1. The Lake Chad Basin Commission (LCBC) has received a loan and grants from the African Bank Group of Development to cover the cost of the Rehabilitation and Resilience Program Socio-Ecological Systems (PRESIBALT), and intends to allocate a portion of the proceeds from these financings topayment of contracts for the completion of 134 boreholes equipped with hand pumps at CAMEROON - RCA - CHAD and 25 autonomous water stations (PEA) in NIGER.

2. The Lake Chad Basin Commission (LCBC), through the Regional Coordination of PRESIBALT invites by the International Competitive Bidding, bidders admitted to compete to submit their bids under a sealed for the realization of 134 boreholes equipped with pumps with human motricity and 25 PEA divided into several lots as following :

• LOT 1: Work of realization of 84 boreholes equipped with the pumps with human motricity in the departments of Diamaré, Mayo-kani, Mayo-Danay in the Far North Region of CAMEROON;

• LOT 2: Work of realization of 14 boreholes equipped with the pumps with human motricity in the departments of Ouham, Ouham Pende, Nana Mambéré in CAR;

• LOT 3: Work of realization of 36 boreholes equipped with pumps with human motricity in the Lake regions from Hadjer Lamis to CHAD;

• LOT 4: Work to build 17 standalone solar water stations (PEA) in the region from Diffa to NIGER;

• LOT 5: Work on the realization of 8 autonomous solar water stations (PEA) in the region of Zinder in NIGER.

3. The International Call for Proposals will be conducted in accordance with the Bank's Rules and Procedures for Procurement of Goods and Works, May 2008 edition, revised July 2012 ".

Institutional Capacity Building for Improved Access to Water and Sanitation in Port Sudan

The Republic of Sudan has received a grant from the African Development Bank, to finance the Institutional Capacity Building for Improved Access to Water and Sanitation in Port Sudan and intends to apply the proceeds of this grant to payments for goods, works and consulting services to be procured under the project. The overall objective of the project is to improve the availability, reliability, and quality of water supply, as well as ensuring sustainability and equity throughout the city of Port Sudan, and to improve sanitation and hygiene practices to ensure improved health of all residents. 2. The Athi Water Services Board has received Financing from the African Development Bank in various currencies towards the cost of Kenya Towns Sustainable Water Supply and Sanitation Program. 2. The principal objectives of this project are:

• To contribute to reduction of poverty and boost economic growth through addressing bottlenecks in the transport infrastructure.

The Government of the Republic of Rwanda (GoR) received funds from the African Development Bank under the Multinational (Burundi/Rwanda) Road Project (MUGINA – MABANDA – NYANZA LAC AND RUBAVU-GISIZA) and trade facilitation on North – south corridor, phase III and intends to apply part of the agreed amount for upgrading works of additional roads sections under Rubavu – Gisiza road project. Road Connectivity Support Project in North-East Tunisia

The Government of the Republic of Tunisia has received a loan from the African Development Bankwith a view to financing the Road Connectivity Support Project in North-East Tunisia.

The objective of this project, which is part of Tunisia's sub-sectoral road strategy, is(i) improve the competitiveness of the Tunisian economy by meeting growing demand traffic

in goods and persons passing through the urban area of Bizerte, thus allowing decongest access to the 3 industrial areas and the port, and equalize network loads, and

(ii) promote mobility and exchanges between the North and East regions of the country.

DEVELOPMENT PROJECT OF MINI HYDROELECTRIC PLANTS AND THEIR ASSOCIATED DISTRIBUTION NETWORKS (PDM-HYDRO)

The Government of the Republic of Mali has received funding from the African Development Fund (ADF) and Transition Support Facility (TAF) a grant to finance the Mining Development Project, hydropower plants and their associated distribution networks (PDM-HYDRO).

The specific objectives of the project are:

- increase the national electricity generation capacity by 8.9 MW;

- connect 12,500 subscribers to the electricity grid in rural areas;

- reduce greenhouse gas pollution by 15,800 tCO2 / year by reducing time of use of the generators; and

- provide technical assistance for the realization of a feasibility study of the project electrification of 60 rural communities and development of hydroelectric power stations .

The project consists of the following three (3) components:

i) Infrastructure Construction Djenné and Talo hydropower plants and their associated distribution networks

ii) Institutional support;

The African Development Bank (AfDB) has provided support for the Batoka Hydroelectric project, in terms of advising how funds can be secured for the construction of the 2,400MW Power Project.

According to Elizabeth Karonga, the Public relations and communications manager at the Zambezi River Authority (ZRA), the bank is advising the authority on raising funds for the project and it is likely that it will reach financial closure by the end of the year.

A conclusion of the legal and financial advisory studies was in July 2016. This also applies to the environmental and social impact assessment studies as well as the legal and financial advisory studies.

Furthermore, Karonga says studies show that once the construction of the Batoka Hydroelectric Project between Zambia and Zimbabwe commences, it will see a creation of 6,000 jobs .

The project is going to cost approximately US $4bn.

Batoka Hydroelectric Project

Batoka hydroelectrc project has faced resistance from local communities. Some people feel that it has the potential of negatively impacting the Victoria Falls.

However, according to Munyaradzi Munodawafa, the chief executive officer of the ZRA, feasibility studies undertaken on the site have allayed environmental fears to the Victoria Falls, which is upstream.

Plans are underway for the construction of Nduli Airport in Iringa Region, Tanzania. Currently, Tanzania has 10 existing and operational airports. The plans come after a just completed feasibility study on the airport project.

The Tanzanian government has set aside funds to kick start the construction of the Airport. The Project’s tender has also been issued for interested and qualified bidders.

Responding to a question posed by MP Ritta Kabati as to why until now there is no jet fuel station at the planned airport despite government promising that the station would now be in place, Deputy Minister of Works, Transport and Communications, Joseph Kwandikwa replied that, the airport project is yet to kick start to warrant the construction of a jet fuel station at the project site.

In the meantime, the Tanzania Civil Aviation Authority has licensed certain private companies to offer the jet fuel once the airport becomes operational.

Nigeria plans 190 projects to improve electricity supply in the countryBy Moreen Mbogo -


The Federal Government of Nigeria has announced its plans to improve electricity supply across the country. Acccording to Babatunde Fashola Minister of Power, Works and Housing, the Government has proposed over 190 new projects to boost transmission, generation and distribution.

Fashola also commissioned a 60MVAR capacitor bank, built by the Transmission Company of Nigeria (TCN). The population has grown over the last 20 years without corresponding expansion in the services already installed.

The minister said investment capital into the power sector has been on the increase since the Muhammadu Buhari administration came on board. He promised that the administration would not relent on its promise of incremental power.

Improvement of powerAccording to him, there has been a lot of improvement not only in the quantity of power, but also the quality of power that is transported as well as the quantity that is distributed. He further added that the focus now is to increase voltage, because it is critical for general safety and quality of lives and property.

Fashola disclosed that there was no going back on improvement of customer service and care in the power sector. On the need to power streetlights, he said the ministry would provide alternative and environmental friendly energy sources.

He added that Abuja does not need to power streetlight with generators. “We will collaborate to provide options, which include solar, access through eligible customers, efficient and cheaper energy to power the facilities,” he said.

Japan’s Ambassador to Nigeria, Sadanobu Kusaoke, also disclosed that his country had committed nothing less than US $12.4m as grant to improve the power situation in Nigeria. Kusaoke said the projects would also help to decrease transmission loss and stabilize power supply to approximately 7, 000 households.

Nigeria approves reconstruction of Aba-Port Harcourt, Lagos-Ota RoadsBy Dorcas Kang'ereha -


The federal government of Nigeria has approved the reconstruction of Aba-Port Harcourt road at a cost of US $131.3m. The project also includes redesign of Aba-Port Harcourt road.

According to Babatunde Fashola, the Minister of Power, Works and Housing, the Aba-Port Harcourt road contract will include a portion of the Enugu–Port Harcourt road at a cost of US $17.6m

Additionally, the Federal Executive Council (FEC) has approved US $61.4m for the reconstruction of 81 km Lagos-Ota-Abeokuta Expressway and another US $54.2m for the repair of 44.625 km Baban-Lamba-Sharam road in the Plateau State.

The 81 km Lagos-Ota-Abeokuta Road was first awarded in 2000 and since then the road has been left uncompleted because there was no budgetary provisions for it. However, the project cost was revised to US $158.4m.

Abia State Governor, Dr Okezie Ikepeazu has revealed that the Aba-Port Harcourt Road is expected to be completed within 18 months time. Setraco Construction Company is in charge of deliverying the project as expected.

According to Rotimi Amaechi, the Minister of Transportation, the council has also approved US $36.3m for the dredging and refurbishment of navigational facilities of Warri seaport in Delta State.

The dredging of escravos channel of the seaport will improve the effectiveness of Warri port and equally expand the utilization of eastern seaports. This is according to Mrs. Hadiza Bala Usman, the Managing Director of Nigerian Ports Authorities (NPA). She further revealed that dredging work on the Calabar port is at an advanced stage. Apparently, previous contracts were terminated for violating relevant procurement processes.

The report revealed that the residential construction industry in value terms increased at a CAGR of 17.6% during 2013-2017 while the commercial building construction market in value terms is expected to record a CAGR of 13.1% over the forecast period.

Infrastructure construction

On the other hand, the infrastructure construction was estimated to be US $5.8bn in 2017 and this posted a CAGR of 10.9% during review period.

AfDB to invest US $12bn on renewable energy in AfricaBy Moreen Mbogo -


The African Development Bank (AfDB), in a bid to improve renewable energy development, will spend US $12bn in Burkina Faso, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal, Sudan and Chad.

The objective is to provide power for household use, Small and Medium size Enterprises, pumping water for livestock farming, irrigation, agricultural production zones and mitigating the effects of climate change by developing solar energy in desert parts of Africa.

Universal access to power demands huge means. As a result AfDB is investing so much effort in the programme. The bank is soliciting the support of other financial institutions to boost financing for the programme.

Dubbed ‘Transform the desert into energy,’ the programme is also financed by the French Development Agency, AFD along the so-called Sahel Green Wall.

According to the Programme Coordinator, Dr Assyonsar Masra Succès, it is part of the New Pact for African Sahel Energy. The Sahel has an estimated population of 400 million people, with 250 million without electricity.

Desert into Energy

Apart from AfDB, AFD funding ‘Transform the desert into energy,’ other partners are International Renewable Energy Agency, IRENA, Solar Plaza, and private sector and technical concerns.

Meanwhile, the launch of the project will be in Senegal following its experience in solar energy production like the Tobène Power plant with 105MW and those of Bokhol and Malicounda.

AFDB Country Director for Senegal, Laurence Hart expressed joy at the fact that the country plans to achieve 30% solar energy as part of its overall power output by 2019. The challenge, according to her, is developing storage capacity for generated solar energy and linking it to the national grid.

Ghana sets aside US $230m to promote renewable energyBy Moreen Mbogo -


The Ghanaian government has set aside US $230m to promote the use of renewable energy in Ghana, particularly in off-grid communities across the country.

According to the Deputy Director of Renewable Electricity at the Ministry of Energy, Seth Mahu, the funds will be available to the private sector to deploy over 35,000 systems in off-grid communities.

Furthermore, Staniel Abotsi, the Project Officer for USADF Power Africa, explained that the initiative, off-grid challenge, was launched in 2014. Its aim was to promote innovative and sustainable ways to deliver reliable energy to under-served communities in Ghana.

Seven solar companies in the country won the challenge. They were given with grants of up to US $100,000 each to provide off-grid solutions.

Promoting renewable energy

Some of the solutions that can help include funding and support from the government to promote renewable energy across the country.

Renewable energy, according to Mahu, currently contributes about 1% to the national power generation mix. However, the focus is to reach 10% by 2030. Ghana has a very rich human resource base. With the right support, it can also go into manufacturing of renewable energy solutions.

In a bid to promote renewable energy, the ministry will partner with academic institutions. This include, Kwame Nkrumah University of Science and Technology (KNUST) and the Kumasi Technical University. The institutions will conduct research and development for the use of the country.

So far, quite a good number of communities such in the Ashanti Region, the Northern Region, the Sene East District in the Brong Ahafo Region, Fafo-Battor in the Afram-Plains North District in the Eastern Region, Chenekofe, an island community in the Krachie West District in the Volta Region, and Kuliya in the Kasena-Nankana District in the Upper East Region had all benefited from the project.

Rehabilitation work on Mbanza Kongo/Lukunga road in Angola suspendedBy Dorcas Kang'ereha -


Rehabilitation work on the 111km road connecting the Mbanza Kongo town and the Lukunga town in Angola has been suspended for correction of the base solution and the wear layer. The suspension decision was reached after a site visit by the Minister of Construction and Public Works, Manuel Tavares de Almeida.

Before the suspension the rehabilitation work was at 75%. So far, the gravel pavement coated with glue has already been applied on 20km of the road.

However, in order to guarantee the durability of the road, the glue-coated gravel or double surface treatment/ TSD) requires correction. Afterwards, the heavy traffic leaving Uíge to the border posts of Luvo and Nóqui, province of Zaire, will be able to pass through.

Furthermore, to guarantee greater road durability, the Angolan Engineering Laboratory (LEA) will be working with the Angola Roads Institute (INEA) to find an economical solution.

Since February 2009, Tecnovia Angola company has been handling the Mbanza Kongo road repair works which initially started in January 2011. The repair works also includes the Luvo border post, which has a total length of 172km.

In the beginning, the rehabilitation cost was estimated to be US $94.4m. The cost also involved deforestation, demolition of trees,landfills, drainage, paving, signalling and excavations.

Road networks in Angola

According to the World Bank collection of development indicators, Angola’s total road network was reported to be at 51429 in 2000.

These road network includes highways, motorways, and main or national roads, secondary or regional roads, and all other roads in the country. A motorway is a road designed and built for motor traffic that separates the traffic flowing in opposite directions.

Mozambique is set to construct an airport in the southern province of Gaza. This is according to Mozambican President Filipe Nyusi

According to the President, the technicians have already made the measurements and tested the soil. Currently, a tender has been launched in China and the company that wins the tender will begin the construction works this year.

The airport will be constructed at Chonguene, about 17 km from the provincial capital, Xai-Xai. The runway will be 1,600 m long. The entire airport construction is estimated to cost US $50m. China has pledged to provide US $15m last year towards the construction of the airport which is less than a third of what is required.

Signed agreement

Moreover, the president has confirmed that, there is money, the agreement has been signed, and there is no reason to doubt.

Currently, Mozambique has one international airport that is virtually unused. That is, the airport in the northern city of Nacala. The airport was inaugurated in 2014 by Nyusi’s predecessor, Armando Guebuza. The airport is the most modern airport in the country and the only airline flying through it is Mozambique Airlines (LAM), with two flights a week from Maputo.

Once completed, Gaza airport will depend on charter flights bringing tourists to the Gaza beaches and wild life parks for its viability.

The project will also include a new rail link from Chibuto to Chokwe, where it will meet the Limpopo Line that runs between Zimbabwe and Maputo.

Nigeria is ready to embrace tunneling technology and underground space utilization; the Minister of Transportation, Rotimi Amaechi has said. The minister has also expressed his support for the inclusion of tunneling engineering in the academic curriculum of the Nigerian Institute for Transport Technology, Zaria.

The minister’s endorsement was conveyed by the director of road and mass transport, Dr. Anthonia Ekpa at the closing of the three-day 2nd Annual International Conference on Tunneling and Underground Space, organized by the Tunneling Association of Nigeria (TAN) in Abuja.

According to him, the minister expressed the readiness of the ministry to partner with the organization in realizing its objectives. “In order for the country to fully embrace tunneling technology, the Nigerian Institute for Transport Technology has to consider research into the technology in addition to including it into the curriculum,” he said.

“Similarly, I urge TAN along with ITA to promote capacity building programmes in tunnel engineering and use underground space for railways and other forms of transportation. There is also the need to deploy appropriate communication channels to enlighten Nigerians and gain support for tunneling”, he explained.

President of TAN, Mr. Abidemi Agwor said Nigeria stands to experience a faster development of its urban infrastructure if tunneling with underground space is adopted as a national policy.

At the conference themed: Exploring the socioeconomic benefits of developing tunneling and underground space infrastructure in Nigeria; Agwor disclosed that the organization has made laudable feats by its adoption as the 74th Member Nation of the International Tunnelling Association after its maiden conference in 2017.

Agwor noted that, the use of tunnels would assist Nigeria, especially densely populated cities like Lagos, Port Harcourt and Kano in addressing transport, water, sewage, telecommunication, power and other socioeconomic sectors of the nation.

The Tunneling Association of Nigeria, through its three pillars of awareness creation, education and capacity development seeks to engage the government, private sector and the academia through conferences, symposia, workshops and other means. “I urge stakeholders to support the adoption of tunneling as a major development policy towards Nigeria’s infusion of the new engineering concept into its development.

Kenya,Tanzania to construct a road linking Malindi and BagamoyoBy Dorcas Kang'ereha -


Kenya and Tanzania have plans to construct a 412 km road that will connect Malindi and Bagamoyo. The road is expected to ease movement between the two countries’ coastlines.

It is not clear though as to when the project will commence as Kenya has not kept pace with Tanzania in undertaking requisite studies that will inform how the project will be executed.

However, Kenya has started the process of sourcing contractors who will undertake the feasibility studies and environmental impact assessments while Tanzania is currently concluding some of the critical studies.

For a while now, the project has been in the pipeline and was expected to begin early last year and be commissioned within 36 months. Tanzania has outpaced Kenya in the preliminary planning, which could delay the commencement of the project that is expected to start later this year. This is according to the African Development Bank (AfDB).

“We expect that the project will start later this year or early next year,” said Director General of East Africa Regional Development and Business Delivery Office at AfDB Gabriel Negatu. “Tanzania has been moving faster that Kenya in preparing for the start of the project,” he commented.

AgreementMeanwhile, AfDB has signed an agreement with Diamond Trust Bank that will see the latter get a US $74.6m loan from the pan-African development finance institution for onward lending to small businesses.

The final studies are also expected to inform the project cost, which has been estimated to be around US $750m; making it one of the largest projects that the two countries have jointly undertaken.

AfDB is expected to cater for about 70% of the project’s total cost while Kenya and Tanzania will foot the balance; with each country expected to pay for construction works on its side of the border.
