Background
The Minister’s of Education and Labour have developed a joint policy statement on “Enhancing the Efficacy and Efficiencyof the National Qualifications Framework”. The cornerstone of the agreement in respect of the joint policy concerns the establishment of a Qualifications and Quality Council for Trades and Occupations (QCTO). It is envisaged that the QCTO willhave jurisdiction and oversight of learning that culminates in occupational competence. In building on existing structures so asto respond effectively to labour market needs as well as to develop the quality of work-integrated learning, the QCTO will be amechanism co-ordinating and managing the development and delivery of occupational qualifications.
The Department of Labour has initiated a project to establish an occupational learning system which will include researchand development work as well as project management in terms of the following objectives:
Objective 1: Development of qualifications, curricula frameworks and learning material for occupational learning.Objective 2: Development and streamlining of quality assurance processes with regard to occupational learning.Objective 3: Development of structures, processes and procedures required for the occupational learning system.Objective 4: Provide research support on education, training and skills development and work-integrated learning policy
matters.Objective 5: Piloting of concepts developed through the above-mentioned objectives.
Purpose of the request for Curriculum Vitae
• The Department of Labour wants to establish a database of consultants who are qualified and interested to assistwith specific assignments in terms of the above-mentioned project and objectives.
• An evaluation committee will short-list consultants who could qualify to be registered on the database.

Outcome 2: Evaluate tender offers in accordance with the CIDB standard conditions of tender and write a tender evaluation report in accordance with the cidb best practice guidelines.
Outcome 3: Make presentations to a selected team of cidb members for evaluation of their capability and capacity in atopic.
Applicants who do not satisfy the criterion may apply to be included on the list. They must, however, be able to motivateand demonstrate adequate and appropriate experience to the satisfaction of the cidb in order to be admitted as cidb Agents.

In order to be registered on the approved database, professional service providers/consultants are required to meet the
minimum requirements as set out in the application form.
Registration forms will be available as from Wednesday, 13 August 2008 at Room 409, 4th Floor, 9 Dorp Street, Cape Town.
Closing date for the submission of applications is Friday, 1 September 2008 at 11h00.

EXPRESSION OF INTEREST
The Council for Geoscience (CGS) has been appointed by the Department of Minerals and Energy (DME) to locate and
then seal all abandoned and dangerous mine openings. Polyurethane foam (PUF) is being considered as an alternative means
of sealing such openings. An expression of interest (EOI) is requested from service providers who can demonstrate experience
in:
(a) Overseeing of construction work where mine openings will be sealed with PUF, and
(b) research on the use of PUF to seal mine openings.
