Back in the old days, before the turn of the century, a (very) loosely organized agglomeration of political hacks, prognosticators and pundits known collectively as the ‘Joint Government Action Committee’, would gather once a month to talk about the political landscape, local, state and national. Folks would bring a bag lunch and most of the ‘action’ consisted of bemoaning the state of the state. What could be done about all the bad bills coming out of Sacramento that were costing local businesses jobs and revenue? Better yet, what could be done to influence legislators to pass good bills, bills that might actually help local businesses, bills that might reduce taxes or regulations, promote hiring and growth.

At that time the California Chamber of Commerce was not the political powerhouse it is today and local Chambers were even less politically involved - partly because they perceived themselves as a business organization not a political one, and partly because they didn’t want to run afoul of local electeds, biting the hand that (sometimes) feeds them, as it were.

But by the early 2000’s Chambers started to realize that legislative advocacy could be as important to their members as networking mixers, maybe more so in some ways. About the same time the Government Action Committee meetings started getting more focused, reaching out to local legislators to see what could be done and working more closely with local Chambers to see what issues their members were most concerned about.

In 2003/2004 we heard about a young fellow by the name of Shaun Lumachi who had started an advocacy coalition at the Long Beach Chamber of Commerce and was promoting the concept to other

Chambers in the area. Lumachi met with local Chamber leaders and the Government Action Committee to explain his program and advocacy goals. At about the same time CalChamber started stepping up their own advocacy program adding lobbyists and analysts, putting money where their mouth was and encouraging greater involvement at the local level. The timing was propitious.

Displaying both courage and perspicacity, the Temecula Valley Chamber, the Murrieta Chamber and the Lake Elsinore Valley Chamber formed a unique regional coalition which they dubbed the Southwest California Legislative Council, and hired Mr. Lumachi as legislative consultant to provide direction and support. Gene Wunderlich chaired the Council the first year followed by political powerhouses like Joan Sparkman, Dennis Frank, Roger Ziemer, Alex Braicovich and Greg Morrison. Following the untimely death of Mr. Lumachi in 2011, the Council determined to carry on the work he had started with Wunderlich serving as legislative consultant to the Council since 2012.

From its founding membership, the SWCLC has expanded to include the Wildomar Chamber, the Menifee Valley Chamber and next year will include the Perris Valley Chamber, adding scope and breadth to the coalition. Directors on the 18 member Council represent a cross section of regional businesses from banking and construction to utilities, education and retail. As a result, over 3,000 local employers representing nearly 30,000 local jobs now have a voice in Sacramento. The Council has further extended its reach by forming coalitions with other groups to address singular issues - groups like Western Municipal Water District, the California League of Cities, the California Association of Realtors and the U.S. and California Chambers of Commerce.

The SWCLC meets monthly to adopt positions on issues that impact our members. We routinely communicate our position to the author of a bill, the committee where it will be heard, and our local legislators encouraging them to work with us on issues important to our members and their constituents. The Council publishes a year-end report card holding our legislators accountable for their vote record. We are pleased that most of our local legislators have supported or opposed the same bills the Council has for most of the past decade. We need to replace legislators in other areas of the state before we can truly start to rack up sustainable progress in Sacramento and other Chamber/business partnerships will need to form in order to affect that positive change.

The Council recently published recommended positions on the ballot initiatives you will see in November, and our annual Legislative Report Card will be compiled by the end of this month. The Council will be back in regular session starting in January on the 3rd Monday of each month at the Realtor House on Jefferson Avenue. 2015 marks the beginning of a new 2 year legislative cycle in Sacramento which will no doubt produce a plethora of job-killing bills. In the mid-1980’s, citizens of “Rancho California” (a name chosen by land developers) formed an Incorporation Committee headed by A-Z Magnetics President, Les Adam. Residents and businesses wanted to find a way to have a greater say in the way they were governed. They wanted local control. It was too difficult working with Riverside County officials who were far away and spread too thin. They wanted faster police and fire response times, more parks, and better traffic circulation. In 1987, the Committee’s Petition for Incorporation was turned down by the Riverside County Local Area Formation Commission (LAFCO) due to a lack of projected revenue to support the new city government.

After the first petition was rejected, 30 citizens from the areas that were known as Rancho California, Murrieta and Murrieta Hot Springs joined together to form a new City Committee. Enough money and signatures were obtained from citizens of the three communities to seek another shot at cityhood. A new feasibility study was conducted which proved that the larger 87-square mile area could survive on its own financially. Once again, LAFCO, headed by Riverside County Supervisor Walt Abrams, denied incorporation. Not because of a lack of projected income, but because some of the citizens from the areas of Murrieta and Murrieta Hot Springs, including Supervisor Abrams, objected to being part of a city together with Rancho California (now Temecula). It was a rivalry that had preceded cityhood for a number of years.

The committee scaled down the next Petition with a third proposal for a smaller city that was similar to the first one submitted by Les Adam. The new feasibility study showed that projections exceeded revenue requirements. However, LAFCO rejected the Petition because the northern boundary of the proposed city was at Date Street, which the Commission considered a part of Murrieta.

After several meetings with LAFCO, the City Committee pointed out that many of the stores on Jefferson Avenue between Winchester Road and Date Street used “Temecula” as a part of their business name so they should be included in the new boundaries. LAFCO finally agreed that the

Petition for Incorporation could go on the ballot in November of 1989. Residents were asked to vote on the question of incorporation, what the new city would be called, whether council members would be chosen by districts or at large, and the names of the candidates for the first city council were listed. On December 1, 1989, the new city of Temecula was formed. Council Members Peg Moore, Patricia Birdsall, Ron Parks, Sal Munoz and Karel Lindemans were elected to serve at large, 88% voted for cityhood and 80% chose the more historic name “Temecula” rather than “Rancho California” which was a name created by land developers. The founding Council Members chose Ron Parks as the 1st Mayor of the City of Temecula.

The first City Council meetings were held in the Temecula Town Association Building on Pujol Street, which is now known as the Temecula Community Center.
