Security Threat Assessment INTRODUCTION The Tennessee Department of Correction recognized the increasing impact of Security Threat

Groups on institutional security during the late 1980’s and in response developed policy and

procedure to identify and confirm inmates as members of Security Threat Groups. Groups were

initially recognized by the department either by virtue of their known presence within facilities or

their presence in other jurisdictions. One of the purposes of this threat assessment is to act as a

foundation for a formalized STG group validation tool for determining which groups should be

designated as Security Threat Groups based on actual or potential risk. This threat assessment will

be formatted as a “living document”; as new information is developed, it will be added to the

assessment. This initial threat assessment will focus on the major groups operating within the

TDOC, with information on the minor groups added in subsequent editions.

It is a widely accepted fact among correctional staff that the presence of these groups poses an

increased risk to institutional security. This threat assessment will look at historical incident data

from the Tennessee Offender Management System (TOMIS) to help quantify the behavior of

currently recognized groups as well as information from the Internal Affairs Division case logs.

Anecdotal information from institutional staff and intelligence briefs from the FBI and National

Drug Intelligence Center are used to help complete the group profiles.

The use of the labels “prison gang” and “street gang” often gives the impression that the two groups

are mutually exclusive and that “prison gangs” only operate inside correctional facilities. In reality,

gangs operate as a function of their environment. Prison gangs such as the Mexican Mafia and

Barrio Azteca levy a tax on street gangs involved in retail drug distribution. Most street gang shot

callers either are incarcerated, or have been previously incarcerated, which adds to their reputation.

Street and prison gang leaders will work together if there is a financial incentive, even among groups

that are traditionally considered rivals. In Tennessee, we have seen small disorganized sets of street

gang members absorbed into the larger nationally recognized gangs due to the influence of street

gang members released from TDOC.

METHODOLOGY

The TDOC Policy, Planning and Research division was asked to provide data from 2001 to 2007 of

selected incident codes and to determine the number of incidents each year by incident code and

STG group involvement. It should be noted that incident involvement type, i.e. suspect or victim,

was not a discriminating element in the data. In other words, if a STG member were the victim of an

assault by a rival group, the victims group would still be tallied as being involved in the assault. Staff

must respond to the assault regardless of the groups involved and in many cases, some underlying

activity by the victims group triggered the offending group to act. In addition to the TOMIS data,

the Internal Affairs Division case file log was audited to determine STG involvement in homicide

cases for the same time period.

SECURITY THREAT GROUP IDENTIFICATION AND CONFIRMATION

The Tennessee Department of Correction utilizes a 10-point confirmation system that was originally

developed in conjunction with the Tennessee Bureau of Investigation. Variations of this system have

been widely adopted by other agencies. The system uses point-weighted identifiers to determine the

level of STG involvement. Inmates that score 10 points or more on the assessment are confirmed

members; inmates with an assessment score of 1 through 9 points are considered to be suspected

members. Unless otherwise noted the STG totals used are the combination of confirmed and

suspected members. A sample of the STG point system and a glossary is contained in the Appendix.

Gangster Disciples

The Gangster Disciples are one of the oldest and most well established groups within the TDOC. The Black Gangster Disciples originated in Chicago in 1969 from the merger of the Black Gangsters led by Larry Hoover and the Black Disciples led by David Barksdale. In 1974, David Barksdale died of Kidney Failure, resulting in a power struggle within the group. The BGDN broke into three factions as a result; Gangster Disciples, Black Disciples, and Black Gangsters. Larry Hoover is the recognized leader or “Chairman of the Board” of the Gangster Disciples and is currently serving time in federal prison at the super max facility in Florence, Colorado.

The majority of the Gangster Disciples influence in the TDOC originates in the Shelby County/Memphis area and to some extent the North Mississippi area. Chicago based members typically come to Memphis seeking a new market for drug sales and to buy weapons to import back to Chicago. Information from incident reporting indicates that the Gangster Disciples specialize in cell phone trafficking within the institutions in addition to more traditional STG activities such as drug trafficking. Incident reporting also indicates that the Gangster Disciples are involved in a high percentage of assaults on inmates with serious injury or injury. TDOC FACTIONS:

In addition to the above information from TOMIS, an audit of homicide cases from the Internal Affairs case log was conducted which indicated that of 13 homicides from 2001 to date, 2 of the cases involved Gangster Disciple members as suspects. In 2005, confirmed Gangster Disciple member George Hyatte #134310 and his wife were

charged with the murder of Officer Wayne Morgan during an escape.

In 2007, three confirmed Gangster Disciples and one suspected Gangster Disciple member were charged along with a confirmed Crip member with the murder of inmate Robert Goss #115645 who at the time of his death was listed as a confirmed Aryan Nation member.

Crips

The forerunner of what is today considered the Crips gang originated in the mid 60’s in Los Angeles and was patterned after the Black Panthers as a politically motivated group. By the 1970’s the group’s leader Raymond Washington had formed the group into a traditional street gang. The Crips do not maintain a centralized leadership structure and there are many Crip sets that make up the larger group. To complicate matters further, the individual Crip sets maintain alliances and rivalries within the groups. For example, the Rollin 60’s Crips are traditional enemies of the 52 Hoover Crips. The Crips main rivals are the Bloods, Vice Lords, and other People nation gangs. The Crips are the second largest group in the Tennessee Department of Correction. The Crips fall under the Folk nation along with the Gangster Disciples and share some of the same symbols and identifiers. The two groups are allies for the most part but this should not be considered a hard and fast rule, as local circumstances can often affect the strength of their traditional alliance under the Folk nation. In addition to the above information from TOMIS an audit of homicide cases from the Internal Affairs case log was conducted for the same time period that indicated of 13 homicide cases 3 cases involved confirmed/suspected members: In 2002, a suspected Crip member Chris Hodge #331562 was involved in the homicide of

non affiliated inmate Ricky Ardd #342786.

In 2006 Confirmed Crips Morris Marsh #224333, Sean Jordan #269759 and Brian Roberson #276032 were involved in the homicide of non affiliated inmate Roshad Siler #389222.

In 2007, Confirmed Crip member Jarvis Taylor #387118 was involved along with confirmed and suspected Gangster Disciple members in the Homicide of Aryan Nation member Robert Goss #115845.

Aryan Nation

The TDOC Security Threat Group Aryan Nation is loosely based on the more notable Aryan Nation group founded by Richard Butler in Hayden Lake, Idaho during the 1970’s. Butler’s Aryan Nation organization, like many white supremacist groups, is founded on the Christian Identity belief system. Currently Butler’s Aryan Nation group has fractured after civil litigation brought by the Southern Poverty Law Center nearly bankrupted the organization forcing the Aryan Nation to give up its long held compound in Hayden Lake. The organization was dealt a further blow when founder Butler passed away in September of 2004. Since Butler’s death, there have been several attempts to reorganize the group. It is important to note that there has been some contention among the TDOC Aryan Nation’s group on whether the group should use the Aryan Nation name. A newsletter purported to be from the Aryan Nation has indicated that incarcerated inmates should not use the Aryan Nation name. The Security Threat Group Aryan Nation is the currently the largest white supremacist group in the Tennessee Department of Correction. The group functions as a prison gang but is influenced by outside white supremacist organizations as is evidenced by intercepted literature from incoming mail. The group uses Christian Identity material to indoctrinate prospective members. The Christian Identity belief system is based on what is termed as the dual seed line theory. This theory is based on the premise that the Caucasian race is made up of the lost tribes of Israel and that the Jewish race is descended from the union of Eve and the Serpent in the Garden of Eden. This belief system holds that the white race is superior, the Jewish race is inherently evil, and all other races were precursors to man and are therefore inferior or “beasts of the field”. Inmates must prospect for a period of time, usually 6 months, prior to being considered as full fledged members of the group. During this period prospects must complete bible studies centered on Christian Identity interpretations of the bible. There is also evidence that prospects may be required to carry a stone in their pocket during the probationary period. This is referred to as “standing on stone”. Prospects also may be investigated by the gang to screen out inmates with sex offenses. The Aryan Nation has been known to have family assist in screening prospects by using the internet to check the sex offender registry or the TDOC FOIL web site to check for sex offenses. Aryan Nation members have also been reported to have strong-armed inmates into revealing their quarterly TOMIS time sheets to check for sex offenses and force sex offenders into protective custody. Former AN members report that members have been involved in the manufacture of prison made liquor to generate funds for the group. The liquor is made by further distilling prison made wine using two trash bags and a homemade heating element. The wine is placed in a trash bag with the heat source and a second bag is placed over the first to catch the condensate often referred to as “white lightening. There is also preliminary evidence to suggest that Aryan Nation members are generating funds through trafficking in tobacco and have been involved in tax fraud schemes.

Vice Lords

The Vice Lords were formed in the late 1950’s in the Illinois Training School for Boys located in St. Charles, Illinois. After several members of the Vice Lords were released from the school at the end of their sentences, they relocated to the neighborhood of Lawndale in Chicago. They are the oldest and second largest street gang in Chicago. The membership is predominantly African American. Vice Lord gangs include Unknown Vice Lords, Four Corner Hustlers, Undertaker Vice Lords, Cicero Mafia Insane Vice Lords, Traveling Vice Lords, Executioners, Central Insane Vice Lords and Conservative Vice Lords. Similar to the Gangster Disciples, the group has strong ties to the Memphis/Shelby County area but has been expanding across the state. Vice Lord members in TDOC communicate with members on the street and there is communication between members in Tennessee and the rank structure in Chicago. The Vice Lords often use Islamic phrases in their communications and literature and use the Friday Jummah service as a mechanism to hold meetings. 2004, four confirmed Vice Lord members: Calvin Scott #335198, Brandon Wallace #357955, Anthony Randaul #315984, Corey Johnson #366069 and a confirmed Black P Stone member John Abernathy #295542 were involved in the homicide of Ronnie Watson #134074 (no listed affiliation).

Aryan Brotherhood/Brotherhood Forever

The groups Aryan Brotherhood and Brotherhood Forever are listed in TOMIS separately. However, evidence suggests that they are actually the same group. For the purposes of this report, they will be combined and a request has been made to have these groups combined in TOMIS. The Aryan Brotherhood is one of the oldest white supremacist groups in TDOC. This group should not be confused with the original Aryan Brotherhood that was founded in the California Department of Corrections, as no link between the two groups has been found. Inmates identified with the Aryan Brotherhood/Brotherhood Forever group tend to be older white males with lengthy sentences. Like the Aryan Nation, the group adheres to Christian Identity beliefs and requires prospects and members to study Christian Identity materials, most notably the American Institute of Theology and Kingdom Identity Ministries. Aryan Brotherhood members have also been known to associate with local KKK groups in East Tennessee. There is some evidence to suggest that the two inmates in the Aryan Nation involved homicides outlined earlier also had ties to the Aryan Brotherhood. Information from confiscated membership rosters indicates that at least one of the founding members of the group was involved in a 1982 incident at Brushy Mountain State Penitentiary where officers were taken hostage and several African American inmates were murdered. Information from former members indicates that the group formed in the 1980’s in response to the emergence of militant Black Muslim groups within the facilities. The Aryan Brotherhood structure is based on a system of levels and within these levels are officers similar to those contained in the Aryan Nation rank structure i.e. Enforcer, Religious Advisor, etc. Aryan Brotherhood members have a distinctive tattoo or patch consisting of SS bolts encircled with Brotherhood Forever. Some members are allowed to tattoo the patch in red. There is conflicting reports as to the significance of a red patch, either that it indicates that the wearer has spilled blood for the group, or that only inmates above a certain rank are allowed to represent with the red patch. Bloods

By 1972, the Crips from Compton and the Piru Street Boys were entrenched in a gang war. The Crips had murdered a member of the LA Brims. As a result of that murder, the Piru Street Boys, the Brims, Denver lanes, Bishops, and other gangs met on West Piru Street in Compton to form a “Blood Alliance” thus creating the “Bloods” to combat the Crips. The Crips were wearing blue bandanas so the Blood Alliance gangs wanted to wear red, which was also the only other color available at the time in the local convenience stores. While the Bloods are originally a west coast gang, a new Blood organization formed in New York in the Riker’s Island detention facility called the UBN or United Blood Nation in 1993. The Tennessee Department of Correction has inmates with influences from both the east and west coast Blood organizations. The Bloods often pattern themselves after traditional organized crime families. A recent case in the New Jersey Department of Correction revealed that members of the Bloods and members of the Lucchese crime family were involved in the smuggling of cell phones and other contraband into NJ DOC facilities. Information from the investigation indicates that the Bloods are attempting to infiltrate corrections and law enforcement by having members with clean criminal records apply for employment. The Bloods have been reported to have employed counter surveillance techniques against law enforcement. The Bloods are also known to have alliances with militant groups such as the 5 Percent Nation of Islam and the New Black Panther Party and the Black Guerilla Family. TDOC FACTIONS:

threats to institutional security faced by the Tennessee Department of

Correction. These devices have been used to facilitate escapes as well as

other criminal acts. The most notable example is the escape of confirmed

Gangster Disciple member George Hyatte #134310 that resulted in the

death of Correctional Officer Wayne

Morgan. In this case a cell phone was

used to coordinate the escape attempt with inmate Hyatte’s wife

who was a former TDOC employee. Inmates on transit status for

court are not allowed access to the inmate telephone system to

prevent escape plans from being communicated. Cell phones can

be used to circumvent this standard security procedure.

Recent developments in cell phone technology have added to the threats these devices pose to staff.

Cell phones now have video and still photography capability as well as audio recording. In one

recent instance, a conspirator on the street

working with STG members took photos of

the inside of an inmate’s mother’s house to

coerce the inmate into taking part in the

introduction of drugs into the facility. The

photos were sent attached to a text message

back into the facility and shown to the

inmate. Photos of institutional security

infrastructure have been found on phones

confiscated from inmates. In many

cases, inmates have become

combative with staff and have

attempted to destroy cell phones

discovered during frisk searches in

order to prevent staff from

obtaining the contents of the

phone. Cell phones have also been used to communicate within the

facility to warn of pending searches. There have been cases where inmates in housing units that are

in close proximity to the sally port have texted inmates in other units to warn that search teams were

entering the compound. One group, the Gangster Disciples, seem to have recognized the value of

cell phone technology as the group has a high percentage of involvement in cell phone related

incidents. In addition, STG staff are intercepting less written material involving this group indicating

that much of the communication is being accomplished by cell phone. It cannot be discounted that

cell phones in inmate’s hands can be used to organize and facilitate institutional disturbances. Cell

phones can also be used to facilitate the introduction of contraband by coordination with visitors or

employees, and to arrange for drops on facility grounds. There have been increasing reports of

contraband being thrown over facility fences by free world conspirators. In one such case it is

believed that packages

wrapped in camouflage tape

were launched over the facility

fence using a “potato gun”. A

potato gun is a homemade

canon like device that uses

flammable aerosol as a

propellant. Cell phones may

also be used to provide

warning of quarterly parking

lot searches.

services to research

information on staff. This

information can then be used to intimidate or corrupt staff. The trafficking in cell phones is also a

financial source for the groups, as the reported going rate for a cell phone is $300.00.

Recovered cell phones are a wealth of information to show

relationships between individuals. This can be important in the

prosecution of criminal conspiracy

cases using link analysis. In some cases

the recovered phones can be used to

identify staff members who are

involved either in a romantic relationship with inmates or are involved in

the introduction of contraband. There are documented cases of photos

and videos of staff members being recovered from confiscated phones.

Most social networking sites have

become accessible by cell phones. Searches of these sites have

revealed the TDOC STG members with social networking

pages that they have set up and maintain from their prison cells.

Confiscated cell phones can provide a wealth on intelligence;

however, the sheer numbers of phones confiscated makes

exploiting this information a daunting task.

CORRUPTION OF STAFF MEMBERS:

Security Threat Groups target staff members to help facilitate the

introduction of contraband. According to the daily Prior 24 Class

A incident Report in 2008, there were 168 reported incidents of

Solicitation of Staff. Of these incidents, 57 involved confirmed or

suspected STG members for a percentage of 33.9%. The total

percentage of confirmed and suspected STG members averages

22% of the total inmate population. The corruption of staff can

have disastrous results, as is illustrated in the murder of Officer Morgan as previously stated.

Criminal history checks are conducted on prospective employees. However, in one documented

case a Memphis Mob member was overheard on the inmate phone system

arranging for his cousin with a clean criminal history to hire into the

facility. The inmate told his cousin that they could “make some real

money”. This has been a long used tactic among Outlaw Motorcycle

Gangs, who will position female associates as dispatchers with local law

enforcement in order to monitor the agency and develop intelligence. It

would be naive not to accept the probability that the same tactic is being

used within TDOC. The Consolidated Records Management System being

developed in the Tennessee Fusion Center could assist in providing more

thorough background checks on prospective staff, but this would require additional staffing due to

the sheer volume of applicants.

INTRODUCTION OF TOBACCO

While the ban on tobacco in correctional facilities will certainly lessen medical costs by reducing

tobacco related illness among inmates, it has also served to add to the underground prison economy.

The introduction of tobacco is a very lucrative market. The going rate for a small package of Top

tobacco which can be purchased at any convenience store for less than $5.00 sells for $100.00 or

more. The going rate for a pound of loose tobacco has been estimated at $600.00. One inmate that

was interviewed indicated he had grossed 34 thousand dollars from tobacco the previous year. The

introduction of tobacco is also low risk for those involved. Since this is not an illegal substance, the

inmates and staff involved cannot be charged criminally. Preliminary evidence suggests the

department’s white supremacist groups are heavily involved in tobacco trafficking. Proceeds from

tobacco and other contraband trafficking could easily be diverted to extremist groups operating

outside the facilities.

INSTITUTIONAL VIOLENCE

As the previous incident data illustrates STG members are involved in a higher rate of inmate on

inmate assault than non-affiliated inmates. This is especially true regarding assaults involving injury.

Anytime there is an incident involving a violent confrontation between inmates responding staff risk

injury while attempting to gain control.

There is a mechanism in the department’s disciplinary policy to attach an assailant’s trust fund

account for the victim’s injury. In practice it is doubtful that the complete medical costs can be

recouped in these cases. Inmates whose trust fund accounts are attached for court costs, victim’s

compensation or medical expenses often make arrangements for any money sent to them to be

placed on another inmate’s account and then that inmate orders commissary for the inmate with the

trust fund attachment.

The Tennessee Department of Correction is in a unique position to gather gang intelligence due to

staff’s close and continuous contact with gang members from all across Tennessee, as well as gang

members that have ties to other jurisdictions and are incarcerated in our system. In the past much of

the information on the departments groups has been stored either in individual files or as “common

knowledge” among staff. It is imperative that STG related information be collected, handled, stored

and disseminated in a more organized fashion inline with established intelligence guidelines.

Staff should forward any intelligence developed on individual gang members as well as information

that may be pertinent to the group. Submission should be accomplished using a standardized

format. Confiscated materials should be scanned into the online repository. Once this information is

submitted, it should be stored in an intelligence database that can be accessed by central office staff,

Internal Affairs staff as well as institutional STG coordinators and institutional investigators.

Intelligence Priorities

In an effort to develop a more proactive stance in combating STG activity, more detailed

information is needed concerning the rank structure and activities of each group.

Action Taken: An online knowledge base is now being utilized which allows TDOC specific

information regarding the department’s Security Threat Groups to be posted and shared with

other agencies.

An annual analysis of cases referred each year for prosecution by both charge and STG

affiliation should be established.

Action Taken: The Director of Internal Affairs is working with MIS to enhance the Internal

Affairs database to capture this information.

An improved identification of group members’ set affiliation is needed, this is becoming

increasingly important due to conflicts that arise between sets within the same group; i.e. Crips

or Vice Lords.

Action Taken: A special report has also been created by MIS that provides a detailed profile

of each institution’s STG population. This report is being provided to institutional STG staff,

allowing them to target missing set information within the groups.

The department should develop and track information on persons not incarcerated who assist

the groups in the introduction of contraband. Data from confiscated cell phones should be

analyzed using link analysis to determine relationships between gang members and individuals

in the community.

Responsive Action: The Internal Affairs Division is currently working to establish a pilot

project with the FBI to compile and analyze data from all confiscated cell phones, currently

numbering an average of 200 per month.

INTELLIGENCE PRIORITIES

There exists a need for more concentrated monitoring of inmate correspondence to develop

and establish criminal relationships.

Planned Action: A training session is currently being planned for institutional Mail Room

staff to help them identify STG related mail and grasp the importance of capturing this

information.

A standard format is needed for capturing, storing, and retrieving tips, leads and other

intelligence related to security threat groups, criminal activity, and general threats to

institutional security.

Planned Action: A standardized Excel based form similar to the Suspicious Activity Report

currently used by the TN Office of Homeland Security is in development. The form will be

uploaded into a searchable database, and then integrated into the TDOC workspace within the

TN Cop program.

Glossary of Terms

ALLIANCES: According to their historical literature, some Security Threat Groups often have other groups with whom they maintain close association, such as that of Gangster Disciples and Crips.

COLORS: Most Security Threat Groups will identify or represent themselves by displaying distinct colors associated with their nation, group or set. CONFIRMED MEMBER: An inmate who has been investigated, identified, and confirmed as a member of a security threat group, reaching a score of 10 or more identification points. ETHNIC GANG: A criminal gang formed within a particular ethnic or cultural group. An example would be the Tiny Rascal Gang, which initially formed, in the Asian community. IDENTIFIERS: A collection of signs, symbols, and tattoos, as well as words and phrases, that are distinctive to a particular Security Threat Group. FACTION: A distinct sub group of a larger Security Threat Group also known as a SET. SECURITY THREAT GROUP: Any group, organization, or association of individuals who possess common characteristics which serve to distinguish them from other individuals or groups who have been determined to be acting in concert, so as to pose a threat or potential threat to staff, other inmates, the institution, or the community. SUSPECTED MEMBER: Any inmate who has been investigated and found to have at least one established identifier that would lead a reasonable person to believe that an association exists with a security threat group, but has not yet met the ten point criteria for confirmation. NATION: A term used to describe a large confederation of allied Security Threat Groups, most notably the Folk and People nations. ORIENTATION: Some Security Threat Groups display certain signs and symbols, and wear gang paraphernalia in a particular direction as a means of identification. For example, Folk nation gangs represent to the right, while People nation gangs represent to the left. PRISON GANG: Security Threat Groups or criminal gangs that were originally formed in a correctional setting, for protection, and/or criminal gain. RIVALS: Security Threat Groups who, according to their historical literature, are traditional enemies; i.e. the Crips and the Bloods. STREET GANG: A Security Threat Group formed in the community for protection and/or criminal gain, but that may have continued contact with incarcerated members.
