1. Introduction
A highly educated human resource base is a key determining factor of a country’s international competitiveness and development potential. Hence, the need to take stock of the number of students pursuing tertiary studies. This eighteenth edition of Participation in Tertiary Education, an annual publication of the Tertiary Education Commission (TEC), reports on the state of tertiary education in Mauritius as at December, 2016.
2. Methodology
Students wishing to study at tertiary level in Mauritius can do so in a number of ways. They can enroll in Publicly-Funded Institutions (PFIs) or Private Post-Secondary Educational Institutions (PSEIs), engage in self-study or they can pursue studies overseas. Enrolment data in the public sector is captured through a return that all PFIs submit to the Commission annually. Likewise, statistics regarding PSEIs is collected through a survey directed at private institutions registered with the TEC. Out of the 54 PSEIs that were targeted in 2016, 52 participated in the survey. Enrolment through Self-study is, on the other hand, gauged from the examination statistics collected in respect of 20 examination centers across the country. These centers which comprise the Mauritius Examinations Syndicate (MES) and the British Council, the two most important ones in the country, conducted examinations for a total of 71 overseas awarding bodies in 2016. In order to derive a best estimate of the number of students on Self-study i.e. those enrolled directly with an awarding body overseas, the enrolment data from the PSEIs was reconciled with the examination statistics. Data pertaining to Mauritians pursuing higher studies overseas is estimated from information received from various sources, namely foreign embassies and High Commissions based in Mauritius. For this report, statistics on the number of student visas issued was received from the French Embassy through Campus France, the Australian Embassy through the Australian Trade and Investment Commission, the Chinese Embassy, the High Commission of Pakistan, the Russian Embassy and the US Embassy. Secondary data sources were also consulted, namely the Employees Welfare Fund, the Scholarships Section of the Ministry of Education & Human Resources, Tertiary Education and Scientific Research and private recruiting agents. In parallel, references were made to international databases on higher education.

3. Higher Education Providers
The higher education providers operating in Mauritius can be classified in two broad categories; the Publicly-Funded Institutions (PFIs), and the Private Post-Secondary Educational Institutions (PSEIs).
Publicly Funded Institutions (PFIs)
As at December 2016, there were ten publicly-funded institutions operating in Mauritius. These include namely four public universities, namely, the University of Mauritius (UoM), University of Technology, Mauritius (UTM), Open University of Mauritius (OU), Université des Mascareignes (UdM), the Mauritius Institute of Education (MIE), Mahatma Gandhi Institute (MGI), Rabindranath Tagore Institute (RTI), Fashion and Design Institute (FDI), Mauritius Institute of Training and Development (MITD) and Mauritius Institute of Health (MIH).
Most of these institutions award their own qualifications although some run programmes of other awarding bodies or both. These institutions differ in terms of their mandate, size, student population, and programmes offered.
Private Post-Secondary Educational Institutions (PSEIs)
In addition to the publicly-funded institutions, there are 54 private institutions registered locally; of these, 37 were fully operational. In line with the Regulatory Framework for Post-Secondary Education, private post-secondary educational institutions need to register with the Tertiary Education Commission, and have their programmes accredited. The PSEIs operating in Mauritius provide tertiary education in diverse fields and at different levels, ranging from Certificate to PhD and DBA, with the awarding bodies generally based overseas.
In 2016, 3 PSEIs had the status of International Branch Campuses (Middlesex University and Aberystwyth University, UK and Greenwich University, Pakistan), and 2 PSEIs had Awarding Power- 1 Degree (Charles Telfair Institute), and 1 Sub-Degree (Rushmore Ltd); the remaining institutions were franchising programmes of awarding bodies based either locally or overseas or both. Table 42 shows a list of PSEIs registered with the TEC as at December 2016.
In 2016, a total of 71 overseas awarding bodies were present locally. These awarding bodies were from the following countries: United Kingdom (43), France/Reunion (9), South Africa (8), India (1), Australia (3), Malaysia (3), Europe (1), New Zealand (1), United States of America (1) and Pakistan (1). It is to be noted that many PSEIs with awarding powers also ran programmes of one or more other awarding bodies.

4. Overall Participation in 2016
Total Enrolment:
Total enrolment in tertiary education fell by 1.8% in December 2016, representing a decrease of 881 students compared with the same period last year.

Figure 1 shows the evolution of enrolment by source for the period 2000-2016. After attaining a peak of 50,608 in 2014, total enrolment has taken a declining trend in the last 2 years, falling to 48,970 and 48,089 in 2015 and 2016 respectively. As can be observed, enrolment in PFIs registered a decline, from 21,621 in 2015 to 20,966 in 2016. Overall, the share of PFIs in the total tertiary enrolment fell from 54.1% to 43.6% between 2000 and 2016. On the other hand, the PSEIs (including Self-study) increased their share from 31.4 % to 35.8%, while that of overseas enrolment went up from 14.5% to 20.6% over the same period.
In 2016, 9,911 (20.6 %) students were pursuing their studies overseas and 38,178 (79.4 %) locally (Table 1). Of those based locally, 33,269 (87.1 %) were enrolled with a Tertiary Education Institution (TEI), that is, either a PFI (20,966; 54.9 %) or a PSEI (12,303; 32.2 %); and 4,909 (12.9 %) were undertaking Self-study.

The distribution of total tertiary enrolment by source and field of study both locally and overseas is given in Table 1. Total local enrolment increased by 0.8 % from 37,871 in 2015 to 38,178 in 2016, with a contraction of 3.0% (from 21,621 to 20,966) for the PFIs and growth of 5.9% (from 16,250 to 17,212) for the PSEIs/Self-study respectively. The number of Mauritians going for higher studies overseas registered a drop of 10.8% from 11,099 in 2015 to 9,911 in 2016.
Gross Tertiary Enrolment Rate
The Gross Tertiary Enrolment Rate (GTER) which is an indicator of the participation level of Mauritians in tertiary education fell from 47.4% in 2015 to 46.6% in 2016. It is to be noted that the GTER is computed as a percentage of the total number of Mauritian students pursuing higher studies, locally and overseas to the population in the age group 20 to 24 years. In 2016, out of a total tertiary student population of 48,089, 96.4% or 46,353 were local students and 1,736 were international students.
New Admissions/Intake
Student intake for 2016 added up to 14,169 (29 % of the total tertiary enrolment): 7,315 students were admitted in the PFIs, 4,250 in the PSEIs/Self-study and 2,604 in institutions overseas.

Compared to the previous year when student intake stood at 14,627, a decrease of 458 (-3%) students can be noted in 2016. Table 2 shows the distribution of new admissions by source and field of study. Enrolment by Field
Accounting remained the most popular field of study, with student population of 10,912 (22.7%), followed by Administration/Management – 6117 (12.7%), Information Technology – 3,866 (8.0%), Engineering– 3,550 (7.4%), Banking/Finance 2,424 (5.0%), Medicine– 2,537 (5.3%), Education– 2,544 (5.3%), Law– 1,856 (3.9%), Business/Commerce/Marketing– 1,968 (4.1%), Languages– 1,422 (3.0%), Travel/Hotel/ Tourism – 1,460 (3.0%) and Science – 9,68 (2.0%) (Table 1). Science & Technology-related subjects with 28.5% overall enrolment in 2016, showed signs of stagnating below the 30 % mark in the last 5 years (2011- 29.7%; 2012- 27.3%; 2013– 27.9%; 2014 – 29.3%; 2015 – 29.3 %). Amongst those fields which witnessed a decline in 2016 were Pharmacy (- 37 %; 159 to 100), Dentistry (-36 %; from 239 to 153), Textile (-25 %; from 196 to 147), Architecture (- 12 %; from 320 to 281), and Health Sciences (-11 %; from 867 to 770). Enrolment by Mode
In 2016, 61.6% (29,602) students were studying full time, 19.0% (9,117) part time and 19.4% (9,370) through the distance education mode. As a share of total enrolment, PFIs enrolled twice a higher percentage of students on the full-time mode than do the PSEIs or 27.5% as opposed to 13.5%.

Enrolment by Gender
Female students continued to predominate in 2016. Out of a student population of 33,269 in the TEIs (PFIs and PSEIs), 56.6% were female and 43.4% male, which roughly corresponds to the gender distribution in TEIs for year 2015. Enrolment by Level
In 2016, the share of students enrolled for bachelor degrees in the four public universities was 68.7% as opposed to 11.7% for Masters-level courses and 1.8% for an MPhil/PhD. Wide differences exist in terms of enrolment by level between PFIs and PSEIs. In the PSEIs, enrolment was concentrated on Professional (50.7%) and Degree (36.6%) courses and much less on Higher Degree (7.9%) and Sub-Degree (4.8%) (Table 5 and 44). At the level of the PFIs, on the other hand, the majority of the students opted for a Degree (68.7%) or a Higher Degree (17.4%). Enrolment in PFIs
Although there are 10 TEIs in the public sector, the 4 public universities, namely the UoM, the UTM, OU and the UdM accounted for 83% (17,406 out of 20,966) of the PFIs’ enrolment.

Figure 4 below depicts the enrolment trend in the 4 public universities for the period 2010-2017. Enrolment in the PFIs constituted 43.6 % of total enrolment in 2016 compared with 44.1% in 2015. Of the four public universities, only OU registered positive growth in enrolment (+5.1%) whereas enrolment contracted in the other universities as follows: UOM (-5.2%) and the UdM (-8.5%) and UTM (-10.3%). As can be observed, despite the slackening enrolment growth witnessed by the UOM in the past three years, the latter remained by far the single most important provider of tertiary education in the country
It can be noted from Figure 4 below that the OU for the first time in 2016 surpassed the UTM in terms of enrolment. The sustained growth of enrolment at the OU can be attributed to the relative attractiveness of Distance Education and E-learning programmes in terms of their inherent flexibility for non-traditional/learners/mature students/working adults.
Of the remaining PFIs, the MIE witnessed a growth of the order of 13.7%, from 1885 to 2144 while enrolment at the MGI/RTI went from 625 to 645. On the other hand, the FDI and the MITD witnessed a decrease in their student number from 345 to 250 (-27.5%) and from 536 to 516 respectively (Table 3).

Enrolment in PSEIs
Enrolment in the PSEIs stood at 12,303 in 2016 as opposed to 10,967 in 2015, which represents an increase of 12.2%. Of the students enrolled in PSEIs, 53.4% were female; while 52.7% were studying full-time (6,483), 41.2% part-time (5,069) and 6.1% through the distance education mode (751). A total of 184 programmes were offered by the PSEIs in 2016 (Table 46). Some 50.7% students were reading for a Professional award, 36.6% for a Bachelor Degree, 7.9% for a Higher Degree (Postgraduate Certificate/ Diploma, Masters, PhD) and 4.8% for a Sub-Degree (Diploma/Certificate) (Table 44). Significant variation could be noted in the size of institutions with the student population ranging from 12 to 4,055. An analysis of the distribution of PSEIs by size shows that: 12 out of 36 (33.3%) institutions had less than 50 students, 3 out of 36 (8.3%) between 50 and 100 students, 15 out of 36 (41.7 %) between 100 and 500 students, 3 out of 36 (8.3 %) between 500 and 1000 students and 2 out of 36 (5.6 %) more than 1000 students; one new institution had yet to enrol students. Enrolment through Self Study
In 2016, 4,909 students were undertaking their studies directly with an awarding body overseas, compared with 5,283 in 2015. The students on Self-study were following their courses exclusively through the distance education/e-learning mode. The vast majority of students enrolled in self-study were in a non-Science & Technology related field (89.8%), such as Accounting (57.8%), Banking and Finance (6.4%) and Administration/ Management (4.4%). Amongst the S&T fields, IT (4.8%) was the most popular (Table 47). Distance Education
Overall, a total of 9,370 students were pursuing their study through Distance Education or mixed-mode in 2016, representing 19.5% of the tertiary student population. Besides the totality of students on Self-study, 3,710 DE students were based in the PFIs and 751 in the PSEIs. Some 3,161 students (55.8%) opted for Accounting, 531 (9.4%) for Administration/ Management and 317 (5.6%) for Banking/Finance. Tables 47 to 49 show the DE enrolment by source and field of study.

International Students Studying in Mauritius
Overall, the number of international students in Mauritius has been on an upward rising trend over the past 10 years (Figure 5). A total of 1,736 international students (47.6% female; 52.4% male) were pursuing their higher studies in Mauritius in 2016 compared with 1,524 in 2015, which represented an increase of 13.9%. A majority of the international students were enrolled in the PSEIs (1,550; 89.3%). Some 1506 (86.8 %) of the international students were studying at undergraduate level and 230 (13.2 %) were studying at postgraduate levels, including MPhil/PhD. Medicine tend to be very popular amongst the international students (692; 39.9 %). Tables 51-54 show the enrolment of international students by institution, programme of study, mode of study, gender as well as country of origin; while Table 55 shows the enrolment of Mauritian and international students in the PFIs and PSEIs in the field of Medicine and Biomedical Science. The international students came from 69 different destinations (Table 53) with the main source countries being India- 503 (29.0 %), South Africa- 231 (13.3 %), Nigeria- 146 (8.4 %), Madagascar- 122 (7.0 %), France- 110 (6.3%), Tanzania- 82 (4.7 %) and Kenya- 79 (4.6%).

The total number of Mauritian students overseas stood below the 10,000 mark (9,911) in 20161. France/La Reunion emerged as the preferred destination overall with 2,096 students (21.1 %) followed by Australia- 2,016 (20.3 %), United Kingdom- 1458 (14.7 %), China- 1,278 (12.9 %) and India- 904 (9.1 %). The most popular fields of study for Mauritians studying abroad included inter-alia Medicine- 1,505 (15.2 %), Engineering- 1392 (14.0 %), Business/Commerce/ Marketing- 724 (7.3 %), Administration/Management- 649 (6.5 %), and Law- 522 (5.3 %) (Table 57). It can be noted that for 2016 the number of Mauritian students going overseas for higher studies went down slightly to 2,604, as opposed to 2,648 in 2015 (Table 56). The number of students going to France/La Reunion decreased from 527 to 406 (23.0%) whilst the number of students going to study in the USA increased considerably by 62.5% from 64 in 2015 to 104 in 2016. Australia, which ranks first amongst new Mauritian students, also registered an increase in this respect with 1,002 students going there for studies in 2016 compared to 944 in 2015 (+ 6.1%).
1It is to be noted that the figures in respect of Mauritians studying in the UK for year 2015 and for year 2016 are not comparable, owing to a change in data collection sources. Unlike previous years, no data was obtained in 2016 from the British High Commission in Mauritius concerning the number of Mauritian students studying in UK. A secondary source has, accordingly, been tapped from the Higher Education Statistics Agency (HESA), UK.. The total number of students studying in UK for 2016 was accordingly estimated on the basis of figures obtained there from.

DEFINITION OF TERTIARY EDUCATION AND TERTIARY EDUCATION ENROLMENT RATE
According to UNESCO, the Gross Enrolment Rate at the tertiary level (GTER) is defined as the
number of students enrolled in tertiary education (ISCED level 5 to 8), regardless of age,
expressed as a percentage of the population in the theoretical age group for that level of
education, that is the five-year age group following official secondary school graduation age
(taken in our case as 20 to 24 years)
i.e, GTER= (Enrolment in Tertiary Education/population aged 20-24 years) * 100
UNESCO defines tertiary education to include universities, teachers’ colleges, and higher
professional schools, requiring as a minimum condition of admission the successful completion
of education at the secondary level, or evidence of the attainment of an equivalent level of
knowledge.
TEC’s definition of tertiary education aligns itself with that of UNESCO and encompasses all
post-HSC/ A Level or equivalent programmes leading, upon completion to the award of either a
Certificate- 1 full academic year; or a Diploma- 2 full academic year; or a Degree– 3 full
academic year; or Postgraduate Degree or any other qualification recognized by the TEC.
However, the computation of GTER by UNESCO and TEC differs, as follows:
For UNESCO, the number of students enrolled in tertiary education includes all students,
local and international, enrolled and based locally and excludes all local students studying
overseas
i.e GER = Total Local Enrolment including international students divided by Population
aged 20-24 yr multiply by 100
= ((38,178)/99,416)*100
= 38.4%

For TEC, on the other hand, the number of students enrolled in tertiary education refers to
Mauritian students only, irrespective of whether they are studying locally or overseas.
As a result, our GTER reflects the participation rate of the local population in tertiary education
as opposed to that of UNESCO which gauges the local supply capacity with regard to tertiary
education.
Our GTER for 2016, accordingly, works out at 46.6%, as follows:
GTER= (Total Enrolment minus International students divided by (Population aged
20-24 yr) multiply by 100
= (48,089-1,736/ 99,416)* 100 =46,353/ 99,416* 100 = 46.6%
The attention of users is drawn to the fact that the GTER and not the Net Tertiary enrolment Rate
(NTER) is the most widely adopted indicator internationally, for obvious practical reasons. The
GTER refers to the number of students enrolled at the tertiary level, whether or not they belong to
the relevant age group for that level. The NTER, on the other hand, is the number of students
enrolled at the tertiary level who belong in the relevant age group as a percentage of the
population in that age group.
