Technology Roadmap Purpose
A strategic plan that identifies key priority technologies/solutions to develop and implement in the CUSEC region that will enhance situational awareness and decision support between local, state, and federal stakeholders in the region.
It will be designed to inform a more detailed and comprehensive regional technology adoption strategy for CUSEC and member states over the long-term
It can serve as a building block for a national roadmap being developed by State emergency management agencies in partnershiop with FEMA and DHS S&T

• Observations made during the preparation for Shaken Fury 19, conduct of players and hotwash

Compiled List of Identified Regional Needs
Better shelter planning and coordination with the Red Cross
Develop a planning & operations working group to identify operational requirements at the state level
Better process to ensure adoption of technology once it is developed and full transition of the technology/tool
Wider adoption of the Regional Information Sharing Portal (RISP) and enhancement of Resource Clearinghouse
Better data and analytics capabilities for planning and mitigation
Develop an information clearinghouse (could that be expanded to the RISP?)
Develop information sharing SOPs (with FEMA's assistance)
Develop a better way to crowdsource building safety assessors
Develop notification triggers for EEIs (i.e. when to start monitoring them?)
Update PIO toolkit
Ensure an all hazards approach be considered/brought in for the planners & operators in CUSEC
Situational Awareness/Information Sharing
“We need better shared situational awareness so we can see what’s happening and what’s coming so we can plan for it.”
“We need a better way to identify task specific resources that are available. I have no ability to see what resources are available to me not only regionally but within 500 miles of the event.”
“We really need a way to look at crisis management data across the region – especially for resource requests and tracking.”
“We need the ability to roll up data from multiple boards rather than having to go from board to board.”
“Coordination is critical. Given resource limitations we need tools to help.”

“We don’t have the tools we need to know how to best invest mitigation dollars. A make the smartest mitigation decisions. A town in Texas is still trying to figure out what to do with a bridge that always floods out.”

“The States have new responsibilities. The new constructs require new processes and new ways of doing business, but we have the same budgets and staff. We need technology to help.”
“We need to be “all-in” on focusing on technology to help us. It’s telling that the first executive order from California’s new Governor focused on technology to help emergency management.”
