1. The People’s Republic of Bangladesh has received financing from the Asian Development Bank (ADB) towards the cost of Coastal Towns Environmental Infrastructure Project (CTEIP). Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Kalapara Pourashava, District: Patuakhali, ("the Employer") invites bids/tenders from eligible Bidders for the Construction of 7 nos RCC Drain totaling 1.503 km at Kalapara Pourashava, District: Patuakhali ("the Works").

3. National Competitive Bidding will be conducted in compliance with ADB's Procurement Guidelines through electronic Government Procurement (e-GP) system and is open to all Bidders from eligible countries as described in the Bidding Documents.

4. International competitive bidding (ICB) will be conducted in accordance with the ADB’s “Single Stage – One Envelope” bidding procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

5. Only eligible bidders with the following key qualifications should participate in this bidding:

Experience criteria:

Participation in at least one contract that have been successfully or substantially completed within the last 5 years and that are similar to the proposed works, where the value of the Bidder’s Participation exceeds USD 15 million (fifteen million US dollar). The contract are deemed similar to the proposed works if it include: Construction of one complete Water Treatment Plant with minimum capacity of 20,000 m3/d using surface water as raw water, and including full facilities (Intake Water, Raw Water Pumping Station, Mixing Basin, Flocculation Basin, Sedimentation Basin, Filter, Reservoir, Treated Pumping Station, Sludge Drying Bed, Chemical Building).

Financial criteria:

Minimum average annual construction turnover of USD 14 million (fourteen million US dollar) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.

Minimum financial resources of USD 2 million (two million US dollar). The qualification criteria are more completely described in the Bidding Document.

Construction of Water Supply System of Cua Lo town, Vietnam

Invitation for Bids

1. The Government of the Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) towards the cost of Vietnam Water Sector Investment Program Multitranche Financing Facility – Periodic Financing Request 3. Part of this loan will be used for payments under the Contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Cua Lo Water Supply Joint Stock Company (the Employer) invites sealed bids from eligible bidders for the construction and completion of the above contract. The works include the following major items:

(i) Construction of Nghi Hoa WTP with capacity of 10,000 m3/d at Nghi Hoa commune, Nghi Loc district, and along with the existing system (3,000m3/d), for a total capacity of 13,000m3/d by year 2020; intakefrom Phuong Tich River. The main facilities consist of: water intakes, pre-sedimentation lake, raw water pumping station, treatment cluster, treated water reservoir, treated water pumping stations, chemical house, sludge settling lake and auxiliary works such as: administration house, store, guardhouse, yard, fence, landscapes, etc.

(ii) Construction of the booster pumping station combined as the company office in Nghi Hoa ward, Cua Lo town, including main components as: treated reservoir, booster pumping station, company office building, store, guardhouse, yard, fence, etc.

(iii) Construction of Transmission mains and distribution network D110÷D450 in a total length of 52.6 km; tertiary pipelines D32÷D90 in a total length of 241.8km and 7,352 connections. The network shall use the HDPE pipes. The whole Works are required to be completed within 18 months.

Must demonstrate access to or availability of financial resources to meet its current contract commitments and requirement for subject contract for US$ 2,000,000.00 to meet the bidder’s financial resource requirement;

Participation in at least one contract that has been successfully or substantially completed within the last five (05) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds US$9,400,000. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements. Enguri HPP Rehabilitation Project Phase IV, Georgia

The Limited Liability Company Engurhesi (Engurhesi) is a 100% state-owned company responsible for operation of Enguri hydro power plant. Engurhesi intends using loan proceeds from the European Bank for Reconstruction and Development (EBRD) as well as potential funding from the EU Neighbourhood Investment Facility (“EU NIF”) to finance Phase IV of the priority rehabilitation program at the Enguri hydro power plant.

The Project will complete rehabilitation and modernisation of the Enguri HPP having one of the world's highest and unique 271.5 m height Arch Dam. The proceeds of the EBRD loan along with the EU NIF financing will be used to finance of the completion of the Enguri HPP rehabilitation programme in particular for the Enguri headrace tunnel and penstock.

The Project will also finance rehabilitation of Enguri switchyard, Vardnili II spillway gates, Enguri river diversion weir and access road, together with implementation of sedimentation management plan and improved operational procedures to promote resilience to climatic variability and climate change.

The proposed project with a total cost of about EUR 33 million will require the procurement of the following goods, works and services:

Civil Works on headrace tunnel; Electromechanical works on Enguri switchyard Hydro-mechanical on penstocks and gates; Enguri reservoir sediment management; Consultancy assignment

Tendering for the Consultancy Contract is expected to commence during Q1 of 2017.

ADB Boosts Support for Clean Energy with $390 Million Renewable Financing in India

MANILA, PHILIPPINES (17 January 2017) — As part of its efforts to scale up private sector-led infrastructure development in Asia and the Pacific and boost support for clean energy, the Asian Development Bank (ADB) approved a new $390 million financing package for ReNew Power to develop renewable energy projects in India. The financing will assist 7 special purpose vehicles owned by ReNew Power, the first of which has also been signed. 

This is the first transaction to include in its financing plans resources from ADB as well as Leading Asia's Private Sector Infrastructure Fund (LEAP). LEAP is a funding arrangement provided by Japan International Cooperation Agency (JICA) and is administered by ADB.

“We strongly believe in ReNew Power’s potential and execution capabilities,” said Michael Barrow, Director General of ADB’s Private Sector Operations Department. “The company has shown tremendous growth over the last few years and we are pleased to provide a further boost to help it bridge the gap between India’s current and growing energy needs and to reduce the country’s carbon footprint.” 

With the financing, ReNew Power will develop photovoltaic solar power projects with combined capacity of 398 megawatts (MW) in Jharkhand and Telangana, and wind power projects with combined capacity of 311 MW in Andhra Pradesh, Gujarat, Karnataka and Madhya Pradesh. 

Combined, the projects are expected to generate 1,400 gigawatt hours of electricity and help avoid nearly 1.2 million tons of carbon dioxide emissions per year. The plants will be commissioned by December 2017. The generated electricity will be supplied to respective state power distribution companies under long term power purchase agreements. 

ReNew Power, an independent power producer (IPP) company, generates reliable and efficient non-conventional power through over 3,000 MW of commissioned and under-construction clean energy projects across 15 states in India.

ADB has been supporting the development of renewable energy in India since 2007, when it financed the first set of wind projects. ADB has subsequently financed solar IPPs by assisting projects under the National Solar Mission and various state policies. As part of the commitment announced by ADB in September 2015 to scale up climate change financing to $6 billion a year by 2020, ADB will seek to sustain its private sector activities, particularly in major renewable energy markets such as India.

ADB Operations Reach a Record $31.5 Billion in 2016

MANILA, PHILIPPINES (9 January 2017) — Asian Development Bank (ADB) operations for Asia and the Pacific reached an all-time high of $31.5 billion in 2016, a 17% increase from $26.9 billion in 2015, according to preliminary figures released today.  Approvals of ADB loans, grants, technical assistance, and cofinancing have been growing steadily over the years as development needs in the region continue to rise.

“The increase in our development financing to Asia and the Pacific is reflective of our strong commitment to reducing poverty and improving people’s lives in the region,” said ADB President Takehiko Nakao. “As ADB celebrates 50 years of development partnership with its member countries, we will strive to remain the region’s premiere development bank by providing financing, knowledge, and partnership.”  

“Asia is growing at a steady pace, but more needs to be done to achieve development that is both sustainable and inclusive,” Mr. Nakao added. “ADB will continue to improve by becoming a stronger, better, and faster bank to help the region achieve its development objectives.”  The region faces many challenges such as implementing the Sustainable Development Goals, climate change, increasing inequality, rapid urbanization, aging, and disaster risk management. 

Approvals of loans and grants for sovereign (government) and nonsovereign (primarily the private sector) operations by ADB itself reached a record $17.5 billion — a 9% increase from $16.0 billion in 2015. Non-concessional loans from ADB’s Ordinary Capital Resources (OCR) amounted to $14.4 billion. Concessional loans and grants from the Asian Development Fund (ADF) reached $3.1 billion, with $2.6 billion going to loans and $518 million to grants.  Technical assistance, meanwhile, increased by around 20% to $170 million from 2015’s $141 million figure.

Among ADB’s operational highlights last year were the approval of several groundbreaking projects such as the contingent disaster risk financing in the Cook Islands, the first privately-financed solar project in Cambodia, results-based lending for an elderly care project in the People’s Republic of China, the development of India’s first coastal industrial corridor, and the $500 million counter-cyclical support to Azerbaijan.  ADB’s Office of Public-Private Partnership entered into five new transaction advisory mandates to prepare and structure PPP projects in 2016.  

The strong showing of ADB’s operations was based on the larger financing capacity generated by the anticipated merger of the bank’s two main financial instruments — ADF and OCR — which formally took effect on 1 January 2017. With this innovative reform, ADB’s annual approvals of loans and grants will increase up to $20 billion by 2020. 

For the period 2017-2020, a successful ADF replenishment, concluded in May 2016, will allow ADB to substantially increase support to the region’s poorest countries. The replenished ADF will also enable ADB to provide grant resources for disaster risk management and regional health initiatives.

Total disbursements of ADB loans and grants reached $12.5 billion in 2016 — the highest ever. This strong performance is tied to the reforms ADB has implemented to fast track procurement and implementation processes.

Cofinancing also expanded, reaching $13.9 billion in 2016 from $10.7 billion in 2015, a growth of 29%. This is on the back of ADB’s greater partnerships and collaboration with various development stakeholders in the Asia and Pacific region. 

Some of the strong partnerships ADB undertook in 2016 include cofinancing with the Asian Infrastructure Investment Bank for a road project in Pakistan and natural gas project in Bangladesh. Agreements were also signed with other development partners including an innovative guarantee agreement with the Swedish International Development Cooperation Agency (Sida) to increase ADB financing by $500 million over the next 10 years, and a landmark agreement with the Japan International Cooperation Agency to finance private sector infrastructure projects for $6 billion. 

ADB’s knowledge work was strengthened in 2016 through newly established sector and thematic groups.  Important forums on sustainable transport, food security, clean energy, and green business were held.  In addition, ADB’s legal office hosted a symposium for Asian supreme court judges on law and climate change, and its anticorruption office started supporting tax integrity and transparency of developing member countries in line with international efforts.
