Remember, you can make a difference! Did you know that writing one letter to your elected official is regarded as representing the thoughts of 20 others?This booklet will walk you through the steps to become an involved citizen and empower you to:• Get Involved - The “How to Make a Difference” section will guide you

through understanding the legislative process and effective communication skills. You will learn basic steps in the legislative process, common terms heard around the Capitol, how to address public officials, and how to write letters.

• Contact your Legislators - The “Federal and State Directories” section will provide you with contact information on your elected officials, including district maps and committee membership. If you don’t know who your elected officials are, visit our website at txvalues.org and type in your address on the “Find your elected officials” link. How To Make a Difference

The following are some helpful tips to keep in mind when you are trying to influence a legislator or legislation:

DO • Be specific and know your facts. • Be honest, direct, positive, and brief. • Attend hearings on specific bills and register and/or testify in support for or against the bills. • Show your legislator how the legislation you support will help the district. • Check the progress of the bills that interest you as often as possible. • Treat your legislator as a friend and an intelligent citizen. • Invite legislators to a local program in your area. • Write a thank you letter after a visit or supportive action taken by your legislator. • Write letters to the editor or opinion articles for your local newspaper.

DON’T • Be argumentative or abrasive. • Press for an answer from your legislator on the first visit. • Interrupt them when they are obviously busy or in a hurry.

CONTACTING YOUR ELECTED OFFICIALSome effective means of communicating with your elected official include letters, phone calls, emails, faxes, and personal visits. On the following pages you will find guidelines to help you make the most of these opportunities.

conTacTing Your officials

The Texas Values’ website, txvalues.org, is optimized to make it easy for you to find out who represents you and make a difference by contacting your officials. You may use the online tool to respond to action items or to contact your officials on other matters. In a matter of minutes, you can send an email, call, or send a letter to your officials.

How to respond to an Action Alert:

When a pro-family issue requires action, Texas Values will notify you in our weekly email or in an Action Alert. You can have your voice heard by clicking on the Action Alert link in our email, or by visiting the Action Center at txvalues.org. 1. Visit txvalues.org2. Under “Take Action” menu click “Action Center”3. Click on the Action that you want to take 4. Enter your address and contact information5. Send your message to your elected officials

What if there are no active alerts?

If we do not have a specific campaign where we are focusing our efforts, the first screen you see will be a page where you can input your contact info. This is your opportunity to send a message to an elected official on any pro-family topic you choose. Simply follow the instructions, which will guide you through selecting the recipients, composing, and then sending your message.

What if I want to contact my elected official about a different issue?

If there is an issue of personal concern that is unrelated to the active issues online, you can click “Elected Officials” to search for your officials' contact information using the following pages to help you make the most of your conversation with your officials.

THE LETTER

A letter can influence a legislator’s opinion: • By persuading him/her to take a position on a new issue • To reverse a position he/she has already taken • To encourage the legislator to renew efforts on a position already taken

Some tips to remember: • Keep letters to one page, if possible. • Limit letters to one subject. • Write legibly or type your letter. • Have your exact return address on the letter, not just the envelope. • Letters should be dignified, respectful and sincere. • Be specific in stating why you are writing, what you want your legislator to do and how the legislation will affect the district, you, and your family. • Be objective and avoid exaggeration. • Enclose documentation which supports your position. • Identify your subject clearly (if you are writing about a specific bill, note the bill name and number). • If using a form letter, add in your own introduction and closing. • Request an answer. • Ask what their positions are on an issue or bill. • Time your letters, if possible, to arrive during the middle of the week (i.e. after the huge Monday mail delivery and before the Friday rush to depart for the weekend). • When appropriate, send a copy of your letter to a radio or television commentator, newspaper editor, or other opinion molder (Make a notation on the original to let your elected official know that your views will be considered by other influential people within their state or district). • Requests should be reasonable and possible to accomplish. • Write your representative when he/she does something that deserves recognition and praise.

As a resident of the 32nd Senatorial District, I am an active

citizen in the Wabash community. There are a number of issues

currently before the Texas Legislature which are of concern to my

family and to others in my neighborhood.

Could you let me know your views on SB 000? I understand

this bill would make parental notification/consent a requirement

before a minor can submit to an abortion. What is your position on

this issue?

I am surprised that Texas doesn’t have such a requirement.

Parental consent is required for every other serious medical procedure.

In Texas, parents are responsible for raising their children. This

includes helping children learn to make mature decisions. How can

parents do this when their child can agree to a life-changing, surgical

procedure without their knowledge?

The state should do everything possible to help parents raise their

children to be responsible adults. Therefore, I ask that you fully

support this legislation. Your vote for SB 000 would be a sound

decision for the good of all.

Thank you for your service to the people of Texas. I appreciate

your commitment to responsive, common-sense government. I look

forward to hearing your views on this important issue.

THE PHONE CALL Phone calls can help you establish a more personal rapport with your legislators than written communications. All of the information you need to reach your elected officials via phone is listed in the “Federal and State Directory” section of the guide.

The following are some rules to go by when conducting a phone call with your legislator:

• Identify yourself by name, address and hometown within their district.

• Identify the bill by name and number.

• State briefly what your position is and how you would like your elected official to vote.

• Ask for their view on the bill or issue; be firm in obtaining a commitment to vote.

• Show appreciation for service on past votes (BE POSITIVE).

• Supply additional information, if asked, as quickly as possible. (The legislative cycle moves extremely fast during the session.)

• Provide the same information to the elected official’s secretary or legislative aide, if congress or the legislature is in session.

E-MAIL COMMUNICATION The Texas Values website allows you to immediately communicate with your legislators through email. If you are not sending your e-mail through our “Contacting Your Officials” link (Pg. 4), then follow the guidelines on writing the letter (Pg. 5) to draft your email. In the email, remember to identify the topic in the subject line and blind copy (BCC) all recipients if you are sending it to multiple people.

THE PERSONAL MEETING Personal meetings can be very effective. Approaching them with kindness, good preparation, and a caring attitude will go a long way in opening up communication.

PREPARE

• Pray for your meeting.

• Know your facts and be thorough.

• Develop a brief outline of the major points you need to cover.

• Consider possible questions and objections you may receive and how you can best respond.

THE MEETING

• Be aware that you may meet with staff specializing in your particular issue.

• Be concise and well organized.

• Be kind and gracious.

• Do not get mad or threaten anyone.

• Do not talk poorly of other persons or groups.

• Follow your agenda and know your subject.

• Focus on your positive message.

• Tell your elected official the specific action you would like him/her to take.

FOLLOW-UP

• Send a thank you and re-emphasize your key point in a positive way.

• Thank staff members who assisted you.

• Continue to verify the status of the representative’s position.

BASIC STEPS IN THE TEXAS LEGISLATIVE PROCESS

In response to those ideas, a legislator decides to sponsor a bill. The legislator requests the idea be

drafted into a bill by the Legislative Council.

Ideas come from many sources: Constituents, interest groups,

government agencies, and lobbyists.

The drafted bill is filed in the Senate or the House where it is assigned a

number. This unique number remains with the bill throughout the

process.

The committee studies the bill, holds a public hearing, and suggests

changes (if any). The committee may report the bill favorably or

unfavorably back to the full chamber.

Second ReadingThe bill is scheduled for debate and placed on the calendar (a list of bills officially eligible for debate). The

caption of the bill is read again. Floor debate begins on the bill.

First ReadingThe caption of the bill is read on the floor. The presiding officer of the

chamber refers the bill to a standing committee.

Third ReadingThe bill is placed again on the

calendar. The caption of the bill is read. Any further amendments require

a 2/3 vote for approval. A majority vote is required for final passage.

The bill and any proposed amendments are debated by the

whole chamber. The bill with any amendments must be approved by a simple majority of those members

voting.

After third reading passage, the bill is finalized and an official copy of the bill is prepared and delivered to

the second chamber.

The bill goes through the same process in the second chamber. If the bill passes the second chamber without amendment, it is sent to the Governor. If the second chamber amends the bill, it must be sent back to the chamber of origin for approval of those amendments. If the chambers cannot come to an agreement on the version of the bill, a conference committee is appointed, in which all the differences

must be resolved. The conference committee report must be adopted by a majority vote in each chamber.

The bill becomes law upon the effective date of the bill. The official, signed version of the

bill is filed with the Secretary of State.

After the bill passes both chambers in identical form, it is sent to the

Governor. The Governor may sign the bill, veto the bill or allow the

bill to become law without signature.

ADVOCACY – Working for a change in order to improve the quality of life on behalf of one’s self or others. Legislative Advocacy – Through persuasive reasoning, working to enact or change laws that will improve the quality of life for either a specific group or the general population as a whole.

APPROPRIATIONS COMMITTEE – A group of legislators that develop an appropriations bill that will set the state budget of the state for the next two years (biennium).

BILL – A proposed law during session for consideration by the legislature.

HB House Bill SB Senate Bill HCR House Concurrent Resolution SCR Senate Concurrent Resolution HJR House Joint Resolution SJR Senate Joint Resolution CSHB Committee Substitute House Bill CSSB Committee Substitute Senate Bill

tyPes oF BiLLs Local Bills – Bills limited to a specific geographical area of the state (e.g., local government units such as cities, towns, counties, school districts, precincts, special districts, etc.). Special Bills – Bills directed toward a select, special individual, or entity (e.g., toward blind, but not other disabled persons).

CALENDARS COMMITTEE – A group of legislators that schedules bills for floor debate in the House of Representatives (All favorably and unfavorably reported bills automatically go to the Calendars Committee, which has the power to schedule bills for consideration on the floor).

CAPTION – The introductory sentence of a bill which may be general or specific in describing the scope and/or limits of a bill.

CAUCUS – A closed meeting of a group of persons belonging to the same political party or faction to decide policy, choose candidates or promote certain causes.

CHUBBING – Discussion or debate for stalling purposes on the House or Senate floor.

COMMITTEES – Groups of senators and representatives, who are appointed to committees to hear testimony and/or deliberate on pending legislation in specific areas.

COMMITTEE SUBSTITUTE BILL (CSSB or CSHB) – A way to amend a bill in committee – must be relevant and within the constraints of the caption of a bill.

CONCURRENCE VOTES – If a bill passes one house and is sent over to the other house and is amended, the sponsor in the originating house may opt to seek “concurrence.” On a vote of concurrence, requiring a majority, the originating house may simply agree to the other house’s amendments.

CONFERENCE COMMITTEE – Five senators (appointed by the Lieutenant Governor) and five representatives (appointed by the Speaker) resolve differences between the two house versions of a bill (new provisions are not allowed without the express written instruction of both houses.)

CONFIRMATION – Gubernatorial appointees must be confirmed by a two-thirds vote in the Senate.

CONGRESS – The body of elected members in the U.S. Senate and House of Representatives in Washington, D.C.

CONSTITUENTS – The people whom the elected lawmaker represents (We are all “constituents” of our elected officials whether they serve in Washington, Austin, or in our local communities).

ENACTING CLAUSE – The Texas Constitution requires each bill, in order to become effective, to contain an “enacting clause” which includes the statement: “Be it enacted by the Legislature of the State of Texas.”

FILIBUSTER – In Texas, a filibuster is only allowed in the Senate. A filibuster occurs when one Senator holds the floor through talking or long speeches (and does not yield) in order to kill a bill (sometimes this also is done to reach a compromise on a bill or to postpone a vote as long as possible.)

FISCAL NOTES – One or more pages attached to a bill stating the estimated cost to the state or local level if provisions of the bill are enacted.

FORUMS – Public meetings for open discussion of issues.

FY – Fiscal Year, the annual state budget cycle from September 1-August 31 of the following year.

HEARINGS – Legislative committees or agency boards/committees schedule public comment sessions on announced subjects.

INTENT CALENDAR – The senate calendar, a schedule of bills to be heard during a daily session.

LEGISLATIVE BUDGET BOARD (LBB) – A board of 10 members which recommends legislative appropriations for all state agencies (membership is composed of the Lieutenant Governor, Speaker of the House, chairs of designated committees, and five each from the Senate and House).

LEGISLATIVE COUNCIL – Support agency for both the Senate and House whose main responsibility is to draft and review bills before they are filed in order to provide accuracy and congruity with existing law.

LEGISLATIVE DAY – From opening to adjournment – this period may cover one, several, or part of a calendar day, which permits another “day” to be opened on the same calendar day.

LEGISLATIVE REFERENCE LIBRARY – Serves the research needs of the legislature, its staff, and its committees.

LINE ITEMS – The budget is a series of listed items; each item is its own “line” and refers to a project or program and its funding amount. To get funding, there must be a “line item” in a budget, so funding will be designated for the project.

LOBBYIST – A person who interacts with legislators with the intent of influencing legislation – a person is required to register as a lobbyist if they are paid in any way to lobby.

MARKUPS – The House Appropriations Committee and the Senate Finance Committee both evaluate each budget request, line item by line item. Shifting of available funds occurs during “markup” sessions.

MOTION TO TABLE – Motions to table are used to kill a bill, amendment or other motion. Once successfully tabled, the measure may not be brought up again in the context of the current legislation. The motion to table is widely used because it both ends debate on the subject under discussion and disposes of the matter tabled. The motion itself is not debatable and requires only a majority vote for passage.

REGULATION – A rule or order which has the force of law, and is issued by a state agency or commission which has been given statutory authority to do so in implementing laws.

RESOLUTION – A formal expression of the opinion or the will of members of the House or Senate, not a statutory expression.

SINE DIE – Final adjournment of a regular or special session of the legislature (Latin for “without another day”).

STATUTES – The compilation of all enacted laws.

SUNSET PROVISION – A provision in a statute or regulation that terminates or repeals all or portions of the law after a specific date, unless further legislative action is taken to extend it.

TESTIMONY – Comments made during a public hearing, which becomes public record.

VETO – A governor’s act which officially negates a piece of legislation, preventing the enactment of law. A veto can be overturned by a two-thirds vote in both the House of Representatives and Senate.

texAs senAte

1. There are 31 members of the Senate elected to serve a four-year term – one-half of the Senate is elected every two years.

2. The Senate is presided over by the Lieutenant Governor, who is elected by the voters of Texas for a four-year term.

3. The Senate's duties are to: • Pass all laws governing Texas • Approve the state budget • Submit all constitutional amendments to voters for approval • Confirm state officials appointed by the governor

4. The Senate convenes in Austin for a regular session every two years on odd-numbered years for no more than 140 days.

5. Senators receive a salary of $600 per month, plus $150 per day for expenses while they are in session.

texAs house oF rePresentAtives

1. There are 150 members of the House of Representatives elected to serve two-year terms – running for re-election in even-numbered years.

2. The House is presided over by the Speaker of the House, who is elected by a majority of House members. The Speaker has the responsibility of appointing chairs and members of all House committees and referring all bills to a committee.

3. The House duties are to: • Pass all laws and resolutions • Approve the state budget • Submit all constitutional amendments to the voters of Texas • Originate all legislation resulting in increased taxation

4. The House convenes in Austin for a regular legislative session, every two years on odd-numbered years.

5. A regular session of the House is 140 days.

6. Legislators receive a salary of $600 per month, plus $128 per day for expenses while they are in session.

7. Bills are scheduled for consideration on the House floor by the Calendars Committee.

8. The House may only initiate charges of impeachment, which must be tried by the Senate.

9. The Governor may call the legislature into special sessions when necessary. These sessions can convene up to a 30-day maximum and are limited to specific issues submitted by the governor.
