Global Filipino Teacher
BACKGROUND: Teacher Enhancement remains one of the major concerns of the Department of Education. In the Basic Education Sector Reform Agenda, DepED has outlined several key innovations that will be used to improve the quality of education in the Philippines. One of these is developing capacities of teachers to conduct ICT-enabled learning activities in the classroom setting. With improved teaching knowledge, skills and attitudes especially in the application of ICT-enabled learning environment among our teachers, a marked improvement in the achievement rates of our students is also expected. The Global Filipino Teacher is a Globe Bridging Communities program that aims to address the above concerns. Under this program, Globe Telecom provided training grants to 100 teachers who belong to schools that have Globe Internet Connections.
The schools are spread in 15 DepED divisions in Region 7. It is expected that an increased quality of teachers in the 4 identified clusters, is manifested through:
improved performance evaluation based on student’s achievement, and increased rank level;
creation of communities of learning through peer-mentoring approach
IMPLEMENTING AGENCIES: GLOBE TELECOM, is one of the leading telecommunication companies in the Philippines today. Its internet connectivity
program, GILAS, has reached and benefited hundreds of schools in the countryside since its inception 5 years ago. Globe Telecom remains one of the few industry key players that commit itself to education reform and development through an extensive community outreach program. DEPARTMENT OF EDUCATION, is the Philippines’ regulatory body on matters relating to Basic Education. Basic Education refers to formal schooling in the pre-elementary, elementary and secondary levels. COALITION FOR BETTER EDUCATION, is a Cebu-based non-government agency that promotes education development through policy advocacy, community involvement and research, training and development. GFT LAUNCH: The Global Filipino Teachers Program was formally launched on September 25, 2009 at the Marriott Hotel, Cebu City. Present were DepEd officials led by Regional Director for Region 7, Recaredo Borgonia, Senior Division Superintendents of the 15 divisions and/or their representatives, members of the Cebu Press, CBE and Globe officials.

The Memorandum of Agreement stipulating the roles and responsibilities of the

implementing agencies were signed by and between Mr. Andy Bengzon Globe Deputy Head for Public Relations (representing Atty. Caridad Gonzales), RD Borgonia and Dr. Caridad Labe, President of the Coalition for Better Education. THE TRAINING PROGRAM: SCHOOL SELECTION PROCESS A major qualification to be selected school recipient of the program is Globe internet connectivity at the time of the training. The schools should also be located in the 15 DepED divisions identified by Globe. These are the divisions of: Cebu Province Bohol Province Cebu City Tagbilaran Mandaue Dumaguete Lapulapu Bais Talisay Tanjay Toledo Negros Oriental Danao Carcar Naga TEACHER SELECTION PROCESS 25 schools in each of the 14 divisions identified by Globe Telecom were sent invitation for program participation. In the school level, however, teachers have to apply to the principal to avail of the training program. A teacher should be handling a subject matter at the time of application and should be knowledgeable in computer operations/applications. The principal endorses at least 5 teachers from his/her school to CBE. CBE reviews the profiles of the endorsed teachers and selects one representative from each school based on a set of selection criteria. A major consideration for acceptance in the program is the submission of Pledge of Commitment wherein the teacher, principal and division superintendent signs an agreement to support the program even after the conduct of the training through
peer-coaching and implementation of the developed projects. THE TRAINING ACTIVITIES: Less than a month after the GFT Launch, the first cluster of teachers from Cebu Province were trained on October 19-24, 2009. This was followed with the training of Metro Cebu teachers comprising the cities of Cebu, Talisay, Mandaue and Lapu-lapu on October 26-31, The 3rd cluster of teachers from Bohol province and Tagbilaran City were trained on November 9-14 and the last cluster from Negros Oriental was conducted on December 1-6.

All training programs were held at the CBE Office and Center for Teacher Excellence at theh Cebu Normal University Campus except for the Bohol cluster which was held at the Don Cecilio Putong National High School in Tagbilaran City. THE GLOBAL FILIPINO TEACHER TRAINING COURSE: The training course is a project-based learning approach that focuses on the application of information and communication technologies in the development, implementation and evaluation of ICT enabled learning

environments and teaching strategies. The training program lasts for 6 days or an equivalent of 54 credit hours where the teachers undergo intensive sessions on Essential Questions and standard-setting using the 21st Century Skill Standards, authentic assessment, ICT applications and project development and Oral defense. There are four modules in the program as follows: MODULE 1: USING ICT APPLICATION FOR CLASSROOM PROJECTS No. of training hours: 12 Facilitators: Ms Luchi Flores, Ms. Myrna Soco This module introduces students on the use of basic ICT tools that will aid them in developing student-centered classroom activities. It is also designed to enable students to explore different online and software-based applications that will aid them in developing and integrating ICT in the learning environment.

Module 2: ONLINE COLLABORATION No. of training hours: 12 Facilitator: Ms. Luchi Flores This module is designed to address classroom management issues such as scheduling events/assignments and projects, creating quizzes and posting grades through the use of on-line tools and Tele-Collaboration Techniques. It will also provide opportunities for teachers to create virtual classrooms and moderate discussion boards through the use of online Learning Management Systems. Learning Competencies:

Module 4 PROJECT PREPARATION
No. of training hours: 24 Facilitators: Dr. Caridad Labe, Dr. Floriza Laplap, Ms. Luchi Flores
This module will require students to prepare a portfolio of at least three modules that make use of ICT applications.
Students will be given 16 hours to prepare the modules. They are to collaborate with other subject area specialists in the conceptualization of project activities; after which they are required to attend 8 hours of project defense. Each team will be given 1.5 hours to do a demo-lecture which will be evaluated by a panel of experts.
Projects prepared should be based on PBL and Papert’s Theory of Constructionism.

THE TRAINING PROCESS: The first day of the training is spent on Module 1. Students are required to submit a challenge on assessing the credibility of web sources. Other challenges include exercises on internet research. The Project-based learning approach as an effective strategy to integrate technology in the classroom is also introduced on the first day. Finally, various ICT integration applications are taken up during the first training day. On the 2nd day, students are taken to a deeper understanding of ICT integration using tele-collaboration techniques. At the

end of the 2-day session, the students should be able to undergo a PBL activity and present the group output as a project challenge. The session on Authentic Assessment is conducted on the 3rd day. The project challenge includes the preparation of a project rubric using the assessment blueprint. They should also be able to construct and upload rubrics online. The 4th and 5th days are spent on project preparation. The participants are grouped into 5 groups of 5 members each. Each member represents a subject area (English, Science, Math, Araling Panlipunan, ICT/TLE). This grouping is followed to ensure that the project is interdisciplinary and cuts across several divisions.

POST-TRAINING APPLICATION AND THE PEER-COACHING PROCESS Back in their own schools, the teachers are required to apply the projects they have prepared and implement them in the classroom setting. As stipulated in the pledge of commitment, the teachers are also expected to mentor three other teachers on ICT Integration and project-based learning approaches.
RESEARCH The CBE Research and Evaluation Team will conduct periodic monitoring and evaluation visits to schools to monitor the application of the learning strategies by the teachers. CERTIFICATION Training certification is 3-tiered, as follows:
Certificate of Attendance is given to those having attended the seminar and completed at least 80% of the 54 hour training program;
Certificate of Completion is given to those who have completed all requirements of the program. The certificate includes a DepEd Certificate duly signed by the Regional Director;

Certificate of Proficiency is given to those who have successfully conducted the required demo-lectures and have been evaluated by the panel to have passed the standards set by CBE. The certificate includes a DepEd Certificate duly signed by the DepEd Secretary and has a 3-unit MA degree equivalency in CBE partner schools
EVALUATION METHODS Training Journals – The trainees were required to submit journals on a daily basis. An evaluation sheet regarding the conduct of the training program was also distributed to the trainees at the end of the 6-day training program Challenges – These are projects that trainees should submit either individually, mostly as group work on a per module basis. Final project –The project consists of a portfolio of Project-based Learning classroom activities and rubrics that the trainees should implement as a post-training activity. The trainees should also be able to successfully defend the PBL project as a pre-requisite for conferment of certificate of proficiency. Grading System – 40% of the final rating of the trainees is based on the different challenges submitted; while 60% is based on the project presentation. Highest Possible Rating is 1. A bonus point of .25 is given to those who have submitted all pre-training documentary requirements such as individual profile sheets and pledge of commitment. Highest Total Rating with bonus is 1.25. Proficiency Score is set at .875. STUDENT PERFORMANCE/FULFILLMENT OF REQUIREMENTS FOR GRADUATION AND CONFERMENT OF CERTIFICATES OF PROFICIENCY
Of the 100 teachers who were accepted to the program, 96 graduated and received certificates of attendance and completion. As compliance for graduation, the students were required to submit the module challenges and revised projects. A Performance Rating of at least .875 or 70% of the highest possible score of 1.25, is needed to merit a certificate of proficiency. The Metro Cebu’s Camfables’ Project on Malnutrition garnered the highest rating of 4.4. The other top two group projects are: Proby Team, Metro Cebu (project: Health & Nutrition) and The Voice Team, Negros Oriental (project: SARDO) who both earned 4.1 rating. The highest possible score in the Project Development Module is 6. Of the highest possible rating (1.25),nine teachers made it to the upper percentile. The ratings of these teachers range from .90 to .97. Five of the top rank teachers come from the Metro Cebu cluster, two from Negros Oriental and one each from Bohol and Cebu Province clusters. It is noted that Metro Cebu got the highest average performance rating of .89, followed by Negros Oriental with .88. 3rd place goes to Bohol with an average of.86 while Cebu Province got the lowest performance rating of .68. The low average rating in the Cebu Province cluster is due to the non-submission of revised projects of 2 groups. Only 67 out of the 96 teachers or 70% were conferred certificates of proficiency. PROGRAM EVALUATION On Content. 88% of the trainees agreed that the objectives of the training program were clearly stated while 74% said the objectives were met. 49% of the trainees said that the modules were sufficient and 46% said the modules were excellent while 40% said the modules were too advanced.

On Organization. More than 60% of the trainees said that the modules were concise, well grouped, easy to read and grammatically correct. 71% also affirmed the effectiveness of the facilitators and applicability of training to present job.85% said that the training met their career development plans. On logistics. 64% of the participants said that the facilities were excellent. More than 70% said that the staff provided excellent service. However only 58% said the food was excellent. More than 60% of the participants said that they would recommend the training program to their colleagues. GRADUATION CEREMONIES GLOBE TELECOM hosted a graduation ceremony for all GFT graduates who have at least received certificates of completion. Certificates of Proficiency were given to teachers who have successfully passed the evaluation standards set by CBE.
Of the 100 teachers who registered to the training program, 96 were given certificates of attendance and completion, while 67 were conferred with certificates of proficiency.
The graduation ceremony was held on March 5, 2010 at the Cebu International Convention Center with Globe Telecom CEO, Mr. Ernest Cu, DepED Secretary Jesli Lapus and Her Excellency President Gloria Macapagal-Arroyo in attendance. Other government dignitaries present were Tourism Secretary Ace Durano, Press Secretary Crispulo Icban, Cebu Gov. Gwendolyn Garcia, Rep. Nerissa Soon-Ruiz and Mandaue City Mayor Jonas Cortes. Regional Director Recaredo Borgonia led the delegation of DepEd Senior Division Superintendents from the 15 divisions in Region 7. Present also were some members of the Management Team of Globe Telecom led by Ms. Yolanda Crisanto, Head of Corporate Communications and Mr. Jeffrey Tarayao, Head of Community Relations. Members of the Board of Trustees and Committee Chairpersons of CBE were also present in the event. RECOMMENDATIONS FOR IMPROVEMENT Training Delivery
1. Conduct a pre-test on the ICT readiness of teachers to serve as check and balance on what is reflected in the teacher profiles.
2. School selection criteria should include ICT readiness so that teachers can easily apply what they have learned in the training program;
3. Ensure that training facilities can serve the hardware requirements needed for the course, provide additional budget for training facility rental ( as need arises );
4. Invite principals and heads of school (if budget allows) to observe in the project presentation. This will give the principals a feel of the innovations that should be adapted in the schools after the training program.

5. Create a portal hosted by Globe to allow on-line learning communities to thrive even after the training program.
Administration and Management
1. Requests for Travel Orders should be forwarded to DepEd at least a month before any scheduled training to allow for processing time for approvals.
COST-BENEFIT ANALYSIS OF THE PROGRAM Qualitative CBA:
The application and integration
of ICT in the teaching and learning environment led to improvement of teaching strategies and subsequently in the performance and attitudes of students towards school work ( please refer to testimonials of
four GFT graduates ).
The application of PBL activities in the classroom has provided opportunities for teachers to do advocacy work and lobby for educational reforms in the local level. In doing so, the role of the teacher is now expanded, assuming a more pro-active stand in school and community development.
The Department of Education
increased its number of qualified teachers who can readily implement and fast track ICT Integration in the national level. The GFT graduates can now become a pool of experts in the Department of Education who can be tapped to conduct training programs and evaluative studies on ICT Integration.
Quantitative CBA: DepEd savings on Training for one year based on cost of training 96 teachers: P13,757/teacher x 96 pax = P1,320,723.00 or P2,292/pax/day.
Other cost benefit analysis ratios include getting the services of the GFT graduates to:
prepare curriculum content and do materials development using ICT applications, and/or;
conduct ICT Integration training programs vis-a-vis hiring a consultant to do the job.

About the Facilitators Dr. Caridad Labe, president of CBE and Rotary Mactan, is an education expert on various learning disciplines. She is currently the Senior Division Superintendent of the DepEd - City of Naga Division. She is also a mentor of the Master of Arts in Instructional Design and Technology Course offered by CBE. Dr. Labe has recently opened a school in Mactan, Cebu applying the principles of Papert’s Constructionism and Project-based Learning Approach in the pre-elementary and elementary level. She is a multi-awarded educator whose passion is also on community involvement. Dr. Floriza Laplap, is former Dean of the Graduate School of the Cebu Normal University. She served as consultant – expert of the Master of Arts in Instructional Design and Technology under the Partners in Learning Program of Microsoft and implemented by CBE. Dr. Laplap is also Vice-chairperson of the Training and Development Committee of CBE. Marilou Flores is Executive Director of the Coalition for Better Education (CBE) and a lecturer / trainer on ICT Integration and Peer Mentoring. She co-authored Fusion, an ICT Integration Manual for Philippine Use under the auspices of Microsoft. She has trained under the International Society for Technology in Education and Microsoft on Integrating ICT Skills into Teaching and Learning, the University of Washington on Building 21st Century Schools and on Educational Leadership under the Australian Council for Educational Leaders. Ms. Flores is also an accredited reviewer of the
International Multi-Conference on Society, Cybernetics and Informatics based in Florida, USA. Ms. Myrna Soco, is another multi-awarded high school teacher on ICT Integration. She earned her Masteral Degree in Instructional Design and Technology last 2008 under the Partners in Learning Program of Microsoft. Ms. Soco started integrating technology in her classroom since 2001. Her leadership in integrating technology in her classes has earned her school in Tayud, Consolacion, Cebu various awards and recognition for effective use of ICT-based classroom strategies.
