Neil Winston’s Obituary (written by Neil himself)

Neil Winston of Saint Paul passed away on the eighth of July, 2019. Neil was born in Minneapolis on August 27, 1940. He graduated from Lawrenceville School in New Jersey in 1959.

He enlisted in the US Army in 1961, attended the 47-week Army Language School in Monterey, California, and served out his enlistment as a Czech Linguist stationed on the Czech Border in West Germany.

He graduated from California State College in San Bernardino and attended Graduate School at the University of Minnesota in Psychopharmacology for several years.

In the 1970’s Neil built and raced flat-track racing motorcycles locally and throughout the Midwest, along the way helping many up-and-coming young riders who made the name Winston Racers well-known and respected.

In 1982 he took up the sport of clay-target trapshooting and was immediately taken over by it. By 1985 he was a member of the Board of Directors of the 35,000-member Amateur Trapshooting Association, a post he held for more than 20 years. In 2008 he served as President of the ATA. Over 35 years of competition he registered more than 630,000 targets across the country and scored many wins in top competition classes, including two third-place finishes in the Clay Target Championship of America in Vandalia, Ohio, against more than 4,000 competitors.

Neil used his university training to set up a ballistics laboratory where he carried out and published entirely original research on the performance of sporting shotguns, a task to which he devoted an unimaginable number of happy hours over 20 years. His dogma-challenging work has informed and challenged the minds of trapshooters for years.

He shared his life with many German Shepherd dogs, most recently with his beloved Anka and Kyra.

Preceded in death by father Frederick Winston and mother Elizabeth M. Winston, he is survived by brothers Donald of Missoula and Frederick of Wayzata, and many nieces, nephews, and cousins. He leaves many close friends in motorcycle racing, fishing, and sport-shooting, foremost among them partner Cindy Thompson to whom he owes much – everything, really - for a lifetime of love, support, and help.

Arrangements pending, maybe something like:

Family interment, followed by memorial gathering at Lakewood Cemetery, time to be announced.

RULES AND REGULATIONS1) Should you win or tie for high in a class in any 16 yard or doubles event or earn yardage in any handicap event, it shall be your responsibility to report to the handicap desk and have your yardage increased or classification reviewed. Shooters winning or tying for high in class in event #7 and #9 will be advanced at least one class for the next like event. Any shooter whose class or yardage is changed for any reason shall be considered to be notified when the new class or yardage is posted on the bulletin board. In all events that include class advances all shooters (regardless of category) with scores that equal or exceed the score of the class champion will be advanced starting with the next like event.

2) Any shooter failing to carry out rule 1 above or who shoots in an incorrect class or from a yardage higher or lower than that assigned by the handicap committee will be subject to disqualification and will not be eligible to share in any money division or be eligible for trophies.

3) A shooter may not win more than one trophy in the same event. If a shooter’s score qualifies for more than one trophy, the shooter must notify the shoot management which trophy they desire to take or shoot-off for. Failure of the shooter to make noti-fication within 15 minutes of that event’s last scores being posted imposes on shoot management the duty to make the determination for the shooter. Concurrent special awards are exempt from this rule.

4) At all tournaments where All American points will be awarded, in any event, Shoot-ers may declare only one (1) Category (i.e., Lady I, Lady II, Junior Gold, Junior, Sub-Junior, Sub Veteran, Veteran, Senior Veteran ). Any shooter who is tied for event Champion may shoot-off/carry-over for the Championship trophy. If a shooter fails in the Championship trophy shoot-off/carry-over and has declared a Special Category, at classification, the shooter will fall back to his/her declared category. Any shooter who has declared a Special Category at Classification and whose score only qualifies him/her for any trophy in his/her declared Category will compete for the Category trophy and not for place, class or yardage group. Any Category shooter whose score doesn’t qualify for a trophy in his/her Category may compete for place, class or yardage group.

5) Rule 3 above does not affect the right of all eligable shooters from shooting off for event champion or place trophies. A special category shooter may enter into a shoot off for event champion only and if unsuccessful fall back to special category.

6) Any special category declaration is to be made at the time you are classified. For purposes of special category declaration the time of entry is when you are classified. Report special category omission on the bulletin sheets to the cashier’s office.

7) Each shooter who is entitled to receive money won during any event agrees that if such money is not received by him during the period of this tournament, a check in payment for the money won may be mailed to him at the address indicated by ATA records, and when so mailed, the club will not be liable in any manner whatsoever for any check lost, stolen, unclaimed or otherwise not received by the shooter.

Page 12: Terry Dean - President AUGUST 27 - SEPTEMBER 2, …Terry Dean - President 2 Neil Winston’s Obituary (written by Neil himself) Neil Winston of Saint Paul passed away on the eighth

12

8) Management will not be responsible for errors in scores after the options have been posted. Shooter should use the electronic bulletin board and the score board to check their scores to notify shoot management immediately if a discrepancy is noticed. Er-rors will be corrected upon discovery.

9) Shooters who do not have a total of 500 16 yard targets registered with the ATA in the current and previous year will be advanced at least two classes or more at the discretion of the classification committee. Shooters without an established average shall be placed in class B or higher at the discretion of the classification committee.

10) Shooters who do not have a total of 500 doubles targets registered with the ATA in the current and previous year will be advanced at least two classes or more at the discretion of the classification committee. Shooters without an established average shall be placed in class b or higher at the discretion of the classification committee.

11) Assigned yardage applies during this tournament. Shooters who do not have a total of 1000 handicap targets registered with the ATA in the current and previous year will be assigned to the 23 yard line or their regular handicap yardage, whichever is greater. Handicap target requirements will be waived for shooters age 70 and over, making them eligible for trophies and monies. Shooters who fail to meet the minimum handicap target requrements as described above may shoot “targets only” from their assigned ATA yardage provided they waive and forfeit all right to options, purses, added money and trophies including HOA and HAA trophies. The decision to shoot “Targets Only” must be made at initial classification and is not revocable.

12) All targets shot on Tuesday, August 27 and Wednesday, August 28 may be applied toward above target requirements. If target requirement is met, you must immediately return to the Handicap Desk and be re-classified. If requirements are not met, you will remain shooting assigned yardage and/or assigned classification. There will be no bump of classes on Tuesday or Wednesday.

13) In an effort to avoid unused positions, it is imperative that you either cashier or release all positions that you have squadded for prior to the event. Anyone that does not cashier or release positions that have been squadded in their name will risk having any or all subsequent squadded positions in their name released by management. You may call the office at (641) 648-4458 if you can not make it to the club in time and have your position released.

14) Dogs must be leashed during shooting hours. Pets must be attached to one end of the leash and the other end of the leash attached to a fixed object or human.

15) Shooters must present their ATA number to presquad and have all shooters yard-ages of the posts that are being reserved.

16) The use of transportation vehicles, such as motorized carts and motorbikes, with the exception of wheelchairs, or other means of transportation for truly handicapped persons, will not be permitted on the sidewalks or immediate area at any time for any purpose. The sole exception to this rule will be utilization of golf carts by shoot management. Shoot management will minimize the use of golf carts whenever pos-sible and ensure that use of above vehicles is enforced. NO CARTS ALLOWED ON SIDEWALK NORTH OF THE SIGN UP BUILDING OR NORTH OF THE BRICK CLUB HOUSE.

Was deeply saddened to learn of our friend Neil’s passing. Neil had a lot to do with the ATA’s approval of the Heartland Grand and contributed much to our sport, as well as to the Trap-shooting Hall of Fame.August ‘85, Neil came to me with several issues and asked me what I was going to do about them? . . . I challenged him right back and asked him what are yo going to do about them? And now the rest is history!!!In late, July’19, Neil and I authored the Failure to Fire Rule over a dinner at Mom’s Cafe in Fargo. The prior rule required the shooter to keep his loaded gun closed and the puller to pull the trigger, truly absurd.Rest in peace, my friend.

HEARTLAND GRAND PRE- SQUADDING RULES1. Request forms received before or including August 27, 2018 will be given equal priority

and drawn at random. All request forms received after this date will be processed by received date. No request forms will be accepted after August 27, 2018.

2. The non-refundable service charge of $2.00 per position, per event, must be included with your request form.

3. If you draw squad positions that will not be used for an event, please see squadding personnel to release your position. Releasing your position allows us to fill holes in open squads, making this tournament more enjoyable for all shooters. A shooter may not draw more than one (1) position per event.

4. In an effort to avoid unused positions, it is imperative that you either cashier or release all positions that you have pre-squadded for prior to the event. Anyone that does not cashier or release positions that have been pre-squadded in their name will risk having any or all subsequent pre-squadded positions in their name released by management.

5. There will be a drawing made by the management for bank assignments for each day. These bank assignments will be posted the night before at the club houses and around the trap line. If you sign up after the bank assignments have been posted, you must take a position on the first available squad. There will be no exception to this rule.

6. A shooter may only draw one position per event. Any shooters wishing to squad together must fill out only one application indicating the shooters full name, ATA number, and handicap yardage on the line indicating which position that shooter wishes to shoot. Applications for full or partial squads that do not have each shooter’s information completely and properly filled out will not be honored. Multiple applications for any individual will be discarded and will not be refunded. The first application encountered will be processed only.

7. Squadding will be restricted to a maximum of 2 yards on a squad or as listed in the ATA rule book.

8. All pre-squad positions for all events each day will be held until 30 minutes prior to the first event of that day. After that time, pre-squadded positions not yet cashiered for that day will be canceled and opened to all shooters. All pre-cashier monies are refundable for any reason until September 3, 2018, at which time they become non-refundable.

Please enclose check for the total amount of the service charge made payable to:
