INVITATION FOR TENDER/BIDS
Bank of India invites Sealed Tender/Bids from Signage Manufacturer for preparation of
new Glow Sign Boards with latest specifications to be installed at our branches of Nagpur
zone in the Nagpur, Bhandra, Gondia and Gadchiroli districts.
1. Interested eligible Bidders may obtain tender document from our office Corporate Services Department, 3
rd Floor, Zonal office building, Kingsway, Nagpur from 09.07.2015,
Thursday till 31st July 2015, Friday (except Sundays & holidays) during working hours between 10:00 AM to 05:00 PM (10:00 AM to 01:00 PM on Saturdays) on submission of written application to the above and upon payment of a non-refundable fee of Rs 500/- in the form of a Demand Draft/Banker’s cheque in favour of Bank of India, payable at Nagpur.The Bidding Document may also be obtained from our website - www.bankofindia.com. The Price of Bidding Document (non-refundable) (Rs. 500/-) shall be payable in the form of DD/Banker’s Cheque in favour of Bank of India payable at Nagpur, at the time of submission of bid document. No forms downloaded through website would be accepted/considered valid without the payment of the price of Bidding Document. Document must be enclosed in a separate envelope. Part I to be filled & enclose with technical bid and Part II to be filled & enclose with financial bid.

3. The Bid has to be accompanied by an Earnest Money Deposit (EMD) Rs. 25,000 /-(Rs.
Twenty five thousand) in the form of a demand draft or pay slip in favour of Bank of India,
Payable at Nagpur. Such Draft/ pay slip should be in separate third cover marked as
‘EARNEST MONEY DEPOSIT’.
4. Earnest Money: EMD of Rs 25,000 (Rupees Twenty five thousand only) shall be given with the offer. This shall carry no interest and shall be retained by the bank. EMDs of unsuccessful bidders will be returned after finalization of contract. EMD submitted by successful bidder shall be converted/ adjusted as Security Deposit and will be held by Bank for the period of contract. In case the firms are not found technically eligible, the EMD & Financial Bid shall be returned after finalization of technical bid.
In case of withdrawal by successful bidders, they will be liable for forfeiture of EMD.
5. The bids/proposal shall remain valid for 90 days from the last date of submission of the bids.
6. The Bank will not be responsible for any postal delay or delay due to any other reason.
6. The rate contract will be valid for one year and can be extended for further period of one year.if
work found done satisfactorily.
7. Bank of India reserves the right to accept or reject in part or full any or all the offers without
assigning any reasons therefor.

INSTRUCTIONS FOR BIDDERS
1. Sealed and completed bids shall be submitted at Corporate Services Department, 3rd Floor, Bank of India Building, Kingsway, Nagpur-440001 and super scribed “Tender For Signages” not letter than 04:00 PM on 31st July 2015, Thursday. Tender should clearly indicate on copy of the tender under their full signature the Name of Work, for which quoted.
2. No tenders will be accepted after 04:00 PM on 31st July 2015, Saturday under any circumstances.
3. Technical Bids will be opened at 01:00 PM on 05.08 2015, Wednesday in the presence of the bidders or their representative.
4. Tenders shall remain open to acceptance by the Bank for a period of 90 days from the date of opening of the price bid and the tenderer shall not cancel or withdraw the tender during this period. In case the tenderer withdraws their tender prior to the expiry of 90 days then the contractor shall be treated as the defaulter and the earnest money deposit will be forfeited.
5. The tender document is non-transferable.
6. Rates should be quoted both in figures and words in columns specified. All erasures and alterations made while filling the tender must be attested by initials of the tenderers. Overwriting of figures is not permitted; failure to comply with either of these conditions will render the tender void at the authority’s option. No change in quoted rate in the original document and duplicate document, the lower of the rates quoted shall prevail. In case of any discrepancy in the amount of the item the corresponding rate quoted will prevail & amount will be concluded accordingly.
7. Each of documents should be signed by the contractors submitting the tender in token of his/their having acquainted himself/themselves with the general conditions of contract, specifications, special conditions etc. as laid down. Any tender with any of the documents not signed will be rejected.
8. The tender submitted on behalf of a firm shall be signed by all the partners of the firm or by a partner who has the necessary authority on behalf of the firm to enter into the proposed contract. Otherwise the tender may be rejected by the authorities.
9. The Bank will have a right to accept or reject any or all the tenders, either in whole or in part without assigning any reason for doing so.
10. In case of Multiple vendors quote the same price the bank may invite fresh price bids only from multiple L1 vendors to arrive at the lowest price.
QUALIFICATION REQUIREMENT OF THE BIDDER
The firm /company/manufacturer, who fulfill the following qualification criteria- a) The bidder should have a proper infrastructure/office at Nagpur or at any place in the State of
Maharashtra.
b) The bidder should have minimum 05 (Five) year experience in the field of captioned work. c) The contractor should be an income tax assesse and should have filed income tax return for the last assessment year. d) The average financial turnover during the last three years ending as on 31st March 2015 should be minimum Rs. 30 (Thirty) lacs per year.
e) The bidder could be a sole proprietary concern/partnership firm or a company and should be registered of Firms/Companies wherever applicable. f) The company/ firm/bidder should have valid sale tax no., P.F registration, ESI registration etc. whichever is applicable.
Submission of bid
The offers must be submitted in separate sealed covers as under:-

(annexure –I) as a acceptance of technical parameter
c. Demand Draft/Pay slip of Rs 25,000- /- as a EMD ( Earnest Money Deposit) in favour of Bank

d. Demand draft/pay order of Rs. 500/- as a Tender cost, in case the tender download from our
website or pay receipt if tender document was collected from our office.
Commercial Bid:-
Commercial bid will have only the price bid quoted by vendor in prescribed format (annexure-II)
only. No other format will be accepted by the Bank. The prices/offer shall be valid for 90 days
only.
Scope of work for Back-lit Signages 1. Replacement of signage work includes the following:
a) The representative of solution provider / their converter to visit our branches; to
suggest and take measurements of size of fascia after considering issues connecting to co-tenants, landlord, local regulators, etc.; finalize the size duly signed by the Branch/Office Head.
b) Fabrication and erection of complete signage – sign cabinet, fascia, electrical fittings, etc – as per specifications provided in this note, including removal of existing signage.
c)Transportation of signage from converters’ work place to the branches / offices.
d)Provision of timer (Optional) and selection of “Back-lit” or “Non-lit” signage” as per Bank’s choice
Signage Specifications with power saving solution for “Back-lit” Signage
Fascia • Flexible substrate – The properties are given in Table
1.Flexible substrate should essentially have watermark of the principle brand logo along with the product name. Properties as per Table 1.
• Graphics to be computer-cut with translucent cast vinyl matching PANTONE shades viz. 300 C, 1655 C and 151 C – Properties as per Table 2.
• Light Enhancement vinyl (Power saving solution) Properties as per Table 3.
Sign Cabinet 1) MS square pipe of 1” x 1” cross section & 18 gauge thickness & MS square pipes along with 1” x 1” cross section & 18 gauge thickness as stiffeners. Painted
with one coat of Antirust paint and 2 coats of white
enamel paint.
2) The box frame has to be covered from top, bottom, with 24 gauge & back side covered with 26 gauge thick GI sheets powder-coated in white color.
3) Light Enhancement vinyl pasted on top, bottom, &
both sides panel as well as back panel for better light reflecting properties. To reduce the number of tube light for save the electricity.
4) Top panel should have drip cap with 25 mm extension
and bend with shearing machine for uniform look.

Quality Specifications for “Non-lit” Signages

Sign Frame Tensioning Riveting the flex on a 1” x 1” cross section of 18 gauge thickness square pipe frame, painted with of anti-rust paints, with vertical runners of 22 gauge thickness having cross-section of 1” by 1” at a regular interval of 2.5 ft.1” x 1”Aluminium Angle on all the 4 sides of the frame fixed from the rear side.
Warranty for both types of signages:
• Every Converter should provide a Comprehensive Warranty Match component
warranty from the single source manufacturer of the translucent vinyl and the flexible substrate for a period of 5 years atleast.
• On completion of work, the converter must submit a warranty document from the Principal Manufacturer having direct presence in India (not Liaison office / dealer / Representative Office / Distributor / Agents / Reseller / Importer) of the translucent vinyl and the flexible substrate.
• The Authorized personnel of the Indian Subsidiary / branch of the Principal Manufacturer should validate the Comprehensive Warranty with the Name clearly indicated and signature provided for the same.
• The converter should be an Authorized Converter of the Indian Subsidiary / branch of the Principal Manufacturer of the translucent vinyl and the flexible substrate.
• The converter must be carry Authorization letter from the principle company.
• Warranty should be issued by a notified solution provider i.e. principal manufacturer of flex and vinyl material by virtue of being a branch / subsidiary in India and enforceable in Indian Law court.
• The warranty for the flex and vinyl should be a comprehensive warranty for a period of 5 years and should not be on pro rata basis. In case of any failure in the product brought to the notice of the bank within the warranty period, the principle manufacturer should be responsible for replacing the fascia.
• The Signs should be warranted by the Indian subsidiary / branch of the Principal Manufacturer for all sorts of Indian weather and dust conditions without any sub clauses for high Traffic areas / high Pollution areas / high temperature areas. This means that there should be tested field warranties and not just product warranties.
Flexible Substarate should cover following Warranty
1. Yellowing / Graying of Flex 2. Wicking of flex 3. Fungus or Mildew formation on Flex
Color Vinyl should be cover following warranty
1) Vinyl peel-off, 2) fading, 3) shrinkage, 4) cracking and crazing
Other stipulations for converters:
• The Sign fascia should be 100% warranted by the Indian subsidiary / branch of the
principal manufacturer against any product failure (as mentioned above) in the Sign Fascia for a period of 5 years.
• The Authorized Converter’s bills would be cleared only on submission of the duly endorsed Warranty Documents that fulfill all the above conditions.
• The quoted cost per square feet should include all the works from inception to implementation, mentioned under para “Scope of Work”, i.e., finalization of size, fabrication and erection, providing of timer (Optional), removing of existing signage, transportation, etc. Taxes & octroi (wherever applicable) is payable additionally.
• Bank shall not pay any other charges other than above charges.
• Payment shall be released only after certification by Branch Manager/ Office Head and after receipt of a valid warranty, enclosed with photograph of the sign.

Explanation for certain items used in the communication:
Signage: Bank’s name boards/ plates.
Converters: Agencies/ contractors engaged in manufacture ring of the
signage.
Pantone Colours: Pantone is an internationally accepted colour
identification system for selecting, specifying, and matching and controlling
color. In the specific case of signages, different manufacturers of vinyl
product mention different colour shade codes to their products. Selecting
those shades to our requirement on the basis of eyesight judgment may not
help in maintaining uniformity of colour combination in our signages.
hence it is essential to get a defined range of colour shades of a
manufacturers matching the pantone colours specified by us. To ensure the
quality of high order and uniformity of colours, it is advisable to use
material of only reputed manufacturers who supply flexes and vinyl of
specified standards and colours.
Pantone Colour shades are expressed as either “Coated” or “Uncoated”.
Coated shade codes bear a suffix “C’ and shall be used for printing of
signages flex banners etc. Uncoated shade codes bear a suffix “U” and are
used for printing of stationery and other publicity material. While making a
signage, care should be taken to match the colour shades with Pantone
colour 300 C (Intense Blue), 1655 C (Orange) and 151 C (Tangerine) and
not with the shades having same number but “U” as suffix. E.g. Colour
shade of Pantone 288 C will be different from Pantone 288 U and likely to
distort the signage appearance if wrongly used. As against this, the logo
colors codes for printing our stationery, visiting cards, leaflets etc. are
different. We are enclosing various printouts depicting the forms of
signages and bank’s logo along with colour code specification.
Other specifications for all signages: The Pantone color shades mentioned in table on page 2 are selected for signage
purpose only keeping in mind their appearance during day and nighttime. E.g. out
of the two orange shades in our Star, the darker shade (matching Pantone 1655C) is
selected for the lower band of the signage having 7” height. However, colour
specifications for Bank’s logo are slightly different as advised earlier and should
be strictly followed while printing it on stationery, hoarding, banners etc.
• The height of the signage should be 48” and length should be adjusted as per
the availability of the space. Endeavour should be made to use available
space for maximum length of the signage.
• The name of the Bank and branch should appear in three languages (i.e.
local language first, Hindi next and English last). In the states having Hind
as the official language, names in Hindi (only one) and English will suffice.

• If the length is up to about 20’, Bank’s name should appear one below the
other in clue band and branch name in three languages should be written in
one line in the bottom orange band. For longer signages, bank’s name (in
Blue band) and branch name (in orange band) should appear one after
another in one line (Specimens enclosed.)
• Out of the height of the signage of 48”, blue band (with Pantone 288 C) is on
41” and the orange band (with Pantone 1655 C) is 7”. If the height is less
than 48” under unavoidable circumstances, the ratio of blue to orange band
should be maintained at 6:1.
