Description:

The Board approved this contract on January 12, 2011, and approved contract modifications on

February 8, 2011; March 8, 2011; April 5, 2011; May 10, 2011; June 14, 2011; October 11,

2011; January 12, 2012; April 23, 2013; and August 6, 2013. This contract modification adds

two providers to the contract, as permitted by the original solicitation.

This contract provides for student transportation services for after-school activities. Activities

range from local athletic and music competitions to day-long and overnight cultural trips.

Services are employed when BCPS’ own fleet is unavailable (due to regular student bus route

service) or when coach bus services are needed. With the addition of these two awardees, school

personnel will have 20 contractors from which to choose for field trip transportation. Choices

are based on the contractor’s location relative to a school, price, and availability.

Award bidders have met vehicle and facility inspection criteria that include equipment and on-

road performance evaluations and driver investigations that require on-file background

investigation, citizenship status, and drug free-testing. Additionally, award bidders are subject to

a no-notice inspection focused on safety and serviceability of a specific vehicle and driver.

Description:

This contract is for a cohort program to provide 36 graduate credit hours in special education

coursework. The cohort will begin in the spring semester of 2014 and conclude in the fall

semester of 2017. Successful completion of the course will lead to a Master of Education in

Special Education. Enrollment is open to BCPS teachers, certified in any area other than special

education, with a maximum of 20 participants.

There is a need to expand the knowledge of general educators and administrators regarding the

academic, social, and emotional needs of special education students. The cohort supports the

Blueprint 2.0, Goal 1, Strategic Initiative A.

The cohort coursework will prepare participants to provide all students with equal access to the

common core curriculum by differentiating instruction during planning and implementation.

This contract consists of interpreting services for deaf/hard-of-hearing students and parents and

includes sign language interpreting, speech-to-print, cued speech transliteration, and oral

interpreting. The services will be provided in schools and home visits when necessary. BCPS

provides these services as a related service defined by the Individuals with Disabilities Education

Act and Section 504 of the Rehabilitation Act, and for parents under the Americans with

Disabilities Act. Through the individual education program team and the 504 team process,

interpreting/transliteration services are determined as related services that ensure access to

instruction and communication for designated students who are deaf/hard of hearing. These

services are identified as universal design for learning services under common core curriculum.

Interpreting/transliteration services provide access to and implementation of BCPS'

Executive Summary

The Baltimore County Public Schools’ annual school staffing report is guided by the

requirements of the No Child Left Behind Act of 2001 (NCLB), which set forth

requirements relative to the employment of highly qualified teachers and paraeducators.

Although Maryland has been granted flexibility in some of these requirements, others

remain, including the requirement that all core subjects be taught by highly qualified

teachers and that there is an equitable distribution of effective teachers.

This report reflects the significant progress made by the Department of Human

Resources’ Office of Staffing in the recruitment, hiring, and maintenance of a highly

qualified teaching staff as defined and mandated by NCLB. The percentage of core

academic subject classes taught by highly qualified teachers has increased from 62.5% in

school year 2003-2004 to 95.6% in the school year 2012-13. Currently, 98.79% of core

subject teachers are highly qualified and 100% of paraeducators in Title I schools meet

NCLB standards.

The report illustrates the staffing of key school-based positions at the start of the current

school year. All 173 BCPS’ schools were staffed with principals as of September 3, 2013.

The total number of new hires, employee retention rates, and number of surplus teachers

and paraeducators placed are also included in the report.

As part of its commitment to continuous improvement, the Office of Staffing has

identified specific strategies for reducing the number of conditionally certified teachers,

such as developing partnerships with area colleges and universities, establishing cohorts

in hard to fill core academic areas, and issuing the Resident Teacher Certificate through

Maryland State Department of Education. The implementation of these strategies has

resulted in a positive seven-year trend in the employment of a highly qualified and highly

effective work force.
