Section 1

Invitation to Tender for Supply, Install and Commission of Sensor

Water Authority of Fiji as the sole water utility in Fiji invites relevant electrical or automation

companies and their agents for the Supply of Monitoring System for Critical Pumping Stations

and other related areas.

By bidding in this tender, bidders are indicating their acceptance to be bound by the

guidelines set out in the tender. All key requirements of Supply of monitoring system are in the

tender TOR, which the bidders should take into consideration when bidding.

WAF reserves the right to disqualify and reject any proposals from suppliers who do not comply

with the guidelines given on the tender TOR.

As part of this tender process WAF makes no obligations in any way to:

(i) Pay any bidder for any tender response; or

(ii) Award the contract with the lowest or any bidder; or

(iii) Accept any tender information received from bidders; or

(iv) inform any bidders or interested parties of the content of the bidding outcome

(v) Any other commitment to bidders whatsoever.

Tender must be submitted in a sealed envelope, marked and delivered as stated in section 6

below.

Section 2

Water Authority of FijiGeneral Terms and Conditions

1. The Water Authority of Fiji Tender Conditions, the company particulars required and thespecification requirements attached will apply to this tender.

2. The tenderer must be able to supply these monitoring devices as given in section 3 ofthe tender document.

3. Tenderer/s responding to this tender must be of good repute and should be in aposition to provide the Water Authority of Fiji with quality transactional services. Thebrands of equipments and accessories supplied under this tender should have provenexperience in Fiji or any of the developed countries for a minimum period of 5 (five)years. A brief history of the company’s background with record of clients should alsobe submitted.

4. Local tenderers are to quote their price on duty paid VAT inclusive. Overseas suppliersto quote price on Fiji dollar or their own currencies in CIF price at the Suva Wharf whichshould be excluding duty and VAT applicable to Fiji.

5. WAF may use its own discretion to purchase either of the above offers to ensure bestvalue of money

6. Where prescribed forms are provided these must be completed with relevantinformation and furnished with other tender documents accordingly, as part of thetender requirements.

7. Tenderers to note that by tendering, the bidder is taken to have authorized WAF toinspect their Warehouse, farm, office, or other premises and access any information(including financial) it may so require.

8. Tenderer must quote price separately for each item and not on whole lot basis and thesaid prices should be valid for a period of ninety (90) days from the closing date oftender.

9. In case of a local company intends to quote, they must provide with the tender bid acertificate of ownership certified by a Chartered Accountant registered under the FijiInstitute of Accountants Register stating the percentage ownership of the company bythe local share holders and their details including a statement confirming that suchcertificate is valid for the year 2015.

10. In the event that a Tenderer seeks to put in a bid in conjunction with another person,evidence of the business relationship in the form of a legally accepted partnershipagreement, joint venture agreement or supply contracts would be necessary todemonstrate the ability to fulfil the tender to the satisfaction of the WAF Tender Board.

11. Right is reserved to make award to the Tenderer whose bid is considered mostadvantageous to WAF.

12. Right is reserved for WAF to split the award amongst tenders to cater for order on thebasis of specified areas under section 3 thus WAF will not entertain any form of pricevariation due to the split in awards to successful bidders or to make a collective awardto a single supplier.

13. WAF reserves the right to return goods if wrongly supplied at the suppliers ownexpenses.

14. Right is reserved for WAF to terminate the services from the successful tenderer in theevent of undue delay in delivery or unsatisfactory supplier performance.

15. For purpose of comparison tender bids, WAF may use the exchange rate applicabletwo weeks before from the date of opening of tenders.

16. The successful tenderer shall upon request by the Chief Executive Officer or hisrepresentative produce all documents supporting their pricing of the commoditiesunder the tender.

17. The payment for the suppliers will be made upon satisfactory execution of the order incompliance with the tendered prices, delivery time and fully supply of quantityordered. Work must commence upon receiving of a official Purchase Order from WAF.

18. In the event of delays in the delivery of items, liquidated damages at the rate of 0.25%of the total value of the order will be imposed on weekly basis, up to a total value of5% from the contract value.

19. Tenderers to submit their bids on their official letter heads, clearly written or typed,signed with all relevant contact details clearly specified. Tender bid will be regardedas invalid if there is any alteration and use of white ink.

20. In case of additional requirements of different sensors is required by WAF, WAF will havethe right to order 30% additional quantity at the same price as given in the tender.

21. Within 21 days after the Contractor's receipt of notification of award of the contract orupon contract signing, the Contractor shall furnish a performance bond to theAuthority in the amount of 10% of the tendered price. The performance bond shall bepayable to the Authority as compensation for any loss resulting from the Contractor'sfailure to complete its performance obligations under the Contract.

22. Performance Bond will be discharged by the Authority not later than 90 days followingthe date of completion of the Contractor's performance obligations, including anywarranty obligations under the Contract.

23. The Contractor shall clearly specify the Warranty period of the Goods supplied underthis contract and such period shall be referred to as the Warranty and shall not be anyperiod less than 12 months. The contractor shall ensure that the equipment suppliedunder this Contract shall operate within specified guaranteed performance levelsduring the warranty period.

24. All bids in respect of this tender should reach to either of this at the stipulated timeand date as given in section 6 below.

25. All information submitted will be kept strictly confidential and will be used only for thepurposes of the tender award.

26. Late tender/s will not be considered for evaluation.

27. Any price increase after the close of tender will not be considered.

28. Any tender not complying with these conditions will be rejected.

29. All conditions listed herein shall form part of the contract whenever a contractarrangement is drawn up between the successful tenderer and WAF.

30. Tenderer/s failing to comply with the above terms and conditions and requirements ofthe tender may render their offers invalid.

31. WAF reserves the right to accept or reject any or all offer without assigning any reasonsthereof. WAF also reserves the right to cancel the tender wholly or partly withoutassigning any reasons thereof. WAF shall not entertain any correspondence frombidders in this matter, except for the refund from WAF.

32. In case the specified date for the submission of tender falls on a public holiday or isdeclared as a closed holiday for offices, the tender submission deadline shallautomatically be extended to the next working day up to the same time.

33. Delivery period of materials should be not more than 30days.

34. Supply of all sensors in all respects will be accepted in one lot only. The supply shallinclude complete sensors including cabling, accessories, etc.

Section 3Specifications

1) All sensors supplied must follow ‘ISO’, ‘IEC’ or ‘CE’ standards. These items suppliedmust be used locally and aboard and should at least be 5 years in successfulproven use in a developed country or Fiji.

2) The scope of work covers following.a. Supply & installation of Monitoring instruments & all the required accessories

associated with monitoringb. A full documentation of all the drawingc. Relevant one week in country training in programming, installation & trouble

shooting of the monitoring sensors & instruments which will cover both classroom & on the job training.

d. Supply of two (2) programming unit of the sensors unit.e. Sensors should work with a protocol of DNP3 or Modbusf. Sensors supplied under this contract will be installed by the same contractor in

the scadapack RTUs that will be installed under a separate contract.

3) The Supplier should also price for the installation of the sensors . The installationshould include from the input to the RTU including wiring, ducting, termination andall the necessary miscellaneous items needed to complete the installation per site.

Note:The sensors to be calibrated to suit the stations as given below:

The calibration certification issued must be valid for a period of ONE YEAR. Calibration certificates shall be issued as per specific ISO norms indicating Validity,

Traceability of firm/labs. All the calibrated sensors must have plastic coated/water proof or suitable stickers for

validity and Traceability. Four point calibration i.e. Minimum, Two intermediate points and Maximum for all the

sensors shall be provided as per details give by WAF.

Section 5Evaluation Criteria

The following are the requirement of the tender terms and conditions only before bids areassessed on Technical specifications.

Each bidder submitting a Tender needs to submit the following information on theirqualifications to complete the service in a timely and professional manner:

Portfolio on your organization Reference and proof of three (3) similar projects/referees and any other supporting

information by the respective company that may benefit WAF for bid evaluation.

The selection for the successful bidder shall be based on the following:

Proven experience, capacity and capability to provide the necessary service in aprofessional, timely and secure manner over last three years.

Bidder’s understanding of WAF’s requirements and demonstrated ability to meet them. Cost of supplying the equipments Ability to meet time frame required by WAF Submission of brands of equipment & accessories proven as best in any of developed

countries or in Fiji over last five years.

Tender Submission

Tenders are to be submitted with the enclosed TENDER FORMS and bidders are to ensure thatforms are filled and duly completed.

Upon meeting the above requirements, the tender bid submitted will be considered forTechnical Evaluation as discussed on section 2 of this TOR

All tenders will be evaluated on the following criteria.

BRIEF REQUIREMENTS OF THE TENDER (TENDER & CONDITIONS)

1 Brief Background History of Company

2 Complete tender forms with relevant information and furnished with other

tender documents

3 In case of local bidders to quote price on duty paid VIP basis and allforeign companies to quote on CIF price at Suva.

4 Valid CA certificate of incorporation for locals who owns 51% or more

shares if a locally owned company

5 Evidence of the formal business relationship like partnership agreement JointVenture agreement or supply contracts or like documentation, should be forcurrent year.

6 The payment mode will be upon satisfactory execution of the order incompliance with the tendered prices, delivery time & full supply of qty ordered.

8 Contract Price after award should be for a period of the tender validity

9 Product samples and technical literatures/brochures to be submitted

10 Warranty period for the item to be stated.
