ATEC Mission

Conduct rapid testing in direct support of the OCO Warfighter in order to provide capabilities and limitations of untested weapon systems issued directly to Soldiers conducting combat operations.

From OTC’s NIE talking points: The Network Integration Evaluation (NIE) 12.1 is another iteration of the largest operational test in the history of the Army Test and Evaluation Command (ATEC), which is supporting Joint Tactical Radio System Riflemen Radio Initial Operational Test (JTRS RR IOT), Warfighter Information Network – Tactical Instrumentation Certification Event (WIN-T ICE) and the Harris Radio (AN-PRC-117G) comparative assessment. The NIE is a cooperative effort between ATEC, the Director for System of Systems Integration (DSOSI, PEO-I), and the Brigade Modernization Command (BMC). ATEC’s test lead for NIE execution is the Operational Test Command (OTC), supported by White Sands Missile Range and Electronic Proving Ground. Data collected is provided to the Army Evaluation Center (AEC) for analysis. This fall’s NIE 12.1 is the second in a series of four events leading to executing a fully integrated Brigade Combat Team Network Evaluation at the end of 2012. The October 2011 NIE 12.1 is not a stand-alone “Pass/Fail” event, but part of a culminating process that will support senior Army leadership in acquisition decisions in order to build the best network for its warfighters. Conducting developmental and operational testing in an integrated environment (NIE) sets the standard for future testing. ATEC is the Army’s only independent operational tester, testing and assessing equipment, systems, and technology in a realistic operational environment using typical soldiers to determine effectiveness, suitability, and survivability.

Network Integration Evaluation (NIE) What is the NIE? … a series of semi-annual evaluations designed to integrate and mature the Army’s tactical network by placing a large number of emerging systems with Soldiers in operational scenarios. What will NIE allow us to do? – Demonstrate Interoperability Early … develop a single battlefield network able to push information to our Soldiers and link them to command posts, vehicles on-the-move and higher headquarters.

It’s a new way of doing business – a fundamental change in how we deliver capabilities to our Soldiers

In addition to the critical communications and networking systems that the U.S. Army is testing and evaluating through its semi-annual Network Integration Evaluation (NIE) events, conducted by 2nd Brigade / 1st Armored Division at Ft. Bliss, Texas and White Sands Missile Range, N.M., the NIEs are also being utilized to explore the “rapid fielding” contributions represented by a range of emerging systems. One of the systems explored under the recently completed NIE 12.1 was MAKO, an easy to deploy, easy to repair, scalable, modular and highly flexible tethered flight system designed to provide tactical users with maximum flexibility in meeting their coverage needs. MAKO also provides soldiers with an intelligence, surveillance and reconnaissance (ISR) system with features that include: portability – (man-packable while wearing standard current combat equipment); a high resolution image and full motion video surveillance camera during day/night operations; and a communications repeater capability to increase dismounted patrol range and increase situational awareness. In other words, MAKO incorporates many of the situational awareness and force protection benefits offered by large tethered aerostats, but introduces them down to the small unit level.
