ANNEXURE– IGENERAL CONDITIONS OF THE TENDER

1. “E-TENDER FOR SUPPLY,INSTALLATION AND COMMISSIONING OF PUBLIC ADDRESS SYSTEMAND FIRE ALARM SYSTEM COMPLETE WITH ALL ACCESSORIES ATEMSD-ECIL UNDER TWO PART BID SYSTEM” as detailed in theSpecification under Annexure “A” attached herewith and in accordancewith instructions to tenders etc. are invited by DGM (Purchase),Electronic Manufacturing Service Division, Industrial Development Area,Phase-II, Cherlapally, HYDERABAD – 500 051 , not later than 01.00 P.M.on 18.02.2016..

3.1 CONTENTS OF TECHNICAL BID

3.2 CONTENTS OF PRICE BID

Quantities and Prices of the “TENDER FOR SUPPLY, INSTALLATIONAND COMMISSIONING OF PUBLIC ADDRESS SYSTEM AND FIREALARM SYSTEM COMPLETE WITH ALL ACCESSORIES AT EMSD-ECIL”- as per ANNEXURE-C.

5. The technical specification – “ANNEXURE-A” and Price - “ANNEXURE-B”to read in conjunction to make sure of the supply involved.

9. FORMAT AND SIGNING

The Tender Documents submitted to the ECIL shall be typed and shall besigned by a person duly authorized to sign on behalf of the Bidders. Allpages of the tender and where entries or corrections have been madeshall be initialed by the person signing the tender. The tender document should be submitted duly signed in indelible ink

and stamp at the bottom of each page.

10. DISCLAIMER

Each Bidder shall conduct his own investigation and analysis, check theaccuracy, reliability and completeness of the information provided in thisTender Document at his own cost and expenses.

It would be deemed that prior to submitting the Tender, the Bidder has(a) made a complete and careful examination of requirements and otherinformation set forth in this Tender, (b) received all such relevantinformation as it has requested from EMSD-ECIL, and (c) made acomplete and careful examination of the various aspects of the Project.EMSD-ECIL shall not be liable for any omission, mistake/error/neglectby the Bidder in respect of the above.

1.0 GENERAL:

ECIL proposes to install Public Address System complete with all accessories forannouncement purpose at EMSD-ECIL

2.0. Eligibility Criteria:

Experience of having successfully completed similar work as mentioned belowduring the last 3 years till the date of opening of the tender.

Similar work means Supply, installation and commissioning of Public AddressSystem

3.0. SCOPE OF WORK:

The Scope of Work for Public Address System shall include the following:

i) Supply, installation and commissioning of one number 8 zone IP baseddigital PA/VA controller complete with all accessories expandable upto128 zones.

ii) Supply, installation and commissioning of one number IP basedNetworkable touch screen paging station complete with all accessories.

4.0 System Design & Technical Requirements

4.1. Public Address System

4.1.1 Key Features

Distributed ControlThis distributed design for the system is based on the building structure to facilitate the connection of the loudspeakers in several nearby zones, which will make the control of the loudspeakers easier. The selected system devices should use the TCP/IP technologies and build on the standard network platform to ensure the extensibility, compatibility for multiple technology platforms and advancement of the system.

Faults detection and IsolationThe Faults detection function for the broadcasting system can automatically examine the host system, power amplifier, power source, communication, and detect the open circuit, short circuit and grounding fault to generate the fault alarm and log.

When the grounding fault or short circuit occurs, the amplifier or the main controller of the system should isolate the circuit to ensure the operation of the main devices and normal circuits.

Background Music Audio SourceThe broadcasting system can use audio sources from devices such as the CD, radio and MP3 to provide the zones with different audio sources, which can meetthe various requirements for different zones. In the tolerant power range, different zones using the same audio source can share an amplifier, reducing the system cost. The background music inputs methods are multiple: both network and local inputs are allowed.

Service Broadcasting The paging microphone allows users to make paging and broadcast search noticesby zone. The paging microphone has a color LCD touch screen. Users can configure the functions directly on the screen. Users can select the zone and audiosource, adjust the volume, and enable the emergency broadcast by pressing the button on it. Paging microphones can intercommunicate. 255 broadcast priorities levels available. When the connected distributed control unit is out of order, a paging microphone can continue the intercommunication with other microphones in the network and proceed the remote broadcasting configuration on other control units.

Time SynchronizationWithin the system, the controller can specify any main device as the main time source, or choose a third party system to be the time source. Other devices synchronize their time with the main time source to make sure the time is consistent in the system.

Timed BroadcastThe timed broadcast function of the broadcasting system allows users to set the periods for playing different music or service broadcasts in different zones.

Emergency broadcastThe broadcasting system can be linkage of the fire system to achieve the alarm function in the adjacent layers. The layers for linkage can be configured with the software as the requirements. Users can record the voice message for the emergency broadcast and save it in the host system. The emergency broadcast canstart automatically (when linkage of the fire system) and manually. The broadcasting system has its own 1 PPT emergency microphone, which could be used to play emergency broadcasts and evacuate the crowds in specific zones.

When the fire alarm rings, the system can display the fires in planar graph and show the fire zones. According to the fire status, users can call the emergency microphone to make the fire zones enter alarm and evacuation two modes.

PriorityThe broadcasting system allows users to set the priorities. Generally, the priority for the broadcast is in the order: Emergency Broadcast > Service Broadcast >Background Music, and for the microphone is Emergency Microphone > Service Broadcast Microphone.

Automatic Amplifier ShiftThe system has standby amplifiers. When a main amplifier fails to function, the standby amplifier replaces it automatically. After the main amplifier recovers, the system will use it instead of the standby amplifier in an automatic way.

Broadcast RecordThe DCS can record sufficient voice message (up to 1GB), and its contents can be customized. The voice message contains the emergency broadcasts for fires, such as evacuation and all-clear information, which are played by the digital speech synthesis system automatically (linkage of the fire alarm system) or manually. Four languages for the voice message are available. Users can select one of the languages to record the information.

Internal CommunicationThe call stations can communicate with each other using the simple communication functions.

The paging microphone in the broadcasting center has a color LCD touch screen. Users can configure the functions according to the actual requirements.

The call station’s calling zone can be authorized. Each call station can call the local authorized zones. Several call stations can call the same zone, and one call station can call the zones of other call stations.

System Electronic MapThe system interface has several optional views. The electronic map can display statuses of all broadcast zones within the building structure. Users can operate onthe broadcasting zones using the electronic map. Maps can be layered into three levels.

Background Music BroadcastThe background music broadcasting functions and local audio sources can be specified in different zones. The administrator can configure the background music according to the time and occasion. The system will automatically switch tothe emergency broadcast under emergency.

Program SourceThe broadcasting control center has various audio sources, including the professional digital players for background music, CD, FM/AM tuner, remote control microphone for zone calling and high-capacity digital record and playback devices.

LogThe system can record the device fault log and operation log. Users can search information in the logs using time, devices, operators and log types as search criteria.

Power Source Forced SwitchoverThe key devices, like DCS and amplifiers, have main power source and 24V standby power source. When the main power source fails to function, the standby power source is responsible for the power supply.

Distributed Call StationThe distributed call station can call the specified zones. The call station has remote control function, which can control emergency broadcast, zone audio sources and external devices.

Automatic Volume Control The volume of the system can adjust automatically responding to different levels of environment noise in the crowded areas.

Local & Remote MonitoringUsers can monitor audio sources status via local distributed control units and remote call stations.

Emergency broadcast Emergency broadcast Requirement

Forced Switchover (Auto/Manual ): Once the emergency broadcast is triggered by a remote control microphone or other external devices (fire alarm system), the other functions (like background music and general broadcast) will be paused, but the system will play the recorded voice message (alarm and evacuation information) for fire emergency or the information from the emergency microphone until the all-clear.

The system will switch to emergency broadcast in 3 seconds.

The signal tones and voice messages (alarm and evacuation information) of the Emergency broadcast system are stored on the voicestorage flash or SD card, which will not be ageing or lost. Users can play them in all zones.

Emergency broadcast system should have system testing function as a standard configuration. The testing for the system can enable the operator to ensure the normal operation for the system all the time. Thetesting of emergency broadcast should be enabled via the software instead of playing the actual emergency broadcasts and causing public’s panic.

Emergency broadcast system should achieve the automatic amplifier shift. Once an amplifier fails to function, the standby amplifier replacesthe breakdown amplifier automatically without changing the input and output circuits of the amplifier manually.

Emergency broadcast system should have two pre-recorded emergency broadcast messages. The system should be able to edit and record the alarm and evacuation message. The priorities of the emergency broadcast can be programmed. DCS should be with a PTT emergency microphone, with which operators can announce real-time evacuation notices when emergency happens.

Users can listen to stored or audios about to play to avoid playback error message which may lead to crowd panic.

Language kinds should meet the user’s requirements. There should be spaces left for the tags to facilitate users to stick related prompts for management.

System can automatically record voice messages sent by emergency microphone. Users can listen to and broadcast the voice message.

The linkage signals of the emergency broadcast uses the volt-free contact. All signals are from the fire control center. The number of the cables is the same as the fire control centers number.

Can achieve the linkage of the adjacent layers. Users can select the layers to be linked via software configuration.

When system switches to fire alarm mode, fire floor plan will pop up in the operating interface, directly showing where the fire happens. Operators can select specific zones and activate the warning and evacuation broadcast on the operating panel.

The loudspeakers allow the 3-wire forced volume control switchover.

Circuit Detection

It is able to detect every zone’s status to ensure the working order of the circuits and report faults in time. When a short-circuit error takes place, the device isolates the zone where error happens to protect the amplifiers and to cut off its impact on other zones.

Device Selection

The system should be based on the TCP/IP network technologies with high level ofintegration and flexible configuration to meet various requirements. It is designed for the emergency broadcast and background music application enabling fire emergency broadcast functions like automatic fire warning, voice message presetting, emergency calling, emergency call recording and circuit monitoring, and service broadcasting functions like zone background music broadcasting, zone call broadcasting, timed music broadcasting and monitoring. The device is accordance with the Automatic Control System for Fire Protection (GB16806) and Standard EN 54-16.

With public address and voice alarm system integrated into one, the system should solve the duplication of investment and security risks and other problems caused by two individual systems.

One Click Technology

The operation shortcut can be configured with system management software and network paging console.

Internal Communication

The Programmable network paging console should have built-in loudspeakers andmicrophones for internal communication. Users need to configure this function before using it.

4.1.2 System Management Software

The system management software can run on the Windows 7 or high operation system. It can communicate with the system via the Ethernet. The operation is as simple as below:

System Configuration

Configure the components and functions of the system management software.

Configure the devices for the server.

Configure the electronic map or operation interface.

Configure audio sources and preset broadcasting operations.

Drag the maps, icons and buttons to modify the layout on the server operation interface.

Configure the managing scope and authorities for software on the clientend.

User Management

It can add, edit and delete users and manage access control of the users.

Broadcasting Control

The broadcasting control function allows users to manage all the broadcasting businesses and to manage the broadcasting management client ends.

System State Management

The software can obtain broadcasting states of each device in the system. The buttons and icons representing devices or zones will be green when allfunctions are normal, and will turn red when fire occurs.

System Warning

System Warning Function allows for centralized management of device failure states in the system, and recording the fault log automatically in the log module. When the system detects failure, the interface of the system management software will give out audible & visual alarm. Failed device unit is yellow. Users can accurately locate the failure unit using theinterface of the system management software.

Log Management

System can record and store all system operations histories and failure events for future analysis. Work log and failure log will be stored in separate memories and cannot be deleted manually. Only the logs of the latest one year will be stored. Users can query the logs according to time, workgroup, device, etc. and export the result logs.

Voice Synthesis

The system management software provides the interfaces for the third party voice synthesis software. It can convert the text words into voice for playing.

Audio Management

It allows users to perform centralized management of the audio files on theserver, and to play them on the network. The audio management function can convert the audio source files in different format into the specified formats of the system. It can put the audio files to the specified broadcasting zones by configuring the preset broadcasting operation.

4.1.3 Digital Integrated System Manager / controller

The Digital Integrated System Manager is hereinafter referred to as the DCS.

The DCS is control equipment in the system designed for extending the number ofloudspeaker zones, and can support multiple sound source files for broadcasting. The system integrates with functions such as the sound source file storage system, the network audio broadcasting system, the loudspeaker zone control system, and the system for monitoring and diagnosing faults.

The DCS offers various features, which are listed below:

Supports the manual selection of sound source files, zone buttons, and can be directly operated.

Supports emergency microphone input for emergency broadcast in the event of, for example, a fire evacuation.

Includes different indicator lights that identify system running states.

Includes 8 zone outputs. The number of zones can be configured through the software.

Auto loudspeaker circuits’ short-circuit and open-circuit detection.

A fuse protects the main power supply. In the case of a power supply short circuit within the DCS, the system automatically disconnects the main power supply.

Built-in loudspeaker that can monitor the zones and sound sources, as well as monitor the network audio through the NPM.

Contains 1GB of built-in flash memory that can store recorded voice files so as to fulfill functions such as voice information broadcasting and voice synthesis

Can simultaneously broadcast four types of sound sources, such as voice audio sources and external input or network audio sources.

Can automatically record operation and fault logs, and can store up to 10,000 logsof each log type (operation and fault log types).

Supports switching between the main and backup power amplifiers, and is capable of configuring the standby mode.

Contains a self-test function.

Supports automatic fault diagnosis.

Supports broadcasting volume adjustment.

Can define the zone and sound source functions. Button function description labels are also easy to install.

An audio matrix enables broadcasting any audio source in any zone.

Supports fire emergency broadcast mode so as to improve personnel evacuation efficiency in case of an emergency.

Supports broadcasting designated recorded voice audio at a designated time so as to allow for unattended broadcasting.

Capable of system extension through an Ethernet network.

4.2 Fire Alarm System

The Fire Alarm System shall confirm to EN54, BS: 5839 or NFPA 71/72 inrespect of design and installation, and it shall give Audio/Visual AlarmSignals when there is rise in temperature in case of Heat Detector or whilemeasuring Smoke Density in case of Smoke Detector, while it exceeds thepre-set limit. The system shall give pinpoint location of fire with warningsystem and voice communication for commands and instruction if required.

The system shall have a microprocessor-based control and monitoringfacility. The basic function of the system shall be able to achieve pinpointlocation of alarm indication.

It shall be possible to program each loop with up to 99 Detectors & 99Modules in a circuit.

Annunciation facility shall also be inbuilt into the FACP, the panel beingable to initiate alarm signal for any particular zone.

The system shall be fully supervised for all fault conditions with distinctivealarm operated for fault and fire conditions. Test buttons and softwarefeatures shall be provided to test the electronic circuits and Detector health.

The FACP shall be so programmed that when a particular Detector or groupof detectors gives a fire signal the FACP should be able to trip an individualAHU automatically. In case of Fire in an area handled by an AHU the FACPshall be able to trigger a Relay that shall shut off the AHU through anadditional contact provided in the AHU panel by the AC contractor.

The FACP shall have facility to connect addressable Input / Output Devicesin the peripheral RS 485 bus. These may be 8 way input card, 4 way relaycard, 4 way sounder card, passive/active repeater panels and mimic drivercards.

The system shall be based on an “Open Protocol” to ensure flexibility ofusing Sensors / Detectors of an alternate manufacturer, in case the userrequires such an option at a later date.

4.2.1 FIRE ALARM CONTROL PANEL (FACP)

The Fire Alarm Control Panel shall be micro processor based fullyAnalogue Addressable, Analogue Control Unit which shall control allAnalogue Addressable Detectors, Manual Call Stations and SwitchingSystems (for disconnecting AHU and power supply) connected to it.

All addressable units shall be connected to the FACP through the LoopCards and shall be addressed through individual numbers. The FACPshall be able to obtain analogue value for all detectors in the circuitthrough a pulsed digitalized current data. The FACP shall be able toanalyze all analogue inputs from all addressable units, and through itsown software and ambient level screening the FACP shall be able toidentify fire, possible fire or fault conditions. The unit supervision shallbe dynamic and continuous.

The FACP shall itself have one loop card built in. The loop shall be able toaddress 99 addressable detectors & 99 devices. At least 99 FACP unitsmay be networked to enhance system capacity as and when required. Allthe networked panels shall display all the events occurring anywhere inthe system. Each FACP on the network shall effectively function as arepeater panel as well.

The FACP shall also give adequate warning signal whenever there is dustaccumulation in detectors, and up to the point of its replacement itshould be possible to change the level of ambient alarm calibrationcondition either by the use of software program operable by the owner orby resetting the detector.

Short / Open circuit units shall also be reported at the FACP In suchcases, the system through the use of fault isolators shall be able to isolatethat segment between the two fault isolators. The missingDetectors/Devices shall also be reported at the FACP with identification ofthe location.

The FACP shall have the facility to set sensitivity of each smoke sensorremotely. It shall also be possible to set the sensitivity to a global high orglobal low based on night or daytime.

When an alarm condition is sensed at the FACP from a smoke or heatdetector, a delay time/alarm verification period shall be started. If thesensor is still in alarm after the delay time expires, an alarm condition isreported. The delay time shall be adjustable from 0 to 990 sec’s.

The FACP shall have the facility to perform walk test such that anoperation can be periodically checked out for all initiating devices. Aseach device is placed into alarm the FACP shall print the condition andautomatically rest the device. Audible devices shall be initiated, ifrequired at a preprogrammed time. If a zone is inadvertently left in walktest mode, it shall automatically reset to normal after the idle time isexceeded. During the walk test the zones other than the programmedzones shall be under continuous supervision (normal mode). In case ofany alarm initiated by detector/devices the walk test shall get terminatedautomatically.

Programming functions shall include alarm/trouble type assignment,point descriptor assignment, alarm message assignment, etc.

Programming may be carried out from the FACP keyboard or utilizing theapproved PC setup software via laptop/desktop computer.

The FACP shall have a Liquid Crystal Display of Alphanumeric type toindicate immediately all conditions. The display should be highresolution, backlit 2 (lines) x 40 character. In case of testing of the systemfrom the FACP the Display shall be able to give readouts of analoguevalue of all detectors being tested. The FACP shall also be able to carryout continuous self-monitoring when in normal condition.

The FACP shall have facility for in-built or external printer coupled to theFACP, which shall log all events with time. The printout shall clearlyindicate the event - Fire/Pre Alarm/Fault etc. With the unit address andtime.

The FACP shall also be able to discriminate between false alarms and fireconditions, as well as priority selection of alarm in case alarm activates intwo or more remotely located units simultaneously. In such cases, theManual Call stations shall have the highest priority.

The FACP also is able to actuate switches automatically in case of Firecondition that of AHU’s and power supply or other systems such as GasExtinguishing Systems.

The System shall be fail safe and adequate safe guards should be undertaken that in the event of a failure of a part of the System it shall nothandicap the complete System. The Loop Cards shall be of ModularConstruction.

The Software shall be such so as to be easily operated by the Client’sPersonnel and secured against Software errors, ability to be upgraded soas to incorporate more features at a later date.

The FACP shall have its own Battery Backup of a minimum of 48 hours innormal condition and then half an hour in alarm condition. The backuptime calculation shall be done as per IS 2189 standards. The Battery shallbe 2*12V (24V) DC and of sealed lead acid rechargeable maintenance freetype, housed inside the FACP.

It shall be able to withstand temperature variations from 00 centigrade to550 centigrade. Further, Relative Humidity (non-condensing type) up to95% shall not hamper its performance. The voltage rating shall be from15V DC to 32V DC, though the voltage may be change depending uponthe working voltages of a proprietary FACP.

The FACP shall be totally enclosed dust and vermin proof type made ofminimum 16 gauge dust inhibited sheet with even baked finish. TheFACP shall be of completely solid stage design.

The logic circuitry shall be based on high noise immunity solid statehardware employing modular construction. Logic cards shall be of epoxyfiber glass construction.

The FACP shall be capable of being networked (future expansion) withother similar FACPs located at different part of the premises through asingle RS485 bus.

The FACP shall have provision for interfacing with the Public AddressSystem.

The Panel should have a minimum of 20 zones and each zone shall havean LED to indicate independently fire and fault conditions on the panelfascia.

The panel should have the facility to interface with an automatic two-channel programmable speech dialer for verbal reporting of fire. It shall beable to call four telephone numbers per channel. The programmablespeech dialer shall have two alarm inputs and shall provide listen-incapabilities through the built-in microphone. The dialer shall have abuilt-in keypad for easy operation, programming and voice recording.

4.2.2 ADDRESSABLE DETECTORS

i) Multi Criteria Detector

All detectors are fitted with plug-in system type connections, from themaintenance and compatibility point of views. An alarm release will noteffect a detector’s good functioning. After resetting the alarm, the detectorwill resume operations without readjustment of any kind.

The detector shall be able to sense incipient fire by detecting the presenceof visible and invisible products of combustion.

Neither its performance shall be affected by air current up to 1.52mtr persecond. The detector shall be suitably protected against dustaccumulation/ ingress and it shall be free from maintenance andfunctionally tested at intervals. All detectors shall be identical inconstruction design and characteristic to facilitate easy replacement.

The coverage per smoke detector shall strictly follow IS 2189 standards. Itshall be possible to connect Smoke Detector with Heat Detector or ManualPush Button in the same circuit. The sensitivity of detector shall be setfrom the FACP to suit the site requirement.

It shall have in-built locking mechanism to check the removal and pilferageof the detector. The quiescent current flow must not exceed 250 microampsand alarm condition current shall be maximum 10 milli amps.

The Photoelectric type Smoke Detector shall be Analogue Addressable typeand be able to send analogue output to the FACP regarding its condition. Itshall be able to communicate with the FACP by the pulses emitted from the

FACP. The detector should be programmed using a decade or rotaryswitch.

The base of the Detector shall be electronics free and interchangeable withother smoke or heat detectors. The enclosure shall meet IP 42 protectiongrade.

It shall be able to withstand temperature variations from - 10°C to 50°C.Further, Relative Humidity (non-condensing type) up to 80% shall nothamper its performance. The voltage rating shall be from 15V -32V DCthough the voltage may be changed depending upon the working voltages ofa proprietary FACP.

The Detector shall have LPCB or UL/FM approval. It shall be possible totest the Detectors working both from the FACP as well as locally by meansof a magnet to simulate a Functional Test Condition.

It shall be possible to mount the detectors in Duct Casting Unit forsampling of Supplying Air from the AHUs.

Secondary response indicators shall be provided for all the Above FalseCeiling Detectors.

The detector shall have twin LED’s for 360 degree viewing angle. LED onthe detector shall blink each time the sensor is scanned by the FACP.

In Area where the normal daytime activities may potentially createunwanted alarms, the detector can be programmed to operate in a “heatonly” mode automatically reverting to full photo-thermal operation duringunoccupied periods.

ii) HEAT DETECTOR

Heat detector shall provide temperature measurement when it reachespre-alarm in normal course. However the operator shall have the option ofcalling up the temperature measured by the specific detector as and whenrequired.

It shall have in-built locking mechanism to check the removal andpilferage of the detector. The quiescent current flow must not exceed 200microamps and alarm condition current shall be maximum 10 milli amps.

The heat detector shall be Analogue Addressable type and be able to sendanalogue output to the FACP regarding its condition. It shall be able tocommunicate with the FACP by the pulses emitted from the FACP. Thedetector should be programmed using a decade or rotary switch.

The base of the Detector shall be electronics free and interchangeable withother smoke or heat detectors. The enclosure shall meet IP 30 protectiongrade.

It shall be able to withstand temperature variations from - 10 degreecentigrade to 60 degree centigrade. Further, Relative Humidity (non-condensing type) up to 80% shall not hamper its performance. The voltagerating shall be from 15V -32V DC though the voltage may be changeddepending upon the working voltages of a proprietary FACP.

The Detector shall have LPCB or UL/FM approval. It shall be possible totest the Detectors working both from the FACP as well as locally by meansof magnet to do a Functional Test.

Ifthe FACP determines that the sensor is in alarm, the FACP will commandthe sensor LED to remain on to indicate the same. Each sensor will becapable of being tested for alarm via command from the FACP. Eachsensor shall respond to FACP scan with the information about its type foridentification.

It shall be possible to connect loop powered base sounders on the detectorloop. The sounder shall have a sound output of at least 85db and will notrequire a separate cable for power supply.

4.2.3 MANUAL CALL STATIONS

The manual station shall be a press to break type. The device shall be redin color and suitable for surface or flush mounting. Manual stations shallbe interfacable to an addressable input module that can be accommodatedwithin the device. The manual station shall have normally open fire alarmand annunciator contacts and these contacts shall close on activation.Contacts shall remain closed until station is manually reset.

The Manual Call Station shall be fully addressable with its ownaddressable module and operated by digitized signals from the FACP. Thevoltage range shall be from 15V to 30V. It shall have protection as perIP33. The operating temperature range shall be from -10 degree C to 60degree C. Relative Humidity (non condensing) range of performanceparameters shall be between 10 to 95%.

4.2.4 FIRE ALARM REPEATER / ANNUNCIATOR PANEL

The Alarm Repeater/Annunciator Panel shall display fire/fault messagessimultaneously with the FACP. It shall be capable of interfacing with theFACP on a single RS 485 Bus. The panel shall be capable of operating on24 V DC supply.

The panel shall have a 2 x 40 character backlit alphanumeric LCD display,which shall display date, time & description of alarm/trouble events thatare displayed in the FACP with an inbuilt buzzer to indicate fault/firealarm.

The panel shall be powered from the FACP. It shall have control keys for Sound, Silence, Mute and to reset the FACP

from the repeater station. The repeater panel shall have the following LED‘s indications a. Supply b. Fault c. Mute d. Silent e. Disabled f. Fire

4.2.5 SOUNDER/HOOTERS CUM STROBES

The sounder shall be Addressable Loop Powered electronic type and shallgive discontinuous/ intermittent audible alarm whenever any detector orMCP operates.

The sound output from the Hooter should not be less than 85 decibels atthe source point.

The sounder/Hooter shall be powered from either 2 wire detector loop orseparate power supply 24 VDC can be used or additional cable shall beused in case of external power supply.

The horn/strobe shall be listed to UL 1971/ UL 464/LPCB and shall beapproved for fire protective service. The horn/strobe shall be wired as aprimary-signaling notification appliance and comply with the Americanswith Disabilities Act requirements for visible signaling appliances, flashingat 1 Hz over the strobe’s entire operating voltage range. The strobe lightshall consist of a xenon flash tube and associated lens/reflector system.The horn shall have three audibility options and an option to switchbetween a Temporal 3 pattern and a Non-Temporal (continuous) pattern.These options are set by a multiple position switch. On four-wire products,the strobe shall be powered independently of the sounder. The horn onhorn/strobe models shall operate on a coded or non-coded power supply.

4.2.6 DUCT CASTING UNIT

The Duct Casting Units are to be directly installed in the return Airconditioning ducts for detecting any hazardous quantity of products ofcombustion be carried through the ducts.

The complete unit shall consist of Polycarbonate housing to accommodate Photo Electric Detector with plug - in facility and sampling tubes, one for

Air inlet and other as the air outlet. The Inlet tube shall extend into and across the duct width (from 0.5 meter

to 3.0 meter); the outlet tube shall be of fixed length of 7.5-cm length. When the AHU blower fans shall operate a continuous cross sectional Sampling of air from the duct shall flow through the housing containing

the Detector. The outlet tube shall return the sampled air into the duct. The functional requirements of the Duct Casting Unit shall be:

i) Uniform Sensitivity - irrespective of air velocity - up to 1200 meters perminute.

ii) It shall function on the Venturi principle, with Aluminum Venturi tubes.

iii)The Duct Casting Unit shall be compact, easy to install and with thefacility to dismantle the cover or Detector for maintenance purposes.

iv) The housing shall be mounted outside the duct; the probe tubes shall beinserted through the duct by cutting precision sized holes into the duct andsealed with rubber gaskets.

v)The Duct Casting Unit shall be LPCB/UL Approved.

4.2.7 FAULT ISOLATOR MODULE

The Fault Isolator Device shall detect and isolate a short-circuited segmentof a Fault-tolerant loop.

4.2.8 GRAPHIC MONITORING SOFTWARE The Graphic Software shall provide both Alarm Management and system

maintenance tool. All the information is available on a single screen allowing quick

Assessment, whilst any actions can be taken by accessing the Built-in menus. Building Evacuation, Alarm Silencing and Reset are available to anyusers with suitable security clearance.

System maintenance can be performed on any device or zone whether theworkstation is connected to a single panel or a series of networked panels.From a single location simple checks can be performed to assess the statusof individual devices, whilst devices and zones can easily be temporarilyisolated for on-site works to be performed. Advanced functionality isavailable to users with level 3 access permitting the maintenance of PCsoftware security passwords, Time & Date setting and control of theworkstation functionality.

The schematic view offers users the site plan. It can be configured to providea number of levels representing the overall site, individual floor plans, small sections of the floor plans or even individual rooms. Each plan is independently named and can be configured to show all devices as installed on the site.

The event log details a complete history of the activity of the fire system. All major control actions are recorded with date, time, user and an Optional

comment field. Entries are colour coded to help easy Identification of specific types of events.

3 SPARE PARTS

5.2 Installation and commissioning of theequipment at ECIL should be carried outby the supplier at no additional cost. Thesupplier should demonstrate the fullcapabilities of the equipment duringcommissioning.

5.3 The supplier’s representative should visitthe site and indicate the works to becarried out to make the site ready for theinstallation and commissioning of theequipment

5.4 In case of delay in supply and/orinstallation and commissioning of theequipment beyond the agreed schedule,penalty would be levied at 0.5% of theequipment value per week or part thereof,subject to a maximum of 10% of the ordervalue.

6 TRAINING One week training on operation, maintenance,programming and basic troubleshooting to beprovided to ECIL engineers at the time ofcommissioning.

The successful bidder should submit aperformance bank guarantee equivalent to 10%of the order value before the final 20% paymentis released. The performance bank guaranteeshould be valid till the end of the warranty periodand should have a claim period of 1 month

support14.2 Confirmation of availability of AMC for a

period of 5 years post-warranty, the pricesfor which should be included in the pricebid.

14.3 The equipment warranty should be for aperiod of 42 months from the date ofsupply or 3 years from the date ofcommissioning whichever is earlier. Thewarranty should be comprehensive on-sitewarranty inclusive of all charges towardsspares, labour, freight, insurance, taxesand levies. Preventive maintenanceshould be carried out as per scheduleduring the warranty period. Thepreventive maintenance schedule shouldbe detailed in the techno-commercial bid.

15 SERVICE SUPPORT

15.1 Breakdown calls should be attended toand the equipment restored to runningcondition within 48 hours of intimationduring warranty and AMC. Any delaywould result in a penalty of 0.1% of theequipment value per day or part thereof.

15.2 Details of their authorised service agentwho should be contacted for servicerequirements.

16 LIQUIDATED DAMAGES

In the event of any delay in supply beyond thestipulated delivery schedule, Liquidated damageswill be recovered at the rate 0.5% per week ofdelay subject to maximum of 10% of the value ofthe order.

17 RISK PURCHASE In case of failure to deliver the goods within thedelivery date stipulated in the purchase order,unless prior extension of delivery period isobtained, ECIL will be at liberty to obtain suchitems as necessary from other sources andrecover the additional costs incurred from thesupplier

18 ORDER CANCELLATION

18.1 ECIL will be at liberty to cancel the orderif the equipment is not delivered withinthe delivery date specified in the orderincluding any extensions granted.

18.2 ECIL has the right to close the tenderwithout placing the order withoutassigning any reasons.
