For and on behalf of the Governor of the Jammu & Kashmir sealed tenders

affixed with Rs.5j- (Rupees Five only) revenue stamps are invited by the Chief

Electoral Officer, J&K from registered firmsj agencies for the printing and supply

of Pamphlets j Posters j Flex j Banners etc with Images and Printing for a

period of one year as per below mentioned details.

Eligibility criteria of agency is as follows:

1. The firm/ agency shall be a registered firm having past experience of supplying

publicity material worth not less than Rs. 5.00 lakhs with Government

Departments.

2. Annual turnover should not be less than Rs. 25.00 lakhs.

3. Tenderer should have DTP work and Printing machinery, to this effect "Self

Declaration" has ·to be enclosed by the Tenderer in Anriexure-Il.

4. The tenderer shall enclose Income tax return of last three years.

TENDER TERMS & CONDITIONS

Tenderer is advised to go through the following terms and conditions

carefully before filling up the tender form. Any tender which is not in conformity

with instructions, or which is incomplete is liable to be rejected.

01. The quantity of Pamphlets / posters & size etc will be supplied as per the

requirement from time to time.

02. The Tenderers should quote their rate (including taxes, if any,

transportation, handling charges etc. including service tax) in Annexure- I

,03. Tenderers have to quote their rates in the enclosed Tender form only

provided for that purpose. The rates are to be quoted in words and figures.

Corrections will not be entertained & Over writing to be avoided. The rates

quoted in words will be taken as final, in case of any discrepancy in figures

and words.

04. Chief Electoral Officer, J&K reserves the right to extend the tender for a

period of One year on the same Rates, Terms & Conditions.

05. Each Tender must be accompanied by EMD of Rs.I0,0001- (Rupees Ten

Thousand OnlylPayable in the form of only CDR in favour of Accounts

Officer, Chief Electoral Office, Jammu & Kashmir.

06. EMD of the Un-successful Tenderers will be returned after finalization of the

Tender on production of an advance Stamped receipt along with a written

request. The EMD of the successful Tenderer will be refunded on a payment

of the Security Deposit.

07. No interest will be paid on Earnest Money Deposit (EMD)/Security Deposit

(SD).

08. Printing material should be prepared as per the specifications.

09. Printing material which is not in conformity with specifications is liable for

rejection.

10. Printing material should be supplied to the office within 48 to 72 hours from

the date and time of intimation as per the necessity.

11. If any Tenderer withdraws his tender bid before finalization of the tender, his

EMD will be forfeited with out any notice.

12. Tender must be super-scribed as "TENDER FOR PRINTING, SUPPLY OF

PAMPHLETS/ POSTERS WITH IMAGE AND TEXT PRINTING at Chief

Electoral Officer, J&K, Old Secretariat, Srinagar.

13. The LAST DATE for receipt of the Tender in this office is 30-07-2013 upto

1:00 p.m, and will be opened at 03:00 p.m. on the same day in the presence

of Tenderers who may choose to present at that time.

14. The Tenders received after due date and time will not be entertained.

15. The Tender Schedule has to be signed on all the pages by the Tenderers or

by his authorized signatory with proof of authorization.

16. The CEO J&K reserves the right to reject any or all the Tenders without

assigning any reason there of and the decision of the Chief Electoral Officer,

J&K shall be final and binding on all the concerned.

17. The evaluation criteria of tender will be based on the lowest rates of the

quoted items of printing and supply of Pamphlets/Posters with images and

Text printing

18. The Successful Tenderer has to Pay Security Deposit of Rs.20,OOO/-

(Rupees Twenty Thousand only) of Value within one week from the date of

receipt of communication from this office OR Bank guarantee for the above

said amount may be given for a period of 18 months, failing which the EMD

paid by the Tenderer will be forfeited.

19. The Successful Tenderer has to submit an agreement on Rs.lOO/ - stamp

paper with the tender for the contract period.

20. The Security deposit will be returned after expiry of the tender period. If the

period of the tender is extended beyond one year after finalization of the

tender by any reason, the security deposit will be refunded only after the

expiry of the extended period and also after warranty period.

21. In case any tenderer / supplier violates the terms and conditions, the

Security Deposit will be forfeited.

22. The paper sample of the specified GSM duly stamped and signed should be

sent alongwith bid. If the paper sample is not enclosed, the tender will not be

considered.

23. The Tenderer will supply four pages printed ver-sion of the Posters, cover

sample on the same GSM paper as specified and dummy of the Posters in

actual and specified size and they will start the printing works only after

Chief Electoral Officer, J&K approves the printing quality of the supplied

printed samples and dummy.

24. Payment will be released only after the completion of job and after the receipt

of Negative/Positive or CD and the printed material in good condition and to

the satisfaction of Chief Electoral Officer, J&K. No partial job will be accepted

for payment.

25. If the supplier does not deliver the item within given stipulated time, then

the EMD will be forfeited.

26. Rates during the contract period will not be revised. In case supplier fails to

supply the items/Posters etc., his EMD will be forfeited.

27. Documents to be enclosed: 1. CDR for EMD, 2. Self declaration

certificate(Annexure II) 3. Samples of Paper 4. Copy of PAN, 5. Copy of VAT/

Registration with TIN Number. 6. Proof of having DTP work and Printing

Machinery. 7. Income Tax return of last three years.
