2. Eligibility Criteria

Criteria of eligibility for participating in the tender are detailed in the Notice Inviting Tender.

3. Issue of Tender Forms

a) The Intending Tenderer(s) can download the Tender Documents and General Conditions of

Contract from the website www.inkel.in.

b) The tender cost (non refundable) of Rs. 1050/- ( Rupees One Thousand fifty only ) per set, in the

form of DD drawn from any scheduled bank in favour of INKEL Limited payable at Cochin, shall be

kept in Envelope marked “1”.

c) The tenderer shall submit the list of works completed as in Form B & C to substantiate eligibility

criteria in Clause 1.2 of Notice Inviting Tender from the establishments concerned. The certificates/

testimonials shall be obtained from an authorised signatory officer not below the rank of Executive

Engineer/ Project manager or equivalent.

4. The Earnest money of Rs 20,000/-shall be furnished as Demand Draft in favour of INKEL Limited

5. Submission of Tenders

The tender documents shall not be sent by post / courier by the contractors

6. All tender papers should be duly quoted and signed. The unopened tenders shall be returned to

the tenderer(s) after a final decision on the tender is taken.

7. Milestones and Compensation for delay – INKEL is very keen to ensure that projects are

executed within the stipulated time frame. Hence, provision for milestones and

compensation for delay shall associate with every contract. Contractors are advised to

take extra care in understanding the details from the relevant clauses and bring into

application during the execution stage. (Refer clause 1.33 of Notice Inviting Tender (NIT)

8. It may be noted that conditional tenders shall be summarily rejected.

NOTICE INVITING TENDER (NIT) 1. 1 TENDER INVITATION

Sealed item rate tenders are invited by The Authorised Signatory, INKEL Limited having its registered office at INKEL Centre, Off Vallathol Junction, Sea port Airport Road, Thrikkakara, Cochin-682021 for the work of Plumbing and Sanitary works : INKEL Greens -Ladies Hostel, Malappuram from Contractors for executing this work who fulfil the eligibility criteria prescribed in Clause 1.2. The tender will be in the prescribed form.

1.2 ELIGIBILITY CRITERIA Contractors who fulfill the following criteria may apply:

a) The Contractor should be a registered contractor in Public Works Organisation in India like CPWD, State PWD (B& R), DOP, MES, Railways, BSNL etc. or in established private sector.

b) The Contractor may be either a registered partnership firm or a company limited by shares having experience in similar construction.

c) Minimum 3 (Three) years of experience in construction activities. Experience of having successfully completed similar work(s) in last three years ending 31st March, 2015 shall be submitted in enclosed format (Form B &C)

d) The Bidder should have executed work of similar nature in a single contract of value not less than

Rs 10 lakhs.

e) Necessarily completed plumbing and sanitary works for one building having area not less than 1000 Sq. M during the last three years.

f) The contractor should have enough resources capacity in terms of Personnel, Labour force both

skilled and unskilled, Equipments, etc.

g) Contractor shall obtain a Labour License from the office of the Labour commissioner exclusively to run this contract (if awarded) and submit a copy of the same before commencement of the contract.

1.3 ISSUE OF TENDER DOCUMENT

The general information on the project may be found from the tender document. The intending

bidders may download the tender document from the website www.inkel.in. No tender document

shall be issued from the office of INKEL Limited. The information is only indicative. The tenderer(s) are required to visit the site and familiarize themselves with the site conditions, nature of substrata, availability of construction materials, etc., before quoting. The drawings, conditions of contract, schedule of quantities and the specifications may be carefully studied before offering the prices. No claims for extra compensation over and above the quoted rates will be entertained by INKEL on the

ground that the tenderer have misjudged site conditions, nature of substrata, tender conditions or any item of tender.

The cost of this tender document is to be remitted as indicated in Clause 3 (b) of Notification of Tender.

1.4 RECEIPT OF TENDER DOCUMENTS

The priced tender documents signed and complete in all respects shall be submitted at the office of INKEL Limited, INKEL Centre, Off Vallathol Junction, Sea port Airport Road, Thrikkakara, Cochin-682021 on or before 3.00 PM on 19 June 2015. Any tender received after the due time on this date will be rejected.

1.5 MANDATORY ENCLOSURES FOR THE TENDER

Tenderer shall enclose the following in sealed envelopes as per Clause 1.6 of Notice Inviting Tender.

1.6 SUBMISSION OF TENDER 1.6.1 Tender shall be submitted in the following manner:

Tender shall be submitted to the address given in Bid Synopsis in sealed Envelopes as given below, super-scribing the Name of work, Tender No. & address of the tenderer and Last Date & Time of receipt of tender. Envelope 1: Technical Bid This shall contain:

i) Cost of tender documents as per clause 3(b) of NOT ii) Proof for Contractor‟s Registration iii) Earnest Money Deposit (EMD) iv) Credentials (as in Forms B & C attached) along with copies of partnership deeds in case of

Envelope 2: Price Bid This Envelope shall contain the Financial Offer for the mentioned work in the format specified. Envelope 3: The sealed Envelopes No. 1 & 2 as above shall be placed in another ENVELOPE 3 and sealed properly. The Envelope 3 shall also be superscribed with Name of work, Tender no. & address of the tenderer and Last Date & Time of receipt of tender.

1.6.2 Submission of tender by a tenderer implies that he has read this notice and all other contract

documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant, etc. will be issued to him by INKEL and local conditions and other factors bearing on the execution of the works.

1. 7 OPENING OF THE TENDER

ENVELOPE 3 & Technical Bids(Envelope I) will be opened in the presence of tenderer(s) or their authorized representatives who are present at 3.30 pm on 19 June 2015 at the office of INKEL Limited, INKEL Centre, Cochin. The Envelope 2 of the tender will be opened only for those tenderer(s) who qualify in the technical evaluation. The outcome of technical evaluation shall be intimated to all participants separately. The Financial Bids will be will be opened in the presence of tenderer(s) or their authorized representatives who are present at 3.30 pm on 19 June 2015 at the office of INKEL Limited, INKEL Centre, Cochin.

1.8 INFORMATION REGARDING TENDER 1.8.1 After opening of the tenders, the information relating to the examination, clarification, evaluation

and comparison of tenders and recommendations concerning the award of contract shall not be disclosed to the tenderer(s) and other persons not officially concerned with such process.

1.8.2 Subject to INKEL‟s right to accept any tender and reject any or all tenders; the work will be

awarded to the tenderer whose bid has been determined to be substantially responsive to the tender documents and who has offered the lowest Evaluated Tender Price provided further that the tenderer has the capability and resources to carry out the contract effectively.

1.8.3. Prior to the expiry period of validity of the Tender, INKEL will notify the successful tenderer in writing by registered letter that his tender has been accepted. This letter of acceptance will constitute the formation of a contract between INKEL and the tenderer.

1.8.4 Before commencing the work and within 7 days after the letter of acceptance of the tender has been

issued to him, the tenderer shall make performance guarantee as given in clause 1.13 of this notice and furnish the same for the proper fulfilment of the contract and shall execute an agreement for the work in required non-judicial stamp paper in the format given as “Articles of Agreement” in GCC.

1.8.5 If the tenderer fails to execute the agreement as stated above within the specified period, the

Earnest Money Deposit shall be forfeited to INKEL and fresh tenders called for or the matter otherwise disposed off.

1.9 REJECTION OF TENDER 1.9.1 A tenderer shall submit a responsive bid, which satisfies each and every condition laid down in this

notice, accepting all terms and conditions of the specifications and contract documents without any modifications, failing which, the tender will be liable to be rejected.

1.9.2 Tenders not properly filled, mutilated with incorrect calculations or generally not complying with the

conditions are susceptible to be rejected. 1.9.3 Canvassing is strictly prohibited and the tenders submitted by the tenderer(s), who resort to

canvassing will be liable for rejection. 1.9.4 The tender for the Works shall not be witnessed by a contractor or contractors who

himself/themselves has/have tendered for the same works. Failure to observe this condition shall render the tender of the contractor tendering as well as of those witnessing the tender liable to rejection.

1.10 ITEM RATE TENDER

In the case of item rate tender, only rates quoted will be considered. Rates quoted by the contractor in figures and words shall be accurately filled in so that there is no discrepancy in rates written in words and figures. If at all any discrepancy is noted, the lower of the two shall prevail. The rate thus quoted will be deemed to include the cost of all materials, labour, hire charges for all machinery, cost of fuel, power, all leads and lifts, taxes, levies, royalties, all over heads, contingencies, profits, etc. and the quoted price is all inclusive. The total contract price shall also be worked out and entered in.

1. 11 SIGNATURE OF THE TENDERER

If the tender is made by an individual, it shall be signed with his full name and his complete address shall be given. If it is made by partnership firm, it shall be signed with the co-partnership name by a member of the firm who shall sign his own name and give the name and address of each partner of the firm and attach a copy of „Power of Attorney‟ with the tender authorizing him to sign on behalf of

the other partners. A certified copy of the „Registered Partnership Deed‟ shall also be submitted along with the tender.

1.12 EMD 1.12.1 The Earnest money of Rs 20,000/-shall be furnished as Demand Draft in favour of INKEL

Limited payable at Cochin or Bank Guarantee from a scheduled bank for a period not less than SIX months.

1.12.2 EMD of the unsuccessful tenders will be refunded without any interest on finalization of the

contract with the successful Tenderer or on the expiry of the validity period whichever is earlier. 1.12.3 EMD deposited with INKEL will be forfeited,

i) If a bidder withdraws his bid during the period of validity specified. ii) If the successful bidder fails within the time limit to sign the contract document or fails to

furnish the required security deposit. 1.12.4 On acceptance of the tender, the EMD will be refunded after remittance of the performance

guarantee and execution of the agreement. 1.13 PERFORMANCE GUARANTEE 1.13.1 The successful tenderer on receipt of the letter of acceptance will deposit an amount equal to 5%

of the probable value of contract in the form of a Bank guarantee from a scheduled public sector Bank in the format prescribed by INKEL and valid for the entire period of construction within seven days after the issue of letter of acceptance.

1.13.2 EMD will be refundable to the contractor after remittance of the performance guarantee and

execution of the agreement. 1.13.3 The Performance Guarantee will be refunded to the contractor after recording of the

completion certificate of the work by the Engineer-in-charge. 1.14 RETENTION AMOUNT 1.14.1 Retention Money at the rate of 5% of the value of work for each running bill will be deducted

from first and following part bills until such time as the cumulative total of such deductions (herein referred to as the Retention Money) shall amount to 5% of the executed value of the work. On expiry of the defects liability period or on payment of the amount of the Final Bill whichever is later, the Engineer-in-charge, shall on demand from the contractor refund to him the retention amount provided that the Engineer-in-charge is satisfied that there is no demand outstanding against the Contractor.

1.14.2 Provided that when the Retention amount reaches a limit of 5% of the contract value or on

completion of the work, if the Contractor so demand may convert the amount into one of the Government securities, or Bank guarantee from any nationalized bank; the bank guarantee being valid till the completion of the defect liability period.

1.14.3 All the deposits of EMD, PERFORMANCE GUARANTEE and RETENTION MONEY will not

bear any interest whatsoever. 1.15 INCOME –TAX Income-tax at the rate prevailing at the time of payment will be deducted from each running bill

and final bill as per the provisions of the act. 1.16 STATUTORY PAYMENTS 1.16.1 All statutory payments in connection with the employment of the workmen for this work will be

borne by the Contractor. 1.16.2 The contractor is the employer of all the worker‟s engaged for this work and should therefore

take all required registrations and pay premium correctly to labour welfare funds constituted by the Union Government and Government of Kerala from time to time.

1.16.3 All statutory deductions shall be made from the amount eligible to the contractor in each part bill

at current rates. The deduction towards the work contract tax shall be as per the prevailing rates of Kerala Government Sales Tax rules, Any tax omitted, to be deducted in any part bill shall be deducted in the subsequent bills/final bill.

1.16.4 Sale Tax, Work Contract Tax, Excise/Customs duty or any other taxes or statutory levies

applicable to this contract shall be payable by the Contractor and INKEL will not entertain any claim whatsoever in this respect.

1.17 PERIOD OF VALIDITY The tender shall remain valid for acceptance for a period of 4 months (120 days) from

the date of submission of the tenders. If any tenderer withdraws his tender before the said period or makes any modifications in terms and conditions of the tender, then INKEL has the liberty to forfeit the said Earnest Money Deposit.

1.18 INSPECTION OF SITE Every tenderer is expected to inspect the site of the proposed work and acquaint himself with the

site conditions of substrata, approaches, availability of raw materials, geological and weather conditions, etc., before quoting his rates. He must go through all the drawings, specifications and other tender documents. Any further clarification in the drawings and documents can be had from INKEL at the above mentioned address.

1.19 QUANTUM OF WORK 1.19.1 A format for the schedule of quantities for various items accompanies this tender. The tenderer

will only be responsible for the correctness or completeness of this schedule in respect of items and quantities and this schedule is liable to modification by deletions, deductions or additions at the discretion of INKEL without affecting the terms of the contract.

1.19.2 INKEL reserves the right to increase or decrease the quantum of work at site without assigning

any reason. 1.19.3 Variations in the quantities put to tender will not be the basis of any claim or disputes. The rates

agreed by the contractor shall hold good for any amount of variation in the quantities and no claims whatsoever will be entertained on this amount. The contractor shall carryout all works as directed by INKEL at the same agreed rates.

1.20 ALL INCLUSIVE RATES The contractor‟s rate must be firm and include the cost of transportation of materials to the site,

all taxes such all taxes such as Sales Tax, Excise, etc. and the fixing or placing in position for which the item of work is intended to be operated. The rates quoted by the contractor shall be firm throughout the contract period and there shall be no upward revision of the rates quoted by the contractor for any reasons whatsoever. It should be clearly understood that any claims for extra Sales Tax, Excise duty, Construction tax or any additional tax, etc., shall not be entertained in any case whatsoever once the tenders are opened.

1.21 INTERPRETING SPECIFICATIONS 1.21.1 In interpreting the specifications, the following order of decreasing importance shall be

followed:

a. Specifications mentioned in Schedule of Quantities b. Particular specifications of contract c. Drawings.

1.21.2 Matters not covered by the specifications given in the contract, as a whole shall be covered by

the relevant Indian Standard Codes. If such codes on a particular subject have not been framed, the decision of INKEL shall be final.

1.22 REJECTION OF THE TENDER ON ACCOUNT OF MODIFICATIONS No modifications shall be made by the tenderer in the Notice Inviting Tender, Instructions

to the contractors, Tender form, General conditions of contract (GCC), Special conditions of contract, drawings, technical specifications and schedule of quantities. A modification is one which affects in any way, the quality, quantity and period of completion of the work or which limits in any way the responsibilities or liabilities of the Tenderer or any right of INKEL as required in the specifications and contract documents. Any modification in the terms and conditions of the tender which are not acceptable to INKEL shall also be treated as a major modification. If any such modifications are made or any conditions attached, the tender is liable to be rejected.

1.23 ACCEPTANCE OF THE TENDER 1.23.1 The acceptance of a tender rests with INKEL who does not bind themselves to accept the lowest

tender and reserves the authority to reject any or all the tenders received without assigning any reason(s) whatsoever.

1.23.2 INKEL reserves the right of accepting the whole or any of the tenders received and the tenderer

shall be bound to perform the same at the rates quoted. 1.23.3 The work shall be carried out under the direction and supervision of INKEL or its authorised

representatives at site. On acceptance of the tender, the contractor shall intimate the name of his accredited representative(s) who would be supervising the construction and would be responsible for taking instructions for carrying out the work.

1.24 LETTER OF ACCEPTANCE The Letter of Acceptance will be issued in writing to the successful tenderer by INKEL. The

contract will normally be awarded to the qualified and responsive Bidder offering the lowest evaluated bid in conformity with the requirements of the specifications and contract documents and INKEL shall be the sole judge in this regard. INKEL does not bind itself to accept the lowest or any tender or to give any reason for its decision.

1.25 QUALITY OF MATERIAL AND WORKMANSHIP INKEL‟s decision with regard to the quality of the material and workmanship will be final and

binding on the contractor. Any material rejected thus shall be immediately removed by the contractor and replaced by materials as per specifications and standards.

1.26 SUB-LETTING No part of the contract shall be sub-let without the written permission of INKEL nor shall transfers

be made by the Power of Attorney authorizing others to carry out the work, or receive payment on behalf of the tenderer.

1.27 DEFECTS LIABILITY PERIOD Any defect developed within the „Defect Liability Period‟ of Twelve months will have to be

rectified by the contractor at their own cost and in case the defects are not rectified by the contractor, INKEL or its authorised representative shall get the work done at the risk and cost of the contractor.

1.28 DELAYS IN COMMENCEMENT The contractor shall not be entitled to any compensation for any loss suffered by him on account

of delays in commencing or executing the work, whatever be the cause for such delays including delays in procuring Government Controlled or other materials.

1.29 INSPECTION BY THE CONTRACTOR The contractor should inspect the source of materials, their quality, quantity and availability.

All materials must strictly comply with the relevant B.I.S specifications. 1.30 CO-ORDINATION OF WORK The contractor must co-ordinate with other contractors involved in other works within the site

to minimize the disruption of works. 1.31 NA 1.32 PERIOD OF CONSTRUCTION Time is the essence of this contract. The construction period shall be Ninety days.

Commencement of the work shall be considered from the 7th day of receipt of letter of acceptance. The contractor shall draw a detailed schedule of programme in the form of a BAR CHART on whole work, within one week of award of work and submit to INKEL for their approval.

1.33 MILESTONES, COMPENSATION FOR DELAY AND BONUS FOR EARLY COMPLETION 1.33.1 The Milestones to be achieved during the execution of the work and compensation for delay shall

be levied for non performance as detailed below:

1.33.2 However, the total compensation for delay deductable against Liquidated Damages (LD) whether

for non achievement of milestone or for final completion shall not exceed 10% of the contract value.

1.33.3 In case the contractor completes the work ahead of the scheduled completion time, a bonus @ 0.5% per week computed on per day basis shall be payable to the contractor subject to a maximum limit of 2% (two percent) of the actual contract value. However, bonus is applicable only for final completion of the project.

1.33.4 In case the Contractor does not achieve a particular milestone/the rescheduled milestone(s), the

amount shown against that milestone and withheld shall be adjusted against compensation levied at the final grant of Extension of Time, to be decided on completion of work. Withholding of this amount on failure to achieve a milestone shall be automatic without any notice to the contractor.

1.33.5 However, if the contractor catches up the subsequent milestone(s), the withheld compensation for

delay shall be released. In case the contractor fails to make up for the delay in subsequent milestone(s), compensation for delay mentioned against milestones missed subsequently shall also be withheld. However, no interest, whatsoever, shall be payable on such withheld amount.

1.33.6 Upon completion of each milestone within two days, the contractor shall intimate INKEL the exact

date of completion of the milestone in writing. INKEL shall verify the claim based on the site reports / physical inspection and confirm acceptance of the same within a week of notification from the contractor.

1.33.7 The contractor should issue notice to INKEL regarding any event / events that may cause delay in

completion of milestones within two days from the date of occurrence of such an event. The contractor should also substantiate the claim notice with evidence and the impact of such an event on the milestone / request for EOT. Notice by the contractor requesting EOT for achieving any particular milestone after the contractual completion date of that milestone shall be summarily rejected.

1.33.8 Upon receipt of notice and further substantiation of claim / request for EOT, INKEL shall in

consultation with site representative take a view and intimate the contractor of the outcome of request placed. However, the contractor shall put all efforts from his end to mitigate delays and try to achieve the completion target during the period of such evaluation.

1.33.9 Also, the contractor can issue notice / request for EOT only in such reasons which are beyond his

control and foreseen during the contract period. 1.33.10 The contractor is expected to foresee material requirement for the project in advance and

procure accordingly. Sufficient stock of materials needed for daily consumption should be stocked and no claims whatsoever on account of quarry strike, equipment strike, hartals etc shall be accepted for delay of the project.

1.33.11 The contractor shall indicate in the project schedule the actual date for each milestone based on

the calendar year in accordance with the clause 1.33.1. 1.34 OCCUPATION IN PART If INKEL wants to occupy areas in part, the contractor shall complete the work of these areas in

conjunction with INKEL and hand over the same to INKEL without affecting any of the clauses of contract agreement.

1.35 LIQUIDATED DAMAGES 1.35.1 INKEL, if satisfied, that the works can be completed by the contractor within a reasonable time

after the specified time for completion, may allow further extension of time at its discretion with or without the levy of L.D. In the event of extension granted being with Liquidated Damages, INKEL will be entitled without prejudice to any other right or remedy available in that behalf, to recover from the contractor as agreed.

1.35.2 INKEL, if not satisfied with the progress of the contract and in the event of failure of the contractor to recoup the delays in the mutually agreed time frame, shall be entitled to terminate the contract.

1.35.3 In the event of such termination of the contract as described in 1.35.2 the owner shall be

entitled to recover Liquidated damages up to Ten per cent (10%) of the contract value and forfeit the performance guarantee made by the contractor besides getting the work completed by other means at the risk and cost of the contractor.

1.36 CONTRACTOR‟S STORE AND SITE OFFICE Suitable area in the site of work shall be allowed to the contractor free of cost for constructing

temporary structures for storing his tools and plants, materials, site office and cement godown. However, the structure will be provided by him at his own expense and he will be solely responsible for guarding his property with requisite insurance against theft, fire etc. The contractor however will have to dismantle the sheds and vacate the land of all debris, etc. at his own expense after completion of work.

1.37 MEASUREMENT AND BILLING 1.37.1 Wherever mode of measurement is not specified, the measurement will be taken at site as per

the latest BIS code of practice for measurement. All measurable works shall be approved by the Engineer in charge in the approved format. At least 4 hour notice has to be given prior to such measurements.

1.37.2 The contractor or his representative shall accompany INKEL or its authorised representative in

taking measurement and shall agree to the measurement taken on spot. All necessary tapes shall be of steel and shall be supplied by the contractor. Request for Approval (RFA) shall be duly filled up and certified. The contractor shall then present his bill based upon the agreed and recorded measurements and as per the directions of INKEL. If the contractor fails to accompany INKEL‟s representatives for measurements, then he shall be bound by the measurement taken by INKEL or their representative.

1.37.3 The contractor shall raise bills once a month or for a minimum payment of 15% of contract value. All bills shall be accompanied by the signed Request for Approval (RFA) as in enclosed format.

1.37.4 Payment towards 50% of the interim bills shall be released within 15 days and balance within 30 days of presentation by the contractor.

1.37.5 Period of final measurement shall be one month from the time of completion of the project. Payment Certificate shall be in the enclosed format.

1.38 EXTRA ITEMS 1.38.1 Any item of work that do not find a place in the schedule of quantities, in the original tender or in

the accepted tender which has been directed by INKEL to execute is deemed as an extra item of work. All such works that are necessary to be carried out under the direction of INKEL shall be carried out by the contractor. No such variation will violate the Contract.

1.38.2 Extra items of work thus carried out by the contractor will be paid at the rates worked out by

INKEL.

1.39 WATER AND ELECTRICITY The contractor shall make his own arrangement for water and electricity required for the

work. INKEL shall take no responsibility for the supply of either electricity or water. 1.40 INSURANCE The successful tenderer shall take out Contractor‟s All Risk (CAR) insurance policy, jointly in the

name of INKEL and the contractor, and the original policy shall be deposited with INKEL.

This Notice Inviting Tender (NIT) will form part of the tender document and the agreement executed by the successful tenderer.

1.0 INSTRUCTIONS FOR FILLING THE TENDER FORM

1.01 In this tender, the item specifications are given in the following sections:

Particular specifications are the general instructions for carrying out the works.

Unit rate specifications are the descriptions of items for which unit rates are to be worked out by the tenderer by considering all tender information.

1.02 In the case of percentage rate tenders, Contractor has to work out his rate as an overall percentage above or below or at the rate given in the schedule and for item rate tenders, the rate has to be entered by a single entry in front of the schedule both in words and in figures.

1.03 The contractor should certify that he has studied the works at site and has acquainted himself with the position with regard to the construction, materials and labour required for the work.

1.04 The contractors are to pay the Earnest money as specified in the Notice inviting Tender separately along with the tender. Tenders for which Earnest Money Deposit has not been received separately, shall be rejected.

1.05 Certified copies of Registration Certificate, Partnership Deed and Power of Attorney or Articles of Agreement in case of Limited Companies will have to be furnished for considering the acceptance of the tender.

1.06 Should the contractor notice any discrepancy or error in the statement made, or quantities or units shown against items, he shall immediately bring it to the notice of INKEL and obtain the clarification before submitting the tender. The tender shall be based on such clarifications received and shall be recorded as such in the covering letter to the contractor to execute the work according to the statement made for quantities or units shown in the tender, without any compensation.

1.07 The tenderer shall execute a preliminary agreement on non-judicial stamp paper of value not less than Rs.500/- and enclose the same with the tender documents. The Performa of the preliminary agreement can be found in Forms for different deeds.

1.08 The tender of the Contractor not complying with the above instructions may be rejected.

1.09 The tenderer should put the signature on all pages of the tender documents.

agreement, it is agreed that the terms and conditions stipulated there in shall bind the parties to this

herein, agreed to and in which respect the express provisions herein shall supersede those in the said

tender form.

2. The Contractor hereby agrees and under take to perform and fulfil all the operations and

work is awarded and letter of acceptance issued in his favour or commits breach of any of the conditions

the period stipulated, INKEL may rearrange the works otherwise or get it done otherwise at the risk and

cost of the contractor and the loss so sustained by INKEL can be realized from the Contractor under the

Revenue Recovery Act as if arrears of land revenue as assessed, quantified and fixed by an adjudicating

authority consisting of INKEL or any other officer or officers authorized by INKEL taking into consideration

the prevailing rates and after giving due notice to the Contractor. The decision taken by such authorized

officer or officers shall be final and conclusive and shall be binding on the contractor.

SCOPE OF WORK

1. INKEL ladies hostel is a G+3 RCC building.

2. The scope of work under this contract is to supply, install and commission plumbing and sanitary fittings and associated pipelines as per the drawing provided.

3. The contractor shall follow the time schedule of the main contractor and shall liaison with the various sub contractors for easy coordination of the work.

4. The milestone-1 : completion of GF and commissioning the facility is a critical activity and should be completed within 30 days of commencing the contract.

5. In the absence of overhead water tank, GF shall be fed with water from academic block.

6. INKEL shall supply wash basin for the project. Contractor should take this into account while estimating the price.

TECHNICAL SPECIFICATIONS

TECHNICAL CONDITIONS FOR PLUMBING INSTALLATION WORKS PIPING – PREPARATION Pipes and tubes shall be cut perpendicular to the axis , with approved cutting tools , the ends reamed and burrs removed. Scale and dirt, on inside and outside and weld splatter shall be removed before assembly. Piping connections to equipment shall be made with flanges or unions. PIPING – SPACING AND LOCATION Piping shall be installed in such a way that conserves building space and not interfering with the use of space . Exposed piping shall be installed parallel or at right angles to the building walls , except where otherwise shown on the Contract drawings . Minimum clearances shall be provided between piping covered by this section and those of other trades. Adequate clearance shall be provided around piping for installation of insulation and access to valves and fittings. Piping shall be grouped at common elevations wherever possible. Piping shall be installed in such a way that allows for expansion and contraction without stressing pipe joints or connected equipment. Access doors shall be provided where valves and fittings are not exposed. Size and location of access doors shall be coordinated with the Civil Work . PIPE FITTINGS Tapered reducer fittings shall be installed where changes in pipe sizes occur. Use of site fabricated fittings or bushings shall not be permitted. Tapered , factory manufactured reducer fittings (eccentric type at suction and concentric type at discharge ) shall be installed at pump connections . Eccentric reducer fittings shall be installed with level crown. Factory manufactured fittings shall be installed where changes in pipe direction occur. Bending or forming of piping shall not be permitted without the written permission of the Engineer . Test – tees shall be installed in soil , waste , vent and rainwater pipe risers at minimum 450 mm (18 inch) above the ground floor level , at every alternate level and at other locations as shown on the Contract Drawings . Connections shall not be made between piping of different services, under any circumstance. The existence of any one such connection in the project , whether temporary or permanent , shall make the Contractor liable for an anti – confusion test for all of the concerned services . SLOPES AND INVERTS Invert elevations shall be established and drainage pipes sloped to one percent minimum unless otherwise stated. The minimum gradients that are shown on the Contract Drawings shall be maintained. Water supply piping shall be sloped to facilitate complete drainage of the piping for maintenance purposes . Elevations of buried piping , outside the building , shall be established to ensure not less than 900mm(3ft) of cover , especially in areas subject to traffic loading .

The crown (or suffix ) levels of the pipes shall be matched when joining horizontal drainage pipes of differing sizes , as far as possible . This shall apply to stepped reducers in drainage piping and connections in manholes ( saddle joints in drainage mains excluded ) PROTECTION DURING CONSTRUCTION Ends of piping shall kept closed with factory manufactured plugs or blind flanges with integral indicating flange , to prevent entry of foreign matter , during the progress of the work such plugs or flanges shall be removed on completion of the work . Water supply piping outlets in wet areas shall be kept closed with threaded (PVC) pipe stub with one end crimped or closed otherwise until the time of installing the out let fittings . The piping surface shall be protected from splashes of cement , plaster , paint and similar construction materials . The piping shall be blown out using dry compressed air , prior to testing . SPECIALITY CONNECTORS Chrome plated brass extension pieces shall be installed at the water supply piping outlets for sanitary fittings in wet areas . these shall be of variable length for making the outlet flush with the wall finished and shall have internal hexagonal water way for fixation by Allen keys. Fixture waste adapters of rubber or neoprene shall be used to connect tail pipes of sanitary fixtures /drains to the waste piping . SETTING OUT FOR EXTERNAL SERVICES The existing ground shall be cleared along the line of piping , particularly at all manholes building connections and other appurtenances. Sight rails shall be set in position , using a surveyor ,s level and properly established temporary bench marks alongside the work . The practice of transferring level by means of a straight edge and spirit level shall not be allowed . Where long lengths of slightly sloping sewers are to be laid in trenches , sight rails should be fixed across the trench at intervals of at least 20m at a height equal to the length of the boning rod to be used above the required invert level of the drain or sewer at the point where sight rail is fixed .there shall at no time be less than three sight rails in position on each length of sewer or drain under construction at any one gradient . Deviations from given levels may not be greater that +2cm and in gradients not greater than 1/20 of given gradient . LAYING OF EXTERNAL PIPING Pipes shall be laid and connected at the required depth in straight line and true to the gradient on an even foundation , over the full length of the barrel , with the sockets facing up the gradient . When jointing pipes , a mark shall be made to check the position of the end of the barrel in view of the flexibility of the joint , a gap 5 to 10 mm shall be left between the end of the pipes . When pipes are laid in curves , the pipes may not be bent sideways unit the connection has been made . Piping shall be kept free of earth , dirt and extraneous matter and every pipe shall be cleaned after installation by special cleaning tools approved by the Engineer to inspect the pipelines at any time during construction . No pipe shall be laid when , in the opinion of the Engineer , conditions are unsuitable

ENCASEMENT FOR EXTERNAL PIPING Foundation of cement concrete shall be provided under the pipes , hunching with similar concrete up to half the diameter of the barrel ; in weak soils ,as required . Pipes laid in areas subject to t4raffic loading shall be encased with concrete , as stated below . pipes with 1000 to 4000mm earth cover need not be encased . hunching and encasing of pipes shall be done in two stages , after completion of tests . 1. Concrete bed of 50mm thickness shall be cast to scheduled slopes and levels. 2. Blocks of concrete (100mm thick and length equal to the external diameter of the pipe) shall be fixed on the bed with cement and sand mortar (1:3). 3. Hunching or encasing concrete shall be cast from one side of the pipe only , vibrating until it is raised on the opposite side by 50mm over the bottom of the pipe . 4. Expansion joints shall be made in the protective concrete with fiber board or other suitable filling material . BACKDROPS TO MANHOLES Drop connections shall be executed at the inlet to sewage manhole , when the drop exceeds 600mm and benching shall be provided at the bottom . These shall be constructed vertically adjacent to the external face of the external face of the manhole shaft in order to reach the level inside the manhole . VALVES Valves shall be installed with stem upright or horizontal , not inverted ; except with the written permission of the Engineer for each location . Valves shall be same size as pipeline , except where shown otherwise on the Contract Drawings . Valves with flanged ends shall be used in valve pits and when directly buried , irrespective of size . Ball and gate valves shall be used for shutoff and to isolate equipment part of systems or risers .full bore ball valves shall be used for water storage tank , drain and for isolation purposes in gravity fed systems (which are not subjected to shock conditions) Globe valves shall be used for throttling , bypass or manual flow control services . Drain valves shall be installed at system low points and at the foot of risers . Appropriate valves gland packing , sealing and gasket materials shall be selected for the temperature and pressure encountered . SUPPORTS AND HANGERS FOR PIPING Horizontal cast iron piping shall be supported independently of other piping. Sports shall be provided for fittings grouped together in horizontal runs, as appropriate. Piping shall be anchored at horizontal changes in direction, at clean outs and at start or horizontal lines. Risers of all sizes shall be supported at one quarter (1/4) points of floor to floor height support to spacing of 2.0 m shall not be exceeded . Manufacturer‟s recommendations (which will supersede this specification) shall be conformed to in major PVC drainage system). SLEEVES Sleeves shall be set in position in form work and additional reinforcement provided around sleeves. Where sleeves in concrete structural elements are omitted due to error , the required openings shall be cored only after obtaining written permission of the Engineer. Sleeves with puddle flanges resting on the concrete surface shall be placed and the sleeves fixed in position by non –shrink grout . Cutting of hole by chiseling shall not be permitted. All sleeves in wet areas shall be projected by at least 50mm(2inch) above the finish floor level . Sleeves shall be erected in the from work , perpendicular to the wall face and rigidly to resist displacement during pouring of concrete . Sleeves shall be large enough to allow for movement of pipe due to expansion or contraction, Provision of during of concrete . PUDDLE FLANGES Puddle flanges shall be erected in the form work perpendicular to the wall face and Rigidly to resist displacement during pouring of concrete . Verticality of the flange faces and alignment of bolt holes with connecting equipment (valves etc.) shall be checked and ensured. Openings in the form work , around puddle flanges , shall be sealed so as to avoid leakage (and resultant honey combing ) and undesirable formation of concrete . Alignment of puddle flanges shall be checked (and adjusted if necessary) immediately after pouring of concrete EXCAVATION TO BE TAKEN TO PROPER DEPTH Trenches shall be excavated in all condition of soil and to such a depth that sewers shall be set as described in the several clauses relating thereto and so that the inverts may be at the levels given on the section . In bad ground , the Engineer may order the contractor to excavated to a greater depth than shown in the drawings and fill up the excavation to the level of the sewer with concrete ; sand , gravel or other materials . For such work the contractor shall be paid extra at the rates laid down such works in the schedule , if the extra work was ordered by the Engineer in writing .But if the contractor should excavate the trench to greater depth than is required without a specific order to that effect in writing of the Engineer , the extra depth shall have to be filled up with concrete at the contractor‟s own cost t o the requirements and satisfaction of the Engineer. REFILLING After the sewer or other work has been laid and proved to be water-tight , the trench or other excavation shall be refilled . Utmost care shall be taken in doing this ,so that no damage shall be caused to the sewer and other permanent works . Filling in he trenches up to 50cm above the crown of the sewer shall consist of the finest selected materials placed carefully and consolidated .

After this has been laid , the trench and other excavation, each layer being watered and consolidated . CONTRACTOR SHALL RESTORE SETTLEMENT AND DAMAGES The contractor shall at his own cost make good promptly , during the whole period the work are in hand, any settlement that may occur in the surfaces of roads , beams , footpaths, gardens open spaces etc . whether public or private caused by his trenches or his other excavations and he shall be liable for any accidents cased thereby .He also shall, at his own expense and charge repair and make good any damage done to buildings and other properties. DISPOSAL OF SURPLUS The contractor shall at his own cost dispose within the site or as directed all surplus excavated materials not required to be used on the work . SHORING The contractor shall at all times support efficiently the sides of trenches and other excavations by suitable timbering , piling , sheeting etc . Trenches shall be close timbered in loose or sandy strata and below the surface of the sub – soil water table . All timbering , sheeting and piling with their wailings and supports shall be of adequate dimensions and strength and fully braced and strutted so that there is no risk of collapse or subsidence of the walls of trenches . The contractor shall be held accountable and responsible for the sufficiency of all timbering , bracing , sheeting and piling used for all damages to persons and property resulting from the improper quality , strength , placing , maintenance or removing of the same BAILING OUT WATER The contractor shall at all times, during the progress of work, keep trenches and excavations free from which shall be disposed off by him in a manner as will neither cause injury to public nor to public or private property nor to the work completed or in progress nor to the surface of any roads or streets nor cause any interference with the use of the same . PROTECTION OF EXISTING SERVICES All pipes, water mains, cables etc. met in the course of excavation shall be carefully protected and supported. CONCRETING All pipes at shallow road crossings and made –up ground shall be laid on a bed of 6”(150mm) concrete with one part of cement , four parts of sand and eight parts of stone metal of ¾‟‟(20mm) or smaller gauge properly consolidated . Concrete shall be laid to full width of trench and also in haunches. CONSTRUCTION ACROSS ROADS All work across roads shall be carried out as per the directions of the Engineer. LAYING AND FIXING Pipes are to be cut to size and threaded with standard GI threading die . Pipes and fittings shall be jointed using Teflon tape as thread sealant. Pipes and fittings can be tightened by hand also to achieve leak –proof joint. Pipes shall be fixed by means of holder bat clamps keeping them 12mm off walls for easy maintenance. Pipes running on roof slabs shall be suitably supported blocks and to be projected from ultra violet radiation

TESTING Pipes shall be tested to a hydrostatic pressure of 10 kg/sq cm and pressure shall be maintained for at least eight hours without appreciable drop in pressure . In addition to sectional testing of water supply pipes , the contractor shall test the whole of the installation to the entire satisfaction of the Engineer.

PVC PIPES

LAYING AND JOINTING For PVC pipes ,pasted joints are preferred .The socket length should be 11/2 times the outer diameter for size above 110mm diameter . The surface to be glued should be thoroughly scoured with dry cloth and preferably chamfered to 30o.Slovent cement is to be applied evenly with a brush outside surface of the spigot of one pipe and to the inside surface of the socket of the other . The spigot end should then be inserted immediately into the socket should be wiped out at once with a clean dry cloth . Jointing should be carried out quickly , taking not more than one minute to completed joint should not be disturbed for at least 5 minutes . Gluing should be avoided in rainy or foggy weather to avoid water contamination of the solvent cement . Pipes should be supported at distance of 1.20 m for vertical runs with appropriate MS clips and support blocks or wooden plugs fixed on walls , floors or ceiling . Holder bat clamps are to be used to keep pipes 12mm clear off walls. TESTING Pipes should be tested to a hydrostatic test pressure of 3.5kg/sq cm in sections of lengths. Pressure should be maintained for 8 hours without appreciable drop. In addition to sectional testing of pipes , the contractor shall test the entire installation to the entire satisfaction of the Engineer. CHLORINATED POLY VINYL CHLORIDE PIPES (CPVC PIPES) The pipe may cut to the required lengths using circular tubing cutters, Ratchet type cutters or chop saws .The cuts shall be square . Burrs and fillings shall be removed from outside and inside the pipes using a chamfering tool For jointing CPVC pipes special solvent cement is required. The surfaces are to be dry before solvent cement shall not be allowed puddle in the fitting and pipe assembly . The pipe may then be rotated to one quarter to half turn while inserting into the fitting socket. When the pipe end is seated it may hold in place for ten second s to allow the joint to set. Teflon tape may be used as thread sealant. Water testing to a pressure of 10kg/cm2 may be carried out for CPVC piping system . Air testing shall not be done POLYPROPYLENE PIPES (PP PIPES)

The installation of PP pipes may be carried out similar to metal pipes . The pipes may be cut to the desired length using special cutters , the cuts being perpendicular to the axis. Jointing of PP pipes may be done using Fusion welding by special welding machines . The pipes can be bent by heating , but the pipes shall not put to flame . The welding Fusion joint process involves heating , fusion and cooling .Before welding, the pipe ends may be cleaned with a cloth and alcohol water solution . after heating the ends on the welding machine for a few second , the pipe may be removed from the welding machine and the ends may be connected using a little pressure without twisting . It may be allowed to cool down for a few seconds. The joints may be kept in a tight condition during cooling. Water testing shall be adopted for testing PP pipes. The pressure applied shall be 10kg /cm2 . The test time is to be 2 Hours. WATER FITTINGS (TAPS, STOP COCKS ETC.) All water fittings shall be of approved quality and design and shall generally comply with latest I .S. Specifications. VALVES AND PRESSURE GAUGES. Pressure gauges shall have not less than 115mm dia , 10mm BSP full threads , brass body siphon and gauge cock of 10mm size . Dial gauges shall be adequate for pressure encountered and specified (0-15 kg/sq cm ) . Valves shall comply with IS:780 (Class I) for CI sluice valves and IS: 778 for GM valves and tested and approved by the Municipal Corporation . BALL COCKS Ball cocks used for storage tanks shall be high pressure brass/ gun metal ball cocks with brass lever road and PVC floats. SANITARY SYSTEM PVC SWR PIPES AND FITTING LAYING. PVC Pipes shall be laid under floors , in suspended ceiling , in sunk slabs or on walls either buried or exposed as the case may be as shown on drawings . The minimum thickness of the fittings shall be32mm. Fittings shall be injection molded type with rubber ring socket. Exposed pipes and fitting shall be capable of with standing sun –rays without any cracks or de- colorization. JOINTING Jointing of pipes to fittings shall be done as per manufacture‟s instructions/ recommendation . TESTING PVC pipe and fittings shall be tested for three meters of water head .Openings of pipes shall be sealed for the section to be tested .Water pressure shall be maintained for maximum of one hour. The sizes given on drawings shall be internal sizes of chamber, man –hole etc Unless otherwise specified, man – hole and inspection chambers shall be provided at all changes in direction of drain and where branch drain meets main drain .The Minimum internal sizes shall be taken as per detailed drawings, standards specified and local bye- laws if any BED CONCRETE. Bed Concrete shall be in 1:4:8 cement concrete 150mm thick for inspection chambers, 230mm for depths up to 2.1m and 300mm for greater depths in case of man-holes. BRICK MASONRY Brick work shall be with best quality table - moulded bricks in 1:6 cement mortar as per specification for brick masonry. PLASTER Inside of the walls of chambers / man –holes shall be plastered with 15mm thick cement plaster 1:3 mixed with waterproofing material and finished smooth with a flushing coat of neat cement .
