Dear Fellow Dallas ASHRAE Members,

The first week of January has, for me, always been a roller coaster ride. I

start year with the sadness of boxing up all the holiday decorations, and with

them the memories of the previous year. But then, the minute they are all in

attic, I get my (somewhat) uncluttered house back, and I know it’s time to start

making new memories for the new year!

We are commencing 2013 with the most-attended event year after year – The

Ethics Program. This year, we are expected to reach a record number of 160

participants!

From there, February brings us a technical session covering REVIT

Standardization, followed by our regular business meeting featuring a

presentation on Texas Legislation for Construction. Don’t forget that February

is also Membership Promotion Month, so along with the typical free guest

lunch at the meeting Shelby Felix will give a prize to the existing member who

best follows the recruiting process. More details will follow in the shaded

section of February’s meeting flyer. Please be sure to attend this day (with a

guest, of course) and take advantage of the opportunity to earn multiple PDH’s

in a single trip.

Last but certainly not least, the ASHRAE Winter Conference is only a couple of

weeks away. The Dallas Chapter will have a hospitality suite available for

members to escape to during breaks from their training sessions. Whether

it’s to find a place to store your winter jacket, or to run into an old colleague,

the suite will be open for everyone, free of charge, from 7:30 AM to 8:00 PM

daily. Once we check in and have a room number it will be posted on our

website.

The Dallas Chapter will also host a Welcome Party, Saturday night the 26th

from 6:00 to 8:00 and a Member’s Night Out, Tuesday night the 29th from 6:30

– 11:00. Both events are open for all members and their spouses, and

admittance is free if you registered for the Winter Conference.

Dallas’ meeting is one of every ASHRAE member’s favorite locations; our

genuine Southern Hospitality attracts more members than any other city. Let’s

continue that tradition and show everyone at ASHRAE Headquarters a great

time once again.

Howdy! February is Membership Promotion month!

Bring a guest to lunch for free at our next meeting. For

every guest you bring, your name will be entered into a

raffle for a $50 gift card. Also, for every person that

you influence to become a member in the month of

February up until our March meeting, your name will

be entered. You’ll need to contact one of the board of

governors to make sure we know to enter your name.

Email me at [email protected] with the name of

the new member. There’s no limit to the number of

times your name can be entered. We’ll draw for the winner at the beginning of the March meeting.

As of January, we have 32 members with delinquent membership status. The delinquent status means their dues are 1-

6 months past due and are in risk of losing their membership status and total years! There are plenty of ways to fix

this, with the easiest being to renew online. Visit www.ashrae.org and log in to renew. Contact me with any questions

on any of this!

Finally, there are lots of YEA events and opportunities happening in the next few months – contact Brandon Scharn

with information on how to volunteer and help out. Also keep an eye on the YEA listserv. We’ll send out information on

our next YEA Happy Hour through that. You don’t need to be a YEA member in order to help out or participate in any of

these events – just come support ASHRAE and the young people involved!

CALLING ALL VOLUNTERS! ASHRAE WINTER MEETINGBy: Jay Martin, Sessions Subcommittee Chairmain - 2013 Winter Meeting

ASHRAE’s winter meeting is coming to Dallas this January (26-30). If you are willing/able to serve as a monitor for the

educational sessions you will receive complimentary registration for the conference (you would still have to pay for

individual extras like lunches). This is a serious commitment since you will be getting a $300+ value, so we need for

you to be prompt and diligent on your day of service.

• A monitor serves during the technical sessions to scan badges, take attendance, and to alert others is

something is going wrong. We will provide training.

• The time commitment is from approximately 7:30 am to 12:30 pm on a single day (Sunday through

Wednesday) or from 1 pm to 5 pm on Sunday or Monday.

Please contact me [email protected] if you are interested in serving. Monitor roles will be awarded on a

first-come, first-serve basis – you will know for sure if you have been selected by early October.

It’s that time of the year again! Engineer’s week is just right

around the corner on February 17-23 and we are in need of

volunteers to help out with various activities during the week. If

you would like to know more information or to sign up please let

me know.

January’s YEA happy hour was a success and had a great

turnout. However, we are already working on getting next

month’s event organized and are looking for a volunteer to

sponsor next month’s event. If you or someone you know would

be interested in being a sponsor for one of our YEA happy hours

please do not hesitate to contact me. Your help is greatly

appreciated.

We are still searching for candidates for our Dallas Chapter of ASHRAE scholarship as well as the Peanut Vinther

Scholarship. The deadline, March 1st, for these scholarships is fast approaching. For more information on these

What Are You Doing for National Engineers Week?(February 17 - 23)Many people make New Year’s resolutions – if yours was to volunteer

more in your community while inspiring the next generation of young

engineers, then National Engineers Week may be the perfect fit for you!

National Engineers Week (eWeek) provides guided opportunities for

engineers to help students at all grade levels understand what engineering

is all about, and encourage them to enter this diverse profession. Supported by over 100 partners, eWeek is truly a

grassroots, volunteer-driven movement made up of a series of events and programs, including Introduce a Girl to

Engineering Day (February 21), the Future City® competition, New Faces of Engineering, the DiscoverE outreach program,

and others.

Highlighting one of these programs, throughout the year, DiscoverE sends thousands of volunteers into K-12 classrooms

to help students understand how the exciting world of engineering impacts their everyday lives. Volunteers are guided

through the process of meeting with students during class or after school, and equipped with fun activity and presentation

ideas. More information on DiscoverE is available at www.discoverengineering.org. (Note: Make sure you click through

the introductory screen, which sometimes takes awhile to load.)

ASHRAE supports eWeek through its involvement as a member of the Engineers Week Committee, participation in

several programs, and has previously co-chaired the celebration.

Learn More about Grassroots Government Activities in DallasIf you’re planning to attend ASHRAE’s Winter Conference in Dallas (January 26-30), take time to check out a couple of

sessions, which should help to inform future efforts at the regional and chapter levels in the Society’s new Grassroots

Government Activities paradigm.

As has been reported in several past issues of the Update, last summer, ASHRAE’s Board of Directors approved the

creation of a new Society-level committee to address government actions beyond those which happen in Washington,

DC (i.e., state, local, provincial, national [beyond North America]). With the Grassroots Government Activities

Committee (GGAC) coming online in earnest at the Annual Meeting in Denver (June 22-26), it is crucial that members

and chapters are made aware of how this programming is taking shape.

Here are two opportunities to learn more in Dallas:

· The training session for the new Regional Vice Chairs for GGAC will take place Sunday, January 27, from 9 a.m.

to noon. This session will cover the scope of what GGAC is at all levels of ASHRAE – from the Society down to

the section. There will be very limited seating available, so get there early.

· Seminar 41, “How Federal and State Energy Policy Impact ASHRAE Members,” will feature a moderated panel

in which several experts discuss both how U.S. federal and state energy-efficiency matters are playing out and

why it is imperative that ASHRAE gets involved. Keith Reihl, who will serve as the First Vice Chair of the GGAC,

will moderate. Panelists include:

o Steve Skalko, Chair of ASHRAE’s Standing Standard Project Committee for Standard 90.1;

o John Cymbalski from the U.S. Department of Energy’s Energy Efficiency and Renewable Energy

program; and

o Jeff Harris of the Alliance to Save Energy.

ASHRAE Volunteers Help Achieve Success for Standard 189.1 in National Defense Bill

In one of their last major actions of the year, last week Members of Congress overwhelmingly passed the final

version of the National Defense Authorization Act (NDAA) for Fiscal Year 2013 (H.R.4310).The passage of this bill,

which contains no restrictions on the use of U.S. Department of Defense (DOD) funds for ANSI/ASHRAE/USGBC/IES

Standard 189.1 – Standard for the Design of High-Performance Green Buildings Except Low-Rise Residential

Buildings, represented a major victory for ASHRAE and supporters of Standard 189.1. This success was largely due

to the efforts of ASHRAE volunteers, who helped educate key Congressional staff on the importance and cost-

effectiveness of the Standard. ASHRAE also coordinated its efforts with a number of technical societies and

stakeholder organizations to help remove this restriction from the final bill.

If left intact, the restriction on DOD would have directly impacted the U.S. Army, which has been required to begin

using Standard 189.1 since the beginning of the 2013 fiscal year, which began this past October.

Reference to Standard 189.1 is specifically mentioned in the joint statement from the managers of the bill;

the joint statement is used to help convey legislative intent:

“The conferees note that while there is no prohibition limiting the use of funds for implementation of ASHRAE

building standard 189.1, they expect DOD to not provide broad, sweeping policy guidance on the use of ASHRAE

building standard 189.1 but rather utilize this standard on a project by project basis to maximize savings based

on geographic locations and returns on investment through water and energy efficiencies, among other

considerations.”

The final bill also continues the DOD prohibition on the use of funds for LEED Gold or Platinum certifications – but

adds a new qualifier – this prohibition ends when DOD provides guidance to the Congressional Armed Services

Committees on the Department’s pursuit and use of building rating systems and standards for energy and water

efficiency and sustainable design.

The NDAA is one of the few yearly must-pass bills, as it paves the way for funding DOD programs and activities –

including military facility construction. The passage of this year’s bill represents the 51st consecutive time this

has happened. Although President Barack Obama issued a veto threat over provisions in the bill concerning

issues such as the transfer of detainees in Guantanamo Bay, the President is expected to sign the bill into law

soon.

Lunch Presentation Update on Texas Legislation for Construction Mr. Westcott will present Texas Legislative Updates impacting the construction industry, including upcoming changes to lien laws and indemnity clauses that will affect small to mid-size business throughout the state. Ben Westcott is an Attorney-at-Law with Andrews Myers, PC, whose practice focuses on transactional and dispute resolution aspects of construction law. He has served as the chair for the ABC Greater Houston Legal Issues Committee for three years and was recently elected to the Board of Directors of ABC Texas. He has been instrumental in crafting two construction-related bills designed to help contractors collect monies owed in a much quicker manner that were signed into law by Governor Rick Perry during the 82nd Legislative Session Technical Session Presentation REVIT Standardization for MEP Firms The presentation will show advantages that include incorporating the engineering design in the BIM model and how companies are able to maintain their standards and aesthetics. Moving away from basic 3D drafting to development of the model based on design criteria. Experimentation has been done to determine challenges and hurdles. The organization of the data is focused on user comprehension and compatibility across any source that utilizes the same standard. This allows multiple team members to have the ability to create content for projects without relying on key personnel for support. FAQs to discuss include why we would bother and how this will save project time. Mr. Craig Chappell is the BIM Coordinator for Purdy-McGuire, Inc., and earned a B.S. in Marine Engineering Systems from the United States Merchant Marine Academy. His duties include to work with engineering design employees to advance production teams and help them to use REVIT technology to work smarter and more efficiently. Enjoy an afternoon having lunch and shooting sporting clays with the DFW area building engineers and designers. This event is hosted by the ASHRAE Dallas Chapter with the intention of bring together professionals from several great Texas chapters of ASHRAE, ASPE & AFE.
