Welcome to the first of ourseries for 2011!

As a flagship initiative for Ireland and Europe, Temple Bar’s cultural quarter is now home to a vibrant community of artists, cultural organisations and creative enterprises and is a significant source of creativity and innovation for Ireland and beyond that is enjoyed by millions of people each year.

As we celebrate our 20th Anniversary, it is timely that we reflect on the changed landscape for culture and creative industries in Temple Bar and beyond, as well as the opportunities to create new forms of entrepreneurship, innovation and sustainability for our society and our economy, particularly in the context of Europe’s 2020 strategy and its flagship initiatives. To help us do that we have invited leading experts across policy development, research and practice in Europe to share their experience, knowledge, thoughts and ideas with us as we plan for the future.

Building on our role in leading a response to the EU Green Paper Unlocking the Potential of the Cultural and Creative Industries in 2010, and the Creative Ireland Alliance that is emerging from that process, it is clear that Ireland now needs a new, integrated and joined up strategy that positions culture and the creative industries at the heart of our socio-economic renewal and our European neighbours can help us find the solutions.

As Ireland prepares to host the Presidency of the European Union in 2013 this is an ideal opportunity to re-think how we can enhance our role in European cultural and creative industries to contribute to prosperity and success at home and abroad.

PHILIPPE KERN Managing Director, KEA European Affairs

Cultural Policy: A New Deal?

Philippe Kern is the founder and managing director of KEA European Affairs, a research centre and advisory company to institutions, NGO’s, and industries active in the culture and creative sectors. KEA’s expertise lies in culture policy, intellectual property, strategic advice, comparative policy and legal analysis, advocacy and management of European projects. KEA’s landmark studies include: The Economy of Culture in Europe, The Impact of Culture on Creativity, and Multi-Territory Licensing of Audiovisual Works in the European Union. Philippe Kern has 25 years’ experience in the world of creative industries, public relations and legal advice. By training he is a lawyer specialised in copyright, anti-trust and trade law. Philippe has led a range of research and strategy programs at European level, notably for the European Commission and the European Parliament in the field of culture and creative industries (CCI). He is advising numerous public and private bodies on the formulation of a CCI strategy for economic and social development at international, national and regional level. He is an established speaker at international conferences, managing seminars and workshops.

He is an adviser to the European Commission. Philippe was former Director of Public and Legal Affairs of PolyGram and head of the International Federation of the Phonographic Industry (IFPI) Brussels office. He is the founder of the European Film Companies Alliance (EFCA) and of the Independent Music Companies Association (IMPALA). He is founder and secretary general of EYPA – European Young Photography Awards. Founder of Untitled (Sans Titre) a forum for enabling the expression of artists’ point of view on societal issues and to contribute to lateral thinking in policy circles. He contributes to the KEA blog www.keablog.com and the Creative Europe social networks on LinkedIn and Facebook. He graduated in law from the universities of Strasbourg and Paris as well as the College of Europe in Bruges. www.keanet.eu

CARSTEN SCHIERENBECK Policy Officer,DG Enterprise and Industry, European CommissionCulture and Creative Industriesand European opportunities

Carsten Schierenbeck is a Policy Officer working in the area of cluster policy focused on the development of emerging industries such as the creative industries. He manages a number of project contracts under the Europe INNOVA initiative for innovation practitioners, based in the active ‘Support for Industrial Innovation’ Unit in the Enterprise and Industry DG of the European Commission. Europe INNOVA aims to create an environment in which creative enterprises can start, grow and thrive, by sharing best practice with colleagues across Europe, boosting the competitiveness and sustainability of the sector.

The European Commission’s Directorate-General for Enterprise and Industry has recently published a call for proposals to establish the European Creative Industries Alliance. The idea behind the Alliance is to bring together policy-makers, practitioners and stakeholders from all levels to devise better tools and policies to unlock the potential of SMEs in the creative industries.

Previously, Carsten has undertaken research for the University in Birmingham in the UK, worked for the West Midlands in Europe regional office in Brussels as well as for an SME in property management in Germany. He holds a PhD, an MBA in International Business Administration, a Bachelor of Commerce and a Professional Qualification in Property Management. www.europe-innova.eu

Dr. RENE KOOYMAN Director, Ars NovaThe Entrepreneurial Dimension of the Cultural and Creative Industries

Dr. Rene Kooyman studied Regional Development at the Groningen University in the Netherlands, and received a DEA in Economics from The University of Geneva, Switzerland. As International Research Fellow and Lecturer of the Centre for Art & Economy of the Utrecht School of the Arts, he manages international research projects in Arts and Economics. His books and papers discuss cultural entrepreneurship, cultural strategic management, creative urban renewal projects and cultural policies.

In 2010, he initiated the Chair of International Affairs at the Rotterdam Port Authority. He is the author of the EU Research on The Entrepreneurial Dimension of Cultural and Creative Industries. In the Final Report, published in 2011, the state of affairs regarding the Cultural and Creative Industries within the EU 27 countries has been analysed. The European Commission has adopted thisdocument as its basic policy document for its policy on the Culturaland Creative Industries. www.rkooyman.com

PIER LUIGI SACCO Professor of CulturalEconomics, IULM University, MilanCulture 3.0: A new strategy forculture-led socio-economicdevelopment. A general view and its implications for Ireland

Pier Luigi Sacco is professor of Cultural Economics at IULM University, Milan, and as of September 1, 2011, Dean of the Faculty of Arts, Markets, and Heritage. He also teaches Creative Industries at the University of Italian Switzerland, Lugano. He holds a PhD in economics from the European University Institute, and writes for Il Sole 24 Ore, Saturno and Flash Art.

Pier Luigi is president of the scientific committee of the International Festival of Contemporary Art, Faenza; president of the Cultural Observatory of Marche Region; a member of the scientific committee of Italian National Library, Florence; and a research associate at the Semeion Research Centre, Rome. He is the author of more than one hundred and fifty papers which have been published in international journals and edited books with the major scientific publishers (Oxford University Press, Cambridge University Press, etcetera) on the topics of economic theory, game theory, cultural economics, cultural and creative industries, cultural policy design at the urban, regional and national level.

He is a seasoned keynote speaker and has been invited to give lectures worldwide. He has conducted extensive consultancy and advisory work for governments, local administrations and cultural institutions on the issues of culture-led local development and of European Culture Capitals Programs. He is a member of the editorial boards of The Creative Industries Journal, Mind and Society, Quality and Quantity, Journal of Marketing at Retail and Economia della Cultura.

LUCINDA CREIGHTON T.D.Minister of State For European AffairsEurope 2020 Strategy: Opportunitiesfor Culture?

Lucinda Creighton T.D. was appointed Minister of State With Special Responsibility For European Affairs in March 2011, and was previously Fine Gael spokesperson on European Affairs since 2007. She has been very active at a European level throughout her political career, including campaigning for a ‘YES’ vote for the Nice and Lisbon Treaty referendums, and being a member of the Joint Oireachtas Committees on European Affairs and European Scrutiny.

She served on an advisory committee to the Department of Education for the Irish Presidency of the EU in 2004, and was a member of the Board of YEPP (Young European Christian Democrats) between 2003 and 2005. She is a member of the the Irish Institute of European Affairs and the European People’s Party (EPP) Young Members Network, and is a former director of Temple Bar Cultural Trust. A native of Mayo, and a qualified Barrister, she was a member of Dublin City Council between 2004 and 2007, and has been a member of Dáil Éireann since.
