OPEN CALL FOR PROJECT TEAM EXPERTS
The “EU ICT Professional Profiles in Action” project of the CEN Workshop on ICT-Skills has received EC/EFTA funding in the context of the 2014-2019 ICT Standardization Work Programme. The project aim is to maintain and enhance the quality, maturity, usability and stakeholder outreach of the existing CWA 16458:2012 ‘European ICT Professional Profiles' and to replace this by an updated version, providing the second release of ICT Professional Profiles including enhanced user guidance.
These activities are directly contributing to the implementation of the EU e-skills strategy as defined in the European Commission's Communication on "e-Skills for the 21st Century: Fostering Competitiveness, Growth and Jobs"1. Through this call for Project Team experts, CEN invites applications from experts who would like to work as a member of this Project Team. (i.e. a small team of paid experts who execute specific tasks under the direction of a Workshop.) The funding of the Project Team is available via the specific Grant Agreement 2015-07 between CEN and the European Commission. The official starting date of the Grand Agreement is 1st January 2016. The Project Team will have a total budget of 320 man/days, to be allocated over maximum 6 paid experts. The applicants shall comply with the requirements of the Terms of Reference (ToR) of the Project Team attached in Annex I. These ToR describe in more detail what is expected from this Project Team. In Annex II, you will find attached the rules for the setting up and functioning of Project Teams in CEN. In line with these CEN general rules on the selection and appointment of the Project Team experts, the selection will be made by a selection panel whose composition for this Project Team will be:

Members of the Selection panel will submit a declaration of absence of conflict of interest.
The selection panel will select six experts, including a Project leader, and five Project experts. Applicants should specify for which role they apply. Please refer to section 8 of Annex I (Attached) for a description of the expertise needed for this project. Applicants are expected to indicate what reimbursement rate they pretend to. Travel and lodging costs incurred in the context of this project are however not reimbursed. It is expected that a considerable part of the work can happen electronically. Payments to Project Team experts are dependent on CEN having received the corresponding payments by the European Commission. In this particular case, the payment steps are:
25% upon signature of the contract,
a maximum of 50% at acceptance by EC of the Interim Report o it is to be noted that this is a maximum amount o only costs incurred until the time the Interim report is finalized and not already
covered by the first payment step may be covered by this instalment2
the remainder at the EC approval of the Final Report. Applicants have to know that the delay before CEN is in a position to issue the interim and final payment may be in the order of several months after the interim report and final report have been delivered. The foreseen contract start date is September, 2016. Please note that, to ensure equal treatment of all tenders, it is not possible to modify offers after their submission in relation to the technical and financial proposals. As a consequence, incompleteness in this section can only result in negative impact for the evaluation of award criteria. Candidates may apply for more than one role. Annex I Terms of Reference for a Project Team
European ICT Professional Profiles in action
1. Context
1.1. Policy context
This proposal directly contributes to the goals defined by the Rolling Plan 2015 for ICT
Standardization4, Section 3.2.5. “e-Skills and e-Learning”. Under (A) Policy Objectives, it is stated
that “the development and the promotion of ICT professionalism require a strong consensus and
cooperation among Member States.” This main policy objective is backed by and built upon a series
of legislation and policy documents:

In particular, at page 45, Section D.2., Regarding e-Skills, Action 2, public and private sectors are
invited to collaborate on the following topic: “e-Competence Framework: Maintain the e-CF and
continue work on job profiles, qualifications and certifications, methods and tools for the
development, promotion, implementation and maintenance of the e-Competence Framework with
a view in particular to promote ICT professionalism (including international cooperation).”
Building upon the European Commission legislation and policy communications on the topic and
with the European e-Competence Framework (e-CF) version 3.0 (CWA 16234:2014) and European
ICT Professional Profiles first release (CWA 16458:2012) together with further multi-stakeholder
developed pan-European concepts as key contributors, this proposal aims at continuing the
work on job profiles, and to publish the main project result as European ICT Professional
profiles second release in CEN Workshop Agreement (CWA) format.

1.2. European ICT Professional Profiles first release (CWA 16458:2012)
The prime objective of CWA 16458:2012 was to increase transparency and to continue the
convergence of the European ICT Skills landscape by providing a set of European ICT
Professional Profiles.
As a response to the huge number of ICT Profile Frameworks and Profile descriptions used today
in European ICT Business and Qualification systems, it was decided to create a number of
representative ICT Profiles covering, at their level of granularity, the full ICT Business process.
In consequence, CWA 16458:2012 defines a set of European ICT Professional Profiles;
using the European e-Competence Framework (e-CF) as the basis for competence
identification; and
illuminating and structuring each ICT Professional Profile with a number of components
including work outcomes or “Deliverables”.
The 23 generic European ICT Professional Profile descriptions reflect the top of a European ICT
Profile family tree. The profiles are used by ICT multi-stakeholders for reference, or alternatively
as a starting point to develop further ICT professional profile generations for specific environments

Since CWA publication, in the first half of 2012, the pan-European set of 23 ICT Professional
Profiles for multi-stakeholder reference have been very well received by the European ICT sector
community. A set of typical user examples are provided in chapter 5.2.

Building directly upon the European e-Competence Framework, the profiles from the beginning had
a communication advantage and familiarity that has contributed to establishing them as a
successful and valuable tools, importantly contributing to a common and structured approach to
professional ICT skills and job role identification and development across Europe.
1.3. Limited CWA update in the context of the European e-Competence Framework version 3.0 project
The European e-Competence Framework version 3.0 has been published by CEN in 2014.

During the European e-Competence Framework version 3.0 project phase some competences
were modified respectively amended that had a direct effect on the integrity of ICT Professional
Profiles and consequently some minimalistic nomenclature changes were made to the CWA
16458:2012 presented profiles, to maintain continuity. It is important to note that no content
changes or further verification of profile content was undertaken within the initially agreed ICT
Profiles definitions. This important and much more complex maintenance activity to keep the
profiles relevant to the market maintained is planned for this current proposal.
2. Objectives and impact
2.1. Objectives
The ultimate objective of this proposal is to maintain and enhance the quality, maturity,
usability and stakeholder outreach of the existing CWA 16458:2012 and to replace this by
an updated version, providing the second release of European ICT Professional Profiles
including enhanced user guidance.
Building on previous significant CEN ICT Skills Workshop achievements, with the European ICT
Professional Profiles first release published in 2012 and the European e-Competence Framework
version 3.0 published in 2014 as the key contributors, this proposal addresses two prime objectives
(including further specification of objectives and subset aims):
1. European ICT Professional Profiles update
a) Verifying the current profile scheme, profile descriptions and families classification
b) Systematically collecting and evaluating practical user experience
c) Considering new emerging trends
d) Further specification of KPI area
e) Alignment with/ connection to the forthcoming new ESCO construct
2. Enhanced user guidance
a) ICT sector specific guidance: Steps necessary to build profiles that add value to
organisations
b) Generic guidelines for profile creation across sectors
c) ICT Profiles use - Case studies
d) ICT Profiles development – methodology documentation

Further propagation, user support and application of the European ICT Professional Profiles will
reinforce existing momentum and create a virtuous circle of added value, wider usage and hence
more added value.
To support target-oriented presentation and dissemination of the European ICT Professional
Profiles second release and related support material beyond the project conclusion, additional
communication effort is required. The project leader will provide on-going multi-stakeholder
interaction throughout the project and also ensure that the final outcomes of the ICT Profiles second
release are widely propagated and disseminated.
2.2. Relevance
The primary reasons for further developing the professional profiles (CWA 16581:2012) were:
to maintain the mutual compatibility between the two integrated and related structures
of a) ICT Professional Profiles and b) e-CF version 3.0,
to verify and where possible increase the overall maturity of the concepts established in
the project’s first release, and
to provide a continued guarantee of relevance to current ICT business practise.
A broader and equally important objective is to address the very complex world of ICT professional
capabilities and related company job structures and take them from, the complex and
indecipherable and make them logical and simple to understand. To achieve this considerable feat
it is necessary to thoroughly understand the deployment of ICT staff competences across industry
and how they are clustered and formulated into job roles for ease of management.
2.3. Indicators
The project will meet the following performance indicators;
Compliance with project aims, scheduling and budget as defined by this proposal
Number of stakeholder meetings: At least four expert workgroup meetings and two open
technical sessions addressed to interested e-Skills stakeholders will be carried out over
the course of the project, additionally to the regular report on project progress towards the
CEN ICT Skills Workshop Community
Number, multiplicity and quality of case studies generated: at least five case studies
covering five different perspectives of European ICT Professional Profiles application (e.g.

multinational, SME, curriculum design, profile and competence assessment – to be defined
in Project Phase 1) will be produced
Number and relevance of stakeholders engaged in the ICT Profiles updating and
dissemination process:
o At least five voluntary and highly qualified HR and ICT business experts
complementing the CEN nominated experts team;
o At least 10 ICT Professional Profiles users participating in the feedback gathering
workshop in month 11
o ICT Professional Profiles updating feedback from at least 50 e-CF qualified e-Skills
stakeholders around Europe and abroad.
o At least 10 European Member States are planned to be involved and to be present
in the updating process.
Overall compliance of European ICT Professional Profiles second release with the first
version (maintain and stay consistent with basic template, at least 23 and not more than
26 profiles)
2.3.1. Impact
This project will further enhance the ability to develop, manage and plan ICT professional
competences and job roles required in a long-term perspective across Europe. It will support and
reinforce the European long-term objective of developing a shared Framework for ICT
Professionalism across member states.
The European ICT Professional Profiles are currently in use by an encouraging number and variety
of different stakeholders across Europe. Similar to the European e-Competence Framework they
provide a key enabler for interoperability for ICT career development and HR management in
Europe; e.g. between ICT Professional job roles and competence demand and supply, frameworks,
qualifications, certifications, etc.
To keep the ICT Professional Profiles relevant to the market and expand European-wide
awareness of their existence and multiple application potential, it is vital to maintain the currency
of the profiles and to increase applicability to ICT professional competence development of as many
stakeholders as possible.
European ICT Professional Profiles enhanced user support, maintenance and further maturing is
in the interest of all current stakeholder users and will attract new user public. Stakeholders need
European ICT Professional Profile stability and a guarantee of continued relevance of the profiles
to ICT business in general and to their environment in particular.

3. Description of the different tasks
3.1. Introduction
The primary reasons for further developing the professional profiles presented in CWA 16581:2012
is to maintain the mutual compatibility between the two integrated and related structures of a) ICT
Professional Profiles and b) e-CF version 3.0, to verify and where possible increase the overall
maturity of the concepts established in the project of profiles and to provide continued guarantee
of their relevance to current ICT business practise.
Another important objective that was also the original motivation for creating the ICT Professional
Profiles first release, is to address the very complex world of ICT professional capabilities and
related company job structures and take them from the complex and indecipherable and to
transform them into being logical and simple to understand. To achieve this considerable feat it is
necessary to thoroughly understand the deployment of ICT staff competences across industry and
how they are clustered and formulated into job roles for ease of management. The following key
activities are incorporated within this proposal to achieve the aforementioned aims.

Figure 4 below shows how the four planned project key activities are interrelated for mutual benefit.

The following paragraphs specify each project key activity in more detail.
3.1.1. Activity A: Feedback collection on CWA 16458:2012
Since publication of the original, European ICT Professional Profiles, a wealth of field experience
have built up that should be captured and used to benefit new users and enhance the production
of updated profiles. In particular, experience on how to use the current 23 European profiles and
how to build specific profiles to meet requirements at a local, regional or national level is extremely
valuable. In fact, several proposals on how to keep the profiles relevant have been yet made e.g.
in guest contributions within the CEN ICT Skills Workshop Plenary. These will be evaluated
systematically in the proposed new project activity. In consequence this activity, within the project,
will systematically collect and document structured feedback that will be used to inform and
influence the outcome of the professional profiles and job family update.
3.1.2. Activity B: Update and maintenance of ICT Professional Profile within CWA 16458:2012
It is essential to the viability and sustainability of ICT professional profiles, and to the associated e-
CF version 3.0, that it remains relevant and current. Continuous updating is required to reflect the
ever-evolving workplace and the technological innovations that influence ICT professional job
structures. Step A. above will directly feed into this process ensuring that current business practices
are reflected in the final update.
Many new factors must be taken into account to maintain currency including, the release of e-CF
version 3.0. Further requirements to be addressed include, taking into account existing good
practise and feeding this into the new version, emerging new business management/ technical
trends and expansion of KPI’s. The aim with regard to KPI’s is to broaden their application to cover
the entire spectrum of tasks/deliverables and to develop guidelines to support the creation of a
homogeneous methodology for application of additional KPI’s to new profiles. Additionally the
European-level ‘work in progress’ construct, ESCO, must be considered, to ensure consistency
between both concepts
Furthermore, the ICT professional workplace is constantly changing to meet the demands of
technology changes, productivity requirements; customer needs and renewed management
practices, for example recent concepts such as dual thinkers and e-leadership. Output from studies
about the growth and proliferation of e-leadership will be used to inform the outcomes of this project.
To ensure that the European ICT professional profiles continue to add value, it is necessary to

investigate these changing influences and if required reconstruct job families and their
interrelationships to reflect current reality.
3.1.3. Activity C: User guidance
One of the principles of the ICT professional profile set is that they represent job families and are
adaptable for use in a variety of environments including the SME community. To enable exploitation
of this feature and support consistency of approach, a set of guidelines will be created and
instructions provided to demonstrate how profiles might be adapted, illustrating essential features
of profile construction. User guidance will also be provided to other sectors interested in using the
basic template for other areas.
In support of new users, proof of successful application and examples of deployment of the
European Professional Profiles, provide a valuable reference to compare and evaluate the benefits
of the job families and how to apply them. These examples are most convincing in relevant case
study format, in consequence, this activity will include the articulation of user experience and make
it available via digital publications, online detailed case studies representing a variety of market and
stakeholder perspective.
3.1.4. Activity D: Project communication and on-going user support
On-going multi-stakeholder interaction enabled by the project leader is planned throughout the
entire project. The project on-going activity provides furthermore a suitable environment to provide
stakeholders with ICT Professional Profiles user guidance on demand. To support target-oriented
presentation and dissemination of the European ICT Professional Profiles and related support
material beyond the project conclusion, additional communication effort is required. The outcomes
derived from tasks A, B and C will be disseminated to raise awareness of the availability of
European ICT profiles, their value, their relevance and their relationship to e-competence and how
they can be applied in the workplace. Furthermore, the principles underpinning profile structures
will be promoted for application in additional industry sectors.
3.2. Planned Work structure
The “European ICT Professional Profiles in Action” work structure proposed, builds upon the proven
need to continually expand engagement of European ICT sector players and stakeholders from
business, politics and education; it embraces this approach as a working philosophy and strategy.
At the political level it is important to gain the support of larger European multi-stakeholder partners.
Following successful experience from e-CF and initial ICT professional profile development, a wide
community will support the CEN nominated experts on a technical and political level.

The technical expert working group consists of the CEN technical experts including project
coordination and further interested and experienced representatives from European ICT business
and HR development. The collective experts provide a high level of know-how in human resources
and ICT management, job profiles description, qualification, structure development, implementation
and maintenance. The voluntary experts come from ICT supply industry and the ICT user industry.
Experts also include members with knowledge of higher education, qualification and certification
providers, trade unions and further local frameworks (e.g. CIGREF, SFIA, German VET, Eucip).
The inclusion of this wider knowledge and experience is very valuable and essential in enlarging
the CEN expert’s perspective. The expert colleagues are planned to analyse and discuss the CEN
experts input in order to reach common decisions on how to achieve first European consensus on
the technical content for the deliverables of the proposed project.
Further important feedback on potential improvements will be gathered from ICT players across
Europe who have knowledge of and/ or have used the European ICT Professional Profiles. In fact,
several proposals on how to keep the profiles relevant have been yet made e.g. in guest
contributions within the CEN ICT Skills Workshop Plenary. These are planned to be evaluated
systematically in the proposed new project activity.
The technical work process towards the project deliverables will be supported and monitored by
the CEN workshop community on ICT Skills and the workshop Steering Committee. The final
results are to be agreed and communicated by a CEN workshop agreement (CWA). The knowledge
of ICT human resource development, qualifications, certification and across Europe provided by
CEN, as well as the widespread contacts of the workshop members, provides an important

To support the target-oriented presentation and dissemination of the European ICT Professional
Profiles and related supporting material after the project end, an extra-communication effort

3.5. Deliverables
3.5.1. General presentation of deliverables
From the European ICT Professional Profiles users’ community point of view and with regard to the
key aims identified in 5.1, four final key deliverables documented in CWA format are planned.
1. European ICT Professional Profiles second release
2. User guidelines for the European ICT Professional Profiles (sector-specific and generic)
3. Methodology documentation of ICT Professional Profiles construction
4. Case studies illustrating ICT Profiles use in practise
All deliverables listed above can be identified in the second section of this paragraph where they
are formatted according to appearance either in the Interim Report or the Final Report to be
delivered to CEN and the European Commission.
Over the course of the project results will be provided in a broader sense to the European ICT
Stakeholder Community for further empowering European ICT Professional Profiles application
and use.
From the formal perspective of measuring and controlling project progress, the key milestones and
deliverables are the Interim report and the Final CWA together with the Final Project Report to be
delivered to CEN and to the European Commission.
All deliverables will be provided in English.
3.5.2. Interim report
The interim report will be delivered to CEN/ European Commission in S+11. The report will
contain:
The stakeholder perspectives and first input identified for the detailed case studies to be published in Month 15
A structured feedback mechanism to inform European ICT Professional Profiles second release and possible future profile updates
A structured informing from other relevant European e-Skills initiatives on what shall be considered for the profiles maintenance
First structured input from EU stakeholders to update the profiles towards the second release.
3.5.3. Final report
The final report will be delivered to CEN/ European Commission in S+ 24. The report will
contain:

The final project report dedicated to project management.
4. Execution of the different tasks- Structure and Resource Requirements
4.1. Organisation & relationship
The work will be carried out by multilevel work structure incorporating experts and stakeholders across Europe. The structure will be composed of
o The Workshop Management (CEN)
o The Workshop Secretariat (AFNOR)
o The CEN ICT Skills Workshop Community led by the Workshop Chair and the Steering Committee involved in the consensus process
o The CEN nominated expert team led by the project leader. The project leader will regularly report towards the CEN ICT Skills Plenary Meetings, take appropriate actions in agreement with the Workshop and ensure internal and external project communication.
o Voluntary ICT and HR experts coming from European ICT business to support and enriching the CEN experts work on technical level
o Subcontractors as specified in section 7.6
o Further “EU ICT Professional Profiles” interested ICT stakeholders from Europe and beyond contributing to the commenting phases
4.2. Project team
The selection process will follow rules agreed by CEN and the EC. The execution of the tasks and
the development of the above described deliverables require specialized expertise, which is not
available to standardization managers permanently employed by CEN and its members.
The management and administration of the consensus building and validation process with the aim
to publish the end results, as a standard deliverable is the responsibility of the CEN National
Standards Body or National Committee.
CEN have a standard methodology to select specialized experts that are called Project Teams.
Project Team experts are selected by a selection panel from the applications received as a result

of an open Call for Experts. The open call refers to the expertise required for being eligible for
participation in the Project Team.
For the Project Teams in relation to this Grant, experts should have specific expertise and
knowledge, which will be the main criterion for their selection and which is described in detail below:
1 Project leader with significant proven expertise and experience in
o ICT and HR project and team management on international level,
o ICT Professional Profiles initial development and maintenance requirements in the
EU multi-stakeholder environment and
o multi-stakeholder communication to optimally support the ICT Profiles product and
the updating process

o European ICT Professional Profiles development,
o maintenance of related concepts, in particular the European e-Competence
Framework
o ICT Professional Profiles practical application.
The experts should provide complementary expertise to the team by having specific
competence focuses in
- methodology (2 experts): technical competence in ICT Profiles development,
implementation and maintenance in particular and related to other frameworks on
national and local levels from methodological point of view.
Given the complexity of the topic and broad variety of perspectives to be satisfied, two
methodological experts should complement each other in order to monitor and ensure
consistency of the overall process.
- large ICT user enterprises (1 expert): technical competence in ICT Profiles
development, implementation and maintenance in particular and related to other
frameworks on national and/ or local levels from a broader ICT demand perspective,
combining experiences from different enterprises.
- SME (1 expert): technical competence in ICT Profiles development, implementation and
maintenance in particular and related to other frameworks on national and/ or local levels

from small and medium sized enterprises perspective, combining experiences from
different companies.
- ICT supply (1 expert): technical competence in ICT Profiles development,
implementation and maintenance in particular and other frameworks on national and/ or
local levels from ICT supply perspective, combining experiences from different
companies.
5 x 50 = 250 days (days assignment per expert is expected to vary between 40 and 65
days depending on specific mission and tasks of each expert)
A balanced composition of the above described European ICT Professional Profiles application
perspectives by the experts selected is key for the project success.
For these Project Teams, the selection panel will be established in accordance with the existing
rules for the selection of Project Team experts. In addition, specific experts may be invited to take
part in the Selection panel in case specific expertise is required.

Annex II Rules for the establishment and functioning of a Project
Team in the CEN Workshops
1 The concept of a Project Team (PT)
Project Teams are a light working structure, bringing together for a specified period of time a limited number of technical experts to complete specified tasks.
2 Types of work assigned to a PT
A Project Team may be created for each of the following purposes:
to prepare a draft programme of work on behalf of a Workshop or Workshop Project, developing standardization/specification requirements;
to provide support to a Workshop or Workshop Project on (a) specific and delimited task(s);
to carry out a study or investigation and to produce a Report with recommendations to the Workshop or Workshop Project;
to prepare the first drafts of CWAs for Workshop consideration and approval;
to carry out editing of documents;
to investigate and implement under the direction of the Workshop or Workshop Project prototype and pilot implementations of standards/specifications;
to prepare and carry out specific implementations under the direction of the Workshop or Workshop Project (for example through the creation of a Web site, or a register of objects or codes, where CEN/ISSS is required to provide a service to the standardization community.
3 Proposal for a PT
Proposals to establish Project Teams may be made by an existing or proposed Workshop, or Workshop Project, or by registered Workshop participants. The proposal submitted shall include the proposed Terms of Reference of the PT, including Technical Proposals where available, and the expected deliverables with corresponding target dates, as well as the required resources.
The originators shall also indicate the priority accorded to the request, due justification why a Project Team approach has to be used and the corresponding funding.
Proposals shall be approved by (where appropriate) the Workshop Project participants, and by the Workshop Plenary.
4 Terms of Reference of a PT
The proposal for a PT shall provide the necessary information to enable a good understanding of the expected task(s) and the corresponding outcome.

Proposals must at least contain the following sections :
1) Title of the Project Team to be established 2) Subject and Scope 3) Justification of a PT 4) Reference authority (Workshop in charge of the follow-up of action) 5) General context/Background/Environment 6) Work plan, including duration and target dates 7) Manpower (in man-days or man-months) 8) Characteristics of the expertise required and criteria for selection of candidates 9) Expected deliverable(s).
If relevant, and according to the type of work assignment, the Terms of Reference should also provide information about reference specifications and documents, and connected working bodies.
A Workshop Plenary may decide to open calls for Technical Proposals to its members, if there is a need to establish the detailed workplan for the Project; such calls, to be made by the Workshop Secretariat and posted on the CEN Web Pages, may be concurrent with the call for the Project Team’s establishment. Technical Proposals may be made by companies or individuals. Selection of Technical Proposals shall be made by a Selection Panel as specified in section 5, and the selection approved by the Workshop Plenary. Approved Technical Proposals shall be included in the Project Team’s Terms of Reference.
5 Approval and establishment of a PT
Calls for applications to become members of a PT shall be made by the Workshop Secretariat, and notified to the CEN Member bodies and to registered Workshop participants, with a minimum time limit of one month. Applications to become members of a Project Team shall be made only by individuals. Where a Project Team requires only an editing task, it may comprise only one individual.
A Selection Panel established by the Workshop shall make the selection of the best-qualified candidates for Project Team membership according to the criteria laid down in the call for candidates. The membership of the Panel shall include, the Chairman and Secretary of the Workshop (if they are not themselves candidates), the Project Manager of any relevant Workshop Project (if he/she is not a candidate) and a representative of the CEN Secretary-General.
One or more specialists who have a good knowledge of the subject concerned and its industrial and standardization environment may assist the Selection Panel. These specialists shall not be candidates for the PT or involved with the submission of competitive Technical Proposals.
The Selection Panel shall ensure the composition of the Project Team is balanced, having regard to the required expertise in the subject matter and the different interest groups present in the Workshop.
The Selection Panel shall inform the Workshop of the composition of the Project Team. Workshop participants with specific objections to the inclusion of one or more of the selected individuals shall notify the Chairman of the Selection Panel, with their grounds for objection. The Selection Panel shall consider any objections and notify the Workshop Plenary of the outcome of their consideration.
Contracts will only be signed with companies, in principle not with individuals. These companies bear total legal liability for the expert(s) from their companies and for the good execution of the work contracted.

One signatory of the contract shall be the Secretary-General, or the responsible person of the CEN member holding the Workshop Secretariat, the other signatory shall be the relevant management level of the organisation providing the expert.
Workshop Chairmen and Project Managers who become experts in a PT shall not chair those parts of the meeting discussing the PT’s progress and deliverables. Workshop Secretariat officials who become experts in a PT shall resign from their duties until the PT completes its tasks.
Management of a PT
Supervision of the PT work lies within the responsibility of the CEN Secretary General, delegated to the Secretariat of the Workshop, which shall be responsible for the administrative procedure and payment of the PT experts.
The Workshop Plenary shall be responsible for monitoring the PT, and for the technical approval of its results. PTs not preparing a formal document for approval, but which have been responsible for other tasks, shall prepare a report on their activities for the Workshop’s acceptance. The PT shall in any case be disbanded when its tasks are completed.
After consulting the CEN Secretary-General, CEN or the CEN member holding a Workshop Secretariat may terminate a contract if there is evidence that a PT expert is not fulfilling his/her contractual requirements or his/her performance is deficient. In general, any problems arising should be resolved with the organization providing the expert before a contract is cancelled.
Rules for financing of a Project Team
The Project Team members shall produce an invoice for each payment to be made by the CEN/CS. The CEN/CS commits itself to make the payments as rapidly as possible. However it can only make the payments after it has received the payment from the sponsoring body (e.g. CEC, EFTA Secretariat, private interest groups, etc.).
