cum Cost Based System (CQCCBS). The methodology under this system will be as under:
i) Preliminary evaluation of the technical bids will be done to ensure that the bidders fulfill the basic

50% in their technical evaluation, will be opened.
v) Price bid of the bidder (who are technically qualified) with the lowest cost with reference to its market
value assessed by independent valuer will be given a financial score of 100 and other bids will be given
financial score that are inversely proportional to their quoted prices visa a vis market values. Marked values
similarly technical bid of the bidder having obtained highest marks will be given technical score of 100 and
other bids will be given technical score inversely proportional to the marks obtained by them.
Example
Builder Marks obtained out of 200 Technical Score
A 160 100
B 140 87.50 (140/160) * 100
C 150 93.75 (150/160) * 100
Technical Score by the Bidder = (Marks obtained by the Bidder/ Highest Score) * 100
Builder Price Offered Financial Score
A 14000 89.28 (12500/14000)* 100
B 12500 100
C 13000 96.15 (12500/13000)* 100
Financial Score by the Bidder = (Price Offered by the lowest bidder/ Price offered by the bidder) * 100.
vi) The total score, both technical and financial shall be obtained by weighing the quality and cost scores
and adding them up.
vii) On the basis of the combined weightage score for quality and cost, the bidders shall be ranked in terms
of the total score obtained. The bidder obtaining the highest total combined score in evaluation of cost and
quality will be ranked as H-1 followed by the bidders securing lesser marks as H-2, H-3 etc. The bidder
Inviting tender for Purchase of 15 nos residential flat at COIMBATORE
Page 9 of 27
securing the highest combined score and ranked as H-1 will be invited for negotiation, if required and shall
be considered for awarding the contract/order. The formula for working out the combined score will be as
under:
Total scores= T (w) x T (s) + F (w) x F(s)
T (w) stands for weightage for Technical score i.e. 0.6
T(s) stands for Technical score evaluated as mentioned in (v) above
F(w) stands for weightage for Financial score i.e. 0.4
F(s) stands for Financial score evaluated as mentioned in (v) above
We produce below an example to clarify the matters. Suppose, there are three bidders (A, B & C) qualified
based on the marks received / technical parameters and the marks received by them and rate quoted by
them are as under:
Bidder Marks (%) obtained
in Technical bid
Rate quoted Rs. Per
Sq.ft carpet area
Market rate assessed
by independent valuer
Price Ratio of market
rate and quoted rates
A 80% 14000 12000 0.86
B 70% 12500 13500 1.08
C 75% 13000 13000 1
For the purpose of evaluation, the bidders scoring highest marks/price ratio will be given 100% and
compared with other as illustrated hereunder:-
Bidder Marks in Technical
bid
Technical score wrt
100
Price Ratio Financial score wrt 100
A 80% 100 0.86 79.62 (100x0.86/1.08)
B 70% 87.5 (100x70/80) 1.08 100
C 75% 93.75 (100x75/80) 1.00 92.59 (100x1.00/1.08)
Total Score of the bidder will be as under:
A = 0.6 X 100 + 0.4 X 79.62 = 91.85 (L3)
B= 0.6 X 87.5 + 0.4 X 100 = 92.50 (L2)
C= 0.6 X 93.75 + 0.4 X 92.59 = 93.29 (L1)
Bidder „C‟ is the successful and L-1. Bank may purchase flats from L-1 after due evaluation. In case, the
complete requirement of flat is not fulfilled by the L-1 bidder, Bank may purchase flats from L-2 at the rate
agreed by L-1 multiplied by the percentile of marks obtained by L-2 in the Technical Bid or the actual rate
quoted by L-2 in the Price Bid whichever is lower. Even if the requirement is not fulfilled, then Bank may
purchase flats from L-3 or the actual rate quoted by L-3 in the Price Bid whichever is lower. In case there is
a tie between two bidders they will be asked to furnish their revised rates in a sealed cover. There is no
