EXPRESSION OF INTEREST
Expression of interest are invited from interested parties for appointment of
Industrial cum floor consultant for setting up of latest technology with maximum
optimization of process in the complex of MVAI Khanna, Distt. Ludhiana (Punjab) for
the following:
1. Chemical Refinery with the feed stock of –Capacity : 50 TPD
Sunflower Oil, Washed Cotton Seed Oil,
Degummed Soybean Oil.
2. -Physical Refinery based on Crude Palm oil(upto 8% FFA)- Capacity : 110 TPD
-Vanaspati Plant - Capacity : 80 TPD
3. Fractionation Plant - Capacity : 50 TPD
The job comprises Floor, Industrial & Structural consultancy services including
preparation of DPR, Techno Economic feasibility report etc. and setting up the project
from conceptualization to commissioning and testing on turnkey basis. The terms and
conditions are as mentioned in the tender document.
E-tenders are to be submitted online upto 2.00 P.M. on 13.7.17. The technical
bids will be opened on the same day at 2.30 P.M. A pre-bid meeting of tender bidders
shall be held on 17.7.17 at 2:30 P.M. in the office of Executive Director(Mktg.) Markfed
Chandigarh. The financial bids of the technically qualified tenderers will be opened on
21.7.17 at 3.30 P.M. in the office of Executive Director(Mktg.), Markfed House, Plot
No.4, Sector 35-B, Chandigarh.
Tender will be processed through e-tendering only. Tenderers are advised to
visit our e-tendering portal etender.punjab.gov.in and get user ID, password.Class-3
digital signatures is mandatory to participate in the e-tendering process. The detailed

QUALIFICTIONS REQUIRED FOR APPOINTMENT OF INDUSTIRAL CUM
FLOOR CONSULTANT
CANDIDATE/FIRM/COMPANY
1. Must have minimum 5 years experience as a consultant of food Industry, consultant
must have provided consultancy from conceptualization to commissioning with least
three Vanaspati /Edible Oil Refinery of capacity 50 TPD above .
2. Must have qualification required for the consultant is graduation in relevant field
preferably oil Industry. However consultancy firms/companies will be exempted from
this qualification but one on its staff must possess this qualification.
3. The consultant should have average minimum turnover of Rs.25 lac per year during
last three years.
4. The consultant should have done at least three project with edible oil plant. They
should submit the satisfaction report issued by client in the recent past.
5. Must have experience of laisioning/afiliations with APEDA or similar agency of
national repute.
6. Must be able to assist Marked in obtaining ISO/HACCPP/BRC or equivalent
certifications.
7. The consultant will submit a list of their clients.

GENERAL RULES AND GUIDELINES
1. The tender must be signed by the tenderer or by authorized representative in case of an
individual, or by all members in case of a firm, or a person holding power of attorney
authorizing him to do so on behalf of the firm. The Tenderer must quote his PAN Number.
2. The tender should be downloaded from web site i.e. etender.punjabgovt.gov.in
3. The tender submitted by the tenderer shall be valid for the minimum period of two months
from the date of opening of the tender. The earnest money of the unsuccessful tenderer shall
be returned / refunded to them after allotment of the work or two months from the date of
opening of tender, whichever is earlier.
4. Markfed shall have the right for rejecting any or all of the tenders without assigning any
reason.
5. The tender Allotment Committee shall open the tenders in the presence of any intending
consultant or their authorized agent /who may be present at the time of opening of the tenders.
The tenderer or their agents, if required specifically must attend the tender opening or for
submission of clarification to the tender.

TERMS AND CONTDITIONS OF THE CONTRACT:
1) The consultant shall deposit 10% of the total contract value as security. However the amount
deposited as earnest money shall be adjusted towards the amount of security. Alternatively,
the balance security shall be deducted from Ist two running bills in equal proportions. The
security will be released on successful running of the plant for six months after
commissioning.
2) The date of start of work shall be considered after 10th
day from the date of issue of allotment
order.
3) The earnest money deposit (EMD) is Rs.1.00 lac and cost of tender is Rs. 1000/- and both
shall be deposited on line.
LIQUIDITY DAMAGES
4) Markfed shall be at liberty to levy penalty @ 1% of the total value of the contract per week
of delay subject to maximum of 10% of total contract value. The clause of liquidated
damages shall be applicable after the expiry of the consultant’s time limit.
FORCE MAJURE CLAUSE
5. On failure or commission to carry out any of the terms of the contract tender in exceptional/
abnormal circumstances which are beyond the control of the parties such as act of God, or of
the enemies or the State Civil commotion, epidemic, eruption of an earthquake or fire not due
to consultant’s negligence which caused requirement of extension of time, the extension of
period of work without liquidity charges, shall be considered and if accepted , conveyed in
writing provided claim is lodged within 15 days of the abnormal circumstances with
documentary proof/evidence.
6. In the event of failure on the part of the consultant for completing the work within the
prescribed limit, Markfed may give an opportunity for the completion of the entire balance
job by extending the time schedule by one month, of course, subject to its right for
imposition of penalty and liquidation damages as contained in relevant clause. On account of
failure on the part of consultant to complete the work with the extended period, Markfed
shall have the right to get the balance work completed at the risk and cost of the consultant
either through some other agency with the approval of the competent authority or
departmentally. The (excess) expenditure incurred on this account, if any, shall be recovered
from the dues of the consultant lying with Markfed on any account against this work or any
other work being executed by the consultant in addition to the amount of penalty and
liquidated damages.
ARBITRATION CLAUSE
7. In case of any dispute or differences of any kind whatsoever between Markfed and the
consultant in respect of interpretation or implementation of any clause of contract during
execution or after the completion of the prescribed work, it shall be referred to M.D. Markfed
or his nominee for arbitration under the provisions of the arbitration and conciliation act on
1996 and his decision shall be final and binding on the parties, The consultant/Markfed shall
have to refer their disputes claims, if any, within 180 days from the date of final payment or

written notice when the final payment is ready. After the expiry of this period all the rates
and claims under the contract shall be deemed to have been fully settled/ forfeited.
8. Any lapse, if found at any stage with respect to the compliance of EPF/ESI by the
consultant, any penalty levied on this account will be borne by the consultant and he will also
be responsible if any other legal action is taken on this account.
9. As the filling of the statutory returns provided in the EPF act and scheme is mandatory and to
be followed periodically as per schedule fixed in the scheme, it will be the responsibility of
the consultant to arrange prepare all the returns i.e. in prescribed Performa No.2
(nomination) 3 & 3A, 6-A and 12 etc. The consultant who maintains his own code No. will
ensure the filling of the statutory returns with a certificate to the Markfed about the filling of
the return.
10 The deduction at source from the payments will be made as required in respect of Income
Tax or any other levy as required by govt. / any authority.
11. All taxes etc. shall be borne by the consultants.

GENERAL INTRODUCTION Introduction
1. MARKFED is setting up Modern State of Art Vanaspati, Refinery & Fractionation Plant in the campus
of MVAI, Khanna (District: Ludhiana) Punjab..
General features and major components of the work are as under:-
A.-Chemical Refinery with the feed stock of –Capacity : 50 TPD
Sunflower Oil, Washed Cotton Seed Oil,
Degummed Soybean Oil.
B. -Physical Refinery Crude Palm Oil (upto 8% FFA) - Capacity : 110 TPD
-Vanaspati Plant - Capacity : 80 TPD
C. Fractionation Plant - Capacity : 50 TPD
2. Abbreviations & Definitions

2.1 Abbreviations

3 Scope of Work
This work involves:
3.1 Consultancy to undertake the project(Civil/ Mechnical/ Electrical/ Instrumentation & control) from
concept to commissioning including preparation of a DPR, Techno Economic Feasibility Report
(TEFR) and project Management and providing assistance, guidance, consultation and expert services
and site supervision services.
3.2 Detail for processing plant and bulk storage under controlled conditions, plant machinery, pretreatment
section, continuous twin bleaching section, deacidification section continuous Hydrogenation section,
continuous post bleaching section, deodorization section, raw and packaging material and storage,
quality standards, pollution requirements and ETP, PLC, Estimating & costing, implementation plan,
detail of civil, electrical, mechanical, piping, insulation, HVAC, steam piping, compressed air,
firefighting, water supply, refrigeration, cooling tower, cooling & Chilling System, laboratory, hot
water generator, NOC, etc etc. to run the plants successfully as per FSSAI standards.
3.3 Consultancy as Industrial cum floor consultant to prepare & submit the detailed Estimate cost, flow
chart, details of requirements of machinery and its specification, brand names and all other technical
knowhow including tendering on turnkey basis, supervision during installation and successful
commissioning.

3.4 Providing detailed Industrial consultancy including supply of design of various Engineering services
for various utilities including ETP, HVAC, Air conditioning, Boiler, Thermo pack, Cooling tower, Air
compressor, Ammonia condenser and RO plant as required for successful commissioning of the unit.
3.5 Providing detailed Architectural/ Structural services for the civil constructions like buildings, stores
etc. as required for housing machinery, Finish Good and Packaging material storage, laboratory, Cold
room and any other structures required for different areas of operations as per the statutory
requirements.
3.6 He will assist in documentation and arrange necessary NOC’s from various govt. offices wherever
required for successful commissioning of the unit.
3.7 He will abide by all the terms and conditions of the agreement to be executed by the APEDA with
Markfed.
3.8 He will provide the time line of the project and the mode of its implementation.
3.9 The consultant will submit a brief note on the project as conceptualized keeping in view that the
product to be processed be of superior technical standards and compatible with the quality standards of
the product brand leaders in the country.
3.10 The consultant will submit the complete tender documents containing DNIT, Scope of work,
terms & Conditions etc.of tender calling on turnkey basis for commissioning of project.
3.11 The consultant will give all technical inputs and advise to the Electrical Engineers with regards to HT,
LT power reception and distribution in the plant, internal and external lighting, cabling, Diesel
generator requirement and control panels.
3.12 Supervision of trial runs and first batch of commercial production consultant will supervise the no load
trials for individual equipments and first batch of commercial production.
3.13 Consultant will procure detailed manuals for the processes equipments along with trouble shooting
manuals which shall be secured from the manufacturers.
3.14 The consultant shall have no right to claim any extension in time and Markfed reserve its right to grant
or refuse the extension.
3.15 In case of any breach of contract by the consultant, Markfed shall have the right to terminate the
agreement without any notice and Markfed shall not be responsible for any payment on account of the
services yet to be rendered by the consultant and also payment due to which dispute has risen, but
Markfed will honor the payment of the consultant for the works completed by the consultant, if any
and such payments shall be released after reviews done with consultant during drawing out the
termination notice at the discretion of Markfed.
3.16 Markfed further reserves the right to terminate the agreement by giving one month notice after
assigning genuine reasons to the consultant.
3.17 The consultant will submit a complete audit report of our old plant w.r.t machinery,
infrastructure/utilities, which can be reutilized in our new plant.
3.18 The consultant will provide the manpower requirement details to run the plant.
3.19 The consultant will assist in training to technical staff for knowledge of plant operation trouble
shooting to run plant smoothly.

3.20 The consultant will assist in process and applying automation for plant to optimize plant operation.
3.21 The consultant will assist in better process methods/improvisation / complete automation of the plant
or to optimize plant resources. 3.22 The consultant will quote budgeted process losses and after the commissioning actual losses should comply with
the budgeted losses.
3.23 The consultant will ensure about the quantity of particular oil required for the trial run.
3.24 The consultant will support plant team in Technical discussions even after successful commissioning of the plant.
3.25 The consultant has to visit the plant as and when required. Markfed will bear the cost of travel and for lodging and
boarding charges on actual. But no extra visiting fee will be paid.

**Note: The Consultant is bound to arrange the above documents as & when required i.e. before

4. FINANCIAL BID:
4.1 The consultancy charges will be Lump sum which will include all the incidentals, site visits, taxes etc.
5. Time Schedule:
5.1 Submission of DPR, TEFR, flow chart, concept drawings, layout of machinery, equipments details of
machinery for the plant including the civil, electrical & mechanical utilities along with
Instrumentation parts rough cost estimates of the works for approval of Markfed- 30days from start of
time period.
5.2 Submission of complete tender documents including detailed estimates based on CSR, PWD(B&R)
amended upto date and DNIT for civil, electrical, mechanical, piping, machinery etc. works including
makes and civil, electrical, mechanical utilities and integration of machinery etc.. Where ever CSR is
not applicable estimates will be based on market rates of the recommended/ approved brands.-30days
from in principal approval of the details as per clause 5.1.
5.3 Submission of complete tender documents containing DNIT, Scope of work, terms & Conditions
etc.of tender calling on turnkey basis for commissioning of project. – 30 days from approval by
Markfed as in 5.2 above.
PAYMENT TERMS
.
The payment shall be released shall be subject to following conditions:
a). 20% of the quoted amount will be paid on supply of DPR, TEFR along with the supporting documents
as contained in clause 5.1. after deducting 50% security amount.
b). 30% of the quoted amount after submission of building layout, detailed Estimates as per CSR,
PWD(B&R), working drawings, tender documents for all works to be executed at site including
Civil, Electrical, Mechanical, Piping, machinery and integration of civil, electrical and mechanical
utilities etc.duly approved by Markfed as contained in 5.2.after deducting 50% security amount.
c). 25% of the quoted amount will be released after successful installation of all the machinery including
civil, electrical, mechanical, Instrumentation and contral, utilities and integration thereof.
d). 10% will be released after obtaining all NOC’s and successful commissioning of plant.
e). 15% will be released on successful running of the plant for three months and on getting satisfactory
report of technical audit from third party appointed by Markfed.
f) The security amount retained shall be released on successful running of the plant for six months after
commissioning.
The above fee is inclusive of travel and boarding expenses for the consultant to the Markfed office,
project site as deem essential.
Whenever at the request of Markfed, the consultant’s executives are required to travel outside
Delhi/HO of procurement agency in connection with the procurement assistance, inspection and supervision
services of machinery etc., Markfed will bear the cost of travel (economy class) and for boarding and lodging
in three star hotels at actual.

PART –3
TECHNICAL
TECHNICAL ELIGIBILITY CRITERIA FOR BIDDER
1. SITE VISIT
The applicants may visit the site of work, at their own cost, to examine site conditions and its
surroundings the existing facilities available for use in this project for optimum utilization acquaint
themselves of all the information that they consider necessary for proper assessment of the
prospective assignment.
2. Desirous consulting specialized companies/ agencies in Food Processing Sector for appointment as
Industrial, Floor, Architectural, Structural consultant should upload all the documents on E- tendering
portal as per date and time mentioned in tender notice & should submit satisfactory proof of fulfilling
the following requirements along with documents mentioned in tender notice.
2.1 The minimum qualification required for the consultant is graduation in Food Technology Consultancy
firms will be exempted from this qualification but one of his staff must possess this qualification.
2.2 The consultant should have a minimum of 5 years’ experience as a consultant of Food Industry/
vanaspati processing industry.
2.3 Must have successfully commissioned at least one unit of similar or of higher capacity.
2.4 Must have affiliation with APEDA/ SFAC or any other similar agency of national level, Govt.
agencies/ funding agencies/executive agencies and board for getting various kinds of clearances related
to setting up of the project.
2.5 The consultant should have turnover of Rs. 25 lacs per annum during the last three years.
2.6 The consultant should list out the names of the successful plants commissioned by him/ her along with
satisfactory reports from clients.
2.7 Must have ability to undertake the project from concept to commissioning including preparation of a
DPR, Techno Economic Feasibility Report, offer detailed Engineering and project Management and
site supervision services.
2.8 Must be able to assist MARKFED in obtaining HACCP/ISO/BRC or equivalent certifications.
2.9 Experience in securing subsidies/ grants from govt.
2.10 Any other detail/ information deemed fit by the applicant be also submitted along with bid.
2.11 Having valid PAN Number/ service tax No.
2.12 In addition to above, each bidder to be eligible to qualify should have Submitted/attached with
his technical bid)
a) The affidavit/undertaking that information being submitted is correct and true, and that any false
information shall lead to disqualification at any stage.
b) an undertaking that he agrees to the terms and conditions of bidding document including the
technical requirements and in case there is anything contradiction in his technical proposal with
respect to the conditions of bidding document, the later shall prevail.
c) In case of partnership firm or company partnership deed or registration certification of the firm or
company (enclose supporting documents as Annexure.
NOTE: A pre-bid meeting shall be held in the office of Executive Director (Marketing), Markfed
Chandigarh.
