Background: TheproposedFiscalYear2021budgetsupportsTSTC’scurrentstrategicplan.TSTCestimatesaconsistentlevelofstateappropriationsandtuitionrevenuescomparedtotheprioryear,anddecreasesinotherrevenuesrelatedtothelastingeffectsoftheCOVID-19pandemic.Budgetedoperatingexpensesof$234,138,183andoperatingtransfersof$1,832,924,combinedforatotaloperatingbudgetof$235,971,107.Totalcapitalprojectexpensesarebudgetedat$40,293,087,combiningforatotalallfundsbudgetof$274,431,270,netoftransfers.ThelevelofspendingforFiscalYear2021islessthantheprioryear’sbudget,butmorethantheexpectedactualspendingforFiscalYear2020.Managementreducedspendinglevelsbysuspendingcertainmajorprojects,reducingdepartmentaloperatingbudgetsacrosstheboard(includingsubstantialtravelexpensereductions),andceasingnearlyallnon-facultyhiring.ThesesavingswereoffsetbyincreasesinpersonnelcostsduetotheannualizedimpactofmeritincreasesawardedduringFiscalYear2020.Additionally,TSTCreceivedfederalCARESgrantfundsthataccountforlargevariancesinbothrevenuesandexpenses.TSTCwillreceiveatotalof$10.6millionintotalproceedswhichwillberecordedasrevenueandexpenseasfundsaredispersedoverFiscalYears2020and2021.
Justification: TheproposedbudgetsforEducationalandGeneral(E&G)fundsareinbalancewithlegislativeappropriations,projectedtuition,andotherappropriatedincome.TheproposedbudgetsforDesignated,Auxiliary,andPlantFundsarebasedonestimatesthataresupportedbyanticipatedandhistoricalactivities.TheproposedbudgetsforRestrictedFundsarelimitedtothosefundsavailablefromexistinggrantsandcontracts.Historically,thesebudgetsincreaseduringtheyearasnewagreementsareapproved;theseincreasesoftenresultinadditionalFTEs.
