1. Equipment description
1.1 Introduction
The Veolia Environmental Services P43 is a device or directing a submerged jet o crude oil across
a pre-selected area o the bottom o a crude oil storage tank. This jet o crude oil dissolves and re-
suspends the accumulated sludge throughout the overhead oil.
The P43 is uid dynamically-powered, the nozzles being gearbox-driven by a xed-blade impeller
assembly which is rotated by the continuous ow o uid through the P43. This is shown in
Figure 1.1 on page 3 o this section.
The P43 was developed jointly by BUTTERWORTH SYSTEMS and EXXON RESEARCH AND
ENGINEERING COMPANYas a replacement to side-entering mixers. Full scale tests demonstrated
that complete de-sludging o a tank could be accomplished in less than 30 hours using the
P43. Periodic use o the P43 eliminates the need or side entering propeller mixers resulting in
substantial electrical savings.
1.2 Types o P43
There are two types o P43 available:
CENTRAL TYPE
The centre mounted P43 is designed to be placed on the tank oor in the centre o the tank. Both
nozzles normally would discharge simultaneously through the entire 360 rotation o the P43. One
nozzle o the P43 can be blanked o to accommodate pump ow rate limitations. Single-nozzle
operation requires that the installation be designed to withstand jet reaction.
This installation can only be considered in a clean, gas ree, tank since it is necessary to conduct
hot work.
SHELL TYPE
The shell mounted P43 is designed to be placed at the tank wall, using the existing tank shell
manway or mounting.
Only the nozzle acing away rom the tank shell discharges as the P43 continuously rotates in a
clockwise direction. An internal bae (see Figure 1.1) prevents the nozzle acing the tank shell rom
discharging. The ow change over between the nozzles is smooth and commences when the
nozzles are approximately tangential to the tank shell. Flow rom one nozzle is gradually reduced
as ow to the other is increased proportionally to begin the cleaning cycle again.
The shell mounted P43 can be installed in a tank that is in service provided the manway door
can be removed or installation. Unlike the centre mounted P43, the shell mounted P43 doesnot require any hot work or installation. The shell mounted P43 aords ease o access or
maintenance and the installation can be either portable or permanent.

1.4 Nozzle selection
These range rom 50mm (1.97") to 112.5mm (4.43"). Nozzle size selection is based on required jetrange, available pressure and ow rate or the P43 service.
1.5 Impeller selection
The speed o rotation can be varied by the ow rate through the P43 and also by a variety o
actory tted impellers. The speed range being 1.78 5.18 deg. min.

2. Operation
2.1 Operating specications
During the normal operating sequence o the P43, there will be external circumstances which
will lead to a change in the normal ow rate and/or supply pressure. These changes will alter the
cleaning radius o the P43 and could aect the overall eectiveness o the P43 installation.
The graphs (Figures 2.1 to 2.4) enable the operator to calculate the impact o these changes
on cleaning radius, and which remaining parameters would need to be altered to restore the
installation to its normal operational eectiveness.
EXAMPLE:
In the case o a 260' (79m) diameter tank with three P43(s) at equidistant positions around the
circumerence o the tank, the ollowing applies:

2.2 Recommended operating interval
It is strongly recommended that the P43 is run at least once per month to prevent sludge build-up
and to ensure ree movement o internal components. The requency and duration o operation
will be a unction o sludge deposition rates, but in general should be about 8 sweeps per nozzle in
a month.

MONITORING P43 EFFECTIVENESS
A tank monitoring procedure should be devised to
Determine the crude oil quality or selection o processing strategy
Measure the eectiveness o blending
Determine the rate and eectiveness o sludge re-suspension
2.3 Use o shell mounted P43 to de-sludge tank
(i) Take samples o sludge and measure:
B S & W (Bottom Sediment and Water)
(ii) Conduct sludge prole survey across the tank
Estimate sludge quantity
Empty tank and t P43 (see Section 3.3)
(iii) Fill storage tank with crude oil to a minimum height such that the roo is oating
It is advantageous to have a large volume o crude to disperse the sludge
A ratio o approximately 4:1 (crude to sludge) is usually sufcient
(iv) I a minimum level o crude has been used, raise roo legs to their operating position to
minimise jet disturbance during cleaning operation. Alternatively ll the tank to a level
where the roo legs are above the centre line o the jet
(v) Sample the crude oil ater lling the tank and measure B S & W levels
(vi) Gradually increase the pressure to each P43 until the designated rate is achieved
(vii) For the tank cleaning operation, we recommend a minimum o eight sweeps per P43. This
time can be reduced i the customer is prepared to stop the operation, allow a 1-hour settling
time and conduct sludge prole measurements. I the levels are satisactory then the operation
can be stopped
(viii) When the operation is stopped to assess sludge proles, it is recommended that samples are
taken at the top, middle and bottom to determine B S & W levels
This data will give you useul inormation on the operating characteristics o the P43 and will
assist in assessing the processing needs o this mixture
(ix) I sludge is still present in the tank and the B S & W level exceeds 15% in the bulk o the
crude oil, we recommend draining the tank and adding resh crude oil or a urther periodo P43 operation
NOTE: SEQUENTIAL OPERATION
I the renery is limited or ow rate it is possible to operate the P43 on a sequential basis.
However each P43 should be operated as outlined in section (vii). The total cleaning time would,
thereore, be extended.
Heating o the oil is also an advantage when de-sludging, with 60 C the maximum
recommended temperature.

2.4 Procedure or processing sludge dispersed in crude oil
The sludge dispersed in the crude oil mixture may need to be blended in line with the eedstock
rom a neighbouring tank. The decision on the exact percentage o the blend should be based on
the composition o the sludge / crude oil mixtures. I the P43 has been used to de-sludge the tank
with a minimum crude level, then a blend o 5 to 10% could be required.
The ollowing parameters should be monitored to assess any downstream impacts:
(i) B S & W and salt levels in the inlet and outlet o the desalter
In order to assess the ouling tendencies o the crude oil, monitor
(i) Pressure drops across crude pre-heat exchangers beore, during and ater sludge /
crude oil processing
(ii) Overall heat transer coefcients (U Values) across crude preheat exchangers,
beore, during and ater sludge / crude oil processing
2.5 Routine check on P43 operation
It is recommended that the ollowing checks are conducted periodically:
Check sludge level in the crude oil tank
Check pressure readings at tank shell and ensure these correlate with the design pressure
or the installation
Monitor line lter pressure drop to ensure that the line lter is not blocked
During P43 operation, check indicator (where tted) or correct P43 rotation
2.6 Special considerations
I the P43 is to be operated in an environment with oils which are solid at ambient temperatures,
special precautions should be taken. These include:
Keeping the temperature o the P43 and vicinity elevated
Checking that the strainer(s) is clear
Checking the indicator (where tted) to ensure the P43 is rotating
Checking the pressure and ow rate on starting against gures given or the installationsand/or previous results (see Figures 2.1 to 2.4)
Ensuring that the supply line to the P43 is drained / empty i the heat is to be
switched o

A. Installation
3.1 Equipment supplied
Veolia provide only the P43, which is lled with oil and ready to be mounted onto the appropriate
supporting pipework. The P43 is tted with an 8 inch ANSI at ace mounting ange and is
complete with xing bolts, mating ange and an earthing strap.
The P43 is supplied as a sealed unit. Breakage o this seal will invalidate warranty.
Veolia do NOT provide any o the associated pipework, supports, valves, gauges etc. However we will
give technical advice on the installation and comment on any piping proposals.
Schematics or typical pipework required or installation o the P43 are illustrated on the
ollowing pages.
Prior to installation o the P43 in any tank, ull regard must be given to saety procedures to ensure
the protection o all personnel. All standard saety procedures as laid down by governmental bodies,
saety organizations and the operating company must be complied with.
3.2 External pipework details
3.2.1 Details or centre mounted P43
A schematic o the pipework is illustrated on Figure 3.3. The ollowing should also be considered
when designing the system:
Pipe diameter to be selected to ensure that the desired pressure at the P43 can be achieved
Line Supports. See Figure 3.6
P43 mounting anges are 8 inch ANSI B.16.5 and have been designed toAPI 650 standard
In-line strainer specication see Figure 3.3
Material stainless steel
Screen size diamond-shaped preventing a particle size
greater than 19mm (3/4") rom passing
It is recommended that the strainer is o a basket type design to acilitate cleaning.

NOTE: It is possible that sufcient strainers may have been tted at the pumps, thus making
the tting o a urther strainer unnecessary.
All new pipework must be ushed through beore commissioning in order to clear any
debris that may have accumulated during installation. The use o temporary strainers
during commissioning is also recommended
Ensure centre line o jet does not directly impinge on internal piping, e.g. stream coils,
water draw-o, etc
Ensure also that all specied alterations to internal pipework have been completed
Line vents or commissioning should be included
Pressure gauges are tted to measure P43 inlet pressure and identiy i line lter
is blocking. These should be upstream and downstream o the line lter
Valve requirement. See Figure 3.4
P43 supports to withstand jet reaction quoted by Veolia
Fabrication o elbow assembly to acilitate P43 installation. See Figure 3.4
Minimum distance between vertical centre line o P43 and inside o tank well
should be *500mm or the P43 with standard nozzle attachments
Recommended clearance under the P43 125mm
Inlet ange designed to A.P.I 650 hence bolt holes straddle the centre line o the P43
Correct P43 orientation is indicated by a groove included on the main stationary component.
This groove marks the centre line o the P43 and should be directed at the centre o the tank
When steam coils are present, P43 must be positioned such that nozzle discharges below
steam heating coils
*This measurement should be increased to 800mm or P43(s) with S Bend Nozzle tube attachments
(see Section 4 Page 13).

3.3 System installation commissioning
The ollowing procedure is recommended when installing and commissioning the Veolia P43.
3.3.1 Centre mounted P43
a) Check that the correct nozzle size has been installed (i.e. in accordance with design
specication). Ensure that the impeller in the inlet to the P43 is ree to rotate (by hand)
b) Ensure by observing the centre line position o the nozzle that there will be no direct jet
impingement on internal piping e.g. stream coils, water draw-o etc. Also that all specied
alterations to internal pipework have been completed
c) To prevent impeller ouling on start-up, ensure that the lines eeding the P43(s)
(downstream rom the line lter) have been ushed to remove scale deposits, welding rods etc .
prior to installing the P43(s). The use o a temporary strainer during commissioning is to
be recommended
d) Ensure that a pressure gauge 0-20 kg/cm (0-300 psi) has been installed in the line between
tank shell and valve to measure P43 inlet pressure
e) Fit gasket between the P43 and the saddle support and tighten bolts securely. Check the plane
o the nozzle rotation to ensure that it is ree rom obstruction, and the centre line o the jet
does not directly impinge on tank internals
) The P43 is electrically continuous. To ensure electrical continuity with the pipework an
earthing strap is supplied. This should be used to bond the inlet ange on the P43 to the pipe
assembly. When assembled the whole surace o the strap and the asteners should be coated
with an oil resistant paint
g) Ensure that the external indicator (where tted) is in place and the exible drive is
securely astened
h) Ater line commissioning, gradually increase the pressure to the P43 until the designed rateis achieved
i) Monitor the position o the P43 on the external indicator ater hal an hour operation and
record the position ater a urther hal an hour period to ensure that the P43 is rotating reely.
Check the rotation rate o the P43 and ensure that it is within 10% o the specied time or the
rotation at the design pressure
3.3.2 Shell mounted P43 (or manways 30 or greater)
a) Check that the correct nozzle size has been installed (i.e. in accordance with design
specication). Ensure that the impeller in the inlet to the P43 is ree to rotate (by hand)
b) Ensure by observing the centre line position o the nozzle that there will be no direct jet
impingement on the internal piping e.g. steam coils, water draw-o etc. Also that all specied
alterations to internal pipework have been completed
c) To prevent impeller ouling on start-up, ensure that the lines eeding the P43(s) (downstream
rom the line lter) have been ushed to remove scale, deposits, welding rods, etc. prior to
installing the P43(s)
d) Assemble P43 into inlet pipe abrication together with gate valve and non-return valve,
see Fig. 3.4
e) NOTE: that the centre line o the P43 is marked by a machined slot. This slot must point tothe centre o the tank
) Check that the earthing strap is xed across the anges and is making a good contact and has
been painted

g) The P43 can be easily manoeuvred by crane with the valve assembly acting as a balance
h) Ensure that the external indicator (where tted) is in place and the control cables are
securely astened
i) The assembly can be positioned and the manway ange bolts tightened
j) Ater line commissioning, gradually increase the pressure to the P43 until the designed rate
is achieved
k) Monitor the position o the P43 on the external indicator ater hal an hours operation and
record the position ater a urther hal-hour period to ensure that the P43 is rotating reely.
Check the rotation rate o the P43 and ensure that it is within 10% o the specied time
or one rotation at the design pressure
3.3.3 Shell mounted P43 (or manways less than 30 )
a) Check that the correct nozzle size has been installed (i.e. in accordance with design
specication). Ensure that the impeller in the inlet to the P43 is ree to rotate (by hand)
b) Ensure by observing the centre line position on the nozzle that there will be no direct jetimpingement on internal piping e.g. steam coils, water draw-o etc. Also that all specied
alterations to internal pipework have been completed
c) To prevent impeller ouling on start-up, ensure that the lines eeding the P43(s) (downstream
rom the line lter) have been ushed to remove scale deposits, welding rods, etc., prior to
installing the P43(s)
d) NOTE: That the centre line o the P43 is marked by a machined slot. This slot must point to
the centre o the tank
e) To install P43(s) through manway the P43 should be positioned on the inlet pipework in such
a manner that the machined slot on the P43(s) is pointing to the tank centre and the nozzle
positions are parallel to the tank shell
nOZZLES SHOuLd nOW BE REMOVEd
) Check that the earthing strap is xed across the anges and is making a good contact and has
been painted
g) From the main liting equipment an additional chain block is required, this second lit should
then be attached with a shackle or similar to the bottom holes in the manway cover to allow
the manway to be rotated through 90
h) The P43(s) can now be tted through the manway
Having positioned the P43(s) in the tank the secondary set o chain blocks can be lowered
allowing P43(s) to resume its normal position
i) Nozzle installation will have to take place through the manway door, with the valve assembly
resting outside the tank at base level
j) Once nozzles are xed ensure that the external indicator (where tted) is in place and the
control cables are securely astened
k) The assembly can be positioned and the manway ange bolts tightened
l) Ater line commissioning, gradually increase the pressure to the P43 until the designed rate
is achieved
m) Monitor the position o the P43 on the external indicator ater hal an hours operation and
record the position ater a urther hal-hour period to ensure that the P43 is rotating reely.
Check the rotation rate o the P43 and ensure that it is within 10% o the specied time or
one rotation at the design pressure

3.3.4 P43 external indicator
Setting-up procedure or centre mounted unit
Reer to drawings Nos, E.5468, E.5615 and schedule E.5468
1. Select position or indicator on tank wall. This will usually be on a manway ange or other
convenient point. I a P43 wall mounted installation is being used, the indicator can be
mounted on the same ange as the inlet pipework
I the installation is centrally mounted, the position o the indicator may be determined by other
actors such as the route o the exible drive (item 38).
The exible drive should be routed such that it runs past any available xtures inside the tank such
as the P43 inlet pipework or the water draw-o line. This will enable the drive to be secured once
the indicator has been set-up. The drive should not be run close to heating coils where these may be
used ater installation.
Keep the number o changes in direction o the drive to a minimum. The indicator will operatesatisactorily with up to six 90 bends.
When routing the drive, ensure that no part o it can be trapped or caught by roo legs or roo water
draw-o pipework when the roo is raised or lowered.
2. Cut a hole 80mm dia. in the manway ange to coincide with the centre lines o the indicator
3. Weld the studded ange (item 13) to the manway ange centrally around 80mm dia. hole
4. Feed end o the exible drive through the 80mm hole and bolt indicator to studded ange with
items (32) and (35), including gasket (item 10)
5. Bolt manway ange to tank taking care not to damage the exible drive
6. Run drive along the desired route to the P43
7. Bolt P43 to inlet pipework ange. Choose two adjacent bolts on the P43 mounting ange
or the attachment o the mounting bracket (item 15). These will normally be in line with the
direction o the drive as it meets the P43. Leave these two bolts undone and the others slack
8. Slide mounting bracket over the bolts in the position shown on the drawing and secure.
Tighten all P43 ange bolts ully
9. Slide sprocket end o exible drive onto the mounting bracket until the sprocket touches the
pins on the bearing plate (item 1). Secure with items (5), (17) and (33), using Loctite 241 adhesiveor equivalent to coat the bolt threads
Note that Figure 3.9 shows a wall mounted installation. For a central mounted installation,
the whole assembly at the P43 will be upside down
10. Secure the whole length o the exible drive to the xtures along its route with stainless steel
wire. ENSURE THAT THE DRIVE NEAR THE P43 IS CLEAR OF THE ROTATING NOZZLES
11. When the P43 is run, there will be a delay o about 20 minutes beore the indicator moves.
When the P43 is moving, the indicating disc (item 16) will rotate at the same speed as the
P43. By timing the rotation o the disc through one revolution or any given angle, the speed o
the P43 can be assessed

B. Maintenance
3.4 P43 lubrication
The gearbox is lubricated by EP 320 oil. This should be renewed at the periodic services.
3.5 Recommended operating level
The requency and duration o operation will depend on the rate o sludge deposition.
But it is strongly recommended that the P43 be run or an approximate ONE ROTATION
OF THE NOZZLE at least ONCE A MONTH to ensure ree movement o internal components.
3.6 External indicator
An external indicator can be supplied as an optional extra.
INDICATOR indicates nozzle movement
(FOR SHELL MOUNTED P43) and nozzle position
INDICATOR
(FOR CENTRE MOUNTED P43) indicates nozzle movement only
The indicating mechanism is mechanically connected to the P43. (See Figure 3.9).
3.7 Servicing interval
Following 15 years o installation, it is recommended that the P43 is removed or routine service,together with the external indicator (where tted). It should then be returned to Veolia or our
approved service centre or complete overhaul. A substitute unit can be supplied at the time the
existing unit is removed to minimize tank outage time.
