TELEGRAPH ROAD OPEN LEVEL CROSSING REPLACEMENT PROJECT COMMUNITY NEWSLETTER #3 – JUNE 2013 The $82 million Telegraph Road Open Level Crossing Replacement Project will improve an important east-west connection by providing a new road-over-rail overpass connecting Linkfield Road to Telegraph Road and eliminating the at-level rail crossing. Jointly funded by Brisbane City Council and the Queensland Government, this project aims to improve safety and reduce road congestion in the area. The project is part of Lord Mayor Graham Quirk’s commitment to tackle traffic congestion by investing $1.4 billion in transport initiatives this financial year and Council’s Moving Brisbane program which reduces congestion by investing in transport infrastructure, as well as active and public transport solutions. The Queensland Government’s strategic plan has also identified the removal of this level crossing as a key priority for safety, efficiency and reliability. The project will involve: constructing a new four lane road-over-rail overpass widening and signalising the Lacey Road, Linkfield Road and Telegraph Road intersection constructing a new signalised intersection where old Telegraph Road and Telegraph Road meet (near Langer Place) relocating the existing bus stops on old Telegraph Road near Langer Place to new indented bus bays on the new Telegraph Road alignment removing the level crossing and boom gates at Telegraph Road after the overpass is open to traffic closing Telegraph Road on the eastern side of the existing crossing preservation of a six lane road corridor for Telegraph Road allowing for Queensland Rail’s future addition of a fourth rail line allowing for the future extension of the Northern Busway by the Department of Transport and Main Roads. Construction timing Early works to relocate utility services such as gas, Energex and Telstra commenced in March 2013 in preparation for the main construction works to start. The main construction activities for the overpass and intersection upgrades are due to start mid-2013. The project will be completed by late-2014. Construction work will generally take place between 7am and 5pm Monday to Saturday. Some works will need to occur at night for safety and traffic management reasons. The project team are working closely with Queensland Rail to minimise disruption to their passenger and freight services. The construction contractor will take advantage of Queensland Rail’s scheduled North Coast Rail line weekend closures throughout the year so the bridge foundations and bridge girders can be constructed for the new overpass. The project team will provide local residents and businesses advance notification of works required outside normal working hours. Every effort will be made to carry out the works with minimal disruption to the community. Project benefits The open level crossing creates significant issues for the community around safety and efficiency. Once the road, cyclist and pedestrian overpass is complete the existing level crossing will be closed. The project will: improve safety by separating the road from rail, including pedestrians and cyclists improve safety by installing traffic signals reduce traffic congestion increase passenger and freight rail efficiency improve pedestrian and cycle links allow for future road and rail upgrades. Community information sessions Two community information sessions will be held at Bracken Ridge Plaza on: Saturday 22 and 29 June between 9am and 1pm. Members of the project team will be at the information sessions to provide information about the project and to answer any questions.

What to expect during construction Site establishment – A construction site will be established by installing construction fencing, entry and exit gates and worker facilities.

Equipment and machinery – During construction there will be deliveries to the work site of equipment and machinery. Due to the size of some machinery and equipment required such as piling rigs, cranes, excavators and bridge girders, these may be delivered outside of normal construction hours due to high and wide load transport requirements outside of peak travel times.

Traffic changes – Motorists may experience traffic delays during construction as some traffic changes including temporary lane closures along Lacey, Linkfield and Telegraph roads will be required outside peak travel times.

From the start of construction the speed limit will be reduced to 40km/h through the work area. Traffic controllers will be onsite as needed to direct motorists. Motorists are encouraged to follow traffic signs and allow more time for their journey or seek alternative routes to avoid the work area.

Bus stop changes – The bus stops on Telegraph Road between the open level crossing and Langer Place will be permanently relocated as part of the final project design. The project team will provide advance notification for the bus stop relocation and TransLink will provide A-frame signs. The project plan overleaf shows the location of the new indented bus stops.

Pedestrian and cyclist changes – During construction some changes to pedestrian and cyclist access will occur so work activities can take place safely. Pedestrian and cyclist detours will be in place so that access around the construction zone is maintained.
