While 2008 was marked by training of resources etc., 2009-10 was marked by the inauguration of the state -of- the- art CBR Resource centre in the project area of Malakheda, Alwar District. As on date, apart from a vision centre and audiology set up, the project also delivers CBR services in the field of Hearing Impairment and Speech development, Visual Impairment, and Physical Impairment. Going forward, the project aims to develop and deliver a model CBR programme by integrating services along the model developed by the WHO as under: he community outreach function at the Institute has been constantly evolving with the changing times. For the year that went by, the function concentrated on meeting the long term strategic Tgoals of the Institution by focusing on: Developing a network of Vision centres across the Districts of Alwar in Rajasthan; Mewat in Haryana; Saharanpur in Uttar Pradesh and certain urban slums of Delhi in a bid to reach quality primary eye care services to the underserved and the needy. These Vision centres have been set up directly as well as in association with local grass root NGO's where available. Manned by Vision technicians who hail from local community and who have undergone rigorous 18 month training in primary eye care at the Institute, Vision centres hopefully in the times to come will ensure the delivery of sustainable and quality eye care services to the underserved. Through Vision centres and through the traditional camp based model, identify and mobilize the movement of those in need of eye surgery from various project areas. These surgeries apart from the regular cataract also cover all kinds of speciality work too. Across the entire network, of the total 5,383 surgeries done free, the community function was directly responsible for the identification, counseling and transportation of 85% of the same amounting to 4,576 surgeries. Seeing is Believing

Partner: Adobe India

An IT resource centre for the visually impaired and low vision persons set up with the collaboration of ADOBE, it successfully entered its second year. The centre is equipped with the latest, state of art speech and magnifying software's like KNFB reader and JAWS. It aims to enhance the over all personality and increase the employability quotient of the students by offering a package of enhancement services which include IT training (Basic and advanced courses) Personality development, exposure visits and English speaking classes.

Two courses are running:= Advanced course: One batch composed of 3 students has passed out and 2 of them have been employed

with Net Ambit, NOIDA.= Basic course: Three batches comprising of 12 students have passed out with one securing employment

with Kingfisher Airlines and another with Religere.

Partner: Standard Chartered Bank, U. K. and International Agency for the Prevention of Blindness

The Institute was chosen in 2008 to deliver 10 Vision centres across the states of Rajasthan, Uttar Pradesh and Haryana. By end March 2010, the ten vision centres were fully operational.

The Vision centres are distributed as follows

Quality Assurance

Project Prakash

Diabetic Retinopathy Project

Partner: ORBIS International

The Quality initiative assisted by ORBIS International is working on three levels

(1) Develop quality manuals for all departments and functions of the hospital

(2) Subsequently go in for quality certification from appropriate National and International bodies

(3) Transfer the knowledge gained to atleast two other partner hospitals of ORBIS International.

Cross functional teams across the hospital are engaged in mapping existing processes, identifying best practices, developing benchmarks and desired protocols and then making the changes step by step. Different audit committees are regularly monitoring the progress and the deficiency if any against mutually set benchmarks. Dr. Suneeta Dubey is heading the project.

Partner: Department of Brain and Cognitive Sciences, Massachusetts Institute of Technology, USA

Project Prakash marks a unique collaborative effort between the Department of Brain and Cognitive Sciences, MIT and the hospital. The team of researchers at MIT is headed by Dr. Pawan Sinha while the medical team working on the project is led by Dr. Suma Ganesh. A long term project, the focus is to answer open issues in Neuro sciences like the development of vision by brain, how the brain learns to perceive environmental objects, mental health implications of Childhood Blindness and development of effective rehabilitation strategies among others.

In 2009-10, 20,834 children were screened across various locations in Haryana and Uttar Pradesh apart from Delhi and 48 congenitally blind children were identified. All the 48 were successfully operated and are under various stages of rehabilitation.

Partner: World Diabetes Foundation, DenmarkThe Institute in collaboration with World Diabetes Foundation is working on started a focused intervention to (a) spread awareness about diabetes and its effect on the eye (2) Identify and treat people who had developed or were in the danger of developing diabetic retinopathy in Alwar District, Rajasthan. For the past year, the project team focused on the population of Alwar Town itself and has made a difference to the lives of many people. The rich data that is being collected will definitely help the institution in highlighting the menace of diabetes in semi urban settings and will also help in developing health interventions.

43,399 people were screened for Diabetic Retinopathy this year. People impacted were treated by the Vitreo-Retinal team at Base Hospital and were also counseled on lifestyle modifications.

n order to give an impetus to academic activities a separate Medical Education Department was formed in 2009 to take care of education and research at SCEH. The basic objective of MED is: I

= To provide a structured comprehensive training programme (long term & short term) - ophthalmic, optometry and para-medical with focus on subspeciality training.

= To build up on the research wing to conduct clinical, epidemiological and operational research. All the training programmes are a combination of practical as well as theoretical approaches.
