Urban Services Improvement Investment Program – Tranche 4

Invitation for Bids

1. Georgia has received a financing from the Asian Development Bank (ADB) toward the cost of Urban Services Improvement Investment Program – Tranche 4. Part of this financing will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB as described in of the Bidding Document.

2. The United Water Supply Company of Georgia LLC (UWSCG) invites sealed bids from eligible Bidders for the construction and completion of Wastewater Treatment Plant in Poti (“the Facility“). In particular, the Facility is located in town Poti and is situated in the Georgia's western part on the eastern coast of the Black Sea, approximately 310 km west of Tbilisi and 40 km south-west of Zugdidi. The work comprises design, construction and commissioning of a wastewater treatment plant (WWTP) for Poti. The works shall be based on the data for the year 2024. Nevertheless the design and construction shall be executed in a way that allows an extension of the WWTP for the capacity as indicated for the year 2044. The plant shall consist of pumping stations, screens, aeration and sedimentation tanks, operation and administrative buildings, sludge thickener, etc. The estimated Contract period is 730 days (excluding Defects Liability Period).

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

Invitation for Bids

1. The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) toward the cost of the Jaffna and Kilinochchi Water Supply and Sanitation Project and intends to apply part of the loan funds to cover eligible payments under the above-mentioned Contract.

2. The Chairman, Standing Cabinet Appointed Procurement Committee, on behalf of the National Water Supply and Drainage Board, now invites sealed bids from eligible bidders for above contract which includes following works:

Supply and laying a total length of 235 km of uPVC and DI pipes in 11 Water Supply Distribution Networks

Supply and laying 5.5km of PE pipes for the Jaffna Municipal Council (JMC) pumping main

Construction of an OIC Office building (Approx. 240 sq.m) at Velanai, Kaddudai and Navatkuli

Construction of Caretaker Quarters building (Approx. 60 sq.m) at Pooneri and Karaveddy

Participation in at least two (02) contract, within the last eight (08) years, that have been successfully or substantially completed and that are similar to the proposed works, where the value of Bidder’s participation exceeds USD 14 Million or equivalent. The similarity of the Bidder’s participation shall be based on the physical size nature of works, complexity of methods, technology or other characteristics described in Section 6, (Employer’s Requirements).

The Bidder must demonstrate access to, or availability of, liquid assets, lines of credit or other financial resources, (other than any contractual advance payments) to meet the Bidder’s financial resources requirement of this contract assessed as USD 6.0.M or equivalent, excluding other financial requirements.

Khatlon Water Rehabilitation Project

KhWRP-009 Construction of a new water treatment plant in Isaev city

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 7928-GPN-43257  updated on 1 December 2016.

The State Unitary Enterprise (SUE) «Khojagiyu Manziliyu Kommunali», hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from the European Commission’s Investment Facility for Central Asia towards the cost of the Khatlon Water Rehabilitation Project.

The Employer now invites sealed tenders from contractors for the following works to be funded from part of the proceeds of the loan and the grant:

KhWRP-009 Construction of a new water treatment plant in Isaev city including:

Construction of the capacitive structures (water settlers) open and closed type, including 2х100m³ reservoirs.

Construction of building of booster pumping stations, including supply and installation of the pump equipment and the accompanying electric and mechanical equipment.

Construction of the chlorination building, pressure filters workshop, including supply and installation of accompanying equipment.

Construction of administrative building, warehouse for reagents. Supply and installation of complete transformer substation.

The implementation shall start in the second quarter 2017 and shall be completed within 480 days after signing of the contract, including winter break.

Tendering for contracts to be financed with the proceeds of a loan from the Bank and of a grant is open to firms from any country.

The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last five years and for the amount not less than USD 1 000 000 (One million) equivalent

Copy(ies) of all the necessary licenses to perform the engineering and construction works in the Republic of Tajikistan or written evidence that the tenderer will be able to get it prior to the award of contract.

1. The People’s Republic of Bangladesh has received financing from the Asian Development Bank (ADB) toward the cost of the Coastal Towns Environmental Infrastructure Project (CTEIP). Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

8. If the specified date for last date of bid documents purchasing and bid submission/opening falls on a Government holiday then the same time on the next working day shall be considered for such events. Qatar awards $2.27 billion in contracts for power infrastructure    

Qatar General Electricity and Water Corporation (Kahramaa) has signed contracts worth $2.27 billion as part of its plan to develop and strengthen the country’s infrastructure in the power sector. According to a report by the Gulf Times, the contract awards are for part of Phase 13 of the Qatar Power Transmission System Expansion plan. The report added that the contracts are amongst the largest ever in the history of Kahramaa. The scope of work will cover the construction of 77 substations and the laying of more than 450km of extra-high-voltage (EHV) cables. The works will cover several upcoming residential projects across Doha and its neighbourhoods, along with the economic zones under Manateq, stadiums, business centres, hospital projects and schools, the report said. Amongst those signed up for the substation contracts are: Siemens AG and Siemens WLL consortium (Qatar); Larsen & Toubro (India); National Contracting Company (Saudi Arabia); Galfar Al Misnad (Qatar) and Best & Betas Consortium (Turkey). For the EHV works, Kahramaa has tapped up LS Cable and System (North Korea), Larsen & Toubro (India), Furukawa (Japan) and Elsewedy Cables (Qatar and Egypt). In addition to building new substations and laying cables, the work will also cover the upgrading of some existing substations. ME Construction News11 April 

L&T Construction wins $817M contract in Qatar WCN EDITORIAL TEAM 12 APR 2017

Larsen & Toubro (L&T) Construction power transmission and distribution unit has bagged an $817M contract from Qatar General Electricity & Water (KAHRAMAA) for phase XIII of the ongoing Qatar Electricity Transmission Network Expansion Plan.

The scope of the work will include engineering, procurement and construction of 30 new gas-insulated substations of varying voltage levels of 220kV, 132kV and 66kV, as well as nearly 560km of 132kV and 66kV underground cables.

KAHRAMAA is expanding the existing power transmission network to meet the ever-increasing demand for power due to the developmental works in the State of Qatar.

L&T deputy managing director and president, S N Subrahmanyan, said: “The development drive in the State of Qatar is in high gear and we are proud to be partnering in it by bagging yet another prestigious project from KAHRAMAA.

Reliance Power signs agreements for Bangladesh 750MW power project WCN EDITORIAL TEAM 12 APR 2017

Reliance Power has signed agreements with the Bangladesh Power Development Board (BPDP) for the first phase of a 750MW LNG-based combined cycle power project in Meghnaghat, Bangladesh.

The agreements include a Power Purchase Agreement (PPA) and an Implementation Agreement (IA). Phase I of the project will entail an investment of around $1bn, to be the largest foreign direct investment in Bangladesh, Reliance Power said.

The firm has also signed a memorandum of understanding (MoU) with PetroBangla to build a 500 mmscfd LNG terminal at Kutubdia Island near Chittagong in Bangladesh.

The new terminal will be used by PetroBangla to replace expensive and polluting fuels.

Leighton Asia is building first IKEA store in India WCN EDITORIAL TEAM 11 APR 2017

Leighton Asia, a subsidiary of CIMIC Group, has been awarded an order worth AUD70.4M ($52.74M) by home furniture giant IKEA to build its first flagship store in Hyderabad, India.

The five-storey outlet, which includes three levels of retail space, a market hall, showroom, restaurant, playground, a day care centre and two levels of basement parking, will be built on a 5.2ha site.

The project will have a total build-up area of approximately 40,000 sq m plus parking.

The scope of the construct-only contract includes the delivery of civil and structural works, mechanical, electrical and plumbing services, and façade and external works.

CIMIC Group CEO, Adolfo Valderas, said: “We are pleased to be the key player in delivering IKEA’s flagship store in India and to contribute our international experience and local expertise to ensure an efficient and effective construction programme.

Pestech wins $100M contract for Cambodia hydro power plant WCN EDITORIAL TEAM 10 APR 2017

Pestech (Cambodia), a wholly-owned subsidiary of Pestech International, has bagged a $100M contract from Cambodia-based Alex Corporation for the Stung Tatay Hydro Power Plant – Phnom Penh Transmission System Project in Phnom Penh, Cambodia.

Under the terms of the contract, Pestech will be responsible for the design, engineering, manufacturing, installation, testing and commissioning of the 230kV Stung Tatay Hydro Power Plant – Phnom Penh Transmission System Project. It will include a 220km, 230kV double-circuit transmission line from Stung Tatay HPP to Phnom Penh.

The contract also includes the supply, installation and connection of two 230kV lines bays at Stung Tatay HPP switchyard.

The project is likely to start within three months from the date of the agreement, and is anticipated to be concluded within three years from the starting date.

India’s RInfra bags $110M highway project in Tamil Nadu WCN EDITORIAL TEAM 10 APR 2017

Reliance Infrastructure (RInfra), part of Reliance Group, has received the letter of acceptance (LOA) from the National Highways Authority of India (NHAI) for an INR7.1bn ($110.5M) road project in the Indian state of Tamil Nadu.

RInfra will be responsible for the construction of the Vikkaravandi to Sethiyahopu section of the NH-45 C on an engineering, procurement and construction (EPC) basis. 

The scope of the work will include the design and construction of the 65.96km-long highway, including major and minor bridges, railway over bridges, flyover, bypasses and toll plaza as major components of the project.

RInfra will be accountable for the maintenance of the road for a period of four years. The project is expected to be complete within two years.

Arun Gupta, RInfra EPC CEO, said: “This project win comes after we won an EPC order for Rs 3,675 crore from NLC India Ltd for setting up two Lignite-based CFBC Thermal Power Projects of capacity 250 MW each.”

TCC, FCL to develop a $3.5bn district in Thailand WCN EDITORIAL TEAM 5 APR 2017

TCC Assets (Thailand) and Frasers Centrepoint Limited (FCL) have joined forces to build an integrated district in Bangkok [pictured], Thailand.

Expected to cost about $3.5bn, One Bangkok will be developed on a 16.7ha plot leased from the Crown Property Bureau. 

The project will cover a gross floor area of 1.83M sq m, and will feature five office buildings adhering to LEED and WELL specifications, five luxury and lifestyle hotels, three ultra-luxury residential towers, retail space, civic areas, and art and culture facilities. Eight hectares of the development will be dedicated to greenery and open spaces.

Leighton Asia wins Hong Kong airport expansion contract WCN EDITORIAL TEAM 5 APR 2017

Leighton Asia has won an order from the Airport Authority Hong Kong to deliver the Terminal 1 (T1) Annex Building and Carpark 4 Expansion Project at Hong Kong International Airport (HKIA).

The contract brings revenue of about $278M to Leighton Asia, which is part of CIMIC Group construction company CPB Contractors.

The scope of the project will include the expansion of the airport’s T1, including the construction of a seven-storey reinforced concrete structure with steel truss roof with associated new check-in counters, baggage reclaim carousels, departure security screening channels, and departure immigration counters.

The expansion of the Carpark 4 facilities will include the delivery of an 11-storey reinforced concrete structure connecting to the existing Carpark 4 and T1 arrivals ramp.

China plans to build a city three times the size of New York VANIA GONCALVES 4 APR 2017

China is planning to build a new city to be nearly three times the size of New York, it has been reported. Plans for the Xiongan New Area, in Hebei Province, were announced by the country’s ruling Communist Party on Saturday.

The new area will cover around 100 sq km initially and will be later expanded to about 2,000 sq km. 

A circular issued by the Communist Party of China (CPC) Central Committee and the State Council described the move as a “strategy crucial for a millennium to come”.

It represents the government effort to address traffic congestion, air pollution and population growth in Beijing [pictured] by moving certain non-essential facilities to nearby regions, the official news agency Xinhua reported. 

The new special economic zone — to span the counties of Xiongxian, Rongcheng and Anxin — will "serve as another economic engine and advance the coordinated development of the Beijing-Tianjin-Hebei region”.

According to Bloomberg, prospective buyers ‘invaded’ the region to buy property within hours of the announcement, “with some camping outside property agent offices overnight”. The government was then forced to freeze all property sales on the region due to “stem speculation”.

Qatar: $380 million FIFA-related opportunities for SMEs

Qatar’s Supreme Committee for Delivery and Legacy (SC) has announced that more than $380m (QAR1.4bn) in business opportunities will be on offer at the second Government Procurement and Contracting Conference and Exhibition, (Moushtarayat 2017). According to Qatar News Agency (QNA), opportunities related to the 2022 FIFA World Cup will be made available to Qatari small- and medium-sized enterprises (SMEs) at the three-day event, which will run from 6 to 8 April. The event is expected to include participation from the main contractors building five of the proposed host venues for the 2022 FIFA World Cup, under the umbrella stand of the SC. Ghanim Al Kuwari, executive director for competition venues at the SC, said: "As progress continues across Qatar to deliver the necessary infrastructure for the 2022 FIFA World Cup, we’re very happy to offer local small and medium enterprises the opportunity to take part in these exciting projects, which will leave a lasting legacy for the surrounding communities.

 “The main contractors building five of our stadiums are looking for local partners, with projects that have an added value of $380m (QAR 1.4bn)." Eight of the proposed host venues are currently in different stages of construction, with works advancing rapidly across the Khalifa International Stadium, the first stadium set for completion in 2017, and the other sites, QNA reported. Companies working on projects for the 2022 FIFA World Cup that will attend the conference include Midmac Contracting, who – in a joint venture (JV) with PORR Qatar – is building the Al Wakrah Stadium, a 40,000-seater venue that will host matches up to the quarter-final stage. Qatari contractor HBK Contracting Co and China Railway Construction Corporation Limited (CRCC) will also be present at the event.
