relevant regional Assistant Sec-3

    retary or Assistant Secretaries of the Department of 4

    State. 5

    (c) REVISION OF ACTIVITIES FOR WHICH AMOUNTS 6

    MAY BE USED.—The Secretary of State may modify a 7

    goal described in subsection (b) if, not later than 15 days 8

    before revising such goal, the Secretary notifies the appro-9

    priate committees of Congress of the revision. 10

    (d) IMPLEMENTATION.— 11

    (1) IN GENERAL.—The Secretary of State shall, 12

    acting through the Coordinator of United States As-13

    sistance to Europe and Eurasia (authorized pursu-14

    ant to section 601 of the Support for East European 15

    Democracy (SEED) Act of 1989 (22 U.S.C. 5461) 16

    and section 102 of the Freedom for Russia and 17

    Emerging Eurasian Democracies and Open Markets 18

    Support Act of 1992 (22 U.S.C. 5812)), and in con-19

    sultation with the Administrator for the United 20

    States Agency for International Development, the 21

    Director of the Global Engagement Center of the 22

    Department of State, the Secretary of Defense, the 23

    Commander of United States European Command, 24

    the Chief Executive Officer of the United States 25

    Agency for Global Media, and the heads of other rel-1

    evant Federal agencies, coordinate and carry out ac-2

    tivities to achieve the goals described in subsection 3

    (b). 4

    (2) METHOD.—Activities to achieve the goals 5

    described in subsection (b) shall be carried out 6

    through— 7

    (A) initiatives of the United States Gov-8

    ernment; 9

    (B) Federal grant programs such as the 10

    Information Access Fund; 11

    (C) nongovernmental or international orga-12

    nizations; or 13

    (D) support exchanges with countries fac-14

    ing state-sponsored disinformation and pressure 15

    campaigns, particularly in Europe and Eurasia, 16

    provided that a portion of the funds are made 17

    available through a process whereby the Bureau 18

    of Educational and Cultural Affairs of the De-19

    partment of State solicits proposals from posts 20

    located in affected countries to counter state- 21

    sponsored disinformation and hybrid threats, 22

    promote democracy, and support exchanges 23

    with countries facing state-sponsored 24

    disinformation and pressure campaigns. 25

    (3) REPORT ON IMPLEMENTATION.— 1

    (A) IN GENERAL.—Not later than April 1 2

    of each year, the Secretary of State, acting 3

    through the Coordinator of United States As-4

    sistance to Europe and Eurasia and the Bureau 5

    of South and Central Asian Affairs, shall sub-6

    mit to the appropriate committees of Congress 7

    a report on the programs and activities carried 8

    out to achieve the goals described in subsection 9

    (b) during the preceding fiscal year. 10

    (B) ELEMENTS.—Each report required by 11

    subparagraph (A) shall include, with respect to 12

    each program or activity described in that sub-13

    paragraph— 14

    (i) the amount of funding for the pro-15

    gram or activity; 16

    (ii) the goal described in subsection 17

    (b) to which the program or activity re-18

    lates; and 19

    (iii) an assessment of whether or not 20

    the goal was met. 21

    (e) COORDINATION WITH GLOBAL PARTNERS.—In 22

    order to maximize impact, eliminate duplication, and 23

    speed the achievement of the goals described in subsection 24

    (b), the Secretary of State shall ensure coordination 1

    with— 2

    (1) the European Union and its institutions; 3

    (2) the governments of countries that are mem-4

    bers of the North Atlantic Treaty Organization or 5

    the European Union; and 6

    (3) international organizations and quasi-gov-7

    ernmental funding entities that carry out programs 8

    and activities that seek to accomplish the goals de-9

    scribed in subsection (b). 10

    (f) RULE OF CONSTRUCTION.—Nothing in this sec-11

    tion shall be construed to apply to or limit United States 12

    foreign assistance not provided using amounts available in 13

    the Countering Russian Influence Fund. 14

    (g) EXPANSION OF PILOT PROGRAM.— 15

    (1) IN GENERAL.—The Secretary of State shall 16

    expand the pilot program required under section 17

    254(g) of the Countering America’s Adversaries 18

    Through Sanctions Act (22 U.S.C. 9543(g)) to hire 19

    additional personnel within the Bureau for Democ-20

    racy, Human Rights, and Labor to develop and im-21

    plement programs focused on combating corruption, 22

    improving rule of law, and building capacity of civil 23

    society, political parties, and independent media. 24

    the House of Representatives a report on implemen-8

    tation of the pilot program required under section 9

    254(g) of the Countering Russian Influence in Eu-10

    rope and Eurasia Act of 2017 (22 U.S.C. 9543(g)). 11

    (h) APPROPRIATE COMMITTEES OF CONGRESS DE-12

    FINED.—In this section, the term ‘‘appropriate commit-13

    tees of Congress’’ means— 14

    (1) the Committee on Foreign Relations of the 15

    Senate; and 16

    (2) the Committee on Foreign Affairs of the 17

    bounties, for the killing of members of the 10

    Armed Forces of the United States or members 11

    of the Resolute Support Mission led by the 12

    North Atlantic Treaty Organization (commonly 13

    referred to as ‘‘NATO’’) in Afghanistan; 14

    (B) whether the information described in 15

    subparagraph (A) was provided to— 16

    (i) senior officials of the United 17

    States Government, including the Presi-18

    dent and the Vice President, and, if so, 19

    when that information was provided to 20

    those officials; and 21

    (ii) allies of the United States serving 22

    in Afghanistan under the NATO-led Reso-23

    lute Support Mission. 24

    (2) REPORT REQUIRED.—Not later than 15 1

    days after the date of the enactment of this Act, the 2

    Secretary of Defense shall submit to the appropriate 3

    congressional committees and leadership a report de-4

    scribing the measures taken by the Department of 5

    Defense to provide greater protection to members of 6

    the Armed Forces of the United States in Afghani-7

    stan. 8

    (3) FORM.—The certification required by para-9

    graph (1) and the report required by paragraph (2) 10

    shall be submitted in unclassified form but may in-11

    clude a classified annex. 12

    (b) IMPOSITION OF SANCTIONS.— 13

    (1) IN GENERAL.—If the President certifies 14

    under subsection (a)(1)(A) that the Government of 15

    the Russian Federation or a proxy of that Govern-16

    ment was responsible for bounties as described in 17

    that subsection, the President shall, not later than 18

    15 days after the date of the certification, impose 19

    the following sanctions: 20

    (A) ASSET BLOCKING.—The President 21

    shall exercise all of the powers granted to the 22

    President under the International Emergency 23

    Economic Powers Act (50 U.S.C. 1701 et seq.) 24

    to the extent necessary to block and prohibit all 25

    (B) ALIENS INADMISSIBLE FOR VISAS, AD-7

    MISSION, OR PAROLE.— 8

    (i) VISAS, ADMISSION, OR PAROLE.— 9

    An alien described in paragraph (2) is— 10

    (I) inadmissible to the United 11

    States; 12

    (II) ineligible to receive a visa or 13

    other documentation to enter the 14

    United States; and 15

    (III) otherwise ineligible to be 16

    admitted or paroled into the United 17

    States or to receive any other benefit 18

    under the Immigration and Nation-19

    ality Act (8 U.S.C. 1101 et seq.). 20

    (ii) CURRENT VISAS REVOKED.— 21

    (I) IN GENERAL.—The visa or 22

    other entry documentation of an alien 23

    described in paragraph (2) shall be re-24

    voked, regardless of when such visa or 25

    (II) IMMEDIATE EFFECT.—A rev-3

    ocation under subclause (I) shall— 4

    (aa) take effect immediately; 5

    and 6

    (bb) automatically cancel 7

    any other valid visa or entry doc-8

    umentation that is in the alien’s 9

    possession. 10

    (2) PERSONS DESCRIBED.—A person described 11

    in this paragraph is any of the following: 12

    (A) Vladimir Putin or any person acting 13

    for or on behalf of Vladimir Putin, including 14

    any person managing any of his assets any-15

    where in the world. 16

    (B) Any senior official of the Government 17

    of the Russian Federation determined by the 18

    President to have been involved in the activity 19

    described in subsection (a)(1)(A). 20

    (C) Any official of a defense or intelligence 21

    unit of that Government, including the Main 22

    Intelligence Agency of the General Staff of the 23

    Armed Forces of the Russian Federation, if 24

    that unit is determined by the President to have 25

    SEC. 202. IMPOSITION OF SANCTIONS WITH RESPECT TO 3

    THE DEFENSE AND INTELLIGENCE SECTORS 4

    OF THE RUSSIAN FEDERATION. 5

    The President shall exercise all of the powers granted 6

    to the President under the International Emergency Eco-7

    nomic Powers Act (50 U.S.C. 1701 et seq.) to the extent 8

    necessary to block and prohibit all transactions in property 9

    and interests in property of persons specified, as of the 10

    date of the enactment of this Act, pursuant to regulations 11

    or other guidance issued under section 231(e) of the Coun-12

    tering America’s Adversaries Through Sanctions Act (22 13

    U.S.C. 9525(e)) if such property and interests in property 14

    are in the United States, come within the United States, 15

    or are or come within the possession or control of a United 16

    States person. 17

    SEC. 203. IMPOSITION OF SANCTIONS WITH RESPECT TO 18

    TRANSACTIONS WITH CERTAIN RUSSIAN PO-19

    LITICAL FIGURES AND OLIGARCHS. 20

    (a) IN GENERAL.—On and after the date that is 30 21

    days after the date of the enactment of this Act, the Presi-22

    dent shall exercise all of the powers granted to the Presi-23

    dent under the International Emergency Economic Powers 24

    Act (50 U.S.C. 1701 et seq.) to the extent necessary to 25

    (1) political figures, oligarchs, and other per-9

    sons that facilitate illicit and corrupt activities, di-10

    rectly or indirectly, on behalf of the President of the 11

    Russian Federation, Vladimir Putin, and persons 12

    acting for or on behalf of such political figures, 13

    oligarchs, and persons; 14

    (2) Russian parastatal entities that facilitate il-15

    licit and corrupt activities, directly or indirectly, on 16

    behalf of the President of the Russian Federation, 17

    Vladimir Putin; 18

    (3) family members of persons described in 19

    paragraph (1) or (2) that derive significant benefits 20

    from such illicit and corrupt activities; and 21

    (4) persons, including financial institutions, 22

    that knowingly engage in significant transactions 23

    with persons described in paragraph (1), (2), or (3). 24

    (c) UPDATED REPORT ON OLIGARCHS AND 1

    PARASTATAL ENTITIES OF THE RUSSIAN FEDERATION.— 2

    Section 241 of the Countering America’s Adversaries 3

    Through Sanctions Act (Public Law 115–44; 131 Stat. 4

    922) is amended— 5

    (1) by redesignating subsections (b) and (c) as 6

    subsections (c) and (d), respectively; 7

    (2) by inserting after subsection (a) the fol-8

    lowing: 9

    ‘‘(b) UPDATED REPORT.—Not later than 180 days 10

    after the date of the enactment of the Russia Bounty Re-11

    sponse Act of 2020, the Secretary of the Treasury, in con-12

    sultation with the Director of National Intelligence and 13

    the Secretary of State, shall submit to the appropriate 14

    congressional committees an updated report on oligarchs 15

    and parastatal entities of the Russian Federation that 16

    builds on the report submitted under subsection (a) on 17

    January 29, 2018, by— 18

    ‘‘(1) including the matters described in para-19

    graphs (1) through (5) of subsection (a); and 20

    ‘‘(2) excluding from the portion of the report 21

    responsive to paragraph (1) of subsection (a) any in-22

    dividual with respect to which there is no credible in-23

    formation suggesting the individual has the close fi-24

    nancial or political relationships, or engages in the 1

    illicit activities, described in subsection (a).’’; and 2

    (3) in subsection (c), as redesignated by para-3

    graph (1), by striking ‘‘The report required under 4

    subsection (a)’’ and inserting ‘‘The reports required 5

    by subsections (a) and (b)’’. 6

    (d) STRATEGY REQUIRED.—Not later than 60 days 7

    after the date of the enactment of this Act, the President 8

    shall submit to the appropriate congressional committees 9

    and leadership a strategy describing how the President 10

    will coordinate with the European Union and its individual 11

    member countries with respect to efforts to deny Russian 12

    persons described in the updated report required by sub-13

    section (b) of section 241 of the Countering America’s Ad-14

    versaries Through Sanctions Act, as amended by sub-15

    section (c), access to financial institutions or real estate 16

    in the European Union or United States. 17

    SEC. 204. IMPLEMENTATION; PENALTIES. 18

    (a) IMPLEMENTATION.—The President may exercise 19

    all authorities provided under sections 203 and 205 of the 20

    International Emergency Economic Powers Act (50 21

    U.S.C. 1702 and 1704) to the extent necessary to carry 22

    out this title. 23

    (b) PENALTIES.—A person that violates, attempts to 24

    violate, conspires to violate, or causes a violation of the 25

    provisions of section 201(b)(1)(A), section 202, section 1

    203(a), or any regulation, license, or order issued to carry 2

    out such provisions, shall be subject to the penalties set 3

    forth in subsections (b) and (c) of section 206 of the Inter-4

    national Emergency Economic Powers Act (50 U.S.C. 5

    1705) to the same extent as a person that commits an 6

    unlawful act described in subsection (a) of such section 7

    206. 8

    SEC. 205. EXCEPTIONS. 9

    (a) INTELLIGENCE ACTIVITIES.—This title shall not 10

    apply with respect to activities subject to the reporting re-11

    quirements under title V of the National Security Act of 12

    1947 (50 U.S.C. 3091 et seq.) or any authorized intel-13

    ligence activities of the United States. 14

    (b) EXCEPTION TO COMPLY WITH INTERNATIONAL 15

    OBLIGATIONS AND FOR LAW ENFORCEMENT ACTIVI-16

    TIES.—Sanctions under section 201(b)(1)(B) shall not 17

    apply with respect to an alien if admitting or paroling the 18

    alien into the United States is necessary— 19

    (1) to permit the United States to comply with 20

    the Agreement regarding the Headquarters of the 21

    United Nations, signed at Lake Success June 26, 22

    1947, and entered into force November 21, 1947, 23

    between the United Nations and the United States, 24

    or other applicable international obligations; or 25

    (c) EXCEPTION RELATING TO IMPORTATION OF 3

    GOODS.— 4

    (1) IN GENERAL.—The authorities and require-5

    ments to impose sanctions under this title shall not 6

    include the authority or a requirement to impose 7

    sanctions on the importation of goods. 8

    (2) GOOD DEFINED.—In this subsection, the 9

    term ‘‘good’’ means any article, natural or manmade 10

    substance, material, supply or manufactured prod-11

    uct, including inspection and test equipment, and ex-12

    cluding technical data. 13

    (d) EXCEPTION RELATING TO ACTIVITIES OF THE 14

    NATIONAL AERONAUTICS AND SPACE ADMINISTRA-15

    TION.— 16

    (1) IN GENERAL.—This title shall not apply 17

    with respect to activities of the National Aeronautics 18

    and Space Administration. 19

    (2) RULE OF CONSTRUCTION.—Nothing in this 20

    title or the amendments made by this title shall be 21

    construed to authorize the imposition of any sanc-22

    tion or other condition, limitation, restriction, or 23

    prohibition, that directly or indirectly impedes the 24

    supply by any entity of the Russian Federation of 25
