Tender Specification (A&E) Important for bidding with regard to the subsystems: Interface module for bidirectional connection and operation of other vendors' systems including any necessary licenses is to be supplied as well. General Requirements for the PSIM System The Physical Security Information Management System (hereinafter referred to as PSIM system) is a central, integrated platform to ensure the complete corporate security. As an individually adaptable security and building management system, it allows integration of the complete building, communication and IT infrastructure. From a small, standalone system up to a large installation with multiple clients, network extensions and a high number of data points, the PSIM system offers nearly unlimited application possibilities. High availability and multiple fallback levels complete the cutting-edge security and building management concept, while maintaining easy setup, operation and administration of the PSIM system. The PSIM system shall be designed for operation under Windows Server 2008 and 2012 as well as Windows 7 and 8.1 Professional. It shall be possible to link different subsystems and devices, e.g. fire panels, intrusion panels, CCTV systems, access control systems, to the PSIM System so that their event messages can be visualized, documented and archived within a standardized graphical user interface and the connected peripheral equipment can be controlled. At the same time the connected devices keep on working as self-sufficient systems, can be however linked to each other via the PSIM System to further assist the operator. Events (alarms, fault messages etc.) occurred in the linked security, safety, building technology and communication systems trigger off corresponding messages in the PSIM System. These messages are stored in the time sequence, displayed in a list and can be selected for further processing. An essential task of the PSIM System is to provide the operator with comprehensive auxiliary information and assistance in the context of the individual events and to support him in performing the necessary measures. General Requirements for the PSIM SystemThe Physical Security Information Management System (hereinafter referred to as PSIM system) is a central, integrated platform to ensure the complete corporate security. As an individually adaptable security and building management system, it allows integration of the complete building, communication and IT infrastructure. From a small, standalone system up to a large installation with multiple clients, network extensions and a high number of data points, the PSIM system offers nearly unlimited application possibilities. High availability and multiple fallback levels complete the cutting-edge security and building management concept, while maintaining easy setup, operation and administration of the PSIM system.

The PSIM system shall be designed for operation under Windows Server 2008 and 2012 as well as Windows 7 and 8.1 Professional. It shall be possible to link different subsystems and devices, e.g. fire panels, intrusion panels, CCTV systems, access control systems, to the PSIM System so that their event messages can be visualized, documented and archived within a standardized graphical user interface and the connected peripheral equipment can be controlled. At the same time the connected devices keep on working as self-sufficient systems, can be however linked to each other via the PSIM System to further assist the operator.

Events (alarms, fault messages etc.) occurred in the linked security, safety, building technology and communication systems trigger off corresponding messages in the PSIM System. These messages are stored in the time sequence, displayed in a list and can be selected for further processing. An essential task of the PSIM System is to provide the operator with comprehensive auxiliary information and assistance in the context of the individual events and to support him in performing the necessary measures.

Project data supply graphical and textual information with instructions and measures as well as scheduled commands. In addition, personalized operating rights can be assigned to each data point. With help of the information provided in the graphics and texts the event handling is then completed through taking actions and entering comments interactively.

Necessary actions, e.g. switching on cameras in the danger area, switching sensor groups, dialing telephone numbers, sending SMS etc., can be performed automatically or on demand.

A completed event is stored in an archive with all actions and comments accomplished in the context of the event handling. The archive can be accessed via variable filters; every event in the archive can be redisplayed for information again anytime.

If an event cannot be completed immediately, it is possible to defer the event message for processing it at a later stage.

Apart from event processing the PSIM System also supports the operators (e.g. security service personnel) in their daily work. At predefined times data points can be controlled, reports can be printed and any other actions can be accomplished in the form of automatic control sequences. The states of sensors and their groups can be clearly displayed and directly influenced. All these actions can optionally be performed using graphics and texts with interactive symbols.

A standardized operation of all connected devices is possible but optional, i.e. a device can also be controlled from a customized dialog window provided by its interface driver.

All user actions as well as all telegrams received or sent over the device interfaces are logged by the system. The logs can be accessed for display via adjustable filters and be compiled with information from the archive to generate freely definable reports.

Performance features overview The offered PSIM System shall provide an integrated, scalable, further extendable and easily

operable software-based platform to manage the complete physical security infrastructure, e.g. CCTV, access control, intrusion control, fire detection, building management, etc.

The PSIM System shall offer efficient management and control of all security systems installed on site.

The PSIM System monitors all secured areas and creates visual and audible alarms (at server and client).

The software shall offer authorized user access to the numerous systems all managed by the PSIM System.

The software shall communicate bi-directionally with the connected systems. The PSIM System shall include appropriate event visualization via customizable GUI

(Graphical User Interface) as well as large screen video display (Video Manager). Events registered by the connected subsystems shall be either managed individually by the

PSIM System or grouped to provide an alarm. Project data shall supply graphical and textual information with instructions and measures as

well as scheduled commands. In addition, personalized operating rights shall be assigned to each data point. With help of the information provided in the graphics and texts the event handling shall then be completed through taking actions and entering comments interactively.

The PSIM System shall include an integrated dynamic workflow management for alarm processing with guidelines, to help the operator in successfully resolving the alarm and logging every taken processing step.

The PSIM System shall support the access by and alarming of full clients, web clients and mobile devices.

Performance features in detailGeneral

The PSIM System shall offer a user interface and operating concept in modern Windows 8 technology and style.

Individual profiles with the adaptable parameters "desktop", "language" and "rights" shall be selectable. All user interface components, such as event list, command bar, menu bar, toolbar, explorer and counters shall be individually adaptable to the respective user profile.

The design of the user interface shall be definable with different layouts and is switchable at the run time.

It shall be possible to completely hide the Windows system from the user. The PSIM System shall offer modular system architecture and thus be easily upgradeable. The PSIM System shall have an integral operating concept for different subsystems. The PSIM System shall offer context sensitive online help. It shall be possible to define an unlimited number of data points, sensor groups and sensors

in the PSIM System. The PSIM System shall contain a location hierarchy for the structured administration of data

points and sensor groups. Additional hierarchical relations between data points shall be definable in the PSIM System. The PSIM System shall offer convenient display and control of sensor groups through control

panels, graphics or via the integrated hierarchy representations. Operating as a multiple workstation system shall be possible. It shall be possible to supply data during normal alarm management operation. The workstations shall optionally be usable by other applications at the same time. On

receipt of an event message the main window of PSIM shall move to front and the event will be signaled acoustically and optically.

It shall be possible to apply the server in a virtual environment (VM) and to execute it as Windows service (Service) so that a local user login is not required.

It shall be possible to apply the workstations in virtual environments (VM) and to execute them by terminal clients on a terminal server.

The licensing of the servers and workstations shall be made by softkeys that are linked to the hardware. (An emergency activation of new hardware in case of a hardware failure shall be possible to be executed independently from the manufacturer).

In parallel to the softkeys, hardware dongles shall be available for temporary use by integrators and administrators.

The availability and capacity utilization of the PSIM System’s hardware environment (CPU, RAM, HDD, LAN) shall be monitored by the system itself. An alarm shall be given if value limits are exceeded.

Language Support The PSIM system shall support more than 23 languages (among others English, German,

Dutch, French, Spanish, Portuguese, Russian and Chinese). The system language and GUI shall be customizable and change on the fly depending on the

user login.

Persons Database The PSIM System shall have a centralized database for all users. Amongst others, different call numbers for phone, fax and cell phone as well as address and

email address shall be assignable to each person. The personal data shall be referenced in text and graphic files.

Within the persons database it shall be possible to define deputies. In case of referencing the personal data (e.g. notification by SMS) the deputy’s data shall then be used automatically.

User Administration / Right Management The PSIM System shall allow an unlimited number of users with password-protected access

to the system. It shall be possible to define an unlimited number of user profiles. It shall be possible to

assign several profiles to one user between which he can switch anytime. A user profile shall determine appearance and function of the PSIM System user interface

(menus, toolbars, shortcuts, program window etc.) and define all user rights. The user rights of a profile shall be composed by a multitude of single rights as required.

These shall include changing particular parts of master data (e.g. graphics, texts, and persons); processing events; manual operation etc. The control rights shall be able to be specified individually for complete devices, particular locations or single data points as well.

It shall be possible to outsource the user authentication and administration via LDAP to an Active Directory provided by the customer.

The PSIM System shall support “Single Sign On” functionality.

Event & Alarm ManagementGeneral

The PSIM system shall dispose of a central alarm stack receiving, categorizing and prioritizing all alarms.

The alarm stack scheme shall be customizable (e.g. depending on user rights etc.) Incoming events shall be signaled acoustically and optically. The alarm stack shall include elements such as event ID, date, time, location, status, priority,

user, etc. The PSIM system shall offer standardized event processing for different subsystems.

The PSIM system shall enable message-based display of graphics, text and protocols in user-defined layouts.

Filtering and grouping of events shall be possible with 12 separate customizable filters. Message-based switching of video channels shall be possible. Event reports with unique ID, details of the message (data, status, etc.), log of all events

(user actions, etc.), graphics of the message and attachments (screenshots, video snapshots and comments) shall be exported in PDF format.

Actions which should be performed automatically when receiving and displaying event messages shall be pre-definable during project data supply.

The PSIM system shall have logical pre-defined workflows that are not limited by limitations of connected systems.

Interactive, dynamic step-by-step workflows shall be available to help the operator in processing events with context-specific process guidance and text boxes for freely selectable entries. Furthermore action results such as number of attempts, type of response etc. shall be taken into account by the PSIM system to provide the correct guidelines and workflows.

The dynamic workflows of the PSIM system shall control all aspects of the event handling process and provide true user guidance (no simple task list).

The dynamic workflows of the PSIM system shall not impose any practical limitations on the logic that can be programmed, complex scenarios, variables and processes shall be definable.

It shall be possible to attach internal files (e.g. comments, floor plans, video images and sequences) as well as external files (e.g. word documents, e-mails or photos) to event messages. The attachments shall be archived together with the event message.

The user interface of the PSIM System shall be dynamically re-displayed according to event or alarm type (e.g. configuration of the video image window).

The PSIM system shall enable vent message forwarding by mobile devices (e.g. SMS; phone, e-mail).

User-defined forms or button activation shall be possible. Event escalation, parking of events or forwarding of events to another workstation shall be

possible. Event message display and control shall be possible via mobile devices. In addition, it shall

also be possible to trigger events with mobile devices which will be displayed together with notes, photos, videos or voice recordings in the control center.

Automation Scripts Functions such as switching, printing and displaying graphics; switching, displaying,

implementing and printing texts; switching data points (e.g. sensor groups or cameras); sending facsimiles, SMS and voice messages (system upgrade "Messaging"); starting external applications; creating reports; handling and simulating events etc. shall be available as so-called actions.

It shall be possible to allocate buttons in texts and graphics or to insert them directly into a text document as elements or modules.

Respective "action texts" shall be automatically executed once only at predefined times or repeatedly in specific time intervals (system upgrade "Schedules"). Furthermore they shall be used for defining the system response to incoming event messages and for their processing.

Graphics The PSIM System shall have an integrated graphics editor. The PSIM System shall offer a modular graphic structure, i.e. any graphics shall be able to

insert as modules into other graphics. Graphics, both in standard formats (.wmf, .emf, .sld, .bmp, .jpg, .png, .tif, .gif) and in CAD

formats (AutoCAD .dxf and .dwg as well as Microstation .dgn), shall be directly embedded into the PSIM systems graphics. The CAD formats shall additionally enable the automatic activation of the sensor symbols already existing in the graphics. An external graphic shall be inserted by linking that file. In this way it shall be possible to maintain the floor plan graphics using other programs. Therefore, any changes in the floor plan graphics shall be automatically taken over by the PSIM System and shall become effective in all documents at the same time.

It shall be possible to insert any number of symbols into each graphic. Using the integrated graphics editor it shall be possible to create new symbols and to edit

existing ones. A comprehensive and arbitrarily expandable library of standardized symbols for different use

cases shall be contained. It shall be possible to insert buttons with assigned actions into the graphics. The PSIM System shall show live videos in graphics. Graphics shall be optionally configurable using layers. Depending on the use case the layers

shall be switched over to visible or invisible in order to show or hide e.g. escape routes. Using the graphics editor various fire-fighting documents, such as route cards, escape route

plans etc. shall be easily created and maintained in DIN 14675 qualities.

Text / Workflow The PSIM System shall have an integrated text editor for fast and comfortable editing of

texts. Any fonts and colors shall be usable for designing text. A modular text structure shall be applicable, i.e. any texts shall be able to be inserted as

modules into other texts. It shall be possible to add links to important entries in the person’s database to the text. The

personal data and telephone numbers shall thus be administered centrally in a file so that they will be updated immediately in all texts upon any changes.

The PSIM System shall provide the possibility to insert variable text fields for time, date, group name etc. into the text in order to make the texts reusable for different sensor groups.

Text sections shall be made dependent on conditions (definable schedules, event type etc.); thus only the information really required is displayed in each concrete case.

The PSIM System shall enable to insert graphical buttons and check boxes with assigned actions directly into the text.

It shall be possible to insert action commands directly into the text; in combination with the conditions a powerful mechanism shall thus be available for programming of conditional actions.

The PSIM System shall offer text design by inserting input fields, combo boxes, check boxes etc. as free-style input forms, in which information can then be saved in a structured way during processing of an event. All fields of a form shall be optionally defined as mandatory entries which must be filled in before the event processing is completed.

The voice output module "Text-to-Speech" shall enable the fully automatic conversion of written message texts into .wav files which can then be given out via loudspeakers or telephone.

Archiving All processed events shall be archived by the PSIM System. Access to the archive shall be possible via variable filters. Archived events shall be displayed with all associated information, i.e. the same as during

event processing, shall be able to be redisplayed at any time. All user actions shall be logged. All sent or received telegrams shall be logged for each device interface. Access to the logs shall be possible via variable filters. The information from the archive and the logs shall be combined into free-style reports.

Video HandlingGeneral Overview

The PSIM solution shall have an integrated Video Management System that provides access to different CCTV systems including PTZ control, cam preset management, full archive control of different manufactures using a homogeneous and fully integrated GUI.

The PSIM System shall display all cameras (analog or digital, manufacturer-independent) in the same format in the user interface so that the operator does not require any specialized training on the connected video subsystems. The images of all connected video devices shall easily be placed on the user interface by using the drag & drop function.

In case an event is registered, the camera installed in the relevant area shall automatically be displayed (“live image”).

Access to the video archive and playback functions shall be available simultaneously to the displayed live images.

Multiple video streams shall be displayed in one central user interface, including several definable/selectable layouts (Video Manager Module).

The PSIM system shall enable automatic, event-controlled layout switches. A restriction of individual user rights relating to the video handling/access to cameras shall

always be possible and centrally definable.

Recording Creating bookmarks directly from events in video archives shall automatically be possible

from different 3rd party DVRs and NVRs (incl. playback, image retrieval, alarm event selection, etc.). The PSIM System shall be able to integrate any NVR or DVR with the help of a SDK (Software Development Kit) made available.

Camera Control The PSIM System shall allow full PTZ control for all connected video cameras. By a mouse click on the CCTV image displayed in the user interface, it shall be possible to

drive telemetry. The PSIM System shall enable remote control of CCTV streams displayed on a video wall

system.

Note: The PSIM System shall be designed to enable a centrally controlled interaction between security, building and information management systems, however it shall not replace any installed single system. (The integration extent always depends on the capability of the SDK (Software Development Kit) supplied by the device manufacturer.

Reporting The PSIM System shall include a report design tool to enable the flexible creation of

management reports. The PSIM System shall have a dashboard visualization function to provide immediate

information on the current systems’ status. Reports shall be generated as .pdf document. No external applications shall be required to

generate reports, as the reporting function shall be integrated in the PSIM System. The user shall be able to create dynamic reports. Reports shall also be displayed as part of the GUI on the screen and e.g. on video walls. The information contained in a report shall contain but not be limited to: event information

(event type, location, time and date), actions taken, user activities, event response times, device information incl. device inspection dates.

User Interface The PSIM System shall have an integrated graphical user interface (GUI), its design shall be

further adaptable and customizable according to the user’s specific requirements. It shall offer the possibility to define a separate design for each server/client.

Multiple content shall be displayed, e.g. maps, graphics, areas, buttons, toolbars, web pages, RSS feeds, incident and alarm stacks, video wall control, PTZ control, device and user status indicators, access to live and archive video and audio streams, etc.

The interaction between the GUI and display walls shall be possible using drag & drop. The number of configurable GUI designs shall be unlimited. The number of windows that can be displayed in the GUI shall be unlimited. Defined GUI designs shall be available immediately on each client (workstation) subject to

the set user rights and his login. Specific layouts shall be creatable and set for the GUI (with the help of the Layout Manager

Module). The PSIM System shall display user interfaces in the user’s native language (more than 23

languages shall already be pre-set and selectable).

Software Architecture The PSIM System shall provide a redundancy solution with Hot-Standby and multi-level-

fallback if the main system server breaks down or is disconnected. The local clients shall work standalone for the time the main server breaks down or the connection is unavailable.

The PSIM System shall be flexible and scalable in architecture, allowing to be extended anytime in capacity and/or functionality so that it exactly fits to the customer’s needs (due to software upgrades, functional modules, customizations, etc.).

In addition to the regular workstations (full clients), a web access for display of events and control of connected subsystems shall be possible cross-platform (Windows/Phone, Apple OS X/iOS, Linux, Android) and device-independent (Desktop PC, Notebook, Tablet, Smartphone).

The web access shall be realized browser-independently, based on HTML5 and JS (Microsoft Internet Explorer, Google Chrome, Mozilla Firefox, Apple Safari, Opera) and without any manual installations (e.g. of plug-ins).

System Coupling Coupling with any types of device (fire alarm systems, intrusion alarm systems, access

control systems, intercoms, digital video recorders etc.) from different manufacturers is possible.

It shall be possible to link-up to bus systems such as EIB/KNX, LON, Interbus etc.

Customized control panels for various device linkages are available. In the network mode, devices can be connected to any workstation within the system. The

linkage with PSIM is established via pure software interface modules. The workstations can work independently, i.e. in case of an interruption of the server connection, the events registered by local systems are still displayed.

Interface communication The PSIM system shall enable bidirectional communication with the connected systems, i.e.

receiving and transmitting information and events to and from the connected devices and subsystems as well as with their databases.

The PSIM system shall also allow the generation of calls to intercom, VoIP telephone and mobile systems, etc.

It shall further provide a trigger mechanism to react to events occurring in controlled buildings/areas. Complex alarm conditions shall be created, involving the logical comparison of multiple trigger objects.

Note: The PSIM System shall be designed to enable a centrally controlled interaction between security, building and information management systems, however it shall not replace any installed single system. (The integration extent always depends on the capability of the SDK (Software Development Kit) supplied by the device manufacturer.

Subsystem RequirementsAll systems and devices connected to the PSIM System, such as access control, fire and intrusion detection, building management systems, communication systems, etc., shall communicate their status and alarms and be able to receive control instructions/sequences using IP networking.

Software Licensing RequirementsThe PSIM System software shall be licensed and allow further future extensions (functional and capacity-related). The software’s licensing scheme shall be based on the number of

Extension by a Hot Standby Server. (Two parallel servers synchronize automatically. In case of a failure, the tasks of the main server will be taken over by the Hot Standby Server that is providing the same functional scope as the main server.)
