OF EUROPEAN & AMERICAN UNIVERSITIES AT LAHORE KNOWLEDGE
PARK (LKP)
Background
Lahore Knowledge Park (“LKP”) is a project of Lahore Knowledge Park Company (“LKPC”), a not-
for-profit organization owned by Government of the Punjab (“Government”) Pakistan.
The Government of Pakistan’s vision 2025 identifies knowledge, innovation and entrepreneurship as
key drivers of future progress. Investments in modern learning will be instrumental in the creation of
core competencies to provide much-needed skills and enhance productivity to transform the
agriculture, industrial, and service sectors in the coming years. Strategically, one of the top priorities
of Vision 2025 is to strengthen Pakistan’s competitiveness in its efforts to shift towards a knowledge
economy.
As per the vision of the Chief Minister Punjab Mr. Muhammad Shehbaz Sharif, LKP is envisaged as
the driving force to make Punjab in particular and Pakistan in general, as South Asia’s future nodal
point for Global Knowledge Economy. The objective is to facilitate the creation of linkages and
synergies between academia, industry and the corporate world in areas that feed into the global
knowledge industry. In order to achieve this objective, the Punjab government has dedicated an area
of around 852 acres of prized land in the most up-market location of the city of Lahore for the
development of Lahore Knowledge Park.
1. Salient Features of LKP
1.1. Offerings to Prestigious Foreign Universities The main purpose of this document is to provide preliminary information about an attractive
opportunity in terms of location, infrastructure and allied facilities for leading European and
American universities to establish their campuses at LKP situated in Lahore, capital of the
Punjab, Pakistan.
1.1.1. Focus Areas of Academic Intervention LKP is being developed as a state-of-the-art development on around 852 acres of land. The
focus areas of knowledge intervention include but not limited to the following broader
disciplines;
Manufacturing & Engineering Sciences
Life Sciences & Biotechnology
Information & Communication Technology
Management
Creative Media & Arts
Any other discipline

1.1.2. Common Facilities Available at LKP
Following common facilities are planned to be provided for the projects at LKP:
o State-of-the-art infrastructure including road network and walkways, electricity and
water supply, parks, sewerage, security & safety, sports, recreational facilities and
other lifestyle amenities
o Residential facilities, hostels, hotels and apartments
o Complete features of a smart city, fibre optic networking, tier 2 security features
uninterruptible power supply, management offices, food courts and restaurants
o Banks, plug and play office buildings, convention center, parking, transportation, fuel
station, healthcare and schooling
o One window cell for hassle free utilities connections, building map approvals, etc.
1.1.3. Security Facilities
LKP is being developed keeping in view all international standards of security arrangement. LKP will
be a secured & gated community which will be a safe city in itself. Construction of international
standard security wall with watch towers will be started soon. LKP will be covered by CCTV
surveillance at every step. Lahore Knowledge Park will be a place where people can study, work and
live with peace of mind. Chief Minister, Punjab has started a safe city project for Lahore city through
which the city is covered by CCTV surveillance.
1.1.4. Environment protection
LKPC as well as through all the projects at LKP shall adhere to local and international practices of
sustainable development. Micro-climate practices will be followed to ensure environment protection.
The Concept Master Plan and Detailed Engineering Design of LKP has been made by
Professor Spiro Pollalis, Professor of Design, Technology and Management at Harvard
University, USA. He is the director of Zofnass Program for the Sustainability of
Infrastructure.
LKP will focus on an effective integration of sustainable infrastructure and urban planning.
The master plan focuses on five categories of impact such as quality of life, resource
allocation, conservation and climate risk reduction.
1.1.5. Concept and design by world class consultants
LKPC has hired the services of leading foreign consultants for the project.
o The Master Plan has been designed by Dr. Spiro Pollalis in collaboration with
Osmani & Company Limited, one of the reputed engineering and design consultancy
firms in Pakistan
1.2. Pakistan’s Economy
Pakistan is the sixth-most populous country with a population exceeding 210 million with
55% population below 24 years. It is the 36th largest country in the world in terms of area
covering 881,913 km2 (340,509 sq. mi):
The Economist mentioned that Pakistan is the world’s fastest growing Muslim economy and
overall 5th fastest growing economy in the world with GDP growth rate of 5.7% in 2016.
This economic growth is attributed to stabilized security conditions in the country due to
concerted actions taken by the Government of Pakistan.
Growing population hails increased demand for education and industries

Agreement worth $54billion signed between Pakistan and China in April 2015 (CPEC) is the
largest investment by China in a foreign country. CPEC is Expected to generate thousands of
jobs and millions in revenue for both countries.
1.3. International Education
In view of the above, foreign degrees are recognized as a need and dream for students seeking
quality education. Every year approximately 200,000 students apply for admission in
international universities out of which only 37,000 get admission. Rest 163,000 students are
the readily available market base for any foreign university starting their campus in LKP.
1.4. LKP Project Location The site of LKP site is strategically located on the primmest & most expensive land of Lahore
on an area of 852 acres right in between DHA phase 6 & 7. It is a few minutes’ drive from
Airport & Lahore Ring Road which is connecting the entire city.
Lahore Ring Road is just 5 minutes’ drive from LKP which directly connects to Motorway
(M-2) and National Highway (N-5) giving hassle free access to the students and knowledge
workers from Karachi to Khyber. LKP’s location gives it a market base of 200 million people.
Connection to Airport makes LKP a part of Global Village where international students,
business delegates, scholars & patients can come in a secured environment to acquire
facilities available at LKP’s walled community.

INFORMATION TO BE SUBMITTED TO LKPC
The interested top 500 European & American Universities as per QS/Times ranking who are
interested to build their campus at LKP should submit their proposal on the following guidelines:
1. Profile & ranking (overall and subject wise) of University.
2. Financial status of university.
3. Courses and degree programs offered in various academic disciplines.
4. Experience of working with key industries/R&D centers and related affiliations.
5. Possible academic courses which the university could bring to LKP.
6. Please send the initial proposal that how the foreign universities can collaborate with LKPC
in terms of degree awarding, foreign faculty, research centers, campus requirements etc.
7. Contact person information including phone, mobile phone, email, skype Id. The Contact
Person should be an authorized representative of the applicant university for proposal
submission and to take forward the developments under this TOR.
The Proposal containing the above information should reach the office of LKPC at the following
address latest by 15th May 2017 through post or through email.
