1. The l(}th AstAIr Qutz lfattoaal competltloa with Myanmar as host count{y,will be conducted by the People's Television Network (prN), in partnership with theDepartment of Education (DepEd), the Department of Foreign AIIairs (DFA), thePresidential communication operations ofhce (pcoo), the philippine InformationAgency (PIA), arrd the Philippine Broadcasting Service (pBS) from March 8 to LL,20i22.

2. The ASEAN QuL is a continuing project of the ASEAN committee on culture andInformation (cocl) that aims to foster the spirit of healthy competition among ASEANyouth in a friendly quiz game tlaat exposes them to ASEAN cultural, political, economicand social information.

3. The ASEAN Quiz (Regional l,evel) participated in by the 1O ASEAN membercountries (Vietnam, Qam$6rlia, Philippines, Malaysia, Brunei Darus5alam, ffiaitand,l,ao PDR, and Singapore) shall be preceded by the National tevel Competition.

4. The National Level competition to be held at prv Broadcast center, visayasAvenue, Quezon city sha-ll be participated in by the regional winners. The threewinners in the National I-evel Competition shall be the Philippine representatives to theloth ASEAN Quiz to be hosted by Myanmar in the third qtarter of 2022.

5. In the event of coVID- 19 resurgence, the competition will then be shifted toonline platform in which a separate memorandum will be released.

6. In connection with the National Level Competition to be held on March g-11,2u22 at PTV Broadcast center, Quezon city, the DepEd regional arrd schools divisionoffices are encouraged to conduct the search through oallne coapetltloa fromoctober Zull to Febnrary 2u22. Tt.e name of the winner shall be submitted to theolltce of t}le Director, Bureau of curriculum Development (BCD), Attention: Mr. RowelS. 7 . The student-participant in the National kvel Competition must

a. be in Grades 9 to 10, between 15 and 17 years old and must not be 1gyears old by the time of the Regional Competition in the third quarterof 2022;

b. come from either a public or a private school;

c. be proficient in the English language, bottr oral and written;d. have a grade of85 and above in Social Studies during the first quarter

National Level Competition as well as for the Regional Competition inMyanmar it 2022; and,

8. The expenses to be incurred during the regional and division search shall becharged to loca-l funds, subject to its availability and the usua-l accounting and auditingrules and regulations.

9. For the National l,evel Competition in Quezon City, accommodation, food andlocal transportation of one student-representative from each of the 17 regions shall becovered by the project fund, while all other expenses by the teacher-coaches, includingthe airfare of the student-representative shall be charged to local or other sources offunds.

lO. For the three winners in the National lrvel Competition who will represent t}IePhilippines in the l0th ASEAN Quiz in Myanmar tn 2022, airfare, accommodation, food,and local transportation shall be covered by the project fund.

The ASEAN Quiz, a project of the ASEAN Committee on Culture and Information (ASEAN-COCI), is a competition on knowledge of ASEAN participated in by student from public andprivate high schools ir the 10 ASEAN Member States (AMS). The Quiz aims to elicit the spirit ofa healthy competition arnong ASEAN youth in a ftiendly quiz game that exposes thern to theAssociation of Southeast Asian Nations or ASEAN - its history, as well as the social, cultural,political and economic developments in the Region.

Now on its lOeround of implementation, the ASEAN Quiz has been recognized as an effectiveproject for the promotion of ASEAN among the ASEAN youth. Thus, it is being given continuingsupport by the ASEAN Socio-Cultural Community, ASEAN Committee on Culture andlnformation urd the ASEAN Member States.

The ASEAN Quiz consiss of two levels the Regionel Competition participated in the l0ASEAN Mernber States and the National Compctition conducted by each Member State prior tothe Regional C ompetition.

The ASEAN Quiz Regional Level Competitions are being hosted on rotation by the AMS. The l"Regional Competitron was hosted by Thailand in 2002. the 2d by Brunei Darussalam in 2004, the3'd by Malaysia in 2006, the 4'h by the Philippines in 2009. the 5e by Cambodia in 2012. the 6'h byVietnam in 2014, 70 by Lao PDR in 2016. 8rh by lndonesia in 20 I 8 and 9fi by Singapore in 2020.

The ASEAN Quiz National Level Competition is conducted in each AMS to choose the three (3)country representatives in the Regional Competition.

The implementing agency for the lOs ASEAN Quiz in the Philippines is the People's TelevisionNetwork Inc. (PTV). It will have as partner agencies the DeparEnent of Education (DepEd), theDeparhnent of Foreign Affairs (DFA), the Presidential Communication Operations OfIice(PCOO), the Philippine Information Agency (PlA) and the Philippine Broadcasting Service(PBS).

The lOn ASEAN Quiz National Competition, Philippines shall be held on 8-l I March 2022.'fhevenue shall be at the PTV Broadcast Center, Visayas Avenue, Dilimaq Quezon City. The topthere winners in the National Competition will represent in the Philippines in the lOth ASEANQuiz Regional Level Competition to be hosted by Myanmar in 2022.

II. ORGANIZATIONAL SET UP

As in the previous implementation of ASEAN Qurz National Competitio4 PTV, as theimplernenting agency, created an Inter-agency Organizing Committee composed ofrepresentatives fiom its partner agencies DepEd, DFA, PCOO, PtA and PBS. The OrganizingCommittee oversees the project implernantation, formulates the necessary policies and approvesthe plans and activities from pre-, during-. and post-. implementation ofthe National Competition.

Following the guidelines set by the Project Organizing Committee, the Department of Educationdirectly handles the search for the participants. The search is done on three levels: l) local school,

2) division o{fice and 3) regional office. The frst placers in the regional level contests conductedin each of the l7 DepEd regional offices are sent to compete in the National Competition.

The DepEd Regional Offices shall submit the name of the regional student participant, togetherwith the accomplished student information sheet (please see Enclosure No. 2) to the Bureau ofCurriculurn Development (BCD) on or before February 15, 2022 through:

The DepEd Regional Offices shall also submit to the DepEd Bureau ofCurriculum Developmenta report on the conduct of the regional contests with names of participating students and schoolsfor documentation purposes

The DepEd BCD will subsequently transmit the names of the regional student participants to thePTV Network as the implementing agency.

The student-participants for the National Level Competition must:

a. be in Cnades 9-10 benresn fifteen (15) to seventeen (17) years old; must not be 18 years oldby the time of the Regional Competition which will be held in 2022;

b. come from either a public or private school;c. be proficient in the English language, both oral and written;d. have a grade of85 and above in Social Srudies in the first quarter ofschool yeu 2021-2022;e. have good interpersonal skills/ be a good team player;f. be physically and mentally fit;g. be willing (with parental consent) to travel to Quezon City for the National Competition as

well as to Myanmar for the Regional Competition in 2022 ifhe/she is declared one of the topthree (3) winners in the National Competition;

h. meet other criteria that may be deemed necessary by the ASEAN Quiz Organizing CornmineePhilippines.

Relatives up to the second degree of consanguinity of the ernployees of the implementing aldpartner agencies ofthe project shall not be allowed to participate in the National Competition.

V. NATTON COI\TPETITION (MARCIT 2022)

Dates and Venue

The local regional winners will cornpete in the National Competition to be held inQuezon City on 8-ll March 2022. T\e Competition Proper will be on March 10,2021.The venue of the competition will be at thePeople's Television Network, [nc., VisayasAvenue, Diliman, Quezon City.

The National Competition will follow a 4-day schedule. (Please see Enclosure No. l forlhe Programme of Aclirities-)

The fonnat for the l0$ ASEAN Quiz National Competition will be the same format usedin the 9fr ASEAN Quiz National Competiion. @lease see Enclosure No. 3 for the Ouiz

D. Develooment of Test Ouestions

A Test Development Sub-Committee of the lOn ASEAN Quiz National CompetitionOrganizing Committee to be composed of representatives fiom DFA-ASEAN, DepEd,PCOO, PIA PTV and PBS shall formulate the questions. The Organizing Committeemay also invite represortatives from pertinent institutions as may be deemed necessary.

As agreed upon by the Project Organizing Committee at its first meeting on 29 J:ul:re 2021,the test questions shall cover the three ASEAN Community Pillars - Political Security,Economic and Socio-Cultural; ASEAN in General, and ASEAN Member States of AMS-specific.

The DepEd shall develop its own set of test questions for its regional level contests andshall fumish the Sub-Committee on Tesr Development and Quiz Mechanics a copy to beavoid the repetition ofquestions for the National Competition.

Suggested reference materials include, among others, o{ficial ASEAN publications fromthe ASEAN Secretadat in Jakarta, Lrdonesia and the Deparunent of Foreip AffairsPhilippines, the ASEAN website (e.g. ASEAN Secretariat, ASEAN Communities,ASEAN Center, etc.), website of the ASEAN Committee on Culture and Information,websites of al1 l0 ASEAN Member States and other relevant official websites.

E. Board ofJudees

The Board of Judges for the National Competition shall be composed of three (3)members representing ASEAN-Philippines, DepEd and an academic institution that hasan ASEAN Studies Program. The Board of Judges shall elect among thernselves theChairperson.

F. Selection of Winners

The three students with the highest scores shall be declared as the first, second and thirdplace winners" respectively. The fourth placer shall be elected as altsrnate participant incase any of the three winners will not be able to participate in the Regional Cornpetition.

The first, second and third winners shall compete in the l0th ASEAN euiz RegionalCompetition that will be held in Myanmar in 2022.

G. Awarding Ceremonv

The Awarding Ceremony for the winners will be led by Secretary Ruperto Martin M.Andanar, Presidential Communications Operations Office (PCOO) to be assisted bythe members of the Board of Judges, PTV Network General Manager and

representatives ftom the partner agencies.

VI. ADMINISTRATIVE AND ISTICAL ARRA.NGI'MENTS

A. For the S t-PrrticiDants

l. The l7 student-participants shall stay in Quezon City through all the four days of theNational Competition. Their accomrnodation and meals (board and lodging) will beprovided by PTV chargeable against the project firnds. Room sharing will be observed.

2. The travelling expenses (airfare/bus fare)) of the l7 DepEd regional student participantsfrom home region to Quezon City shall be charged against DepEd's local firnds.

3. PTV and DepEd will provide transportation support while in Quezon City during the

Quiz period.

4. During the Quiz Proper, the student participants shall wear the recognized/accepted

regional dress.

B. For the Coaches

L One coach shall accompany each student-participant during the Quiz period. Their travelexpenses (hansportation, board and lodging) shall be charged against their local funds.

2. T\e 17 coaches will be provided meals and transportation while in Quezon City duringthe Quiz period, but the accommodation and travelling expenses fiom place of origin to

Quezon City and back will be at their own expense.

3. The 17 coaches will be billeted with the students in the same hotel. The Quiz Secretariat

will provide booking assistance to the coaches.

4 During dre Quiz Proper, the coaches shall also wear the recognized/accepted regionaldress.

vil. PROMOTTONS AND PfIBLICITY OTCOMPETITION

H. Prizes

5. PTV will provide Secretariat assistance during the Quiz period.

l. The ASEAN Quiz shall be given maximum publicity through print (press releases), radio(plugs and live announcement in program), TV (TV guestings, plugs and live announcement

in programs), online (official websites and social media accounts) and mobile (text blasts).

2. Radio/TV interviews and/or guestings are encouraged to be handled by local radio/TVstations of PBS and/or PTV as deerned available and appropriate- PTV will handle fulldocumentation of the Quiz activities.

3. The websites of PTV, DFA, DepEd, PCOO, PIA and PBS will be used for the promotion olthe l0rhASEAN Quiz.

4. A Souvenk Program will be developed for the l0th ASEAN Quiz National Competition.

!1IT. AIRING OF THE 1OTII ASEAN OTIIZ NATIO NAL COMPI.;I'I'IION

4. Coaches of the national winners, DepEd National Focal Person, and other DepEd officialswho wish to join the Philippine delegation in Myamnar in 2022 shall charge their travellingand other incidental expenses to local funds or other sources of funds subject to the auditingrules and regulations.

5. The Project Organizing Committee, as deemed appropriate, will prepare a weekJongbriefing/review session for the Philippine participants prior to their departure for the RegionalCompetition in Myanmar.The National Focal Person and coaches of the thee participants are

expected to join the students in the review sessions.

Quiz Mechanics for the Competition Proper 10 March, 2022, PTV-4 Studio

1. The 17 student-participants from DepEd 1s 17 regions shall compete individually in twosegments.

2. The two (2) segments are as follows:

Segment 1: True or False and ultiple Choice Segment 2: Fill-in-the-Blanks or Completion

3. Segment 1: The True or False part will have 1 O questions. Each correct answer will be given 1 point. The Multiple Choice part will have 10 questions. Each correct answer willbe given 1 point. Total score is 20 points.

4. Segment 2: The Fill in the Blan s or Completion will have 20 questions. Each correctanswer will be given 3 points. Total score is 60 points.

5. The total points for the Competition is 80.

6. The participants shall be seated in individual chairs with armrest.

7. Each participant shall be provided a white board, a marker and an eraser to be used in answering the questions for Segments 1 and 2. Participants will write their answers on the whiteboard.

8. For Segment 1 (True or False and Multiple Choice), participants will write the wordTrue or False for the True or False questions and write the letter of the correct answerfor the Multiple Choice questions. Participants will be given 10 seconds to write downtheir answer.

9. For Segment 2 (Fill in the Blanks or Completion), participants will be given 15 seconds to write down their answers. A buzzer shall ind·cate that the time is up. Answersshould be written in full; with no abbreviations or acronyms. Articles and prepositionsshould be correct. Answers with wrong spelling will be considered wrong. Correctionsmay be made by the participants but the previous answers must be fully erased or fullycrossed out within the given time allotment.

Each question in Segments 1 and 2 will be read twice. After the Quizmaster readsthe question the second time he/she will say 'GO'. Only then will the participants writetheir answer. When the time is up the Quizmaster will say llMarkers Up'. Participants willthen hold up their markers and whiteboards to show their answers. The Quizmaster willread aloud the answers of each participant. The scorers will record the answersaccordingly. A cumulative score per participant win be announced by the Quizmasterafter each round before moving on to the next segment.

10. The Organizing Committee and Sub Committee on Test Development and Quiz Mechanics shall provide technical support and clarification deemed necessary by theBoard of Judges.

1 1 . Scoring Systems. There will be two scoring systems to ensure correctness oftabulations. To be handled by a PTV Smring Team designated by the OrganizingCommittee. These two scoring systems are: (1) by computer, and (2) manually, usingscoring sheets and a tabulation board prominently displayed for the reference of the 17student-participants, the Board of Judges, the 10e ASEAN euiz National CompetitionOrganizing Committee, the Sub-Committee on Test Development and euiz Mechanics,coaches and other guests.

12. After the completion of Segment 2, the cumulative points earned by each participant inthe two segments will be tabulated. The results will be examined and verified by the l0sASEAN Quiz Organizing Committee. When the resuhs have been verified, these will besubmitted to the Board of Judges and announced accordingly by the euizmaster.

13.The Chairman of the Board of Judges shall declare the First, Second and Third placeWinners. The three highest pointers shall represent the philippines in the 1Ot, ASEANQuiz Regional Competition in 2022 in Myanmar. The Fourth place winner shall bedeclared as the altemate team member in case anyone of the three winners will beunable to go to Myanmar for the Regional Competition.

14. ln case of a tie, tiebreaker question/s shall be asked until derinite winner/s emerge. Atthe start of the tiebreaker round, the s@res revert to zero.
