Automation and purchase of Multimedia projectors, Furniture and computer stationary. Dear Sir,

Sealed tenders are invited for the supply of the following articles/equipments in a closed envelop. So as to reach in the IT Centre office on or before 04.10.2006 (Refer advertisement) up to 05.00 PM. Software Development:

i. Preparation of system requirement specification (SRS) document for University Automation ii. Software Development, Implementation, Training and Maintenance

Equipment and Furniture:

i. Multimedia Projectors, Screens, trolleys and roof mounting kits. ii. Hi-tech Office furniture

iii. Computer Stationary Tender form is available in the IT Centre, during working hours on payment of Rs 1000.00 by submitting a demand draft in favour of Head IT Centre, Indore. Tender forms can also be downloaded from University web site www.dauniv.ac.in. 1 Rates quoted should be inclusive of all taxes and other charges for delivery and installation F.O.R.

DAVV, Indore. 2 Please clearly mention the VAT, sales tax, excise duty, service tax, freight, insurance etc. to be

charged in your quotation. In absence of which it will be assumed that the prices quoted are inclusive of other taxes. Vendors are requested to provide: A. Proof of existence mentioning total years of their existence in the business B. Annual turnover of organization C. Authorization certificate from the manufacturer at the time of order placing, if applicable.

3 No overwriting be done on the rates and units. The rates shall always be quoted in both figures and words and correction ( if any) must be signed by the vendor.

4 Vendors are requested to read specifications carefully and submit quotations as per the specifications given. Deviation, if any, be clearly stated.

5 All the pages of quotation must have seal and name & signature of the authorized person. 6 The complete detailed specifications along with accessories, if any, be clearly mentioned in the

quotation giving the guarantee/ warrantee period. Facilities for service should also be indicated. Descriptive ( printed leaflet), full technical data and drawing which ever is applicable must be furnished along with tender(s).

7 The vendor should enclose the certificate of authorization for dealership or being OEM.

8 In case of imported goods, the university will arrange to provide duty exemption certificate wherever applicable.

9 No claim for any tax or duty, not stipulated in the tender will be admitted at any stage. 10 Vendor will furnish the list of addresses (if any), where similar equipment has been supplied or work

has been carried out in the past. 11 University reserves the right to invite on its own the bids directly from Internationally

recognized TOP listed companies or manufacturers and select the reputed brands as suggested by its technical committee/experts.

12 We do not intend to call vendors for financial negotiations. Vendor should, therefore, quote their lowest possible rates (Clearly mentioning the discount for educational institute, if any). However, technical discussion may be held, if felt necessary by the technical committee.

13 For each item bids are to be submitted in two big envelopes super scribed “commercial (item name)” and “technical (item name)” as below:

A. The “COMMERCIAL” envelope should contain:

(i) One envelope containing demand draft towards EMD superscribed as “EMD-

University Automation”/”EMD-Multi media projector”/ “EMD-Furniture”/”EMD-Computer Stationery.

(ii) One envelope containing demand draft for Rs. 1000/- superscribed “DD for tender form”, if tender document is downloaded from web site.

(iii) Financial bid for the item in a sealed envelope, super scribed as “financial bid (name of item)”.

B. The “TECHNICAL” envelope should contain:

(i) Technical bid containing detailed specifications, compliance/deviation remarks

and applicable certificates & proof of other claims, should be enclosed in one envelope super scribed as “technical bid (name of item)”.

(ii) All other documents including leaflets and other literature should be kept in a separate envelope, super scribed as “Supporting Literature (name of item)”, which shall be put up for a evaluation along with the technical bid.

14 Tender may be accepted in part or in full or may summarily be rejected without assigning any reason. 15 Delivery period must be mentioned against each item. After the order has been placed the goods must

be delivered within the stipulated period. 16 Ordinarily, the payment is made after the goods have been received and inspected at destination. In

case the goods are rejected these have to be removed by the vendor at his own cost. The rejected goods must be replaced by the vendor within 15 days of dispatch of registered notice intimating that the goods have been rejected, failing which the order may be cancelled.

17 In case, university desires to inspect the goods at manufacturer’s premise, the vendor shall provide all the facilities/ expenses to the officer deputed for this purpose.

18 Unless otherwise stipulated the tender should be valid for at least 90 days from the due date of opening of the tender.

19 All disputes shall be subject to Indore Jurisdiction. 20 Three percent of quoted price as an earnest money ( EMD) will have to be deposited for all

items except Item2 (EMD amount Rs. 50,000/-for Item2:Multimedia Projector) by the vendor in the form of demand draft in favor of Head IT, Centre, Indore along with the tender. Without EMD, the tender shall be considered as invalid. No security deposit is required from Government & Public sector undertaking.

21 Income & Commercial tax will be deducted at source wherever applicable. 22 TENDER RECEIVED AFTER DUE DATE WILL NOT BE CONSIDERED . 23 Instruc tion manuals containing instructions for installation, operations, part list and instructions for

trouble shooting must be supplied and included in the cost of the equipment.

24 The numbers of items are only approximate quantity required; DAVV reserves the right to change it

as per the requirement. The vendor is requested to read all terms and conditions carefully before submitting the tender. Scope of the work: Preparation of the SRS, software development, implementation, training & maintenance for University Automation. The following are the tentative list of various broad areas to be automated:

1. e-submission of forms and fees 2. e-issue of roll number and center admit cards, migration certificate, enrollment numbers 3. Smart card based authentication for students and employees 4. Entrance test, Admission, Registration 5. Administration 6. Random Paper Setting, Online examination, Traditional Examination 7. Finance 8. Payroll 9. Development 10. Establishment: (HR & Staff Appraisal) 11. Stores & Inventory 12. Academic Section, College Development Council 13. Web portal 14. e-procurement 15. Hostel Administration 16. Engineering Section 17. Asset management 18. Digital Library 19. Work flow automation 20. e-Grievance redressal 21. Student Welfare 22. Guest house, Transport 23. Staff Appraisal 24. Placement and Alumni 25. Integration of existing library software

Activities mentioned may be changed and additional areas may be added at the time of actual study. Terms and conditions:

1. Bidder’s software development processes and people practices should be certified at SEI-CMM Level-5.

2. Bidder should be in the software development field for a minimum period of 10 years

Internationally recognized and reputed developer of software and provider of IT services . 3. Bidder should have an existing local office in Indore either directly or through its local

partners.

4. As security and privacy of data is of critical importance, the bidder should demonstrate International security standards in its software development lifecycle processes. Information Security Certifications like the ISO/IEC 27001:2005 certification or equivalent are desirable.

5. The above stated requirements are at minimum and the University reserves the right to

request for any additional requirement and also reserves the right to reject the proposal of any bidder, if in the opinion of the University, the qualification data is incomplete or the bidder is found not qualified to satisfac torily perform the Projects.

6. Annual turnover of the bidder in Software Development and IT Services should have exceeded Rupees 50 crores during each of the last three years. Copies of related documents ex. Audited Annual Accounts and Annual Reports for the last three years duly signed with company seal by the authorized representative of the company must be submitted along with bid.

7. The Bidder should have executed at least 2 projects valued at more than 2 crore each.

Documents evidencing the same shall have to be submitted along with the bid.

8. Reports must be submitted within thirty working days, after receiving firm work order. Bidder must deploy enough man power so that the work is completed in time, otherwise penalty of Rs. 10,000/- per day would be charged.

9. Documentation containing system requirement specifications (SRS) report covering all the

aspects should be submitted as per current IEEE standards.

10. The quotations for “SRS preparation” and “Software Development Implementation and training and Maintenance” will be evaluated separately.

11. Bidder should have executed and completed at least one similar project for a university or

educational organization of similar size. Documentary evidences for the same have to be submitted along with the bid.

12. Preference shall be given to the bidder who had prior experience in providing integrated

solutions to educational institutions/ universities. The bidder should have completed implementation in at least 2 large educational institutions in India of which one shall be preferably a University.

13. Bidder should have minimum following professional manpower on their roll having

minimum qualification (any of the following: - BE/MCA/M.Sc. Computer Science/IT recognized by the Indian Government with a minimum of 2 years experience and at-least 12 months with the current firm. Resumes have to be attached for the following personnel

i. Project Manager - 1 ii. Implementation Manager - 1

iii. Training Manager - 1 iv. Project Leads – 2 v. Developers – 20

vi. Testers - 20 (Not Necessary in case of well known reputed top listed 20 IT Companies)

14. The bidder is required to submit the detailed work plan of training for different level of officers /

Employees of the departments which shall include the module of training for different groups, Backup study / reference material to be provided by the bidder.

15. Bidder shall provide training according to the detailed work plan as approved by the

competent authority, to users, System staff and senior officers of the department on

appropriate aspects of Operating System, RDBMS, Front End tools, Application Software, Hardware and other related software including network software. Enclose following details for providing the training:

a. Category wise number of officials to be trained. b. Modules of training for each category. c. Details of training material/manual to be provided. d. Proposed training schedule.

16. The bidder shall provide the support & services for the automation software for a period of three years after successful completion of the project.

17. On successful completion of the software development works as envisaged the bidder will enter

into annual maintenance contract (AMC). The contract will be for Three Years after completion of initial three years of support & services, which may be extended beyond this period on agreed terms and conditions.

18. The maintenance of the application software will cover debugging/Minor modification and up

dation in the application software for its better performance and any other work which may be required for smooth and efficient running of the system.

19. The bidder should have experience in development of enterprise wide gateways and portal

using the following technologies- a. .Net and JAVA/ J2EE based multi tier architecture used in any of the projects. b. The software design and deve lopment must follow Unified Processes (RUP).

20. Technical bid envelope should contain detailed specifications, documentary evidence of all

above mentioned conditions, compliance/deviation remarks & proof of other claims. 21. Rates must be quoted only in the prescribed format as shown in the, in a separate envelope

super scribed with “Financial Bid – University Automation”.

22. Pre-bid meeting for giving necessary clarifications in the technical specifications, will be held on 26/09/2006, 3:00p.m. at IT Center, DAVV, Takshashila Campus, Indore . The changes in the technical specifications resulted in the meeting will be notified to all bidders who have attended the meeting by e-mail. It will also be published on the University website www.dauniv.ac.in . Those who have downloaded or purchased tender form on or before 28 th September should visit our website on 29th September for amendments in the tender document, if any. In order to allow reasonable time to prospective bidders fo r taking into account such amendments(s), in the preparation of their bids, the University, at its discretion, may extend the deadline for the submission of bids.

Seat/ Back: The seat and back are made of 1.2 cm thick hot pressed plywood. Upholstered with fabric (as per requirement) and moulded polyurethane foam together with moulded seat and back covers. The back foam to be designed with contoured lumbar support for extra comfort. polypropylene and back cover is vacuum formed from 0.3 cm thick black ABS sheet.

Armrests: One piece armrest has to be made of black integral skin polyurethane with 50 -70 shore ‘A’ hardness and reinforced with MS inserts. The armrest should be scratch and weather resistant. Forward Tilt Synchro mechanism: The adjustable tilting mechanism should have forward tilt, self regulating tilt tension + manual override. Four position tilt locking with anti shock back mechanism which prevents the back rest from impacting the user when the lock is released. Provision for fitting drop lift mechanism. A full 360o swivel mechan ism should be provided. Adjustable lumber support: The back rest is connected to the mechanism with a drop lift mechanism which can be adjusted in the range of 7.0 cm and locked in 7 positions for the better lumber support. The glass bookcase unit is also made of steel sheet. Steel used is to be treated with seven step anti rus t treatment process. Unit should have glide screws for level adjustment. The unit is to be in powder coated finish. The glass used should be 5 mm thick float glass. The back unit will have the veneer top matching the main table and the side table. B3: Executive Table, Type C, including Side Table Main Table: The main table is of size 150 cm (W) x 75 cm (D) x 74 cm (H). The top and sides of main table is to be made of 25 mm thick plain particle board, clad with 0.6 mm thick post forming laminate and 1 mm thick backing laminate. Flat edges are duly sealed with 2 mm thick PVC beading.

The basic elements should be of size 76 cm W x 60 cm D for single seater, Two Seater of size 137.0 cm x 60 cm D, and quarter rounds of size 71.0 cm R. The top thickness should be 37.5 mm (18 mm MDF + 18 mm batten (skirting) + 1 mm DL + 0.4 mm membrane). The edges should have water fall edge of 18 mm radius on top. PVC membrane foil of 0.4 mm thk is cladded on substrate of MDF using PU glue. The foil is to be pre-coated with a layer of polyurethane for better scratch resistant.

Understurcture: Frame is to be made of MS sheet metal 1.6 mm thick painted. Legs are to be made of MS Tube 38 dia x 16 G, painted in required shade. B6: Table , Type D, including Side Table Main Table: The main table is of size 120 cm (W) x 60 cm (D) x 74 cm (H). The top and sides of main table is to be made of 25 mm thick plain particle board, clad with 0.6 mm thick post forming laminate and 1 mm thick backing laminate. Flat edges are duly sealed with 2 mm thick PVC beading.

Modular Cubicles The modular furniture is to be integrated system of partition panels, work surfaces, storage unit, desks and other accessories joint together by connectors, brackets for easy fitment & re -location. The partitions are free standing (no grouting on floor). All the half height partitions and the work surfaces etc. are shown in enclosed drawing. The details of the va rious components required are given below:

The Partition Panel: The panel should be constructed of a approximately 2” thick both side laminated acoustical surface (made of MDF/ Particle Board etc.) with an aluminum channel / metallic section framing attached to each side. The aluminum channel/metallic section frame should have facility to accommodate hang on components, like work surfaces, storage units,

shelves etc. It should also have the necessary facility for panel to panel connection by connectors in a ‘Straight’, ‘L’, ‘T’, ‘Y’, or ‘X’ configuration. There should be a wire carrier with metal or laminated fascia, fastened at the bottom of the panel capable of accepting wiring – both electrical & telephone/ data. The fascia of the carrier should be removable to allow easy access to wiring. The panel should have facility (internal or external) to take wires from bottom wire carriers to the work surface height (i.e. table top height). At the top of the panel there should be a top cap made of steel / moulded plastic / aluminum for aesthetics. The panel should have level adjuster at the bottom of the panel with ± 8-10 mm levelling range to take care of uneven floorings. Generally the partitions are of laminated finish and for each cubicle there should be one partition which has a soft board or a white board as required. All the partitions are 1325 mm H and in confidential room one partition is of 7’H which is shown in the drawing. Side/End Panel: These panels are used to support the worksurfaces at the end/side of work surface. These panels are attached to the Partition panels with the help of brackets. These are made of the both side laminated Particle board (novapan or equivalent). The total thickness should be at least 25mm. The side/end panels should have P. V. C. or wooden lipping on all the four edges or should have front edges Postformed with postformed laminate. The side support panel should have level adjuster at the bottom of the panel with ± 8-10 mm levelling range to take care of uneven floorings.

Work Surface: The work surface is basically a table -top hanged on the Partition panel with the help of brackets. These are made of the Prelaminated Particle board. The total thickness of the work surfaces should be at least 25mm. The work surface s should have P. V. C. lipping on all the four edges. Drawer Unit : It should be made of prime quality CRCA steel powder coated with required colour. Each drawers should have Double Extension ball slide for ease of movement. D.MOBILE STORAGE UNITS ON RAILS: The mobile storage units consist of Steel Bodies of size 3’ W x 1’6” D x 6’6” H, made up of CRCA steel sheet. These bodies are mounted on the understructure, which moves on the rails. The sheet used for the body should be 0.9 mm thick, as per IS-513 1994. It should have 4 shelves made of 0.8 mm thick CRCA steel sheet. It should have multi bend construction with interlocking design and should be in knockdown type. All steel components should undergo eight tank anti rust treatment and oven baked epoxy polyester powder coated with 40-50 dry film thickness. It should have six lever Lock to lock all the bodies with single key. It should have scratch hardness of 3 Kgs as BS-3900 part E2 1970, IS-101. It should sustain salt spray test of 1000 hrs. as per IS 101. The overall size of the mobile storage will be as per the details below. The mobile storage units with 3’W will have push pull type handle. The mobile storage units with width of 6’/ 9’ the drive mechanism is to be provided for the movement of the units. The storage unit will have the drive mechanism.

All steel components should undergo eight tank anti rust treatment and oven baked epoxy polyester powder coated with 50-60 dry film thickness. The CRCA steel sheet used should be 0.8mm thick as per IS-513 1994. It should have scratch hardness of 3 Kgs as BS-3900 part E2 1970, IS -101. F.DENTING & PAINTING OF OLD ALMIRAH: Denting and Painting of existing old almirahs is to be undertaken. The colour of the almirah will have to be matching the new furniture being procured. Use popular branded spray paints only.
