Testing Procedure for Products Imported for Special
Purposes and Exempted from China Compulsory
Certification
1. This testing procedure shall apply to consumer and
non-consumer products imported in small batches and
included in the List of Products Applicable for China
Compulsory Certification(CCC), but are not certified under
CCC due to special reasons, or because they are imported
for special purposes.
2. The aforementioned products can only be imported
after they have been verified as being compliant under this
procedure.
3. All testing works under the procedure shall be
monitored and administered by the National Certification
and Accreditation Administration (CNCA), while the directly
affiliated Inspection and Quarantine Bureaus (CIQs) and
laboratories assigned or approved by CNCA shall be
responsible for implementing the procedure.
4. Application for testing under this procedure shall be
directed to the local directly affiliated CIQs accompanied
by relevant materials (see Appendix I).
5. The directly affiliated CIQs shall verify the materials
provided, and shall arrange for sample testing for accepted
applications within 10 working days. The materials shall be
converted into digital formats and submitted to CNCA for
registration, and to the Department of Supervision on
Inspection under the General Administration of Quality
Supervision, Inspection and Quarantine (DSI) for archiving.
CNCA and DSI shall no longer perform any other
verification process for the purpose of archiving.
6. The directly affiliated CIQs shall carry out sampling
according to the sampling principles of the procedure (see
Appendix III), and complete the sampling form ( in
accordance with the relevant requirements under the Legal
Inspection Scheme). The applicant shall submit, under the
supervision of the directly affiliated CIQs, the sealed
samples to a laboratory designated for CCC within 5
working days. With approval from CNCA, port laboratories
accredited by the China National Accreditation Service for
Conformity Assessment can also be tasked to perform the
testing works.
7. The laboratory will carry out tests on the delivered
samples as per the procedure stipulated (see Appendix III).
All tests for the corresponding product type required by
CCC must be performed using the stipulated method (with
the exception of destructive tests and certain tests that
require sampling of parts), with relevant fees to be charged
accordingly. Tested samples are to be retrieved by the
applicant, while the laboratory shall produce a summarized
assessment and report (served in 3 copies) on the tests
and the application process, and submit the same to the
directly affiliated CIQs. The report shall only cover the
batch sampled.
8. One copy of the report shall be reserved by the
directly affiliated CIQs, and one copy shall be delivered to
the applicant. The result of the tests shall be converted to
digital formats and submitted to CNCA and DSI for
archiving. CNCA and DSI will not perform verification on
the test results for the purpose of archiving.
9. The directly affiliated CIQs shall issue certificates of
customs clearance for products verified as being compliant,
or notification of non-compliance (see Appendix IV) to the
applicant for noncompliant products. Noncompliant
products must be returned to their vendor, or, if applied for
by the applicant and approved by the directly affiliated
CIQs, destroyed under the supervision of inspection and
quarantine authorities.
10. Compliant products are to be immediately
delivered to the end user or sold or used in the region
specified in the application. The results of the tests and
relevant product information will be recorded in CNCA's
database and disclosed to the general public on CNCA's
website.
11. CNCA shall, along with DSI, supervise the
implementation of this testing procedure by checking
randomly selected applications. Any institution and
personnel found violating the stipulations herein shall be
penalized accordingly.
13. The directly affiliated CIQs, relevant laboratories
and their staff shall keep the technical know-how and trade
secrets of the applicant strictly confidential.
14. Any claim or compliant related to this testing
procedure shall be handled by CNCA.
15. The right to interpret this procedure shall remain
with CNCA.

Appendix I:
Application Materials and Format The applicant shall provide: A. A formal application, which includes:
1. Name and address of the applicant/producer, along with descriptions thereof (for individual applicants, ID number shall also be provided); 2. Characteristics of the product; 3. Reasons for not being certified under the CCC process, and evidence supporting the reasons (e.g., customs handbook); 4. Name, trademark, quantity, and specification/model of the product; serial number should also be provided if applicable (in a detailed list if necessary), and VIN and engine serial number shall be provided for automobiles (in a detailed list if necessary); 5. Statement that guarantees the safety of the product, along with commitment to its operational safety, repair and product recalls; 6. Statement that guarantees the authenticity and legal compliance of information provided, along with commitment to assisting the directly affiliated CIQs in verifying the same;
7. Accplications for automobiles shall be accompanied by technical information (see the attached form for details).
B. A copy of the applicant's business license; C. Statements (in Chinese) that indicate which safety standards that the product is compliant with; D. A copy of the product's import license (if applicable); E. A copy of the product's import quota certificate (if applicable); F. Appendix II:
Principles of the Testing Procedure
A. The quantity of a single batch applying for exemption,
the total quantity of the same product under multiple
applications, and the number of applications submitted by
the same applicant shall be controlled (with detailed
restrictions to be stipulated elsewhere) by means of an
electronic archive of applications and product information.
This is employed to prevent the exploiting of this policy to
bypass the CCC process;
B. Products of the same model but produced by different
producers shall be considered as different products;
C. In the event of fraud or deliberate delays in sample
delivery on the part of the applicant, the supervising
authority is entitled to reject the application;
D. For products already found to be noncompliant under a
prior testing, further applications for products of the same
model and produced by the same producers shall all be
rejected;
E. For products already qualified under the CCC process,
further applications for products of the same model and
produced by the same producers but intended for other
countries/regions shall all be rejected;
F. For products already being produced in China and
already qualified under the CCC process, further
applications for products of the same model and produced
by the same producers shall all be rejected;
G. For products improved based on an already certified
product model, the directly affiliated CIQs shall only accept
the application for exemption after technical information
has been submitted to a testing laboratory designated for
CCC, and the testing laboratory confirms that the improved
product is not of the same model as the certified product.
Aside from the originally stipulated tests, the improved
product must also be qualified (with no 'noncompliant' or
'rectification needed' items) under additional tests as
determined by the CCC designated testing laboratory
based on the improvements made to the product.

Principles of Sampling and Requirements on Tests

Tests shall be performed on entire sets rather than
individual parts. The testing shall be based on standards
and requirements employed in the corresponding CCC
Implementation Rule.
B. Safety Glass
Architectural safety glass must be qualified under a CCC
procedure; safety glass used on automobiles can apply for
exemption under the process detailed herein, provided that
a single batch does not exceed 50 pieces.
If a single batch (i.e., of the same specification and size) of
laminated glass used on windshields contains less than 50
pieces, the batch can be inspected by performing the
following tests on at least 8 samples, in accordance with
GB9656-2003, Safety Glass on Road Vehicles:

C. Tires on Road Vehicles
1. Each batch to be inspected under this procedure must
contain no more than 100 tires. Batches with more than
100 tires can only be imported after being qualified under
the CCC process.
2. The sampling and testing process for tires used on
trucks, on passenger cars and on motorcycles shall be
conducted separately and in accordance with different
standards.
3. The tires shall be tested for their strength and unseating
resistance (applicable for tires without inner tubes).
4. The tests shall be performed on 1 sample for each
batch.
D. Motorcycle and Motorcycle Engine
Applications filed by a single applicant in one year for a
specific model of motorcycles shall cover no more than 20
motorcycles;
Each batch applying for testing under this procedure shall
include no more than 10 motorcycles;
The normal CCC process shall apply if the above
restrictions are exceeded.
For each batch of motorcycles (of the same model)
imported (no more than 10), 1 sample shall be tested
against items marked as 'Category 2' in the following table,
with the rest of the batch tested against items marked as
'Category 1':

The CCC process shall apply to batches with more than 50 sets of motorcycle engines. For batches with less than 50 sets but more than 10 sets, samples shall be taken for each model and tested against all items under the relevant standards, with the rest tested according to the following requirements. Tests on Small Batches of Imported Motorcycle Engines

Assignments of Testing Works
Motorcycle products to be imported through Tianjin and
Dalian shall be tested by the Tianjin Branch of China
National Motorcycle Testing Center. Motorcycle products to
be imported through Shanghai shall be tested by the
Shanghai Testing Center for Motor Vehicles. Motorcycle
products to be imported through Shenzhen, Guangzhou,
Huangpu and other ports shall be tested by the Xi'an
Branch of China National Motorcycle Testing Center and
the Chongqing Testing Center for Motor Vehicles.
Comprehensive tests, i.e., tests against all items, must be
performed in designated laboratories. Partial tests can be
performed in accredited laboratories at the port with the
consent of CNCA.
E. Fire Engine
Batches with more than 10 vehicles must be qualified
under the CCC process. For batches with no more than 10
fire engines, each vehicle must be tested in accordance
with standards and requirements employed in the
corresponding CCC Implementation Rule.
F. Seat Belt
Batches with more than 50 seat belts must be qualified
under the standard CCC process. For batches with no
more than 50 seat belts, 2 samples shall be taken from
each product specification within the batch and tested
against the following items.
1. General Tests:
According to item 4.2.1.1 of the standard, likelihood of
corrosion or sharp edges that may damage the belt must
not be found on components of the seat belt, including the
buckle, the adjusting components, and various fasteners.
2. Corrosion Test:
According to item 4.2.1.2 of the standard, after subjected
to the corrosion process under 5.2, the belt must be
without any deterioration that may affect its performance,
or signs of corrosion that can be visually detected by
experienced test operators.
3. Testing of the Buckle:
Tests under item 4.2.2.2 include:
(1) The buckle must stay fastened under all circumstances,
even when no force is being applied to it. The buckle
shall not be opened by accident or by forces less than
10N;;
(2) The buckle shall only be released through a button or
similar mechanism;
(3) Size of the buckle-release button
For enclosed buckle-release button: no smaller than
450 mm2, and no less than 15 mm in width;
For non-enclosed buckle-release button: no smaller
than 250 mm2, and no less than 10 mm in width;
(4) The buckle-release button shall be red in color, and
the rest of the buckle shall not be red;
Tests under item 4.2.2.3 include:
(1) After subjecting two complete seat belt assemblies to
the temperature of -10°C ±1°C for 2 hours, the buckle
shall perform normally.
4. Static Strength of Rigid Components:
(1) Strength tests shall be performed on the buckle in
accordance with 5.5.1 (5.5.5 for buckle on three-point
belts). According to item 4.2.2.6 of the standard, the
buckle shall not break, seriously deform or be released
under the stipulated load;
(2) Strength tests shall be performed on the adjusting
components in accordance with 5.5.1. According to
item 4.2.3.3 of the standard, the components shall not
break or be released under a stipulated load of 9800N;
(3) Strength tests shall be performed on the connecting
components in accordance with 5.5.1 and 5.1.2, while
the height adjusting components shall be tested in
accordance with 5.1.2. According to item 4.2.4 of the
standard, the components shall not break or be
released under a stipulated load of 14700N;
(4) Strength tests shall be performed on the retracting
components in accordance with 5.5.1 (9800N) and
5.1.2 (14700N). According to item 4.2.5 of the standard,
the components shall not break or be released under
the stipulated loads.
5. Tightening Device
(1) Corrosion tests shall be performed on the tightening
device in accordance with 5.2. According to item
4.2.6.1 of the standard, the tightening device shall
perform normally (the tests can be performed along
with the corrosion tests in item 2 above);
(2) Tightening Device Powered by Blasting
After the process as specified by item 5.9 (subject to a
temperature of 60°C ±5°C for 24h; rise the temperature
to 100°C ±5°C and maintain it for 24h; lower the
temperature to -30°C ±5°C and maintain it for 24h), the
tightening device must not operate due to
environmental reasons.
Other seat belts of the same batch shall be inspected
based on their marking, certificate of conformity of the
factory, and the consistency of model and appearance.

G. Road Vehicles
Vehicles to be inspected under this procedure must
meet the requirements on imported vehicles contained in
the development policy for the auto industry and on trading
in the sector. Each batch must contain no more than 5
vehicles; otherwise the CCC process shall apply. The VIN
and engine serial number submitted upon the initial
application must be consistent with those on the vehicles
to be tested. Failing to do so due to business reasons, the
applicant must file another application for the replaced
vehicles. Applications of passenger vehicles with VIN
incompliant with GB16735 shall be rejected, unless the
vehicles are for special purposes, such as usage in
production, surveying, monitoring and signal relaying, and
certificates of their purpose have been issued by
competent departments or bureaus of the
provincial/ministerial level administrations, or by the
governments at the prefecture level. A dedicated and
transparent information system shall be established by the
directly affiliated CIQs to eliminate the possibility of
repeated applications for a single vehicle at multiple ports.
Each vehicle covered by the application shall be tested
based on the following items:
Vehicles shall be denied entry when they are found to
be incompliant with respect to their maximum
side-inclination, steering, braking system, field of view,
rear-view mirrors, fuel system and exhaust pipes, fender
boards, protection devices, structure of the passenger
section, noise, pollutant in exhaust, fluorine containing
compounds, lid and locking mechanism for the front
engine/luggage compartment, anti-theft devices, special
safety requirements (applicable to vehicles transporting
explosive or toxic chemicals), external protrusions
(applicable to commercial vehicles), as well as noise when
stationary.
Vehicles found to be incompliant with respect to their
dimension and axle load shall be denied entry, with the
exception of vehicles used for special purposes and
surveying.
Rectifying graphical markings and speedometer may
be difficult, so importing vehicles that are incompliant in
these aspects is allowed provided that it can be confirmed
that familiarity on the part of users will ensure safety, that
the applicant has provided corresponding instructions on
their use, and that the applicant and users state that they
shall be held solely responsible for all quality and
registration related issues.
Rectification is allowed for vehicles found to be
incompliant in other aspects. Entry shall be granted to
rectified vehicles after they are qualified by the testing
laboratory.
Technical information and data shall be provided by
the applicant to the testing laboratory for review on
vehicle’s defrosting and defogging functions, and pollutant
in engine exhaust for vehicles over 3.5 ton in weight.
Failing to do so, the testing laboratory shall carry out
relevant tests. Entry shall only be granted to vehicles found
to be compliant in these aspects.

Items indicated by a '*' shall be included in the testing
process. Testing for vehicles based on a CCC-certified
chassis shall be conducted in accordance with Decree No.
382 issued by the General Administration of Quality
Supervision, Inspection and Quarantine and CNCA.
Assignments of Testing Works
The following institutions are selected from CNCA's list of
CCC designated testing laboratories to perform the tests
above: the Tianjin Testing Center for Motor Vehicles, the
Shanghai Testing Center for Motor Vehicles, the
Changchun Testing Center for Motor Vehicles, the National
Automobile Quality Supervision and Test Center at
Xiangfan, the National Center of Quality Supervision and
Inspection on Motor Vehicles at Chongqing, and the
National Center of Quality Supervision and Inspection on
Passenger Vehicles.
Vehicles imported through the Dalian port shall be tested
by the Changchun Testing Center and the National Center
of Quality Supervision and Inspection on Passenger
Vehicles. Vehicles imported through the Tianjin port shall
be tested by the Tianjin Testing Center and the National
Center of Quality Supervision and Inspection on Motor
Vehicles at Chongqing. Vehicles imported through the
Dalian port shall be tested by the Shanghai Testing Center.
Vehicles imported through the Shenzhen, Guangzhou,
Huangpu and other ports shall be tested by the National
Automobile Quality Supervision and Test Center at
Xiangfan along with the Hong Kong based China
Inspection Company, Limited. The testing of special
purpose vehicles shall be performed by the institutions
above along with the National Center of Quality
Supervision and Inspection on Engineering Machinery.
H. Medical X-ray Diagnostic Equipments
A single batch that contains more than 2 sets of the same
model must be qualified under the CCC process before
entry can be granted. No more than 3 sets of the same
model and produced by the same manufacturer, with a
total cost of no more than RMB 8 million, can be imported
in a single year.
A single batch that contains no more than 2 sets of the
same model can be tested under this procedure. Tests in
accordance with the following standards shall be
performed on each set (with the exception of destructive
tests).

I. The CCC process shall apply if a single batch of the
following products exceeds the restrictions below. If the
restrictions are not exceeded, the batches can be tested
under the procedure herein referring to the corresponding
standards and requirements employed in the CCC
process.
1. Backpack sprayer: no more than 20
2. Burglar alarm: no more than 10
3. Anti-theft alarm controller: no more than 2
4. Secured cabinet: no more than 5
5. Strongbox: no more than 5
6. Cardiograph: no more than 5

J. Ceramic tiles
The CCC process shall apply if a single batch contains
over 200 sq. meters of ceramic tiles. If the restriction is not
exceeded, the batch can be tested under the procedure
herein by taking 3 kg of samples and referring to the
corresponding standards and requirements employed in
the CCC process.
K. The following products must be qualified under the CCC
process (unless express exemption is given), and shall not
be imported in small batches.
