Responsibilities of the Band Chairman 1. Nominated and elected at spring region meetings in even years. 2. Presides over HS Band Director meetings and attends middle school meetings when possible. 3. Represents the Band Division at Executive Committee meetings. 4. Organizes the High School Auditions. 5. Attends the Middle School Auditions, Clinic and Concert when possible. 6. Assigns Band and Percussion Organizers and hires Clinicians for the High School Clinic and Concert. 7. Liaison to UIL Executive Secretary for high school UIL events. 8. Requests annual variances to the TMEA Executive Board regarding auditions and/or the clinic and concert. 9. Prepares agendas for the fall and spring meetings. 10. Resolves problems and disputes relative to any TMEA activity. 11. Responsible for the band division’s funds, maintain the Region’s bank account and financial records, and pay all

TMEA-related bills. 12. File a region financial report with the state office two times per year. 13. The Chairman shall serve for a period of two academic years.

Responsibilities of the MS and HS Jazz Coordinators 1. Nominated and elected at spring region meetings in even years. 2. Presides over Middle School Band Director/HS Jazz Band Director meetings. 3. Represents the Middle School Band Division/High School Jazz Division at Executive Committee meetings. 4. Organizes the Middle School/High School Jazz Auditions. 5. Organizes the Middle School/High School Jazz Clinic and Concert. 6. Assigns Band and Percussion Organizers and hires Clinicians for the Middle School/High School Jazz Clinic and

Concert. 7. Liaison to UIL Executive Secretary for middle school UIL events. 8. Requests annual variances to the TMEA Executive Board regarding auditions and/or the clinic and concert. 9. Shall keep band chairman updated and posted of all administrative details and concerns.

Stipends 1. The High School Band Chairman stipend is given an annual honorarium of $500. 2. The Middle School Band Coordinator is given an annual honorarium of $500. 3. The High School Jazz Coordinator is given an annual honorarium of $500.00

Director/Active Member Sponsor Responsibilities General Policies 1. TMEA Active Membership is required to enter and/or sponsor students in TMEA Auditions. 2. The TMEA Active Director/Member Sponsor must be in attendance and be available to serve as an audition staff

member for any and all activities in which their students are involved. 3. Failure to adhere to this policy subjects the Active Member Sponsor to the TMEA Penalties for Rules and Policies

Infractions process. 4. For Orchestra and Jazz Area auditions, the director of record entering the students in the area process must be

available to judge or monitor at the Area level. 5. When entering students in the audition process, the TMEA Active Member Sponsor must provide proof of TMEA

membership and submit the Audition Process Entry sheet with the following signed and dated Director’s/Member Sponsor’s Statement of Responsibility:

“I have read the Eligibility Requirements for TMEA Activities and agree to abide by all the rules and regulations set forth by the Texas Music Educators Association with respect to all auditions and events. I have informed the students entered of the audition process and requirements for All- Region and All-State. They understand that if they are certified for Area in the orchestra winds/percussion, band, or choir, (and accept that assignment), they may not advance to Area through any other Division.”

Attendance Policy & Proxy Fee 1. All directors of competing students and their feeders (intermediate, middle schools, and highs schools) are

required to be available to serve as audition staff. 2. Failure to adhere to this policy subjects the Active Member Sponsor to the TMEA Penalties for Rules and Policies

Infractions process. 3. Directors that are not available to judge must notify the MS Band Coordinator, HS Jazz Coordinator, or HS

Chairman that they are not available no later than the 1st of September. 4. Any director that is not available, unless excused by a coordinator or band chairman, must pay the region proxy

fee. 5. The Coordinators or band chairman are responsible for securing and approving all proxy judges. The

Coordinators or band chairman may ask for contact information for proxies from directors that cannot attend. 6. Any director unable to serve must pay the $75 fee for the proxy to serve in their place.

High School Jazz Instrumentation 1. There are two Region Jazz Bands consisting of the following instrumentation

2 alto saxophones 2 tenor saxophones 1 baritone saxophone 5 trumpets

3 tenor trombones 2 bass trombones (this may be adjusted if needed) 1 guitar 1 bass 1 piano 2 drum set

Middle School Band Instrumentation 1. There are three Middle School Region Bands: Honor Band, Symphonic Winds and Wind Symphony. The Honor

Band is the “top” ensemble and is smaller in instrumentation than the others. The Symphonic Winds and Wind Symphony are equal in instrumentation with alternating chair placement to allow for equal ability (e.g. Flute 9 will be 1st chair of the Symphonic Winds; Flute 10 will be first chair of the Wind Symphony). The instrumentation is listed below as Honor Band/Symphonic Winds/Wind Symphony:

Audition Entry Procedures and Fees Entry Procedures 1. .TMEA Active Membership is required to enter and/or sponsor students in TMEA auditions. 2. Complete on line entry at http://www.tmea.org/divisions-regions/auditions 3. Mail the Official Entry Form, Declaration of Intent forms (if applicable) and payment to the address listed on the

Official Entry Form. Be sure it is postmarked on or before the contest deadline! 4. All contest deadlines will be 14 days prior to the day of the audition. 5. The late and final online entry deadline will be seven days prior to the day of the audition. 6. Correction to an existing student entry may be made between 13 and seven days prior to the contest without

penalty, but a student entry added less than 14 but more than seven days prior to the contest will result in an additional 100% student late fee.

7. A campus entry begun less than 14, but more than seven days prior to the contest, will be assessed a 50% additional campus fee charge and 100% student fee charge.

8. A campus entry created less than fourteen days prior to the contest will be subject to the TMEA Grievance Process.

9. Directors will be allowed to add or change student entries the day of the audition. The 50% additional campus and 100% additional student late fees will be assessed.

10. All fees must be paid or supported by a school purchase order prior to the start of auditions. Entry Fees 1. Campus Fee is $25.00 per school and Student Entry fee is $12 per student. 2. Late fees apply as listed above.

The Audition Procedure

Audition Personnel Contest Host Duties: 1. Provide facilities (adequate classrooms, warm-up, concessions, tabulation, bus driver hospitality, etc.). 2. The Contest Host must send a map and list of all rooms being used to the MS Band Coordinator two weeks prior

to the auditions. 3. Provide student and adult workers as needed for monitoring. 4. Provide additional band directors to assist in hosting duties. 5. Set-up the audition site. 6. Provide and set-up screens in each audition room. 7. Provide and set-up seating/desks for judges behind the screens. 8. Provide and set-up the appropriate number of chairs/desks needed for the students in each room. 9. Provide and set-up a music stand and performance chair in each room. 10. Provide and set-up check-in tables in the appropriate area. 11. Provide a concession area and place for items to be consumed. 12. Provide paper and easy access to a working copy machine (in or near the tabulation room). 13. Provide a marimba and set of timpani for percussion auditions.

Region Band Chair, Jazz Coordinator, and Middle School Band Coordinator Each position above serves as the Contest Chairman for their respected divisions. Each will: Organize and assign all judging panels prior to the contest. Communicate to the region directors the following prior to the contest via email:

a. Audition Entry Procedures, Fees, and Deadlines b. Judging/Monitoring/Tabulation/Staffing assignments c. Maps to and of the Host Site d. Information from the Contest Host concerning the auditions

Run or delegate the meetings of judges and monitors at the start of the contest. Provide copies of all forms and music necessary for adjudicating the contest. Tabulators The region chairman will assign band directors to serve as tabulators. If no band directors are available because they are judging other personnel will be hired at a rate of $100.00 per event. The lead tabulator will be the Region Band Division Chair, when possible. Tabulators are responsible for entering all data into the TMEA system for results.

Proxies 1. Proxies serve in place of TMEA Region 30 band directors. 2. It is the responsibility of the chairman or coordinators to approve/hire all proxies. Band directors that cannot

attend may be asked for suggestions. 3. Proxy fees are paid by the individual director that is not in attendance to the region (or directly to the proxy).

Stipends 1. Host $150 2. Assistant Host $100 3. Proxy Fee $75.00

Audition Procedures 1. Anonymity 2. Each student shall be assigned a unique, random and anonymous audition letter or number through the use of

the TMEA audition tabulation software. 3. All judging panels and contestants must be screened from view from one another in the audition room. Care

must be taken during all breaks to keep contestants and judges from discovering audition letters. Anonymity is vital.

4. At no time during the audition process should a contestant and his/her respective section judges have direct

communication. Any necessary communication must be done through an audition monitor.

General Information 1. Every judging panel shall adhere to TMEA eligibility requirements (5-member panels). Variances for 3-member

panels for Phase 1 auditions will be sent to the TMEA Executive Board annually. 2. Any student entered in any level of the audition process must meet all eligibility requirements. See Section I of

the TMEA Eligibility Requirements. 3. Students may only audition on one instrument. 4. Each school must have chaperones at the audition site. Directors are encouraged to educate chaperones in the

audition procedures so they may help solve problems when a director is not available. 5. The Region Chair (or MS Band Coordinator or Contest Host) may exclude visitors and spectators from the halls

adjacent to the audition rooms to maintain privacy and control the noise level.

Audition Procedures High School 1. It is the responsibility of the Region/Area Band Chair to ensure that sites chosen for auditions are ADA

compliant.

2. Each audition site should have a large room in which to hold a judges meeting prior to the auditions, a room that will serve as the office, and a tabulation room that is off limits to the general public. There should also be a central area to post results for student viewing, as well as a warm-up room that will not disturb those students who are auditioning.

3. It is the responsibility of the site host to identify those rooms being used for auditions. It is strongly advised to

provide a master room list in the warm-up area.

4. The TMEA Audition Entry and Tabulation System must be used for all levels of auditions.

5. The audition tabulation and report forms are generated through the tabulation software system.

6. Every judging panel shall adhere to TMEA eligibility requirements (5-member panels).

7. Any audition that is involved in the selection (or elimination) of students for the All-State Band must include excerpts from each of the state-prescribed etudes.

8. Any student entered in any level of the audition process must meet all eligibility requirements. See Section I of

the TMEA Eligibility Requirements.

9. The Region Chair may exclude visitors and spectators from the halls adjacent to the audition rooms to maintain privacy and control the noise level.

10. All students will play from one location in the room as long as it is practical to do so. A chair and music stand

will be provided at this one location for the performing contestant. The student may stand or sit as long as he/she performs from that location in the room. If a percussionist chooses to use his/her own instruments, he/she is waiving the right to play from the “one” location in the room.

11. The judges must hear each student play a portion of each of the official TMEA audition etudes before

auditions are completed. The etudes are those that have been published in the Southwestern Musician and on the TMEA website. There will be three rounds with one (1) excerpt performed during each round. (Exception: This may not be possible if there is not enough room to seat all the students at the same time). In each round, the student must play at least one (1) to one and one-half (1½) minute(s) of an etude. This timing should be based upon the prescribed metronome marking. This will obviously be approximate. If the complete etude is less than one minute in length, it should be played in its entirety. At the end of the audition, each student should have performed 3 excerpts.

12. The contestants will be seated in the room alphabetically by audition letter and must perform in the following

order:

Round 1: Top to bottom Round 2: 1/3 down to bottom, top to 1/3 down Round 3: 2/3 down to bottom, top to 2/3 down (Exception: This may not be possible if there is not enough room to seat all the students at the same time).

13. Prior to each excerpt, if a student so desires, a brief warm-up of no more than 5 seconds is appropriate. A student may only play the starting note of the excerpt. Mallet percussion may only play a roll on the starting note. Snare drum and timpani may only play a roll on the drum. Timpani students will be allowed up to 30 seconds for tuning before warm-up timing begins. After each fifth person plays, all students shall warm-up simultaneously for 20-30 seconds. There will be no restrictions on what the students can play during the group warm-up. However, disruptive activity could be subject to disciplinary action.

14. Metronomes (General) Students are permitted to use a non-audible metronome that is only a single purpose device. Said metronome may be used prior to the performance by the auditioning student. The student may not use the metronome during the performance. Metronome markings should be closely adhered to so as to maintain the intent of the music. More consideration should be given to the student who conveys the musical intent of the recommended metronome markings. Judges should score a student who chooses to perform outside the recommended tempo based on the student’s ability to preserve the musical integrity of the selection.

15. Electronic Devices (General) No electronic devices may be used or accessed by a student participant until the auditions for the student’s section have been concluded. Failure to comply with this regulation may result in disqualification. The list on non‐allowable electronic devices includes, but is not limited to, phones, electronic games, computers, cameras (Within an audition room) and playback systems.

16. The judging panels should use the forms provided by the State Band Chair for tabulating results. Every care shall be taken to avoid mathematical errors. The monitor and panel chair have the primary responsibility for ensuring accuracy on the judges’ forms.

17. Interpretations and discrepancies in the music often occur and judges should be open-minded and sensible about possible printing and editing errors.

18. THE OFFICIAL NOTICE OF ERRATA OR SPECIAL PERFORMANCE PROBLEMS WITH THE MUSIC IS THE TMEA

WEBSITE.

19. The computer tabulation system will generate Form 1 and Form 2 and each judge must use these forms to complete the judging process. The tabulation program will accept the total score from each judge, convert the score to ranks, drop the high/low scores, and compute the rankings.

20. The Audition Chair shall have a tabulation area off limits to everyone except the staff and the panel chairs

whose scores are being checked. Their job shall be to double check math and clerical accuracy of the results. They shall then prepare results for posting.

21. Results shall be posted with the following statement on each page: “Tabulated audition results shall be

available for inspection by directors for one hour following the conclusion of the entire audition. At the end of this period, the results are subject to the TMEA Appeals Process.”

22. Posted results should list all students who audition according to rank order. These results may not be taken

from the contest location.

23. Each school may be provided their individual school’s report with only the results for the students from that school.

24. At the close of the contest, the tabulation program shall rank all contestants by numbers: 1, 2, 3, etc. Ranks

are to be awarded through all contestants.

25. The “Olympic” scoring system will be used. Each contestant's high and low ranks will be dropped. The

contestant, the sum of whose remaining rank points is the lowest, will be awarded first place. All other rankings will proceed accordingly (2nd lowest, 2nd place; 3rd lowest, 3rd place; etc.)

26. In any case where there is a ties etc…see TMEA.org (Director Resources) 27. Any variance is submitted by the Region Band Chair prior to August 1st. All requests will be reviewed by the

Executive Board of TMEA at the June meeting. This form can be found in this handbook. Each Region Band Chair will be notified of acceptance or denial no later than August 15th.

28. Variances must be re-submitted annually for continued approval.

29. Each Region Band Chair must have a combined copy of the MS and HS Band and Jazz Audition Policies and

Procedures in their personal files and must email a copy [email protected] at the TMEA Headquarters by July 31 each

30. Students must sign in on time to their designated room. Special accommodations for early or late audition times

will not be made. Students must audition with their pre-assigned group. A student cannot enter the room after the completion of the first round of auditions within their pre-assigned group.

31. All students will play from one location in the room as long as it is practical to do so. A chair and music stand

will be provided at this one location for the performing contestant. The student may stand or sit as long as he/she performs from that location in the room. If a percussionist chooses to use his/her own instruments, he/she is waiving the right to play from the “one” location in the room.

Jazz Band

32. TMEA and TJEA cooperatively organize manage and operate the TMEA Region and All-State Jazz Ensemble programs. The jazz ensembles are unique among the TMEA All-State performing ensembles. The group's forty members are comprised of students who each play an un-doubled and individual part, are called upon to improvise extemporaneously in performance, and are selected to one of two All-State ensembles from a single audition at the Region level

33. Audition material for the Region and All-State Jazz Ensembles will come from the TMEA Band Division Chair and including, but not limited to, input from the TJEA All-State Jazz Ensemble Audition Etudes and All-State Jazz Ensemble Audition CD. The audition etudes will be published for all instruments (alto, tenor and baritone saxophones; trumpet; tenor and bass trombone; piano, bass; guitar and drum set). For all instruments except drum set, three written etudes will be required in the styles of Swing, Ballad, and Funk/Latin and one solo/improvisation etude. (Separate solo/improvisation etudes will be used at the Region and State levels. Drum set contestants will play three written etudes in the styles of Swing, Latin and Fusion/Funk with the All-State Jazz Ensemble Audition CD. Additionally, drum set contestants will be required to play 16 bars each of the following styles. (Tempo markings are approximate.): a. Swing (M.M. l44) Funk (M.M. 100) Latin/Samba (M.M. 120-200) Up-Tempo (M.M. 160+)

34. Some of the etudes for tenor trombone and trumpet may be written in such a manner that the first two-thirds of the etude will be of moderate range and difficulty with the last third reserved for greater range and difficulty. This will allow a Region to use the material at local auditions for students who may not possess the skills for the State level, but may be interested in the Region level. The suggested moderate cut will be marked on the etude. Recording for the State level will include the entire etude.

35. The improvisation and drum etudes will be selected from the ALL- STATE Jazz Ensemble Audition CD. CDs may not have been included in the all-state packet and may be purchased separately from your retail music dealer.

36. All-State Auditions must be held between the third Saturday of September and the third Saturday of October.

37. Each student must be entered by a TMEA Active Member Director/Sponsor using the online entry process.

38. Entry deadline in each Region shall be set by the Region.

39. Each participant will declare his/her intention to be considered for State Level, or Region Level only.

40. Any student entered in the process must meet TMEA eligibility requirement at the time of the audition, and must maintain this status for any subsequent rehearsals and/or performances of a Region or All-State ensemble should he/she be selected.

41. A student who is selected for the All-State Jazz Ensemble is no longer eligible to participate in any other Area

level TMEA contest.

42. TMEA Jazz auditions forms are generated using the official TMEA Audition Tabulation software.

43. Every Judging panel will adhere to the TMEA Audition Rules and Procedures with regard to 5 person panels.

44. For all instruments except drum set, each student's audition will consist of one swing, one ballad, and one Latin/funk etude, and two choruses of an improvised solo performance. Each drummer's audition will consist of: One Swing etude, One Latin etude, One Fusion/Funk etude

16 measures each of the following styles: Swing (M.M. 144) Funk (M.M.100) Latin/Samba (Quarter Note = M.M. 200) Up-Tempo (M.M. 160+)

45. With the exception of the aforementioned tenor trombone and trumpet, all etudes must be heard in their entirety. Each etude will be scored on a scale from 0 to 75. If this procedure is being used at Region level only, the trumpet and tenor trombone "moderate cuts" may be used. The improvised solo etude (and drum styles) will be scored on a scale from 0 to 75. This system will allow for a maximum of 300 total points.

46. While performing the improvised solo etude, the contest chair will provide the student may have the lead sheet "changes" on the music stand, without additional markings. No other materials written out solo(s) may be on the music stand.

47. Should the tenor trombone and trumpet sections have entries for both Region and All-State levels, a second

complete audition sequence for those wanting to be considered for All-State should be held immediately after the first audition. In this second audition, each student must perform the full etudes. If the first audition was comprised entirely of students who wish to be considered for All-State, only one audition is necessary.

48. By use of the TMEA audition program, the contest chair shall be responsible for tabulating, checking, posting

and reporting results. If the Region and All-State level auditions are being held simultaneously, the contest chair must distinguish those students who entered for All-State from those who entered for Region only. Note: It is possible for a student who was not selected for the Region Jazz ensemble to record for state. For example, assume player X auditioned on tenor sax and ranked 4th. Tenor Saxes 1- 3 chose not to audition for All-State. Player X is certified to record. ·

49. All rankings and ties must be handled in accordance with the procedure for tie breaking as printed in the

All-State Band Audition Procedures and Guidelines. All posting shall reflect the ranking of the entire section and shall be posted with the following statement:

"Tabulated audition results shall be available for inspection by directors for one hour following the conclusion of the entire audition. At the end of this period the results are subject to the TMEA appeals process."

50. The contest chair must certify the total number of students allowed per instrument provided the number of contestants meets or exceeds the demand. If the number of contestants is less than the demand, those contestants shall be certified. No chair or judging panel shall have the authority to eliminate a student if a Region or All-State spot is available.

51. Each Region is allowed to certify a maximum of the following instrumentation to the All-State level: 2 alto saxophones 2 tenor saxophones 1 baritone saxophone 5 trumpets 3 tenor trombones 2 bass trombones 1 guitar 1 bass 1 piano 2 drum set

52. Students shall record only one take of each etude (including improvisation) for the All-State Jazz Ensemble

Recorded Auditions. Recording multiple takes is prohibited.

53. Region certification materials must arrive at the TMEA State Office by 5:00 PM on the Tuesday following the third Saturday of October.

54. The following shall be included in the mailing: a. Separate recordings for each student

Middle School

55. The judges must hear each student play a portion of each of the official etudes before auditions are completed. The etudes are those that have been published on the Region 30 MS website. There will be three rounds with one portion/etude performed during each round. (Exception: This may not be possible if there is not enough room to seat all the students at the same time). In each round, the student must play the selected cut of each etude or selected scales. At the end of the phase 1 audition, each wind student should have performed 2 major scales and an excerpt of the 2 etudes, and each percussion student should have performed 1 snare rudiment and an excerpt of the snare and mallet etude.

56. The contestants will be seated in the room alphabetically by audition letter and must perform in the following order:

58. Selection of Etude Cuts, Scales, and Rudiments a. An open committee will meet the Wednesday prior to the auditions at a

location and time to be determined by the MS Band Coordinator. The committee will select all cuts to be performed in all phases for the auditions. The list of cuts will then be published and emailed to the region directory. Students can be notified as soon as the list is published.

b. Scales & Rudiments will be drawn at the beginning of the judges’ meeting on the day of the audition. The scales & rudiments will be made known to students in the audition room prior to the start of that round.

c. Phase 1 cuts will be a minimum of 25% of each etude. d. Phase 2 cuts will be 50%-100% of each etude. Notes on Percussion e. The mallet etude must be performed on a marimba (vibraphone, xylophone,

or bells may not be used in place of a marimba). f. Each school is expected to provide their own snare drum. g. Note on timpani tuning: Both drums will be pre-tuned by a monitor prior to

each student’s performance. The student will be responsible for the tuning of the pitch change as dictated by the etude within the measured time given for the change. Students may tune the drum by ear with the aide of a pitch pipe, mallet instrument, or personal tuner. The tuner must be a single purpose device (with the exception of a tuner/metronome combination).

Phasing The decision to “phase” an instrument is based on the number of entries. Likewise, consideration is given to the MS Coordinator and Contest Host to determine what will work best within the host school’s facilities. (See chart below). Phase 1 h. Phase 1 auditions will all take place in the morning. i. Every effort will be made to balance the rooms to keep them close to the

same amount of participants. Directors are responsible for getting names of DNA’s to the MS Coordinator the Thursday before auditions.

j. When possible, Phase 1 auditions will be conducted by a 3-member panel (requiring TMEA approval through a Variance). Directors cannot judge their own students.

k. Each room will run in a “round robin” format as described earlier. l. The first round will be Scales (Major Scale 1 and Major Scale 2) for Winds

and Rudiments and Snare etude cut for Percussion. m. The second round will be the Lyrical etude cut for Winds and the Mallet

etude cut for Percussion. n. The third round will be the Technical etude cut for Winds; there is no third

round for Percussion. o. Scales and Rudiments will be selected in the judges meeting; etude cuts are

selected the Wednesday prior to auditions. Scales and rudiments will only be known to the students at the start of each round.

p. At the completion of Phase 1, the advancing students shall report to the Phase 2 room at the specified time.

Middle School Judging Process 1. The judging panels should use the forms provided by the State Band Chair for tabulating results. Every care shall

be taken to avoid mathematical errors. The monitor and panel chair have the primary responsibility for ensuring accuracy on the judges’ forms.

2. Interpretations and discrepancies in the music often occur and judges should be open‐minded and sensible about possible printing and editing errors.

3. The official notice of errata or special performance problems with the music will be posted by the Region MS Band Coordinator on the region website for all directors of participating schools to download.

4. The computer tabulation system will generate Form 1 and Form 2 and each judge must use these forms to complete the judging process. The tabulation program will accept the total score from each judge, convert the score to ranks, drop the high/low scores, and compute the rankings. Form 2 will be used to ensure that an individual judge has no ties (i.e. every student must have a unique raw score).

5. The Audition Chair shall have a tabulation area off limits to everyone except the staff and the panel chairs whose

scores are being checked. Their job shall be to double check math and clerical accuracy of the results. They shall then prepare results for posting.

6. Results shall be posted with the following statement on each page: “Tabulated audition results shall be available

for inspection by directors for one hour following the conclusion of the entire audition. At the end of this period, the results are subject to the TMEA Appeals Process.”

7. Posted results should list all students who audition according to rank order. These results may not be taken

from the contest location.

8. Each school may be provided their individual school’s report with only the results for the students from that school.

Audition Music Middle School 1. Etudes for the 2016 Auditions will be made through collaboration of old Region 2 and 7 lists. Scales and Rudiments were approved by the region membership. A listing of these materials is posted on the Region website and will be emailed to the membership during the week of TBA. 2. The region website is the official source for errata. Directors/Sponsors should check the site frequently during the time leading up to the auditions. 3. The judges must hear each student play a portion of each prescribed scale and etude before auditions are complete. 4. Etude Selection (for future years): The Region MS Band Coordinator is responsible for designating a meeting time and place at the Texas Bandmasters Association Annual Convention to hold an official drawing for the set of etudes to be used for that year’s auditions. The two previous used sets are not eligible for selection. 5. The “Region 30 Scale List” is the official list of scales and ranges that should be prepared for the auditions. 6. The “Region 30 Rudiment List” is the official list of rudiments and performance practice that should be prepared for the auditions. 7. It is the responsibility of directors to obtain audition music for their students. The region will not provide copies of the etudes. High School – see TMEA.org Ninth Grade – Any high school director is invited in August to make-cuts of the TMEA All State Music for the ninth grade auditions. This is normally held the first to second weekend at a local high school. Alternates 1. Two alternates will be named for all concert band auditions that have a two-phased audition. 2. One alternate will be named for concert band auditions that have a single-phase audition. 3. One alternate will be named for jazz auditions. 4. Named alternates will be printed in the Concert Program. 5. Additional alternates can be called for the clinic/concert if needed. 6. Additional alternates will be called in order based on final results of the audition. Certification Procedures-High School 1. Through this is the process, students may qualify for Area auditions in both Wind/Percussion and Vocal, and then choose the one in which to audition. The TMEA Eligibility Rules state: A student may audition in band and/or choir and/or orchestra, but once notified of placement in either the All-State Jazz Ensemble or All-State Orchestra (strings) may not advance to Area for another All-State group 2. Each director/member sponsor documents which students wish to audition in both the Wind/Percussion and Vocal Divisions on the web-based Official Entry Document, which is submitted to the Region Chair. 3. Following the final audition for Area certification, the director(s) must have all dual certified students from their organization complete the Area Declaration Form.

4. The student must complete the Area Declaration Form which must also be signed by both Divisional Directors/Sponsors of that student. The form must then be submitted to the TMEA Deputy Director via fax or email by December 15 in order than an alternate may be notified. 5. The TMEA Headquarters will be responsible for notifying the director/sponsor of alternates utilized as a result of Dual Certification elections. Clinic and Concert Stipends/Honorariums Clinicians – The clinician for each band will be paid accordingly: 1. 2-day Clinic and Concert - $1000 (plus expenses)-5A Symphonic and 6A Symphonic 2. 2-day Clinic and Concert - $850 (plus expenses)-Middle School Bands, Ninth Grade Band, and 5A and 6A Concert Bands 3. 1-day Clinic and Concert - $700 (plus expenses) 4. If needed, the region will provide hotel accommodations for each clinician. 5. Reimbursement for mileage available upon request. 6. Meals, meal reimbursement, or per diem will be provided for each clinician.

Band Organizers: 1. The band organizers will each be paid an honorarium of $150. 2. Meals will be provided during the clinic and concert. 3. Reimbursement for supplies will be provided if approved by the Region Chair.

Percussion Organizers: 1. The percussion organizers will each be paid an honorarium of $150. 2. Meals will be provided during the clinic and concert. 3. Reimbursement for supplies will be provided if approved by the Region Chair.

Clinic and Concert Host: 1. The clinic and concert host will each be paid an honorarium of $150. If there is an assistant host, they will be paid an honorarium of $100. 2. Meals will be provided during the clinic and concert. 3. Reimbursement for supplies will be provided if approved by the Region Chair.

Student and Director Attendance Requirements Student Attendance Requirement 1. All students that earn a chair in the region band are expected to attend the clinic and concert (pending academic eligibility). 2. It is the responsibility of the band director of any student not participating in the clinic and concert to contact the Region Coordinator so an appropriate alternate may be called. 3. Students must participate in the entire clinic in order to perform at the concert and earn a patch. If a student is unable to commit to the entire clinic and concert, they will forfeit their chair. Director Attendance Requirement 1. A minimum of one director (or sponsor) from each school with a participating student member should be in attendance at the clinic and concert to handle any issues that ay arise for their students. 2. The region often hosts a Director’s Meeting to discuss the recent auditions and clinic and concert. Any Region director, whether they have a participating student or not, is invited to this meeting.
